02 Strategic IT management model in cities
Digital and mobile applications are increasingly introduced including the ones of third providers resulting in usage of a more open architecture
IT strategy on all the cities is developedin accordance with the main strategy and approved
by the city superior structural departments
Plan of IT investment is approved at the city level. The IT expenses per inhabitant in citieswith centralized budgets range within43–85 $/person

IT departments are independent to define policy relating to sourcing and engage external specialists and/or buy services. Developmentand testing is performed by external companies

Uniform standards are approved by the city superior structural departments. The highest standartisation level is observed in IS area
