CITY COUNCILThe mayor and 15 councillors make up the city council. Its members manage the affairs of the city and determine its main orientations. City council meetings are open to the public. It’s an opportunity for citizens to ask their elected officials various questions regarding municipal administration. Citizens may also view meetings live on the YouTube channel of Ville de Longueuil.

EXECUTIVE COMMITTEEThe mayor as well as council members appointed by the mayor sit on the executive committee. This municipal body advises the city council on a host of topics, either when a provision requires it to, upon request by the council or on its own initiative.

with others. Some thirty or so producers, craftspeople and processors hold shop there and attentively serve clients seeking quality products and information on the food they eat.

CARPORTS

Permit required

A carport is an ancillary structure attached to the main building and comprising a roof resting on columns or walls. It is used for parking one or more vehicles. If you wish to build, demolish or modify a carport, you must first obtain a permit. It is important to avoid encroaching on the right-of-way.

TEMPORARY CAR SHELTERS

No permit required

The complete installation of a temporary car shelter is authorized from November 1 to April 15 of the following year. The structure must be installed on the property and in the existing parking area. Materials allowed for temporary car shelters are metal for the structure and synthetic fabric or polyethylene to cover the entire structure.

HOUSEHOLD PETS

Mandatory licence that is renewable annually

Inside a single dwelling unit or on a single property, pet owners or sitters may keep up to five animals, i.e., a maximum of 2 dogs and no more than 3 cats. Dog or cat owners and sitters must purchase licences for their pets. Animals are accepted in parks as long as they are kept on a leash, with the exception of dog parks (see pages 27, 28 and 30). You may purchase a licence at one of our tax counters or online at animauxrive-sud.com.

Since summer 2016, pitbulls and pitbull mixes are banned on the entire territory of Longueuil. Current owners of these types of dogs benefit from an acquired right as long as they comply with the measures that are specified in the regulation.

PROPANE GAS TANKS

Permit required other than for BBQs

A tank must not exceed a capacity of 125 USWG (420 pounds). Other provisions apply for the installation of a propane gas tank in a residential area. Call 311 before proceeding with the installation.

FIRE HYDRANTS

The use of water mains, fire hydrants, valves or other components of the water supply system is prohibited without a permit issued by the city at a cost of $50 per day.

WATERING

Watering using a hose with a water spray gun held by hand is permitted at all times.

Automatic sprinklers (programmed with timers) are permitted between 4:00 a.m. and 6:00 a.m. every day except Wednesdays and Sundays.

Automatic sprinklers without timers are permitted between 7:00 p.m. and 11:00 p.m. only on the following days:

NOISE

It is prohibited at all times to make excessive noise that can bother neighbours. It is also prohibited to make noise in public places by any means whatsoever in order to attract attention or seek the public’s patronage for commercial purposes.

YARD OR GARDEN SHED

Permit required

One garden shed is permitted per property. A garden shed is an ancillary building used to store garden and other equipment. The maximum surface area that a garden shed can occupy depends on the type of dwelling and the property’s surface area.

CONSTRUCTION, RENOVATION AND DEMOLITION

Permit required

A permit is required for any building construction, demolition or modification (interior or exterior), for the addition of ancillary installations or for exterior work.

VIEUX-LONGUEUIL HERITAGE AREA

Permit required

All owners who want to:

• makes changes to the exterior appearance of a building;

• build or expand a main or ancillary building;

• subdivide a lot;• modify or replace signage;• fully or partially demolish a

FENCES

A fence is required when installing a pool, when storing equipment or materials outdoors, or when a building or an excavation poses a hazard to public safety. The design and finish of any fence must be proper so as not to cause injury.

LANDSCAPING

It is important to avoid extending your landscaping work too close to the sidewalk or curb to prevent it from being damaged during street cleaning or snow removal operations.

GREEN WASTE, BRANCHES AND CHRISTMAS TREES

Two periods per year are scheduled for the pick-up of green waste and branches, i.e., in the spring and the fall, in addition to the Christmas tree pick-up period.

• Green waste must ideally be placed in paper bags to optimize repurposing. Orange or transparent plastic bags are also accepted.

• Branches should not exceed 5 cm in diameter and must be tied in bundles with a maximum diameter of 30 cm and no more than 1 metre in length. Branches placed in bins, bags or boxes will not be picked up.

• At the beginning of January, Christmas trees are picked up and repurposed. Christmas trees must be laid out horizontally by the curb, without decorations. They must be not be bagged or tied.

Household waste is picked up on a weekly basis. As for recyclable materials, they are picked up alternately every two weeks, depending on the borough. Place your bin slightly away from the curb such as to avoid hindering snow removal or street cleaning operations. Do not forget to put your bin away once its content has been picked up.

BULKY ITEMS

• If you wish to get rid of bulky items such as old furniture, mattresses, etc., you must place them by the side of the road by waste pick-up day.

• Remove the doors from ovens, dishwashers, washers and dryers and tie carpeting into rolls measuring at most 1 metre in length.

• Household appliances containing halocarbons (refrigerators, freezers and air conditioners) are not accepted.

• Think of giving items away before throwing them out!

SNOW REMOVAL

The city begins by plowing the snow that has accumulated on boulevards and streets. If necessary, the plowed snow is then blown onto lots or into trucks.

Snow blowing operations may be triggered by the accumulation of 10 cm or more of snow in the following order of priority: main arteries, schools, public transit lines, collector lanes and local streets with at least one sidewalk.

Moreover, it is prohibited for property owners to dispose of or pile up snow in or on channels, sewers, streets, lanes, sidewalks, public areas or other properties. Property owners must ensure that the person who carries out snow-removal operations of their property has a permit to do so.

WINTER STREET PARKING

From December 1 to April 1, night parking is prohibited on all of Longueuil’s public streets when snow removal operations (spreading, plowing, blowing) have been announced.

Vehicles parked on a public street between midnight and 6:00 a.m. while snow removal operations are underway are in violation of by-law CO-2014-859. Fines will be issued and violators’ vehicles may be towed at their owners’ expense.

When temporary or removable signage has been installed to prohibit street parking during snow removal operations, it is prohibited to park vehicles on public streets. Citizens are responsible for consulting snow removal notices, which are issued by 5:00 p.m. daily, when applicable. 311 or visit longueuil.quebec.

VEHICLE TOWING

Seized or abandoned vehicles whose owners cannot be found are stored at the car pound.

During snow removal operations, illegally parked cars are towed to nearby streets to allow for proper snow removal. Towing fees can be added to a parking ticket and collected by the municipal court’s fine collector.

To recover your vehicle, simply dial 911 to contact the Service de police de l’agglomération de Longueuil for its location.

VEHICLE PARKING AND STORAGE AREA PLANNING

Permit required

Any parking space must be covered with interlocking paving stones, asphalt or concrete. Work relating to paving, borders, drainage, marking and signage relating to a parking area must respect the construction details stipulated in the by-law. Note that parking or storing certain types of vehicles is prohibited on residential properties. For information, dial 311.

VEHICLES FOR SALE

To ensure adequate visibility, the highway safety code prohibits operating a vehicle whose windows are obstructed by any object, including “For sale” signs. A municipal by-law also prohibits parking a vehicle for sale in the street. Only the private entrance of the vehicle’s owner can be used for this purpose.

UNAUTHORIZED VEHICLES

Recreational vehicles are prohibited on public or private properties. Recreational vehicles include motocross bikes, snowmobiles, ATVs and motorcycles.

CAR WASHING

Car washing is permitted using a hose with a water spray gun or an automatic shutoff valve.

Trees are indispensable for creating a pleasant climate, reducing heat islands and cleaning the air we breathe.

Urban vegetation creates cool areas and represents an effective tool to reduce the pressure exerted by climate change on communities.

Minimally, each lot must contain one large-growing tree (broad-leaved or coniferous) per 125 square metres and one tree per 8 linear metres along streets and parks as well as around large parking areas.

EMERALD ASH BORER

The emerald ash borer is an insect that attacks all types of ash trees. If you have ash trees on your property, call upon an expert to have them inspected as soon as possible. The expert will inspect your trees and determine if they can be treated or need to be cut down. The ash treatment period spans from June 15 to August 31. If you need to prune or cut down ash trees, the authorized period runs from October 1 to March 15. Make sure to adequately dispose of ash tree waste during the special pick-ups organized by the city or bring them to the Marie-Victorin or Grande Allée ecocentres.

DOOR-TO-DOOR SALES

Permit required

In Longueuil, door-to-door salespeople must first obtain a permit. Also, permit holders must comply with certain requirements that prohibit them from soliciting on legal holidays and on Sundays, as well as in public areas.

GARAGE SALES

Longueuil authorizes four garage sales per dwelling per year on fixed dates.

Two blocks of two consecutive weekends have been scheduled for holding garage sales:

• Spring: the last full weekend of May and the following weekend

• Fall: the last full weekend of September and the following weekend

Garage sales are permitted only on these designated weekends.

No permit is required to hold a garage sale. Items for sale must not encroach on the sidewalk or public property. Signs are permitted only on the sale site. Garage sales must take place between 9:00 a.m. and 6:00 p.m.; outside of these hours, items must be stored away.

POOLS AND SPAS

Permit required

Before determining your pool’s or spa’s location, check with the public utilities (Bell Canada, Gaz Métro, Hydro-Québec, Vidéotron, etc.) to find out if there are underground ducts or cables on your property.

FILLING SWIMMING POOLS

Filling swimming pools is prohibited between 5:00 p.m. and 7:00 p.m.

It is also prohibited to fill a swimming pool with a hose having a diameter over 2 cm. For pools having a volume of more than 9,000 litres, citizens may use a hose whose diameter exceeds 2 cm, but a $20 permit is required. The permit is valid for 4 days and is not renewable. A maximum of two permits can be issued the same year for the same building. To purchase a permit, visit one our tax counters (see addresses on page 4).

POOL FILTERS, WATER HEATERS AND HEAT PUMPS

Permit required

A heat pump, water heater or pool filter, air conditioning unit or other similar equipment must be located at a distance of at least 1 metre from the property line (2 metres if you live in the Le Moyne sector). In all cases, equipment installed on the ground that can be seen from a public way must be hidden from view by a fence or vegetation screen. The noise level at the limit of the property must not exceed 53 dBA. It is strictly prohibited to connect a heat pump, water heater or pool (or hot tub) filter, a cooling system or other similar equipment to the municipal aqueduct network. Other provisions may apply. OUTDOOR FIRES

In urban environments, outside fires come with risks of propagation and can also represent a nuisance for the neighbourhood. It is prohibited to light and maintain an outdoor fire without having first obtained a permit issued by the Service de sécurité incendie de l’agglomération de Longueuil. Burning garbage and construction debris is also prohibited.

Outdoor wood fireplaces are prohibited in the Vieux-Longueuil borough. However, gas fireplaces are permitted in all boroughs. For more useful information, visit longueuil.quebec/en/outdoor-fires.

CHIMNEY SWEEPING

You may clean your chimney yourself or entrust this work to a chimney sweep. The agglomeration’s fire prevention service does not recommend or accredit any chimney sweeping firm. However, it wishes to warn citizens who are solicited by some firms, because some of them do not necessarily have the necessary qualifications. To ensure your safety, opt for a qualified contractor who is a member of the Association des professionnels du chauffage (APC). Visit poelesfoyers.ca.

practice your favourite sports or recreational activities throughout the seasons, in approximately 200 parks (including 3 nature parks*), on cycling paths and at the city beach located in Parc de l’Île-Charron bordering the St. Lawrence River.

It is even possible to enjoy cycling during the winter along 5 km of cycling paths that are cleared of snow (bicycle “white” network).

Longueuil and local organizations propose a wide array of sports and outdoor activities that are most interesting as well as safe facilities. L ongueuil works with close to 300 non-profit organizations to make the city a great place to live. Whether for leisure and recreation, cultural activities,

amateur sports, education and training, community development or personal assistance, the regular activity programs and services offered by these organizations which are fully recognized by the city contribute to the city’s vitality and the promotion of its social and community life.

These organizations make it possible to hold annual events such as the Semaine québécoise des familles and the Semaine des aînés, as well as a host of youth events and volunteers recognition activities. During the summer season and spring break, this collaboration gives rise to a multitude of day camps made available to have Longueuil’s youth live memorable vacations! Youth, cultural and community centres are meeting places for teenagers aged 12 to 17. They are places to have fun and engage in activities such as pool, ping-pong, baby-foot, video games and board games with dynamic and qualified monitors. Special activities such as tournaments and thematic evenings are organized on a regular basis.

Longueuil is a member of Municipalités amies des aînés (MADA) since 2013 and encourages the elderly to stay active. To make sure to sure to include all its citizens, the City establishes an annual action plan for people with disabilities. The City has an action plan regarding racism and discrimination, a family policy and supports ISO famille, a certifcation stating that an establishment has facilities for 0-5 year olds.

LONGUEUIL, A READING CITY

In 2005, Longueuil became the first city in Québec to adopt a Reading city charter. Through this charter, the city recognizes that reading and literacy are essential components of individual, family and community development.

Furthermore, Longueuil has worked closely with local organizations to develop a literacy action plan that spells out concrete measures aimed at getting an increasing number of children and adults interested in reading and at helping out those who have difficulty reading and writing. This plan was unveiled to the public in April 2016.

The downloaded books are chronodegradable, which means that their content is no longer displayable once the loan has expired. No more late fees!

L ongueuil and its partners propose a host of activities, celebrations and events that make the City a vibrant and welcoming place. For example, the Festival country

de Longueuil, the Symposium de peinture L’Art en fête, the Marché de Noël et des traditions de Longueuil, the festivities surrounding the Fête nationale du Québec and Canada Day as well as the Sommet des arts et de la musique (SAM) represent but a few of the events that are attended annually by thousands of festival-goers from all regions of Québec.

Exhibits are presented throughout Longueuil’s public libraries as well as at the Centre d’exposition et d’animation en art actuel Plein sud and the Maison de la culture.

Thanks to the presence of many cultural partners on its territory, Longueuil also proposes performing arts courses, festivals, professional shows and popular events that celebrate culture such as the Printemps culturel, Petits bonheurs Longueuil and Journées de la culture.

L ongueuil’s built heritage is testimony to close to 360 years of history that began with the seigneurie de Longueuil. The City currently covers a vast territory that

showcases a wealth of urban constructions and remnants of different eras that marked the city’s development. Several date back to the era of the French regime.

Longueuil’s built heritage is testimony to its rich past and evokes its distant origins, the development of its villages and founding paths, economic activity related to tranportation and industry, leisure areas and the suburbs.

If you are attentive to your surroundings, you will easily detect historical footprints that are still very perceptible today. Take, for example, the quadrangle of the Parc archéologique de la Baronnie in Vieux-Longueuil. Indeed, Charles Le Moyne

Sr., Longueuil’s first seigneur, had some of the most ancient buildings on Montréal’s South Shore erected there.
