1) Interviewing : Talk to the relevant people who have opinions and knowledge about your story topic.
2) Being part of a community: Sometimes it helps just to be an active member of your community. Being out and about in your town is also a great way to come up with a story idea from scratch.
3) Researching : The Internet is a huge repository of information that can help you understand and narrow down your story idea.
