To assess a situation you need to do research, gather data on your community and analyze what you find.

STEP 2: Capacity

Building capacity means to mobilize people in your community or geographic location to address what you discovered through assessing the needs in step one.

Use the people that you brought together through capacity building to develop a plan based on the assessment from step one.
