2. Approval of August 28, 2019 Minutes

George Peponis made the motion to approve the minutes, Nyla Ibrahim seconded the motion; motion carried 6-0-2; 6 yeses, 0 noes, 2 absent.

4. Project Update

Todd Lee presented updates on 2 projects currently assigned to Measure X; (1) Allen Construction Project, the Board approved the schematic design and estimates on November 13, 2019 based on the total projected cost estimate of $62,618,591:

• Construction Budget $40,273,680 • Combined Contingencies $40,273,680 • Permits and Fees: $1,734,757 (this includes Div. of State Architects; California Geologic

Survey; California Dept. of Education; City of San Bruno (grading permit); Sewer connection fees and water connection fees including water charges)

• Other Costs: $6,819,304 Architect $2,409,750 Project/Construction Management $1,711,631 Misc. Consultants $1,540,474 Misc. Expenses $1,157,449; this will be broken down as expenses come up.

• Escalation $5,736,137 Other costs breakdown must be provided in details to the committee; Lengthy conversation ensued with regard to costs breakdown. The Board of Trustees reviewed and approved the Schematic Design of the project. Mr. Todd Lee added “now in the design development phase where engineers design structural, electrical and mechanical systems for the site; once the structure have been engineered it will be difficult to make substitute changes”. In this phase we need to be certain about our design. April 15, 2020 there will be a Board update with the completed design development drawings; update on budget and schedule including costs variance report which will show the costs from November 2019 vs. April 2020 costs on a line by line basis. January 2020 there will be a Board discussion on the contracting method. There are several choices but most typical is the lease leaseback. This gives the district an option to choose their contractors. Contractor prequalification process to start in February; Contractor selection in May 2020; Contractor Mobilization May 31, 2021; Framing completion, November 12, 2021; Occupancy July 2022 and Phase 2 June 6 2022 through December 30, 2022. (2) John Muir Portable Project is completed and bulk of expense is not Measure X. Only Measure X expense is:

• Greystone West $5,954.00 • DFE & Associates $7,500.00

Dryco Expense of $46,580 is not associated with the John Muir Portable Project but expense was charged to Measure X. This was for the replacement of the rotting siding for the existing portable at John Muir. Per Dr. Clark any expense not related to Measure X will be adjusted accordingly and will inform the committee. Emergency projects that will be charged to Measure X will be reported to the committee.

5. Bond Expenditures to date:

Patty Paulsen of Key Analytics presented Measure X 2018 General Bond Obligation Report Cumulative as of November 20, 2019. Revised copies of the report were given to each member.

• Wendy Al-Mukdad asked if the $24,842,000 accrues interest, Patty Paulsen responded “yes but currently nothing has been reported. Quarterly report will be sent to the District and KeyAnalytics will start including all that to the report”.

Patty Paulsen went onto explain how the current expenditure report that was submitted to the bond oversight committee is laid out. The reports capture what’s going on with each of the different projects in detail. Extended the meeting for 30 minutes; George Peponis made a motion to extend the meeting; Nyla Ibrahim seconded the motion; motion carried with 6-0-2.

6. CBOC Annual Report

Wendy Al Mukdad thanked the committee for their cooperation in drafting FY 2018/2019 Annual Report. The Committee reviewed the report and made the following revision/correction requests:

• Correct SPBSD to SBPSD • Date formatting preference: Month, day, year i.e. June 30, 2019 • “Moody’s ratings upgrade to “Aa3” from “A1” changed to “Moody’s ratings upgrade from “A1”

to “Aa3”. • After Performance Audit Section add Upcoming Activity / Future Considerations. • Add for more information about Measure X Project please visit www.sbpsd.org • Add 2 links (1) for the Measure X Project and another (2) for the CBOC Committee

The committee approved the draft annual report with changes. Committee Member, Jim Ruane made a motion to approve the draft Measure X Annual Report with noted changes, Committee Member, Nyla Ibrahim seconded the motion. The motion was carried by Committee Members present (6 approvals, 2 absent).

7. Update

• Ms. Nyla Ibrahim, one of the CBOC Members, announced her resignation.

8. General Public Comment: • A public comment was made regarding the total bond amount, how Measure X is broken down;

and the expiration of each bond.

Allen Elementary School Replacement

Schematic Design was approved by Board of Trustees at November Meeting. One budget reduction has been acknowledged (consent agenda) by the Board of Trustees during the January 25th Special Board Meeting.

Design Development Drawings are scheduled for completion on March 4th, 2020.

California Environmental Quality Act (CEQA) IS/MND filing has been developed with recommendations for mitigation measures. The Draft Initial Study was presented to Board of Trustees on Wednesday 2/12/2020; a courtesy copy was provided to the City of San Bruno.

PG&E Service Application is complete and uploaded; we are currently responding to inquiries.

Allen Elementary School Replacement

Board of Trustees Approved use of the Lease-Leaseback Contract Delivery Method on Wednesday, 2/12/2020. Prequalification of contractors will begin in March 2020.

An initial meeting with City of San Bruno regarding utility connections took place on 2/14. Based on preliminary feedback, it appears capacity studies will be needed for water and sanitary sewer connections.

Budget will be updated in March based upon 100% Design Development Drawings. Current Board approved budget stands at $59,013,368.00

Traffic impact study has been developed for City of San Bruno review and coordinated with CEQA study.

All expenditures to date are consistent with Board Approved Budget.

San Bruno Park School DistrictMEASURE X 2018 GENERAL OBLIGATION BOND

On November 6, 2018, the voters of the SAN BRUNO PARK SCHOOL DISTRICTauthorized MEASURE X at which at least 55% of the voters voting on the propositionvoted to authorize the issuance and sale of $79 million in General Obligation Bonds.The proceeds of the Bonds are intended to be used to upgrade classrooms, sciencelabs, technology, and school facilities to support student achievement and collegereadiness, improve student and school safety/security and repair deteriorating roofs,plumbing and electrical systems. The measure received a favorable vote ofapproximately 69.71%. The first series of bonds were issued 2/21/19 for $25million, with $54 million remaining in bond authorization.

San Bruno Park School DistrictALLEN ELEMENTARY SCHOOL

Allen Elementary School was built over 77 years ago. Given the age of the buildings on thisschool site, the deteriorating condition of the existing infrastructure and the challengesposed by the existing site configuration, this school needs to be replaced. The intent will beto build a school that meets the District's needs for the next generations of San Brunochildren.

Demolition of all existing buildings on the campus Construction of classrooms, specialty classrooms, including for art and science

curriculum, kindergarten classrooms and special education classrooms Construction of a new multi-purpose building to accommodate the entire student

body for assemblies and lunch and flex space for small pull-out classes and afterschool programs

Construction of a Library Counseling and administrative spaces with collaborative work areas, divisions for

private and public spaces for student support

San Bruno Park School DistrictPARKSIDE MIDDLE SCHOOL, SCIENCE, LIBRARY, MULTI-PURPOSE/ PERFORMING ARTS REPLACEMENT AND TRAFFIC IMPROVEMENTS

Parkside is one of our community's oldest schools, built in 1954. Although much of the schoolhas been renovated the existing science classrooms are inadequate for instruction in science.Our goal is to replace the "science wing" with modern facilities. In addition, much of theperforming arts programs are in portables that are inadequate. Along with an older multi-purpose building, these buildings will be replaced with a new flexible facility that supports theperforming arts educational programs. Finally, the traffic conditions must be improved. This willrequire extensive re-working of the front of the school that will include a replacement for themain office to provide additional support spaces for teachers and students.

San Bruno Park School DistrictJOHN MUIR ELEMENTARY SCHOOL RENOVATION AND EXPANSION

John Muir Elementary School has been a valuable part of our community for over 58 years. Likeother schools in our community it is in need of significant renovation and modernization. We needto improve the educational facilities, renovate and restore buildings with older infrastructure,provide more space for play, improve traffic safely, resolve awkward site conditions to increasesecurity for children. Ultimately the school will have 18 standard classrooms, plus kindergartenclassrooms.

Demolition of the existing multi-purpose building and elimination of all District portables on thesite

Conversion of the existing main office, workroom and library into standard classrooms Construction of a new classroom building on the site of the existing multi-purpose building which

will house regular classrooms, specialty classrooms and restrooms Construction of a new multi-purpose building (MPB) to accommodate the entire student body for

assemblies and facilitate lunch Construction of a new specialty classroom attached to the MPB Construction of a Library including breakout spaces for small groups. Construction of a new administration building for improved access, services, collaborative spaces

and better security Provide access and an improved student pick-up and drop-off Relocation of portables for before and after school programs

San Bruno Park School DistrictPORTOLA ELEMENTARY SCHOOL RENOVATION AND EXPANSION

Portola Elementary School needs both renovation and reconfiguration to improve safety onthe campus and to provide better instructional space. These improvements include a newmulti-purpose building and converting the existing office into student support spaces. Theexisting undersized multipurpose room will be converted into a library.

San Bruno Park School DistrictBELLE AIR ELEMENTARY SCHOOL RENOVATION AND EXPANSION

The multi-purpose building, pre-school and library date back to 1951 - 1967 years old. Theyare in poor condition and are awkwardly placed on the campus limiting the ability to controlentry onto the school site, and providing for a difficult pick-up and drop-off condition.Although a number of the classroom buildings were built as recently as 2001 and are indecent shape they need modernization. The remaining parts of the school including theMulti-Purpose room, Library building and support offices are all inadequate and need to bedemolished.

San Bruno Park School DistrictBOND PROJECT LIST

Projects listed on the preceding pages may be completed at any and all school sites and facilitieswhere such project is determined by the Board to be necessary or required, and projects areauthorized to be performed at each and all of the District's schools and sites.

Listed projects, repairs, improvements, rehabilitation projects and upgrades will be completed onlyas needed, and the listing of projects does not imply a particular prioritization among suchimprovements. Projects may be done in phases, based on Board of Trustees priorities. Listed projectsmay be completed at any and all District schools, sites and education buildings where such projectis determined necessary. Decisions regarding the scope, timing, prioritization or other facets ofproject implementation will be made solely by the Board of Trustees by subsequent action. Whereterms such as "renovate," "upgrade," "repurpose" and "improve" are used in the Bond Project List, theBoard of Trustees shall determine the best method for accomplishing the project's objective. For anylisted project involving renovation or modernization of a building or the major portion of a building,the District may proceed with new replacement construction instead (including any necessarydemolition), if the District determines that replacement and new construction is more practical thanrenovation, considering the building's age, condition, expected remaining life, comparative cost, andother relevant factors. In addition, where feasible, projects may be completed in partnership withother agencies on a joint use basis using bond proceeds.

San Bruno Park School DistrictBOND PROJECT LIST

Each project is assumed to include its share of costs of bond issuance, architectural,engineering, and similar planning costs, construction management, bond project staff andconsultants, staff development and training expenses associated with learning constructiontechniques and approaches, new bond-funded equipment and systems, and a customarycontingency for unforeseen design and construction costs. In addition to the projects listedabove, the Bond Project List also includes payment of the costs of preparation of all facilitiesplanning and project implementation studies, feasibility and assessment reviews, masterplanning, environmental studies, permit and inspection fees, and temporary housing andrelocation costs for dislocated programs or activities caused or necessitated by constructionprojects.

The final cost of each project will be determined as plans are finalized and projects arecompleted. Based on the final costs of each project, certain of the projects described abovemay be delayed or may not be completed. Necessary site preparation/grading/restorationmay occur in connection with new construction, modernization, renovation or remodeling,including ingress and egress, removing, replacing or installing irrigation, utility lines, treesand landscaping, relocating fire access roads, and acquiring any necessary easement s, leases,licenses, or rights of way to the property.
