ICE – INTERNATIONAL CENTER FOR EDUCATION

ICE was incorporated in Canada in 2003 to provide a one-stop shop to institutions for all their educational needs and services. ICE is a network of resources where institutions can receive up to date information on post secondary and professional educational opportunities globally from experienced professionals.

Our vision is that “Canadian education becomes the preferred choice internationally by attracting 20% of the world’s student mobility by the year 2020.” Albeit a bit optimistic, this vision can only be realized by setting up International liaison/outreach offices in key countries, conducting strategic and penetrative recruiting initiatives, off shore campuses, ‘Fam’ tours for HS Counsellors, Joint programming and other delivery models. ICE’s role is to proactively pioneer international recruitment techniques and market programs based on national and international developments within the education landscape which is evident in each of our new projects events including the “Synergy” series of events held in Toronto, the India ‘Rep’ Office, unFAIR recruiting tours & “Ed-Mission” series of high level education missions to various countries.

ICE’s team is upbeat because of Canada’s reputation of world-class educational offerings, and, as we continue to grow ‘Brand Canada’, this requires a cohesive effort. We make a clarion call to encourage all stake holders to work together to truly make Canada a desirable destination for International students & for educational partnerships. The iCARE process and CIEC Agent Membership category (described in the next few pages) has been authored by ICE and will be the first of its kind operating within the burgeoning Canada-India education corridor. iCARE will be managed & overseen by CIEC under an exclusive operating license from ICE.

CIEC is an independent, national, not-for-profit, member founded, event-driven organization established to operate exclusively within the burgeoning Canada-India education corridor.

CIEC enhances ties and creates opportunities for academic institutions and learners from both countries. CIEC maintains its unique brand identity and its marketing initiatives will be aligned with 'brand Canada'. Based in Toronto, Canada, CIEC is a key organization to help institutions, agents, and students in strategically positioning themselves in an increasingly fierce and competitive international environment.

As the education sector within Canada continues to evolve with the international community welcoming Canadian education and the Canadian government actively encouraging ‘Internationalization’, we at CIEC have stepped up our efforts to deliver value to our clients and prepare Canadian colleges & universities to take advantage of burgeoning developments overseas.

OBJECTIVES – CIEC

To promote education ties between Canada and India,

including but not limited to increasing recruiting opportunities, affiliations, partnerships, joint ventures & programming, facilitating off-shore educational options, and organizing trade delegations and other areas of collaboration.

To be able to offer advice to Governments with respect

to policies and programs affecting Canada's relations with India in the education sector and to serve as a forum for exchange of information and views between education providers, academics and associates from the education sector of Canada and India on issues of importance to both countries.

To provide information and advice to institutions from both countries with respect to trade and

investment matters and to conduct programs and carry out research designed to promote trade, investment & economic relations in education.

To improve conditions for Canadian education institutions in India and foreign institutions in

Canada conducting or wishing to conduct academic linkages and exchange programs, and to organize targeted and timely seminars by alumni associations to inform potential students about the merits of an education or exchange program in either country.

To regularly organize counsellor tour’s that would give the counsellors an opportunity to attend

key events & seminars in Canada and meet Canadian Institutions to familiarize themselves with Canadian education. The Canadian Institutions will benefit by receiving brand recognition amongst key academic influencers.

To mobilize resources and assets online using social networking tools to foster an awareness and the creation of an 'academic community' for sharing of information between academia, students, agents, HS counsellors and other like-minded groups to 'connect' with each other.

To create a 'clearing house' of information and develop a highly potent and interactive database that can be utilized within the academic community to benefit users and update them of key events and activities which may be of interest.

To deliver value by personally visiting and/or meeting every member Institution at least once a

year, to share sector updates, discuss membership benefits, solicit feedback & share potential opportunities.

CIEC actively engages the international student community via our ‘CIEC Student Discussion’ Facebook group. Designed to connect current, potential students and alumni with education insiders such as admissions officers, professors, recruiters, guidance counsellors and other students, the Discussion pages and various threads allows students to voice their concerns and make informed decisions about their education options. iCARE Approved Agent Members are active on this forum and have established themselves as caring education counsellors to a large audience of students and education providers. Following the spectacular success of the inaugural “Ed-Mission" to India in November 2008, ICE and CIEC, in collaboration with the Indo-Canada Chamber of Commerce (ICCC) and the Indo-Canadian Business Chamber (ICBC) brought high-level education delegations to key cities in India in January 2010 & November 2011, which met key players within the Indian Government, Chief Ministers, Ministries of Education, Chambers of Commerce, business associations and key education institutions to explore opportunities in the burgeoning Canada-India corridor to 'Internationalize' Canadian education.

CIEC’s Chair Hon. Pierre S Pettigrew, PC welcomed a delegation of leading Indian & Canadian Colleges | Universities in Toronto. CIEC has facilitated and attended a Higher Education Summit in New Delhi which featured keynotes by India’s Union Minister for Human Resource Development & Communication, Hon. Kapil Sibal and University of Toronto’s Prof. David Naylor.

After organizing annual Student Recruitment Fairs for over 6 years covering 7 Asian countries, CIEC unveiled a unique recruitment fair model that was widely embraced by students, schools & education agents called ‘unFAIR.’

unFAIR (2010): Based on principles of strategic and penetrated marketing, the 'unFAIR' concept is exactly what a typical student recruiting fair is NOT. A recruiting fair involves drawing students or 'souvenir hunters' to an expensive banquet room in a luxury hotel, at times creating a 'busy' feeling.

Having organized such fairs for a number of years and after listening to our clients, we created the “unFAIR" concept which is more penetrative & targeted in terms of providing specific recruiting solutions. “unFAIR" reverses the traditional recruiting fair and instead empowers the recruiters to visit strategically selected HS & Jr. Colleges to interact and engage directly with students, meet guidance counselors and possibly parents of students in a relaxed 'town hall style' environment to discuss career goals & how to get there. unFAIR 2010 was a stunning success where we visited 17 high schools in 5 days across key, education-centric cities in India.

iCARE PROCESS – INTRODUCTION

Globally, student interest in postsecondary education is increasing at the same time as Canadian community colleges and universities are seeking greater internationalization and showing a keen interest to seek foreign students and partnerships around the globe. The time is therefore right to forge closer links between Canadian institutions and their foreign counterparts, both in the area of student recruitment and also in forging partnerships, affiliations, joint programming and facilitating an exchange of faculty & scholars. To further strengthen the partnership(s), CIEC has launched a much lauded and highly anticipated Agent Membership Category called ‘iCARE’ (Indian-Canadian Academic Advisors Representing Excellence) designed to act as an means for agencies that recruit students to Canadian accredited colleges, universities and other educational institutions to, with the help of CIEC and its Membership Committee, assess their services and ultimately fulfill their goal of providing a level of service that is at par with the expectations of students and Canadian academic institutions. By undergoing the CIEC Agent Membership Approval Process, otherwise known as the iCARE Process, agents will be evaluated on their compliance with a set of standards known as ‘iCARE Standards’. iCARE Standards are listed in the latter part of this document. The iCARE Process is carried out by CIEC Personnel, the final step of which is called the Final Review. The Final Review consists of the Report obtained from Quality Assurance Reviewers who oversee the 1-day site visit of the agency’s headquarters* as well as information submitted in previous stages of the process such as the Application Form & Assessment Report, third party testimony, references from Canadian Colleges & Universities and other information deemed relevant to the Membership Decision. The CIEC Executive Team then decides if an agency will be granted CIEC Membership (Membership Decision), in consultation with the Membership Committee. The Membership Committee is an anonymous advisory body comprised of three individuals from major Canadian academic institutions across Canada. *The site visit or other portions of the iCARE Process may be waived if an agency is able to produce documented evidence of satisfactory compliance with iCARE Standards or CIEC attains positive feedback from the Membership Committee. CIEC may choose to progress reputable education agents through the iCARE Process at their discretion. The Membership Decision is ultimately decided by the CIEC Executive Team and cannot be contested. CIEC Agent Members (iCARE) undergo a rigorous membership approval process & regular training provided by DFAIT to promote transparent, effective and ethical education consulting & student recruitment.

UPDATE: AFTER HEARING AGENT AND ACADEMIC FEEDBACK,

iCARE IS NOW AN ALL INCLUSIVE PROCESS

It has been brought to our attention that some agencies that might not be deemed eligible for membership under the previous model still dedicate their agencies to delivering quality, ethical services. For that reason iCARE is now a more inclusive process that evaluates agencies on the efforts they take to improve their services more so than a strict compliance with iCARE standards.

It is our hope that a more inclusive process will encourage more agencies to follow the iCARE Standards, provide more agencies access to CIEC Resources that will help them succeed and will create a more immediate and lasting change in the student recruitment market.

If there is documentary evidence that an agency is found to have engaged in unethical, unlawful or fraudulent business practices or is deemed a potential hazard to CIEC and/or in the opinion of the Membership Committee is considered not suitable or qualified, they will be asked to withdraw themselves from being considered for CIEC Membership and/or continuing the completion of the iCARE Process. The rigorous Self-Assessment Review and Staff Assessments, as well as training provided by DFAIT will aid deficient agencies improve their quality of service. Thank you for your continued involvement and interest in the Canada-India education corridor. We will always try to answer our members’ and candidates’ questions in a timely manner and provide them with any support they need. We will gladly reach out to our extensive network on our iCARE Agents’ behalf and forward any questions to the respective stakeholders and authorities on the subject. We will also update iCARE Agents regularly on events and activities within the education sector relevant to recruitment agencies and share updates and potential opportunities in the education sector.

iCARE MANDATORY TRAINING

All education agents employed at iCARE Recognized CIEC Member Agencies are required to take DFAIT's course for education agents. The lead agent at the agency headquarters (agency contact) must also pass the exam. CIEC invites agents who have already taken the exam to apply for CIEC agent membership and attain a certificate of their compliance with iCARE Standards. Please see the below excerpt from www.CanadaCourse.ca:

The Canada Course for Education Agents was produced by Foreign Affairs and International Trade, Canada in cooperation with the Canadian Consortium for International Education and Marketing (CCIEM) and ICEF. The Canada Course supports professional development for agents specializing in Canada as a study destination.

By taking the Canada Course, agents will acquire a firm foundation in the benefits and organization of Canada's education systems, and will gain access to resources with which to help international students study in Canada at the most appropriate institutions and in the best programs for their goals.

The Canada Course is intended for education agents but is open to anyone who would like to register and gain access to the comprehensive content describing education options in Canada. A fee is only applied for education agents wishing to take the examination during announced exam dates.

All education agents should be aware of Citizenship and Immigration Canada Bill C-35.

CIEC Agent Membership is available for international recruitment agencies and established self-employed counsellors offering recruitment services to Canadian colleges and universities accredited by the CMEC – Council of Ministers of Education, Canada. The Candidate Agency must have two (2) years of experience recruiting international students as of the Date of Application. CIEC Membership is not available for sub-agents or franchises. STEPS TOWARDS AGENT MEMBERSHIP

CIEC follows a three-step process in ensuring external quality assurance, namely -

Initial Review

Assessment Review

Final Review

INITIAL REVIEW

The Initial Review phase of the Agent Membership Process consists of the successful completion of the Application Form, payment of the Application Fee and sending Supporting Documents. CIEC will not process any documentation until after receipt of the Application Fee. It is advised that an agency send their Application Form and Supporting Documents at the same time. The initial Review is carried out by CIEC staff and once approved, an agency is thereby known as a ‘Candidate’ for CIEC Agent Membership

APPLICATION FORM

Agencies who wish to become ICARE Recognized or have any further questions are requested to contact CIEC at [email protected]. A detailed flowchart of the Agent Membership Approval Process, a list of Benefits of ICARE, an outline of fees, and frequently asked questions (FAQ) are found on our website www.CanadaIndiaEducation.com Application Forms as well as all other material submitted to CIEC will be held in strict confidence and will not be released to third parties not directly involved in the iCARE Agent Membership approval process.

SUPPORTING DOCUMENTS

An agency has 3 weeks from the date of application to submit scanned copies via email of the following supporting documents:

1. Incorporation registration form/articles of incorporation of the agency. 2. Proof of Address (lease agreement or telephone/utility bill...)

If an agency does not submit all required documents they will be notified via email and will have 4 weeks to secure their candidacy.

CIEC will determine an applicant’s candidacy for CIEC Membership on the criteria of reputation, credibility and authenticity through verification of supporting documents and information submitted through the Application Form. CIEC may also base their decision on information obtained from accessible public records such as those pertaining to prior business practice. Once an agency is approved for Candidacy, they can proceed with the Agent Membership Process, the 2nd step being the Assessment Review. Successful completion of the Initial Review in no way guarantees the agency will become an iCARE Recognized CIEC Member. The CIEC team will notify an agent of their successful bid for Candidacy and will keep them informed of the next steps in the Agent Membership Process. iCARE Candidates are prohibited from publicizing or in any way advertising their completion of the initial Candidacy stage.

If an agency’s application is not accepted, CIEC will notify the agency of their unsuccessful bid and will allow the Agency to make necessary changes and/or re-submit documents to secure its candidacy.

ASSESSMENT REVIEW

The Assessment Review is the second step of the Agent Membership Process and consists of the completion of the Assessment Report by the Agency Contact, completion of the Staff Assessments by Agency Headquarters staff and payment of the Membership fee.

ASSESSMENT REPORT

The Assessment Report and Staff Assessment are designed to demonstrate the agency’s compliance or willingness to comply with iCARE Standards. Agents will be asked to evaluate their agencies in areas such as, but not limited to:

Ethical business practice

Organizational structure

Student Counselling The Assessment Report and Staff Assessments will be reviewed by CIEC Personnel. Once successful, the Candidate Agency will be notified of their eligibility to proceed to the Final Review.

FINAL REVIEW

The Final Review phase of the Agent Membership Process is comprised of the Site Review(s) and the Membership Decision. Its primary purpose is to ensure the Candidate Agency complies with iCARE Standards. The Final Review site visit will be conducted by a Quality Assurance Reviewer and includes interviewing agency officials, staff and counsellors, interviewing select students and/or validating information provided by the Candidate Agency during previous stages of the Agent Membership Process. Quality Assurance Reviewers are selected on the basis of expertise and integrity. The Membership Decision is carried out by the CIEC Executive Team, in consultation with the Membership Committee.

The Final Review site visit or other portions of the iCARE Process may be waived if an agency is able to produce documented evidence of satisfactory compliance with iCARE Standards or CIEC attains positive feedback from the Membership Committee. CIEC may choose to progress reputable education agents through the iCARE Process at their discretion.

FINAL REVIEW – SITE VISIT(S)

CIEC will suggest possible dates for the Final Review Site Visits, which will take place at the agency headquarters. The Final Review will be conducted over the course of 1 day for each location chosen. During this 1 day visit, Quality Assurance Reviewers will ensure the Candidate Agency demonstrates:

1. Familiarity with the Canadian education and legal system, including, but not limited to: a. Types of academic institutions and programs b. Scholarships, and grants available to international students c. Tuition, accommodation and travel costs associated with studying in Canada d. Cultural differences/difficulties & student services available to international students

2. A high degree of credibility, trustworthiness and transparency via:

a. Validation of information attained from the Application Form, Supporting Documents and Assessment Report

b. Interviews with former/current students who have utilized the services of the recruitment agency discussing agency’s Mission, governance, finances, and marketing strategy

c. Conducting interviews and/or assessing by means of an examination all levels of staff, including owners, senior managers and counsellors about their responsibilities, ethics and roles in providing quality services

d. Observing the agency’s day-to-day business operations e. Review of internal documents available on-site, including student and institutional records

The Site visit will be conducted as follows:

Tour of the site & introductions to different members of agency staff

Validating documents submitted previously and available on-site o Application Form, Supporting Documents and Assessment Report o Records of Complaint

Observing the day-to-day operations of the recruiting agency o Agency organization and efficiency o Quality of agency’s counselling services

Assessment of leadership and staff through discussions and interviews

Optional: Conducting interviews with students

Finalizing the Final Review Report The Quality Assurance Reviewer will submit their findings in the Final Review Report along with their personal recommendations. Upon receipt of the Final Review Report, the CIEC Executive Team, in consultation with the Membership Committee, will have 6 weeks to make its Membership Decision based on deliberating the information collected in the Final Review Report and previous phases of the Agent Membership Process.

The Candidate Agency will receive a full schedule and detailed instructions as to how to prepare for and assist the Quality Assurance Reviewer(s). All records must be in order and leadership staff present on premises during the Final Review stage. The Candidate Agency will bear all associated costs of the Final Review except for airfare to India, which is included in the Membership fee. Associated costs include the Quality Assurance Reviewer’s direct travel expenses (economy class air and/or ground transportation when traveling between multiple site locations if necessary), meals and accommodations for one night. An agency may choose to arrange suitable transportation and accommodation themselves or be billed for the costs. It is imperative that the Candidate Agency not provide the Quality Assurance Reviewer with gifts or unsolicited lodging or meals, so as to preserve the integrity of the iCARE Process. Quality Assurance Reviewers are highly knowledgeable of iCARE Standards and all aspects of international study and student recruitment. Any privileged and confidential information shared through the iCARE Process will be maintained in strict confidence.

iCARE PROCESS – SAMPLE TIMELINE

The below sample timeline for the iCARE Process is a sample guideline and may not reflect the actual timeframe for the Agent Membership Approval Process. The maximum time allotted for each step is shown; in actuality the time elapsed may be shortened by factors such as:

Candidate Agency’s speed and attention to detail in submitting required documents such as the Application Form, Supporting Documents and the Assessment Report

Full Co-operation with CIEC in booking the earliest and most suitable date(s) for the Final Review Site Visit

The availability of Quality Assurance Reviewers & the advance scheduling of the CIEC Membership Committee Team

Additionally, the site visit or other portions of the iCARE Process may be waived if an agency is able to produce documented evidence of satisfactory compliance with iCARE Standards or CIEC attains positive feedback from the Membership Committee. MEMBERSHIP DECISION – CIEC MEMBERSHIP

COMMITTEE

CIEC Personnel is responsible for advancing a Candidate Agency through the Agent Membership Process, and ultimately, the CIEC Executive Team, advised by the CIEC Membership Committee, determine if an agency is to be granted iCARE Recognition. Although unsuccessful agencies will be sent a ‘Letter of Recommendations’ and given time to correct any deficiencies, the Membership Decision cannot be contested or overturned if the agency is unable to satisfy the recommendations passed by the Membership Committee. The Membership Decision will be formulated by taking into account all information collected through the Agent Membership Approval Process, including any relevant information received by CIEC from third party sources. CIEC staff, the Executive Team, and the Membership Committee are bound by a confidentiality Agreement to maintain any & all Agency information in strict confidence. The Membership Committee is an anonymous advisory body comprised of three individuals from major Canadian academic institutions across Canada. The Membership Decision is ultimately decided by the CIEC Executive Team, in consultation with the Membership Committee.

INELIGIBLE FOR MEMBERSHIP

If a recruitment agency is denied CIEC Membership, they will be notified and issued a Letter of Recommendations. If the recruitment agency is able to remedy all deficiencies listed in the Letter of Recommendations within 6 weeks from the date of issue of the Letter of Recommendations, they will be granted CIEC Agent Membership. All efforts will be made to work with the agency to help them attain CIEC Membership. If an agency is not able to correct their deficiencies in the time allotted, they may re-apply for CIEC Membership after 1 year.

TERMS OF MEMBERSHIP

CIEC Membership is granted for a 3 year period. An agency has the option of remaining recognized for another 4 years by paying the bi-annual Renewal fees. Upon approval for CIEC Membership, CIEC will publish the agency’s name & logo, location(s) of operation, number of offices, Membership ‘class’ or star (based on the number of students recruited annually to Canada) and links to their website via CIEC’s Homepage (www.CanadaIndiaEducation.com) Agencies ineligible for CIEC Membership will NOT be published. Further, all documents related to the Agent Membership Approval Process (including but not limited to the Application Form, Assessment Report and the Final Review Report) are confidential documents and will not be made public by CIEC.

After attaining iCARE Recognition/CIEC Membership the agency is expected to uphold their quality of service to remain a Member. To facilitate this process, it is mandatory that iCARE-Recognized recruitment agencies undergo DFAIT’s agent training annually, and it is recommended that agencies attend CIEC webinars & networking events and remain involved in CIEC activities to gain exposure among academic institutions and students.

MEMBERSHIP PERIOD

An CIEC Agent Membership period lasts a maximum of 7 years. This includes the initial 3-year period of Membership and optional two bi-annual Renewal terms. The recruitment agency must then indicate if it wishes to undergo the iCARE Process again to be re-approved for membership.

TERMINATION OF MEMBERSHIP

Misuse of the iCARE brand, failing to comply with iCARE Standards and misrepresentation are considered sufficient grounds for termination as outlined in the Terms and Conditions. However, effort will be made to resolve any issues before terminating the membership of an iCARE Recognized Agency.

iCARE STANDARDS - INTRODUCTION

iCARE Standards are standards set up to promote ethical and quality recruitment services for students and educational institutions across Canada. They serve as guidelines to measure a Candidate Agency’s eligibility for CIEC Membership. CIEC Personnel and Quality Assurance Reviewers may use materials submitted to CIEC, assessments, public and internal records, and staff, student and third party interviews as well as any other means available to them to gauge an agency’s compliance with the following iCARE Standards. iCARE Candidates must either demonstrate that they abide by these standards or that they, while lacking in some regards, have dedicated themselves to complying with the iCARE Standards and are willing to make the necessary efforts. Agencies that consider themselves deficient or would like to improve the quality of their services will find it beneficial to undergo the in-depth iCARE Process, gain access to CIEC resources such as training and share their experiences and pitfalls with CIEC and other iCARE Agents. iCARE Standards will be reviewed on a periodic basis by the iCARE Executive Team and Membership Committee and may be modified to improve the iCARE Process and iCARE/CIEC brand.

I. Organization

a. Mission is reflected in all Candidate Agency’s recruitment activities. It provides a framework for planning and management.

b. Governance and Ownership is transparent and any changes are immediately reported to CIEC.

c. Management is effective, as proven through the implementation of policies, procedures, and organizational structures that assist the recruitment agency in accomplishing its goals. Human Resources management is guided by principles of competency, reputation and ethics.

d. Financial resources are optimized to provide quality services and meet goals.

II. Quality and Integrity

a. Candidate Agency demonstrates thorough familiarity with the Canadian education system. Students are consistently provided current information regarding:

I. Academic institutions, program offerings, academic prerequisites and admissions requirements such as language proficiency

b. Marketing and advertising initiatives do not misrepresent the agency’s capabilities and past performance.

c. History of conducting business in a transparent and unbiased manner with students, organizations, and academic institutions. It is unacceptable for an agency to claim a special relationship with immigration services, represent their services as mandatory or provide false information about academic institutions, national systems of education or immigration and other recruiting agencies.

d. Candidate Agency accepts full responsibility for any actions of its staff and takes a proactive approach to preventing conflicts of interest. An effective and fair complaints processing mechanism ensures deficiencies can be isolated and corrected.

e. Student services fees are transparent and fair. The recruitment agency has a transparent and publicized refund policy.

f. Care is taken to make timely membership payments to CIEC and to avoid unauthorized use of CIEC/iCARE material or any College/Universities collateral.

III. Engagement with Students and Families

g. Candidate Agency secures a written legal agreement with a potential student and their family regarding services expected and all fees. No unsupported guarantees or promises will be made.

h. Student records and information is kept confidential unless written consent is obtained from the student, who has attained the age of majority.

i. Parents will be included in all communications in cases where the student is a minor in that State or Provincial jurisdiction.

IV. Engagement with Academic Institutions

j. Candidate Agency will provide its services to accredited Canadian institutions, securing a written legal agreement encompassing roles and responsibilities as well as methods for assuring quality and contractual obligations.

k. Relationship between the recruitment agency and institution will be characterized by transparency, regular communications, a high degree of professionalism, respect for confidentiality and attention to accuracy.

Use one logo only on each surface of communication.

Do not use the CARE logo alone on your communications.

Do not incorporate the CARE logo into your company identity.

Do not create a signature that combines the CARE logo with your business name.

Do not change the font or alter the spacing between letters.

Do not alter typographic proportions unless the logo is to be displayed on a small surface, necessitating an increase in the font size to assure legibility. See ‘Printed Mediums’.

Printed Mediums: The CARE logo must be a minimum of 1.5 inches in height. If displayed on a banner or other large printed mediums, the CARE logo will be between 15% and 25% of the total size of the communication material. Online Mediums:

Logo size will be a minimum of 20% of screen size. The CARE logo will link to the CIEC website. Use the appropriate resolution. Please contact CIEC if you require a higher resolution (hi-res) logo.

iCARE Recognized CIEC Agent Membership Certificate Recognized agencies will receive an official iCARE Recognized CIEC Membership Certificate to validate their expertise. Recruitment agencies must desist displaying the CIEC Membership Certificate if they are no longer CIEC Members. CIEC Membership Certificates must not be reproduced for any reason without prior consent from CIEC.

iCARE Recognized CIEC Agent Membership Statement The following Statement is also available to currently recognized agencies who wish to publicize their iCARE Recognized CIEC Membership.

CIEC AGENT MEMBERSHIP FEES

The iCARE Process requires the following payments:

1. Application Fee – paid upon submission of Application.

2. Membership fee – paid upon Approval of Application; fee based upon total number of students recruited to Canada in the past calendar year (or 12 months).

3. Bi-Annual Renewal Fee (optional) – paid by an iCARE Recognized agency after an initial period of 3

years if the agency wishes to remain iCARE Recognized. It is then due bi-annually for two terms, bringing the total number of years an agency may remain ICARE Recognized without having to re-apply the Agent Membership Approval Process to 7 years (3 yrs + 2 yrs + 2yrs).

Please note that all fees are non-refundable. The Application Fee may be paid by PayPal or wire transfer. The Membership fee may be paid via wire transfer or bank draft/money order. Application Fee $525

+ Membership Fee 1 – 100 Students - Bronze Star $1,500 101 – 350 Students - Silver Star $3,000 351+ Students - Gold Star $4,500 Certified Agency – Bi-Annual Renewal Fee *Bi-Annual Renewal is an optional privilege to the agency available for two terms after an initial 3-year period of certification.

Gold, silver, and bronze stars are used to categorize agencies by the number of students they recruit to

Canada annually (in the past 12 months). Agencies may or may not display their star on their marketing

initiatives but their awarded star will be displayed on the CIEC website next to their name and profile.
