Once the account holder is authenticated using biometric information, the transaction informa- tion such as amount of the purchase and mer- chant type is then submitted to Visa’s network for processing. With approximately 70% of the total popu- lation based in rural India, much of India is unbanked or under-banked, with little or no access to financial services or electronic pay- ment options. The roll-out of a 12 digit unique identification number, Aadhaar, initiated by the Indian Government in late 2010, is set to change this by providing a form of identifica- tion, linked to biometric data, that will help facilitate easier access to financial services. In a bid to encourage higher enrollment for unique identification or Aadhaar number, the finance ministry has asked all public sector and rural banks to speed up setting up of biometric cash dispensers. So far the Aadhaar programme is collecting fingerprint biometrics, but Rediff.com quotes a senior official as saying the UIDAI is finishing work on introducing iris-based authentication in the first quarter of 2013. The ATM allows customers to do almost all of their banking without visiting a branch, including opening accounts and applying for loans, cards and cashiers’ checks. The first Citibank Express machines were unveiled last week at Citibank branches in Singapore, Malaysia and the Philippines. Pakistan mandates biometrics to ID mobile users P akistan authorities have banned the sale of SIMs at retail outlets and the telecom regulator had asked mobile phone companies to come up with a biometric solution for verifying the identity of customers. The deadline for the deployment of a biometric sys- tem is 28 February. However, by the end of January, according to the Pakistan Tribune, cellular companies were still waiting for final directions regarding the proce- dures for deployment of biometric solutions. The only SIMs manufacturer in the country, Kwick High Tech and Solutions, has proposed a solution that can be deployed at service cen- tres and franchises to validate Computerised National Identity Cards (CNIC) holders. In early 2013 NICE Systems launched its Contact Center Fraud Prevention solution and HID Global partnered with BehavioSec, a behavioural biometrics company, to combine BehavioSec’s Behaviometrics technology with HID Global’s 4TRESS Authentication Server The NICE Systems Contact Center Fraud Prevention solution enables businesses to pin- point fraudulent callers according to their voice- print by using voice biometrics to automatically cross-reference each call with a suspicious watch list of known fraudsters. The solution also imple- ments NICE Interaction Analytics to identify fraud patterns and social engineering attempts based on speech analytics, emotion detection, talk patterns, and interactions. For example, shouting at the agent or trying to change an address or phone number could be part of a fraud. Also certain keywords may raise a red flag.
