With over a 60 year history, DECA has impacted the lives of more than ten
million students, educators, school administrators and business professionals since it
was founded in 1946. Their strong connection with our organization has resonated into
a brand that people identify as a remarkable experience in the preparation of emerging
leaders and entrepreneurs.
DECA’s programs and activities have constantly evolved as we use the latest
technology and apply cutting edge educational research. Our core focus has remained
consistent and is captured in our mission.
DECA prepares emerging leaders and
entrepreneurs in marketing, finance,
hospitality and management.

DECA members can begin their experience as early as the ninth grade by enrolling in a marketing, finance, hospitality, business management or entrepreneurship course. They can retain their membership in DECA as long as they are actively pursuing courses in one of the content areas. As part of a high school chapter, DECA members can take full advantage of DECA activities while preparing themselves to be college and career ready upon graduation.
High school students join DECA through their high school chapter, often advised by a faculty member responsible for course content in one of the related career areas. High school chapters are recognized and chartered by the state or provincial association.
DECA membership is open year-round; however, members and advisors should note eligibility deadlines to participate in conferences and competitive events. The deadline for all DECA International Career Development Conference competitors is March 1.

of a DECA account, travel requirements, acquiring transportation and funding, and including DECA activities on your school
calendar.

DECA’s Board of Directors has developed the following official dress standards for the Career Development
Conference. Students, advisors, and chaperones must follow the dress code.
Two (2) points for each dress code infraction will be deducted from participant’s total score.
Professional attire acceptable for official DECA activities include:
Males
Business suit with collar dress shirt, and necktie or
Sport coat, dress slacks, collared shirt, and necktie or

GUIDE FOR COMPETITIVE EVENTS
Principles of Business Administration Events Competition Levels- State, International Online Testing- (State competition) Principles of Business Administration Events are designed for first-year DECA members who are enrolled in introductory-level principles of marketing/business courses. Advanced students with multiple course credits in this area are better served in more advanced competitive events. Students who were previously members of DECA are not eligible for these events. This event has two major parts: a business administration core exam and a content interview with a business executive. The business administration core exam items and the content interview situations are selected from a list of performance indicators identified in the National Curriculum Standards for Business Administration developed by MBAResearch for the Career Clusters® Framework and validated by industry representatives. The participant will be given a 100-question, multiple-choice, business administration core exam. The participant will be given a written assignment to review. In the content interview the student is asked to explain or demonstrate mastery of a selected group of performance indicators in an interview with an industry representative. In the content interview portion of the event, participants must accomplish a task by translating what they have learned into effective, efficient and spontaneous action. A list of four performance indicators specific to the assignment is included in the participant’s instructions. These are distinct tasks the participant must accomplish during the interview. The judge will evaluate the participant’s performance on these tasks and on follow-up questions. Participants will have 10 minutes to review the assignment and to develop a professional approach to the interview. Participants may use notes made during the preparation time during the interview. Up to 10 minutes are then allowed for the participant to interact with a competent judge and explain the designated concepts.
Participants may not bring printed reference materials, visual aids, etc., to the competitive event. Participants may use a four-function calculator during the exam and preparation period. Scientific/graphing calculators, cell phones/smartphones, iPods/MP3 players, iPads/tablets may not be used. Materials appropriate for the situation may be handed to or left with the judge. Materials handed to the judge must be created using materials provided during the designated preparation period. If any of these rules are violated, the adult assistant must be notified by the judge.
The maximum score for the evaluation is 100 points. The presentation will be weighed at twice (2 times) the value of the exam score. The exam score carries forward into the final round of competition.
GUIDE FOR COMPETITIVE EVENTS
Team Decision Making Events Competition Levels- State, International Online Testing- (State competition) Each team must be composed of two members of the DECA chapter. Each team member will be given a 100-question, multiple-choice, cluster exam. The scores will be averaged to produce a single team score. Team members will be given a decision-making case study situation involving a problem in a business in the occupational area. A list of seven performance indicators specific to the scenario is included in the participants’ instructions. These are distinct tasks the participants must accomplish during the role-play. Each team will have 30 minutes to study the situation and organize their analysis using a team decision making format. Participants may use notes made during the preparation time during the presentation. During the preparation period, teams may consult only with one another about the situation Participant teams will meet with the judge for a 15-minute interview. The team will spend not more than 10 minutes, at the beginning of the interview, describing the team’s analysis of the situation given. Both members of the team must participate in the presentation. The judge will spend the remaining 5 minutes questioning the participants. Each participant must respond to at least one question posed by the judge. Participants may not bring printed reference materials, audio or visual aids, etc., to the competitive event. Participants may use a four-function calculator during the exam and preparation period. Scientific/graphing calculators, cell phones/smartphones, iPods/MP3 players, iPads/tablets may not be used.• Materials appropriate for the situation may be handed to or left with the judge. Materials handed to the judge must be created using materials provided during the designated preparation period.• If any of these rules are violated, the adult assistant must be notified by the judge.• The maximum score for the evaluation is 100 points. The presentation will be weighted at twice (2 times) the value of the exam scores. The exam score carries forward into the final round of competition.
Individual Series Events Competition Levels- State, International Online Testing- (State competition) An individual series event consists of two major parts: a written cluster exam and a role-playing events. The participant will be given a 100-question, multiple-choice, cluster exam. The participant will be given a written scenario to review. It may indicate a product or service to sell; a merchandising decision; a situation involving communications, human relations, economics or professional development; or a business management consideration. Participants will have 10 minutes to review the situation and to develop a professional approach to solving the problem. Participants may use notes made during the preparation time during the presentation. Up to 10 minutes will then be allowed for the participant to interact with a judge.
GUIDE FOR COMPETITIVE EVENTS
Business Operations Research Events Competition Levels- State, International Online Testing- (State competition) The Business Operations Research Events consist of two major parts: the written document and the oral presentation by the participants. The written document will account for 60 points and the oral presentation will account for the remaining 40 of the total 100 points. Each Business Operations Research entry will be composed of one to three members of the DECA chapter. All participants must present the project to the judges. All participants present must respond to questions. The body of the written entry must be limited to 30 numbered pages, including the appendix (if an appendix is attached), but excluding the title page and the table of contents. The Written Event Statement of Assurances must be signed and submitted with the entry. Do not include it in the page numbering. The participants may bring all visual aids to the event briefing. Only approved visual aids may be used during the presentation. The oral presentation may be a maximum 15 minutes in length. The first 10 minutes will include an explanation and description of the project followed by 5 minutes for the judge’s questions. For the presentation, the participants are to assume the role of management trainees in a single-unit or independent operation. The judge will evaluate the presentation, focusing on the effectiveness of public speaking and presentation skills and how well the participants respond to questions that the judge may ask during the 5 minutes following the presentation.
Chapter Team Events

One to three chapter representatives may participate in the oral presentation. All chapter representatives must present the project to the judges. Business Management and Entrepreneurship Events
Competition Levels- State, International Online Testing: No online testing The project consists of two major parts: the written document/prospectus and the oral presentation. These events allow members (individually or in teams of up to three) to explore entrepreneurship and develop proposals to start business ventures.
Marketing Representative Events
Competition Levels: State, International Online Testing: (State competition) This event consists of outlined fact sheets, the cluster exam and the oral presentation. The maximum score for the presentation evaluation is 100 points. The presentation will be weighted at twice (2 times) the value of the exam score. Each event entry will be composed of one to three members of the DECA chapter. Each participant will be given a 100-question, multiple-choice, cluster exam testing knowledge of the Business Administration Core performance indicators and the Marketing Cluster performance indicators. In the case of group entries, the scores of each participant will be averaged to produce a single team score. The body of the written entry must be limited to 11 numbered pages, not including the title page and table of contents. The oral presentation may be a maximum of 20 minutes in length. The first 15 minutes will include a presentation of and defense for the promotion followed by 5 minutes for the judge’s questions. The judge will evaluate the presentation, focusing on the effectiveness of public speaking and presentation skills and how well the participants respond to questions that the judge may ask during the 5 minutes following the presentation.
Professional Selling Events Competition Levels: State, International Online Testing: (State competition) Professional Selling Events consist of two major parts: the cluster exam and the oral presentation. The maximum score for the presentation evaluation is 100 points. The presentation will be weighted at twice (2 times) the value of the exam score. Professional Selling Events are for individual participants only. The participant will be given a 100-question, multiple-choice, cluster exam testing knowledge of the Business Administration Core performance indicators and the Cluster Core performance indicators. The participant will organize appropriate information and present and defend a sales presentation to a potential buyer/client. The oral presentation may be a maximum of 20 minutes in length. The first 15 minutes will include a sales presentation and will be followed by 5 minutes for the judge’s questions. The judge will evaluate the presentation, focusing on the effectiveness of public speaking and presentation skills and how well the participant responds to questions that the judge may ask during the 5 minutes following the
presentation.
Online Events Competition Levels: International Online Testing: No online state testing NEW EVENTS FOR 2014–2015
Two new events will begin for the 2014-2015 school year.
1. Personal Financial Literacy Event This new event is designed for members taking courses related to financial literacy and is open to all DECA members. The event will include one role-play with a judge and requires students to take a new financial literacy comprehensive exam. Performance indicators for the Personal Financial Literacy Event will come from the Jump$tart National Standards in K–12 Personal Finance Education.
2. Financial Consulting Event This new event will be structured similarly to the Professional Selling Events and will include a prepared presentation with a judge and the finance cluster exam. A new topic/client will be provided annually in the DECA Guide.
PILOT EVENT FOR 2014–2015
DECA will pilot the Virtual Business Challenge-Hotel Management for the 2014–2015 school year. This new simulation was designed with grant funding from the J. Willard and Alice S. Marriott Foundation. The goal of the simulation and challenge is to help teach students hotel management and operations skills. Members will compete online and will be eligible to attend ICDC just like the other VBCs.

2015 STATE CDC T-SHIRT DESIGN CONTEST
OFFICIAL RULES
Alabama DECA student members are invited to unleash their creativity and participate in this year’s
State CDC t-shirt design competition. The winning design will be shown off at our State Career
Development Conference and worn by members and advisors across the state. The winning chapter entry
will receive one state conference registration at no charge and recognition during the conference.
1. Each chapter may submit one entry. (Suggested that a local competition determine a single
winner—great DECA month activity.)
2. Entry must be the work of a paid member of DECA.
3. Entry must represent Alabama DECA and include:
a. the Alabama DECA state logo
b. no more than three colors
c. computer-generated or hand drawn (scanned and saved)/formatted as a JPEG file (minimum

Alabama DECA High School Bylaws HS - Bylaw I -- Name
Section 1. The official name of this Association shall be the High School Division of Alabama DECA. HS - Bylaw II -- Organization Section 1. The administration of this Division shall be vested in the Executive Committee and a person designated by the Business/Marketing Education Administrator. Section 2. The Executive Committee shall be composed of the duly elected officers, the State DECA Advisor, and the Business/Marketing Education Administrator. Section 3. The Alabama Association of DECA is an organization of local Chapters each operating in accordance with and by the legal authority derived from a chapter granted by the State Association. Section 4. The State DECA Advisor shall be a person designated by the Business/Marketing Education Administrator. HS - Bylaw III -- Membership Section 1. Membership in the High School Division of Alabama DECA shall be limited to members in good standing of local chartered chapters. Section 2. The class of membership shall be: ACTIVE MEMBERS -- These shall be Business/Marketing Education students enrolled in Business/Marketing Education programs in secondary institutions who are in good standing in a local chartered DECA chapter. An Active Member shall pay dues as established to a state office, to participate in State and National competitive events or projects, to serve as a State or National Voting Delegate or to otherwise represent his/her chapter in State and National DECA affairs as may be approved by the State Association. Voting privileges shall be extended only to active members serving as voting delegates. PROFESSIONAL MEMBERS -- These shall be persons associated with or participating in the professional development of DECA as approved by the Alabama Association of DECA. Such persons will pay dues as established by the High School Division and may include such persons as Teacher-Coordinators, Teacher Educators, Business/Marketing Education Supervisors, employers, school administrators, teachers, and others willing to contribute to the growth and development of DECA. HONORARY LIFE MEMBERS -- These shall be leaders in the field of education and business, or in government, and must be approved by the Executive Committee of the High School Division of Alabama DECA.
HS - Bylaw IV -- Dues and Finances Section 1. The amount of membership dues shall be approved by the voting delegates of the Alabama Association of DECA. The amount of state membership dues for all membership classes except Honorary Life shall be $4.00 per member effective July 1, 1993. Section 2. Membership dues for each classification shall be paid in the amount as designated on or before November 1. Chapters which fail to submit a membership roster will not be eligible to participate in any officially organized DECA activity. Chapters may add members to roster submitted by November 1, provided that dues are paid on or before February 1. Section 3. National DECA shall furnish a receipt for each chapter for dues paid and send individual membership cards for paid members. Section 4. The records of the treasury shall be audited each year on or before July 30. HS - Bylaw V -- State Officers Section 1. The officers of this Division shall be the President, Vice-President, and District Vice-Presidents, hereafter known as the Executive Committee of the High School Division. Section 2. Only active members shall be eligible for office. Section 3. To be eligible for office in the High School Division of Alabama DECA, candidates shall be under twenty-one years of age, and active members of a local chapter in possession of an active charter. Office candidates shall have a written career objective in a marketing occupation. Section 4. Officer nominations shall be made for only those candidates whose qualifications have been submitted to and approved by the Qualifications Committee and who have been interviewed by this Committee. Section 5. Prospective officer candidates shall submit an application for office by the deadline determined by the State DECA Advisor. Each candidate will then be invited to attend an interview by the Executive Committee and a Committee appointed by the Advisory Committee not later than February 28 of each year. In the event no candidate qualifies, the Advisory Committee may opt to fill the position. Each candidate will be notified by the State DECA Advisor within 15 days after the interview as to whether they are qualified to run for office. Campaigning for office may begin upon receipt of the letter and may continue until the beginning of the business session at the State Career Development Conference to elect new officers. Section 6. Officer candidates shall be in their sophomore or junior year in school at the time they are elected to office. Section 7. Each affiliated chapter may nominate not more than one officer candidate for any one office and not more than a total of two nominees. Section 8. These officers shall be elected by a majority vote of the voting delegates at the annual State Career Development Conference and serve for one year.
Section 9. No individual may serve in the same office for two succeeding years but may be nominated for a different office. HS - Bylaw VI -- Duties of State Officers Section 1. PRESIDENT -- It shall be the duty of the President of the High School Division of Alabama DECA: To preside at all business meetings of the Division; To preside over the Executive Committee meetings of the Division; To make all necessary committee appointments including the designation of committee chairperson, in
cooperation with the State DECA Advisor; To develop with the Executive Committee a Program of Work for the Division; and To be available, as necessary, in promoting the objectives of DECA. Section 2. VICE-PRESIDENT -- It shall be the duty of the Vice-President of the High School Division of Alabama DECA: To serve in any capacity as directed by the President and the State DECA Advisor; To accept the responsibilities of the President as occasions may demand; To be available, as necessary, in promoting the objectives of DECA; and To serve as President of the Division in the event of a vacancy. Section 3. DISTRICT VICE-PRESIDENT -- It shall be the duty of each District Vice-President of the High School Division of Alabama DECA: To serve in any capacity as directed by the President and State DECA Advisor; To preside at all Region meetings, conferences, and activities; To be available, as necessary, in promoting the objectives of DECA; and To work with the adult advisors in publicizing the activities of local DECA chapters in their districts. HS - Bylaw VII -- Committees Section 1. Executive Committee duties shall be: To further the objectives of the State Chapters through a planned program of work for the High School Division of Alabama DECA; To manage and control the business of the High School Division of Alabama DECA and handle all routine business; To serve in the capacity of Conference and Program Committee for the annual State Career Development Conference; and To act in the capacity of consultant for other standing committees and/or special committees. Section 2. Special Services Committee shall be appointed as needed. HS - Bylaw VIII -- Competitive Events Section 1. Participation in competitive events shall be limited to active members in good standing. HS - Bylaw IX -- Voting Section 1. Voting shall be by duly elected voting delegates. Each local chapter shall have two (2) voting delegates plus one (1) voting delegate for each fifteen (15) members or major fraction thereof above thirty (30) chapter members.
Section 2. A voting delegate must be present at the State Career Development Conference to vote. Section 3. All voting delegates shall be active members. All voting delegates shall have paid local, state, and national dues and shall have received approval from their local advisor prior to the State Career Development Conference. HS - Bylaw X -- Parliamentary Authority Section 1. Robert's Rules of Order, Newly Revised shall be the authority on all questions of parliamentary procedure not covered by the Constitution and Bylaws for the High School Division of Alabama DECA. HS - Bylaw -- New Business Section 1. The Bylaws may be amended by majority vote of the authorized voting delegates in attendance at any annual State Career Development Conference of the Alabama Association of DECA. All proposed amendments shall be submitted in writing to the State President of the High School Division of Alabama DECA, the Business/Marketing Education Administrator, and the State DECA Advisor not less than sixty (60) days prior to the Conference for review by the Executive Committee and the Advisory Committee. Copies of the proposed amendments approved by the State Executive Committee and Advisory Committee shall be sent by the State DECA Advisor to all affiliated chapters of the High School Division of Alabama DECA at least thirty (30) days prior to the Conference. Section 2. Only such amendments shall be made as are in keeping with the Constitution and the purposes of the State Association.
