Incentives to stimulate the recycling of waste oil:• Reduced eco-fee rates for producers that undertake the actions for recycling of the products• Subsidies to the enterprises that use secondary recourses in production;• State and federal sponsorship;• Creation of new jobs in the field of recycling, the search for new employees, providing them with training and technical materials from the government
Local authorities ensure the wide network of collection points for used oil:• Conducts public education, provides information about the collection points for waste oil• Provides an access to the waste flow to recyclers, and economically supports the recycler, whose products meet the criteria• Stimulates demand for secondary products, inform the public about the high quality of recycled oil
Times seem to be mature for investing in re-refining in CIS Countries
• Russian Federation encourages the Used Oil Re-refining• An approach “Italian System like” can help the investors to decide soon since: - It enforces the concept “polluter pays” laying emphasis on the “producer responsibility” - It strengthen the legislation in force and it supports the principle of Sustainability - It enables re-refiners to comply with the Green Public Procurement and achieve the 25% target of recycled materials used by the Public Administration in their annual purchases - It enables the producers of recycled oils to benefit by the Ecolabel brand. There is already an example in Spain where the Catalan region has instituted an ecolabel for regenerated lubricants that requires lubricants to contain at least 25% of regenerated oils - It contributes, as stated by the European Commission in 2008 in the climate-energy package, to achieve the 20-20-20 targets

• Starting from 2015, the Russian Government has changed the tax legislation for oil and gas industry to stimulate Refinery Upgrading and to increase the depth of crude processing
• The essence of the changes is to gradually increase tax on mining by 1.7 times and the reduction of customs duties on crude oil 1.7 times, and on light petroleum products 1.7-5 times.
• The duty reduction enhances the margin of production of base oils in Russia. This creates additional investment opportunities for modernization
• At the end of 2016 it was decided to freeze taxes for one year and the preservation of export duties on the level of 2015
InfoTek expects that by 2020 will be implemented two projects – in nizhnekamsk (PaO) and in yaroslavl (group III). Base oils production capacities will be increased by 11%.
• Fuel Economy/Emissions Control regulations are leading to new s pecifications and a push to lower viscosity oils with increasing amounts of Group III base oils
• Group III oils are recognized by industry experts as contributors to engine performance in the finished lubricant formulation as measured in specification engine tests
• BOI/VGRA must be data based with sound data to ensure product integrity & to protect all industry participants.
• The existing bench characterization tests for base oils don’t correlate well with the performance of an expanding array of group III base stocks
The Russian lubricants market is accounting for 20% of European demand The key lubricants importers to Russia:
Finland – 25%, Germany - 18%, South Korea – 11%, Belgium – 9%, Belarus – 5%, Other countries – 33%
• Efficient logistics is an important factor for the development of the lubricants industry in times of economic slowdown
• For more than a half of distributors, imported lubricants comprise more than 75% of sales
• Synthetic oils and grease are the most expensive products (some respondents replied that they apply a mark-up in excess of 15%)
• The rouble devaluation has driven the growth in prices: the prices of foreign-branded lubricants rose on average by 31% and those of local-branded motor oils rose by 8% from August 2014 to August 2015

• Lithium Greases Thickeners will still dominate the grease market but manufactures may move to other soaps• Specialty grease thickeners will continue to grow• Calcium grease undergoing a renascence • The grease market will continue to grow with rising industrial out put• Emerging markets will continue to show the largest demand
Bench testing of plastic greases:
• Objectivity • Reproducibility • Reliability and comparability • Control over test conditions • Fixed testing timing • Fair value
– It is obvious that when choosing grease materials it will be useful and cost-efficient for large consumers of plastic greases to rely on the results of comparative bench testing carried out in the specialized testing centers – And the standard set of physical and chemical tests… will be reserved as a tool for identification and incoming control of greases at the moment of their acceptance
