1. On E2 change the note on the single line diagram adjacent to the new BES pad mounted transformer from “Contractor shall provide pre-cast concrete transformer pad, bollards and transformer lug connectors in accordance with BES requirements” to “Contractor shall provide pre-cast concrete transformer pad and bollards in accordance with BES requirements”.

2. On E5, Note 6, change “See Detail on EX” to “See Detail on E8”. In addition, the concrete Pad for the transformer has been relocated.

3. Specification Section 16200, add the following new paragraph: “2.01.F Also pre-approved ACF Standby Systems, Generac Industrial Power Model SD250 Generator Set with 300KW-PM upsized alternator and GFS Corp EVO-SP natural gas plus diesel bi-fuel system.”

4. On C2, the existing ARV valve note has been revised.

5. On C3, location of concrete Pad for transformer, water service line has been relocated and emergency pump-out connection has been relocated to the elbow.

6. On M1, the emergency pump-out connection has been relocated to the elbow.

7. On M2, the flowmeter piping has been revised in section A.

Bid Questions: Lift Station #2 Replacement Jacksonville Beach, FL See response in RED

1. REF: Sheet A1, General Note 1 – Where on the civil drawings other than fencing does it show these items for demolition? See drawing C2 for demolition items.

2. REF: Section 00200, Par. 1.6 – Can the owner furnish as-built drawing showing the conditions of the interior of the generator building, motor room and screen room showing piping, pumps, slide gates, panels etc. Does all of the interior panels, conduit, piping and equipment get removed?

The bidder may schedule a site visit by contacting Mr. Chuck Saunders, Maintenance Supervisor at 904-270-1608 or 904-588-6039 The attached as-built drawing (Dated April 9, 1984, DRAWING NO.6) has been hatched to show areas of demolition and is provided for informational purposes only. The existing mechanical/electrical equipment may or may not be as shown on this drawing. The Contractor is to demolish and remove all existing mechanical/electrical equipment and floor slabs in accordance with the plans with the exception of the salvageable items listed below that are to be delivered to COJB WWTF at 910 10th Street South. 3. REF: Sheet S1.1 – Will the interior concrete slabs in all buildings and rooms be removed or will the

new slab be poured over the existing slab? If removed, what is the thickness and are they tied into the existing wet well walls or are they floating slabs? All interior floor slabs will be removed. The Contractor will need to cut/grind smooth existing floor to wall connections as part of concrete slab demolition and add a joint as outlined in detail 5/S1.1. See Structural Drawings for replacement slab thickness and sub-concrete preparation for construction.

4. REF: Section 00200, Par. 1.6 – Please furnish a demolition plan for the interior of the buildings. Also, will the cleaning out of the existing wet well and influent flume be part of the contractor’s scope of work or will the City clean them out? If it is the contractors responsibility how much residual material (grit, sludge, etc.) will need to be cleaned out and hauled away for legal disposal. Does the City have a location where the materials can be disposed? If it is the contractor’s responsibility an allowance or pre-determined quantity would allow all contractors to bid on the same scope of work. Wetwell Cleaning/Disinfection/Abandonment: To the extent possible, raw wastewater remaining in the facility will be discharged and/or hauled to the wastewater treatment facility (WWTF). Sand and grit remaining at the bottom of the wetwell and remaining piping will be removed and landfilled. Care will be taken to ensure that no sand, grit, or gravel is discharged into the new Lift Station and wastewater transmission system. The wetwell interiors will be pressure washed and disinfected with a 10% solution of sodium hypochlorite. All piping will be flushed with potable water. The wetwell/drywell floor will be drilled and/or cored in the bottom prior to placement of #57 Stone.

5. REF: Sheet S1.1 – Will the interior walls in the wet well need to be pressure washed prior to filling with stone? See response to 4 above.

6. REF: Section 00300, Bid Proposal Form – Engineer confirm that the amount that is to be entered on Bid Item 33 is the difference in price (additive or deductive) between the concrete lift station and the fiberglass lift station. The amount to be entered at Bid Item 33 will be either the additive or deductive dollar amount between the concrete wetwell and a reinforced fiberglass wetwell in accordance with the construction documents.

7. REF: Section 00500, Agreement – Article 3 says that the project must be complete within 270 calendar days or there will be $500 per day liquidated damages assessed. Does “complete” mean all final site work, final cleanup, as-built drawings, punch list items and other closeout requirements must be complete within the 270 days? Yes.

8. REF: Sheet E2 and Specification Section 16200 – Is Caterpillar the only approved generator for this project? See item 3 Plan and Specification Revisions above.

9. REF: Section 02140, Par. 3.3 – How many observation wells and where are they located? The Contractor will need to coordinate with their dewatering sub-contractor to determine the number and locations for observation wells.

10. REF: Sheet C3 – Due to the amount of existing utilities in the area and the depth of the 10” pipe can the 10” FM at the east side of the building be grouted full length and plugs eliminated? Yes.

11. REF: Sheet C2 & C3 – Sheet C2 says to replace the air release valves but looking at C3 we do not

see where they are to be installed. The existing ARVs will be removed and not replaced. See attached revised Drawing C2.

12. REF Sheet C3 – Who is responsible for the cost associated with the work by Beaches Energy, TECO Gas and Comcast? The electrical plans are clear regarding the work to be done by Beaches Energy Systems and the work to be done by the Contractor. The Civil plans delineate responsibilities for Teco Gas. The Contractor will coordinate with James Graham of Comact (904-509-6472) regarding Comcast facilities relocation.

13. REF: Section 00700, Par. 6.13 – Will the cost for the building permit be waived, or will the

contractor be required to pay for it? If contractor pays, how is it calculated? The Contractor will have to provide signed and sealed engineering plans and make application for a Building Permit. The City will pay for any Building Permit fees, if necessary.

14. REF: Section 11535, Par. 2.2.A – Specifications call for 208 volt pump motors. Drawings call for 460 volt. The pump motors shall be 460 volt, 3 phase as shown on the Electrical Plans.

15. REF: Sheet C3 – While doing the 24” tie-in at the existing manhole in the 6th Ave & 4th St intersection the flow will need to be interrupted at the 18” N and 24” E lines, and possibly the 24” S line. Does the City know these flow rates? There does not appear to be a manhole upstream of the 24” E line. Can this line be shut down during the tie-in? What was the engineer’s intent regarding bypassing this manhole during the tie-in? Please see the attached J-24 Water Sewer Map for the approximate location of the sewer manholes upstream of Lift Station No. 2. The Contractor will need to coordinate with the City to locate and access the upstream manholes as necessary for by-pass pumping during construction.

16. REF: Sheet C3 – It appears the invert elevations of the manhole pipes in the intersection are lower than the manhole to the south on 4th St that is feeding into the wet well. Are these lines being surcharged? The elevations as shown are from the existing survey conditions. As to whether the lines are surcharged or not is unknown. Please see response to #15 above.

Additional Questions and Responses in RED:

1. Section 11535, 1.1, A & Section 16800 : Please confirm that controls are to be supplied by the submersible non-clog centrifugal pump supplier and that Sta-Con (Apopka, FL) is an approved manufacturer for controls. The “controls” referenced in 11535, 1.1.B shall include the Pump Control Panel with TCU, wet well level sensors, flow meter, flow transmitter field instrumentation weather protection enclosure, wall mounted VFDs and the four Type Ex wet well terminal boxes as shown on E3. The motor control center shall be furnished under 16400 by the electrical contractor. The construction documents do not specify control panel builders.

2. Could you please provide the lift station’s operating flow and pressure that will be required for the bypass pumping of the station? See the attached Lift Station No.2 SCADA flow data.
