5. Designs As the works have been partially complete, it is not advisable to adopt new designs for most of the structural & MEP works. You are earnestly requested to list out the available Architectural, Structural and MEP designs. This would help the contractors to find out the balance quantities to be incorporated in the works. Where ever the new contractors intend to change the original design, obviously, he can work out the quantities as per his design.

Bidder, who has purchased bid documents shall be given approved drawings which are available with Superintending Engineer (Metro-I)/ Superintending Engineer (Metro-II) in the form CD. Balance designs/ Drawings required other than those available in the CD have to be designed by new contractor and got approved from GC/CIDCO.

6. Vol.I / Page. No. 45/ Cl. No. 15.1(d) This clause and other similar clauses in Vol. III of the tender stipulate that GST registration is essential. However, whether CIDCO shall reimburse the GST paid by the contractor is not mentioned. Kindly clarify in no uncertain words.

7. Vol.I/Page.No. 46 / Cl.No.15.1.2 (V) CIDCO never ask to upload all pages in all 4 volumes with stamped and signed. It may please be noted that around 2000 pages in all 4 volumes require to scan and upload. Please recheck the requirement.

The bidder shall upload their credentials in support of mandatory eligibility criteria, required proforma, EMD, financial offer etc.

8. Vol.I / Page.No.65 / Cl.No. 9 These requirements unnecessarily load the tender by about half percent of estimated cost. The clause may please be deleted.

This is essential to load the cost on tender.

13. Vol./Page.No.103 / ANNEXURE – 6 / Brief details

The brief details asked for show certain minimum requirements regarding construction with designs of Metro or monorail station, piling work, PSC girder works etc. However, the eligibility criteria on page 6 (Clause. 1 & 2) do not expect any such experience mentioned on page 106. Kindly clarify.

14. Vol.I / Page. No. 107/ Annexure – 8 Format for financial proposal – Point no. 9. Kindly elaborate about the Income Tax certificate mentioned. No such certificate issued by IT Department.

15. Vol.II/Part A/Page. No. 26 / Cl. No. 2.1.1.3 The clause specifies that the station contractor shall only erect the Viaduct part with coordination with the Viaduct contractor. However, the scope of work and the list of balance work say that the work of Viaducts including costing, erection and

17. Vol.III/Page.No.48/ Summary of BOQ The part 1 – A of the summary includes the L.S. cost with structural, architectural and MEP works. Kindly separate the MEP part for convenience of quoting the tender.

19. Vol- I, Page 41 Point No 2.1.1: Eligible bidders are those reputed single Business Entities (BE) who satisfy the eligibility criteria mentioned in NIT. Kindly allow joint Venture / Consortiums.

20 Cl. No.6, Page 8 of Vol-1 As per the above clause the bidder who is registered with ClDCO in appropriate class can submit EMD in form of Bank Guarantee as per format given on page no. 110 & 111 in lieu of online payment Gateway mode. Please confirm the same.

As per sl. No. d of the BG format on page 111 the guarantee shall remain valid for a period of 6 months i.e. 180 days. However Cl. No. 5 on page no. 8 & Cl. No. 11.1 on page no. 43 states that the bid security shall be valid for a period of 120 day.

Please refer Cl. No. 11/ Page 43 for payment of EMD through BG.

Bank guarantee submitted shall remain valid for period of 06 months i.e. 180 days

Financial Criteria As per this clause the bidders are required to submit the financial details such as working capital, Profitability, Net Worth and Turnover during last 3 / 5 years.

If the Bidder possess the details for the FY 2016-17, unaudited but duly certified by Chartered Accountant, the same shall be considered as latest financial year.

We presume that bid called between 1st April & 30th September of the year then latest audited financial year shall be a year before previous year for financial criteria. For e.g. if bids are called between 1st April 2017 & 30th September 2017, then latest audited financial year shall be a year before previous year i.e. 2015-16, please confirm.

List of Works in Hand

Abov e clause mentions that on line submission shall be accompanied with List of works in hand. However we have not come across any such format in the tender document for the same. We therefore presume that list of works in hand is not required hence to be deleted.

List of works in hand is required to be submitted as per Annexure-6. In addition the bidder shall submit list of works in hand along with value of the work, original period & anticipated date of completion.

23 Cl 4, (ii), page 7 of Vol-1

Enhance Factor As stated in the above clause, value of works shall be brought to current price level by enhancing the executed value of work at simple rate of 7% per annum. Whereas on page 92 in Form T-V (ii), it is stated that 5% inflation for Indian Rupees per year. Kindly confirm the Enhance factor for updating the values to current price level

Enhance factor shall be 7% per annum as per NIB.

We presume that Proforma for Integrity Pact given on page 132 to 136 is to be typed on plain paper, signed and submitted along with the Tender. Please confirm.

Also it is noticed that the name of External Independent Monitors has been left blank.

Performa for Integrity pact to be downloaded and submitted on plain paper duly filled. The principle appoints 1. Shri D. T. Joseph, IAS (Retd.), email- [email protected] and 2. Shri Jayantkumar Banthia, IAS (Retd.), email- [email protected] as Independent External Monitor for this pact. Bidders are requested to enter their names in the Integrity pact.

Technical Criteria To fulfil the Technical Criteria regarding the experience of similar work as per the above clause the works should have been completed during the last 10 (Ten) years ending last day of the month previous to the current month. Whereas in Annexure - 4 on page 100 the bidder is required to provide summary of Technical Capability for the past 3 years ending on 31.3.2016. We request you to confirm period for experience of successfully completed works.

To fulfil the Technical Criteria regarding the experience of similar work during the last 10 (Ten) years ending last day of the month previous to the current month of submission of bids will be considered as per NIB.

27 Proforma of Affidavit for Preservation of Mangroves, Page 131

Further it is stated that this figure should also include the year-wise break-up of part value of works to be executed in these three years period even if completion of such works spills over beyond these three years period. We request you to modify this format and delete the requirement of value of 2014-15 and 2015-16. Further instead of Total value of balance works yet to be done as on 31.12.16 we presume that Value of existing commitments and ongoing works to be completed during the next 9 months is to be filled.

Summary of Financial capability/ P 102 are corrected and attached with this corrigendum No. 2 at page 16-19. The Bidders are requested to submit details as per these proforma.

29 Submission of Originals & Hard copy

We presume that hard copy of only the Undertaking for Bid Submission and original bank guarantee towards EMO is to be submitted at the time of opening of technical bids whereas all other documents and financial bids shall be submitted online through e-portal only. Please confirm.

It is mentioned that the Contractor has to engage either one reputed and competent "Detail Design Consultant (DOC) and Architect " or "In-house Design and Architect Team" for planning & design of station buildings, structura l design station buildings & elevated viaduct and link ways. In this context we bring to your kind notice that the earlier contractors have submitted the designs and they have executed the major works. Hence kindly inform that whether same design is to be followed for balance e work, if so far for appointment of Designer may not be required. Please confirm. Further please provide the copy of design submitted by earlier contractor

40 Schedule - B: Vol.Ill , Pricing Document, Pg 50

The schedule is provided for material available at site and which will be issued by ClDCO as per rate mentioned in schedule B. Whether it is mandatory to utilize the material available at site? Further total quantity of TMT bar mentioned is 209.75 Mt. However subtotal for diameter wise quantity works out to 227.58 Mt. We presume that this is typographical error. Further rate mentioned for 32 mm dia TMT bars is rs.4479.1966 /Mt. We presume that the rate may be Rs.44791.966 I Mt.

Scheduled B has been be revised in corrigendum 2 at page 24

42 SUBMISSION: Tender is to be submitted on lump sum basis for major part of the work and therefore voluminous work is involved such as preparing drawing & design, working out quantities, getting quotations for specialized items, rate analysis, site visit etc. We, therefore request you to extend the date of submission minimum upto 4 weeks after all the clarifications are given in writing, so that we shall be in a position to submit most competitive tender. This will be in the best interest of the project & client.

4. 4) I/We have satisfied myself/ourselves as to the location of the site and working conditions, examined the requirements of CIDCO, and have obtained all the information necessary for the successful timely completion of the work.
