Message from the President & CEOand Board Chair:

Communities In Schools Dallas Region, Inc.Helping Kids Succeed in School and in Life

For 24 consecutive years, Communities In Schools Dallas Region, Inc. (CISDR) has provided one-on-one direct services and academic support to tens of thousands of capable, but underachieving students by placing professional staff right on the school campus, thus breaking the cycle of failure in school that leads to dropping out, unemployment, poverty and too often, incarceration.

In 2008-2009, CISDR continued expansion to 61 schools in ten school districts and six counties and most importantly, to 11,078 at-risk students —more than ever in our history—with these recurring, stunning results:

• 98% of our case-managed students stayed in school

• 92% improved in academics, attendance and/or behavior

• 91% of eligible seniors graduated

The Texas State Legislature directed the Texas Education Agency to obtain an independent and comprehensive evaluation of CIS in Texas to validate the effectiveness of CIS and importance to education and dropout prevention in Texas. The results were released by TEA in January, 2009.

• “Operates at peak efficiency, leveraging private funds and keeping costs per student low”

On another important note for our donors, we are proud to report that CISDR received a four star rating from Charity Navigator. “CISDR is one of 210 educational nonprofits in the U.S. and one of only eight in Texas to receive their highest rating for successfully managing the finances of the organization in an efficient and effective manner.”

Yet, with all of the progress we’ve made, much still remains to be done. For CISDR, not unlike other nonprofit charities, the hill has been steep this year and the vertical climb continues to be tough. Nonetheless, we remain committed to reach and change the educational outcome for those schoolchildren who are struggling and still waiting for our help.

Our 25th Birthday in 2010 is a milestone which inspires thoughtful reflection upon the tens of thousands of at-risk students whose futures were changed through education with CISDR’s individualized academic and support services. This is made possible by our Board of Directors, together with our donors, professional staff, dedicated volunteers, superintendents, school districts, principals, teachers, school faculty, civic, corporate, government, higher education partners and community leaders.

ICF International Evaluation and FindingsBest Practices in Dropout Prevention &

Evaluation of Communities In Schools (CIS) of Texas

To further validate the effectiveness of CIS and the importance of our program to education and dropout prevention in the State of Texas, two reports from ICF International, in partnership with the National Dropout Prevention Center/Network, were submitted to the Texas Education Agency. Results from “Best Practices in Dropout Prevention” and the “Evaluation of Communities In Schools (CIS) of Texas” were released by TEA in January, 2009.

Findings from TEA Best Practices in Dropout Prevention follow:

• “Only one program (Communities In Schools) reported meaningful effects on both reducing dropouts and increasing graduation.”

• “For middle and high school students, CIS was clearly making a difference. Most striking, perhaps, was the unanimous response across students in high school and many in middle schools who stated that they would have dropped out of school if it were not for CIS.”

The Evaluation of Communities In Schools (CIS) of Texas, also released in January 2009 concluded that CIS:

• “Increases high school graduation rates and math achievement”• “Operates at peak efficiency, leveraging private funds and keeping

costs per student low”

I have been in CISDR for at least five years, starting in the seventh grade at Forest Meadow Junior High. CISDR has taught me how to better myself in many different ways. I have learned how to calm myself down when I feel mad at the world, and I have learned how to work through my problems with words instead of actions.

With the help and support of CIS Dallas Region, I have found a sense of belonging at Lake Highlands High School. More importantly, I have a new found desire to achieve and succeed in school and in life.

My time spent with CISDR has been wonderful. My grades have improved tremendously with the help of their staff. My behavior has improved as well. I used to be the person who always got into trouble. I was in and out of ISS, back and forth from detention hall, and felt like I just couldn’t be myself. It was also really important for me to get on the right track because I want to graduate on time with my twin sister. In order to do this I knew it was time to put my education first. I not only want to prove to my immediate family that I can achieve my goals, but I want to show my CISDR family that I can do it as well.

CISDR Fan Club

Communities In Schools Dallas Region, Inc. held a luncheon at Lake Highlands High School, where they launched the FAN CLUB. The FAN CLUB offers young professionals in the Dallas region the opportunity to positively impact the lives of CISDR students by helping them remain in school, achieve academically and graduate. FAN CLUB members will support the mission of CISDR through volunteerism, advocacy, education and philanthropy. “The FAN CLUB will be easy to get involved in. It’s something that is not too time-consuming and it really impacts students’ lives.” – King Scovell, FAN CLUB Co-President

On August 21, 2009, the University of Texas at Dallas (UTD) and Fidelity Children’s Learning Fund donated $7174 to CISDR. Fran Eichorst, General Manager of Fidelity Investments and George W. Fair, Director of the Academic Bridge Program at UTD were on hand to present the check to CISDR President & CEO, Sandra G. Chavarria. This contribution supported ongoing services to our students who relocated to this area because of Hurricanes Katrina and Rita. Thanks to this gift, and two previous gifts totaling $72,160, CISDR served students in 20 schools.

Bright Kids Reading ImprovementIn 2008-2009 CISDR provided the phonics based Bright Kids program to 50 students on 6 campuses. This one-to-one reading readiness program focuses on early readers in grades 1 through 3. Through the help of volunteers and use of pre-printed tutoring kits, students are provided reinforcement to what they are learning in class in smaller settings, which allows for personalized attention. On average, this year’s Bright Kids students saw a seven to ten point improvement in reading scores between October 2008 and April 2009. Mobile TeamThe CISDR mobile team is a specialized group of service providers targeting the most volatile student issues. The 2008-2009 school year saw an increase in requests for Mobile Team services to focus on drug use, bullying, and family issues. Mobile team collaborated with the campus staff counterparts to address the trickle-down effect the economy has had on students – causing them stress, anxiety, anger, and depression of what may be interpreted as an adult crisis. In providing these services on campuses from elementary to high school, the team is able to monitor trends, track migratory elements, and create preventive measures for daily follow up on campuses. Mobile provided direct services to over 9,829 students individually, had 457 meetings with parents or teachers, and provided 514 group services.

ExxonMobil GEMSThe 2008-2009 Girls Exploring Math and Science Program saw 121 young ladies on five campuses improve in their math and science scores. 95% of the GEMS students saw a five point improvement in math, and seven point improvement in science! The GEMS program expanded its horizons this year to include thinking outside the box initiatives, which included environmental/green service learning projects and an invitation to attend a technology event at SMU in Fall of 2009. The 2009 summer GEMS program enlisted the help of the ExxonMobil Green Team, a group of three high school interns, who helped develop a solid and real world based Green Curriculum for all GEMS students to use here-forward. The last days of the summer program culminated in a representative from each campus heading to the Johnson Space Center in Houston to further enrich the school year’s science learning!

CISDR Building Leaders, Founded by WachoviaThe Building Leaders Character curriculum targets elementary school students in the 4th and 5th grade. At its core, the program centers on the cultivation of six Pillars of Character, trustworthiness, respect, responsibility, fairness, caring, and citizenship. Through campus-based service learning activities, participants learn and practice leadership in a meaningful and real world way. In 2008-2009, CISDR Building Leaders impacted 133 students on six campuses.

The Women of AT&TEvery year, the Women of AT&T sponsor scholarships for our college and career-bound

high school seniors. This year six CISDR high school students won $1000 scholarships to the college or technical school of their choice. The students wrote essays on how they feel they would best use this money towards their education. Winners attended a luncheon with the scholarships providers at the AT&T headquarters downtown Dallas.

In December 2008, Communities In Schools Dallas Region, Inc. (CISDR) partnered with a local law firm to host two different educational programs designed to expose bright but at-risk students to the positive aspects and opportunities available in science, technology and the law.

Haynes and Boone, LLP coordinated and hosted the events, providing volunteer support from 16 attorneys and more than 30 staff members. Each event included an interactive educational program followed by a holiday celebration.

A group of 14 second grade CISDR students from Maple Lawn Elementary School visited the George Allen Courthouse where they put on a mock trial entitled, “Trial of the Century: Shaggy and Daphne Take the Stand.” Students played the parts of witnesses Daphne and Shaggy, lawyers for

the plaintiff and defense, and jurors. Haynes and Boone attorneys acted as teachers and mentors, explaining the process and answering questions as the students put on the trial. Justice Kerry Fitzgerald presided while Chief Justice Linda Thomas and Justice Carolyn Wright looked on. Following the trial, each student had a photo taken with the judges, enjoyed a holiday snack and got a special visit from Santa.

The University of Texas at Dallas Erik Jonsson School of Engineering and Computer Science welcomed 15 seventh grade CISDR students into its labs to experience the power of science and technology as they built and programmed robots. Led by five UTD engineering graduate students, who also were participants in CISDR as past students, learned how to assemble, then creatively program foot-tall robots from a kit. At the end of an hour of work, teams of UTD mentors and CISDR students showed off their machines, which executed a series of complex movements and mechanized tricks.

Coolet’s StoryCoolet has not grown up under the easiest of circumstances, but CISDR has helped her from middle school all the way to an early graduation. She has really stepped up at home this year to assist her family, at times even working two jobs. Under these circumstances, many adults would allow the stress to get the best of them, but this young lady is a positive example for us all. An early graduate from Plano East Senior High, Coolet was selected to represent CISDR at the Texas State Capitol on CIS Day, where she worked as a Senate Page for Senator Florence Shapiro. “This trip made me realize that you can get anywhere in life, if you just try,” she said. Next year, Coolet will attend community college for two years and then transfer to the University of Texas in Austin, her dream school. With Coolet’s determination she will undoubtedly succeed in her future academic and professional life.

Devin’s StoryCISDR really began to have an impact on my life my Freshmen summer with my first summer job. Since being a Hurricane Katrina victim, I lost many things and that was the money I needed to get back where I was financially prior to the storm. But the money wasn’t the only thing that I received the summers of ’06, ’07, and ’08, I also received an experience of a lifetime. Along with other New Orleans native students, I had the pleasure to help others at places like women’s shelters, day care centers, and nursing homes just to name a few. But that’s half of the experience; we were also

taken on trips to see and do things that we have never seen or done before. Besides the summer jobs, CISDR has always been there throughout the school year from problems at home, all the way to me just needing a pen or pencil for my next class. Only thing is as a Senior moving on to the next level I feel nervous about college, knowing there is not going to be a “CISDR” that I can count on when I’m in need of help. But most importantly I’m thankful that CISDR came to Ranchview High School, because being there, they have made all four of my high school years a much better journey.

Ensuring the FutureThe Communities In Schools Dallas Region (CISDR) Endowment was established in September 2003 with an initial gift of $1 million dollars pledged by Alon USA for the specific purpose of providing financial support and long-term stability to CISDR. Helping to ensure the sponsorship of one child at a time for future generations, this remarkable gift and the endowment it has formed is a catalyst for additional support. It will help maintain programs already in place while adding infrastructure to reach more of the bright, yet underachieving schoolchildren who are still waiting and failing and at risk of dropping out.

The CIS Dallas Region Endowment:1. Operates as a 501(C) (3) nonprofit

organization with a Board of Trustees to manage the principal and allocate earned investment income to CISDR.

2. Provides the vehicle by which donors may give a planned gift.

3. Appeals to donors who prefer to give a major gift with an enduring impact.

4. Creates the opportunity to solicit matching gifts.

5. Causes the Endowment Board of Trustees to require the development and implementation of a strategic and tactical growth plan for the Endowment.

6. Encourages financial support and motivates prospective donors to become vested in CISDR through major gifts to the Endowment.

7. Diversifies CISDR fundraising resources and over time, allows the organization to weather economic downturns, state or federal budget deficits, and enter each fiscal year fiscally sound.

8. Will generate substantial income to be used for the operation of CISDR.

The Endowment solicits gifts from a variety of sources so that it does not become unduly dependent upon any one group in order to further the mission of CISDR. The persons, entities or businesses that contribute to the endowment receive tax benefits because the Endowment is a 501(c) (3) non-profit organization working to keep children on track and in school. Moving toward a bright future makes sound fiscal sense for the Dallas Region!

Challenging economic times remind us of the importance of making philanthropic choices with the greatest care. While economic reality cannot be ignored, a gift to the CISDR Endowment will pay dividends in the lives of hundreds of struggling school children every single day.
