CIT INTERNATIONAL -CIT IMPLEMENTATION GUIDE A COMPASS TO 2020 AND BEYOND
WISCONSIN STATE CRISIS INTERVENTION CONFERENCE
WISCONSIN DELLS, WISCONSIN
SEPTEMBER 20, 2019
WHAT WE WILL COVER TODAY
• CIT stands for Crisis Intervention Team. The “Team” is your community
collaborative effort to build, have and maintain a robust crisis response system
• CIT begin in Memphis in 1988 and in Wisconsin in 2004. If we only knew
than what we know now. CIT is and has always been more than just training.
• Once you build a CIT program, just like so many other “programs”, you must
maintain it or it will fade with time. There is no shortage of communities to
look at where that has happened. This is one of several reasons the “guide”
was developed by CIT International
CIT AND ITS CORE VALUES
• CIT first became documented with it’s guiding document out of University of
Memphis in 2007 craft by Dr. Randy DuPont, Major Sam Cochrane and Lt.
Michael Woody

ACROSS THE NATION, SINCE THE 2007 DOCUMENT WAS ROLLED OUT, AGENCIES HAVE BEEN ALIGNING THEIR PROGRAMS TO IT. NEW PROGRAMS HAVE ALSO COME OUT
• Mental Health Frist Aid
SINCE 2007 CITIES ACROSS WI HAVE ADOPTED THE CIT APPROACH AND BECOME TRAINING LOCATIONS. THERE HAVE ALSO BEEN SOME BJA “TEST STUDY SITES”
Each training location came with its own goals and objectives

NAMI WI BECAME THE RECIPIENT IN 2014 OF A GRANT FROM WI DHS TO GROW AND EXPAND CIT AND CIP (2 DAY) IN WISCONSIN
• Attempted to implement a state wide CIT evaluation form
• Developed with the assistance of several existing CIT trainers a pre test / post test so that the shift in thinking and approach could be measured
• Statewide CIT training meetings were held
• A CIT track was developed for the NAMI WI Conference
WHAT HAS BEEN DIFFICULT TO ACHIEVE IS HAVING STATE WIDE QUALITY ASSURANCE TO BOTH THE MEMPHIS MODEL AND TO THE
RECOMMENDATIONS FROM BOTH NAME WISCONSIN AND CIT INTERNATIONAL

WHY THE GUIDE? WHY NOW?
• CIT International listened to you- They get requests regularly for materials
• There are many materials out there- there remains a need for a comprehensive
resource to support communities in improving their crisis response
• There is also confusion about what CIT is and what it is not. It is not just training.
• CIT International saw the need for a resource that focuses on how ongoing CIT
programs can result in crisis response systems that result in minimizing the role
of law enforcement and the criminal justice system in mental health crises.
A BEST PRACTICE GUIDE
• Step-by-step guidance on starting and sustaining a CIT program – but not a strict prescription
• Clarifying the best practices for CIT, as shown by research and 30 years of practice
