On July 8 local time, President Xi Jinping met
with Prime Minister Narendra Modi of India in
Ufa of Russia.
Xi Jinping pointed out that we reached
important consensus on enriching the
connotat ion of China-India strategic
partnership and building a closer development
partnership in Xi’an this May, sending to the two
peoples and the international community a
positive signal that China and India, as two
major developing nations, will join efforts for
common development. With the joint efforts of
both sides, various consensus reached by us is
being implemented and bilateral cooperation in
all fields including legislative bodies, railways,
industrial parks and smart cities is being
steadily advanced.

level contacts, and intensify strategic
communication at all levels. The two countries
need to conclude the feasibility study on major
cooperative projects as scheduled, forge
flagship projects for cooperation, earnestly
implement the plan for cultural exchange, and
carry out cooperation between think-tanks,
media and local governments of the two
nations. Differences should also be managed
and controlled to jointly safeguard the peace
and tranquility in the border area. Both
countries should also join efforts to promote the
construct ion of Asian Infrastructure
Investment Bank (AIIB), New Development
Bank (NDB) of BRICS nations and the
Bangladesh-China-India-Myanmar Economic
Corridor (BCIM), and discuss on effectively
connecting China’s initiative of the “Belt and
Road” with related initiatives of India, so as to
achieve mutually beneficial cooperation and
common development.
Xi Jinping noted that both as firm supporter
and active constructor of the BRICS countries,
China and India should jointly devote to
building a closer, more comprehensive and
more solid partnership among BRICS countries,
and strive to promote the BRICS nations to play
an active and constructive role so as to make
greater contributions to the world peace and
development.
Narendra Modi noted that at present, India
and China enjoy sound bilateral relations and
witness further enhanced mutual political trust.
He had multiple meetings with President Xi
Jinping, and India and China also maintain a
close communication. The bilateral economic
and trade cooperation in recent years has been
further expanded, and cooperation projects in
science, technology, space, infrastructure and
other sectors have been continuously advanced.
India welcomes more Chinese enterprises to
invest in India, and stands ready to work with
China to enhance strategic communication and
coordination and properly handle the
differences between the two nations including

Narendra Modi expressed that India is
willing to boost cooperation with China within
the framework of the BRICS nations. The
establishment of the New Development Bank
(NDB) of BRICS nations and the AIIB provides
India and China with more opportunities in
deepening cooperation, and India is willing to
actively participate in the construction and
cooperative projects of above-mentioned
banks.

Xi Jinping Attends 7th BRICS Summit and Delivers Important Speech
On July 9 local time, the 7th BRICS Summit was held in Ufa, Russia. President Xi Jinping, President Vladimir Putin of Russia, President Dilma Rousseff of Brazil, Prime Minister Narendra Modi of India and President Jacob Zuma of South Africa attended the Summit. The leaders of the five nations, focusing on the theme of BRICS partnership, exchanged views on current international situation and cooperation among BRICS nations, reaching broad consensus and yielding fruitful results.
Xi Jinping delivered a keynote speech entitled “Jointly Build Partnership for Bright Future”, in which he summarized the progress in BRICS cooperation, raised suggestions on the course of the BRICS partnership, and expressed the willingness of China to join efforts with all other parties to promote the cooperation among BRICS nations in a more profound and solid manner and make more contributions to world peace and development.
Xi Jinping stressed that the BRICS nations
have gone through an extraordinary course in the past six years. We agreed to deepen BRICS partnership by following the spirit of openness, inclusiveness, cooperation and win-win result. At present, the BRICS nations are confronted with some challenges, while with a huge development potential, the upward trend for them will not change. We are confident of the future prospect of the cooperation mechanism of the BRICS nations. Efforts should be made in the following aspects to enhance the BRICS partnership.
First, to build a partnership maintaining world peace. The BRICS countries should join efforts to address global issues, safeguard the victorious outcome of World War II and the international justice and fairness, abandon the cold-war mentality, resist a zero-sum game, and safeguard world peace and stability.
Second, to forge a partnership promoting common development. The BRICS countries should join hands to forge a closer economic

partnership, push forward the construction of the headquarters and the African regional center of the New Development Bank of BRICS nations simultaneously, and earnestly implement the BRICS Economic Partnership Strategy. The BRICS nations should also safeguard the common interests of emerging markets and other developing nations on such major issues concerning global development as post-2015 development agenda and climate change.
Third, to build a partnership carrying forward diversified civilizations. The BRICS countries should stick to openness and inclusiveness, actively carry out dialogue and exchanges with other countries and international organizations, strengthen solidarity and cooperation with other emerging markets and developing nations, and boost the representation and influence of the BRICS countries.
Fourth, to forge a partnership advancing global economic governance. The BRICS countries should devote themselves to i m p r o v i n g t h e i r s t a t u s a n d r o l e o f themselves in global governance system, advocate the construction of an open world economy, support mult i- lateral trade system, and intensify exchanges and cooperation in cyber space, immigration issue and other fields.
When discussing on the global political and economic issues, Xi Jinping stressed that BRICS nations should build a new type of state-to-state relations with win-win cooperation at the core. The BRICS countries should resort to a peaceful development, never impose their own wills on others, uphold a philosophy of mutual respect, mutual trust and win-win cooperation, firmly adhere to the multilateralism, cherish the victorious outcome of World War II, safeguard the purposes and principles of the UN Charter,

reform and improve global economic governance, and promote more countries to support such initiatives as New Development Bank of BRICS nations, Contingent Reserve Arrangement, the “Belt and Road”, Asian Infrastructure Investment Bank (AIIB) as well as the Silk Road Fund, so as to inject impetus into world economic growth and reform of the international system of financial currency. The BRICS nations should also establish a new type of global development partnership, urge the developed countries to shoulder their due responsibilities, and help developing countries improve their self-development capability, so as to narrow the North-South gap, intensify South-South cooperation and seek self-improvement through cooperation on the basis of mutual benefit and win-win result.
When discussing the topics concerning cooperation among BRICS countries, Xi Jinping pointed out that all parties should implement
the major outcome initiatives such as the New Development Bank of BRICS nations and Contingent Reserve Arrangement to manifest the execution capability of BRICS nations. Xi Jinping expressed his expectation that all parties will join efforts to build a closer partnership among BRICS nations to open up a brighter future for BRICS nations.
President Vladimir Putin noted that the BRICS nations are serving as an important mechanism in the current international arena. Since the establishment of the mechanism, BRICS nations have constantly enhanced t h e i r c o o p e r a t i o n i n economy, trade, investment, p e o p l e - t o - p e o p l e a n d cultural exchanges and expanded the cooperation fields. The launch of New Development Bank of BRICS nations and Contingent Reserve Arrangement is conducive to intensifying the economic links between all countries and boosting the influence of BRICS nations on international affairs.
Prime Minister Narendra M o d i n o t e d t h a t t h e cooperation among BRICS nations enjoys remarkable achievements. Under the current situation that the world is confronted with a number of challenges, the BRICS nations could exert an important influence by pooling consensus and enhancing cooperation. India agrees to a closer coordination among BRICS countries in agriculture, infrastructure, addressing climate change and other fields. An increasingly deepened cooperation among BRICS countries will bring benefits to people all over the world.
Jacob Zuma said that the international community is now faced with increasingly growing challenges, which requires all countries to intensify cooperation under the frameworks of the United Nations and regional organizations. All the five BRICS nations are influential members of the international community and they could cooperate closely and play a bigger role in helping African
countries reduce poverty and other aspects. South Africa will actively participate in such relevant work as the New Development Bank of BRICS nations and Contingent Reserve Arrangement, and work with all other BRICS members to implement the cooperation
strategies and benefit the people of all the member states.
President Dilma Rousseff noted that the BRICS nations decided to establish the New Development Bank of BRICS nations and Contingent Reserve Arrangement, which is a significant measure to deepen cooperation. All parties should formulate development strategies in accordance with global s i t u a t i o n , e x p a n d cooperation fields, and attract more countries to take part in the cooperation, so as to expand the influence of the BRICS nations. The BRICS countries should
actively strive for greater representation in international financial institutions.
The leaders of the five nations also exchanged views on international and regional topics of common interest.
Following the Summit, the leaders of the five nations attended the signing ceremony of such cooperative documents including the Memorandum of Understanding between the BRICS foreign ministries on the creation of a joint BRICS website, agreement on inter-governmental cultural cooperation among BRICS countries and the Memorandum of Understanding on the cooperation between BRICS banks and the New Development Bank (NDB). The Ufa Declaration and an action plan were issued at the meeting.

Beijing, July 8 (Xinhua) — A BRICS group
with deepened cooperation will not only serve
its five member countries and other developing
nations, but also stabilize and even boost the
world economy.
In upcoming days, leaders of the BRICS
countries — Brazil, Russia, India, China and
South Africa — will meet in Ufa of Russia for the
seventh BRICS leaders meeting.
They met for the first time in 2009,
l a u n c h i n g t h e b l o c ’ s c o o p e r a t i o n
mechanism. Since then, the BRICS have
shown vitality and innovation through
cooperation, with deepened participation in
global governance.
Now these countries will set up the New
Development Bank (NDB). The institution’s
board of governors will hold its first meeting in
Moscow to appoint members of the board of
directors and the management.
The NDB shows that the BRICS bloc has
transformed from a political concept to a real
force for reform in the international community.
With the bank’s funding, developing
countries, especially the African states, can
improve their infrastructure, rather than
struggling with the limited funds the current
international agencies provide them.
The new development bank will cover the
shortcomings of the global financial system. It is
not intended to overturn the current system,
but to encourage investment from developed
countries and other developing countries with
an open and inclusive mind.

the world’s major emerging economies. It has
brought real benefits for the member states,
and also earned a good reputation among the
international community.
This new cooperation mechanism pointed
to an important trend: emerging economies are
playing bigger roles in global issues.
Global economic recovery remains slow.
While trade globalization agreements are still
being negotiated, the Western countries and
Russia are introducing sanctions against each
other, and the developed and developing
countries have not yet reached agreement on
how to balance economic development and
climate change.
Under such circumstances, the BRICS
leaders’ meeting in Ufa has critical significance
as cooperation among them will not benefit not
only themselves but also the world economy.
Although the five countries are at very
different stages of their development, they
will still become new growth poles for the
world economy.The five have contributed half
the world’s economic growth in the past 10
years.
They have complementary industrial
structures. Sufficient labor, abundant resources
a n d l a r g e m a r ke t s g ive t h e m g re a t
opportunities for development.
The five countries are also important
players in both their continents and
international affairs. In multilateral platforms
such as the UN and the G20, they are playing
bigger roles than ever before, thus their
booming economies can drive the whole global
economy through their deepened cooperation
with other countries and international
organizations.

President Tsakhiagiin Elbegdorj of Mongolia,
Prime Minister Narendra Modi of India, Prime
Minister Nawaz Sharif of Pakistan and
representatives of international and regional
organizations concerned to attend an extended
talk. Vladimir Putin chaired the meeting. The
meeting summarized the major achievements
of the SCO since the Dushanbe Summit held in
2014. The participants exchanged views on the
status quo and prospect of the SCO and major
international and regional issues at present,

reaching broad consensus.
Xi Jinping delivered a speech entitled “Unite
and Help Each Other and Address Challenges
Together to Promote the SCO for New Leapfrog
Progress”.
Xi Jinping pointed out that since the
Dushanbe Summit last year, the member states
of the SCO have furthered their cooperation,
supported each other, intensified their efforts in
safeguarding the security and stability in the
region and boosted communication and
cooperation among themselves, endowing the
SCO with continuously enhanced attractiveness
and cohesiveness. At the same time, influenced
by both internal and external factors, both the
security and stability as well as the economic
development in the region are confronted with
a number of challenges. We should step up
efforts and take effective measures to promote
the SCO for leapfrog progress at the new
starting point.
Xi Jinping put forward a five-point proposal.
First, to uphold the “Shanghai Spirit” to build a
community of shared destiny in the region. The
SCO should continue to take the “Shanghai
Spirit” as a guide to safeguard international
fairness and justice, advocate multilateralism
and the ideal of opening, respect each other’s
interests, oppose interference in internal affairs
of other countries, solve disputes through
p e a c e f u l m e a n s , a n d b o o s t c o m m o n
development and prosperity with the win-win
ideal.
Second, to step up efforts to cement the
shield for regional security. The SCO should
boost policy communication and coordination
and study on the coping measures, jointly
safeguard the regimes, systems, social security
and stability of all the member states, enhance
security cooperation with Afghanistan and
forcefully boost cooperation in counter-
terrorism, drug control and border defense.
China welcomes the signing of the agreement
on cooperation in border defense by SCO
member states, and is willing to work with all
other sides to draw up a treaty on anti-
extremism swiftly.
Third, to tap cooperation potential, enrich
the content of practical cooperation and take
bigger strides in facilitation and liberalization of
trade and investment. China is ready to work
with all other parties to prioritize the
implementation of the connectivity projects
that have been agreed. In the next few years,
China will push for the completion of 4,000
kilometers of railway and over 10,000
kilometers of highway within the region, so that
a layout of interconnected transportation will
be basically in place. The SCO should promote
its member states to cooperate in building
industrial parks, carry out joint production and
constantly deepen cooperation in production
capacity. The strategic direction to establish an
SCO development bank should be adhered to.
The SCO member states should intensify
cooperation in energy and agriculture, speed up
t h e c o n s t r u c t i o n o f a p l a t f o r m f o r
environmental-protection information, and
ensure the success of the docking between the
Silk Road Economic Belt and the Eurasian
Economic Union, so as to promote a balanced
development in the Eurasian region.
Fourth, to promote amity among the people
and consolidate the long-lasting good-
neighborly friendship. China supports the SCO
member states to continue enhancing
cooperation in emergency response and
disaster relief, prevention and treatment of
infectious diseases, facilitation of personnel
exchanges and other fields. China will hold
youth exchange camp program for SCO in China
for five consecutive years and complete summer
camp program for 2000 primary and middle
school students from other member states by
2018.
Fifth, to keep openness and mutual learning
to promote the development of the SCO. The SCO
will start the procedures of granting India and
Pakistan full membership of the organization
after the meeting. China believes that admission

of new members into the SCO will inject new
impetus into SCO cooperation in all fields. China
supports the SCO to continue expanding
external exchanges with others, enhance
cooperation with its observers and dialogue
partners, and improve relevant dialogue and
cooperation mechanisms, so as to make the
development achievements of the SCO better
benefit its observers and dialogue partners.
The heads of state agreed that as the
international political and economic landscape
is undergoing profound changes and the world
multi-polarization has become a major trend at
present, the SCO should beef up cooperation to
fight against terrorism, separatism and
extremism, strengthen the work of the counter-
terrorism organizations of the SCO, and jointly
address conventional and non-conventional
challenges and threats to safeguard the
comprehensive security.
The heads of state voiced their support to
the initiative of constructing the Silk Road
Economic Belt. They believed that all SCO
member states should ensure a sustainable
economic and social development, facilitate
trade and investment, improve infrastructure
c o n s t r u c t i o n s u c h a s l o g i s t i c s a n d
telecommunication, speed up cooperation in
such areas as industry, transportation,
t e l e c o m m u n i c a t i o n , a g r i c u l t u re a n d
innovation, and deepen cooperation in such
fields as culture, science and technology, health
care, tourism and sports.
The heads of state highly evaluated the
commemorative activities held by SCO member
states to mark the 70th anniversary of the
victory of the World War II, and expressed
profound gratitude to those people who made
significant sacrifice and suffered great material
loss to free the world from Nazi’s oppression
and destruction.
The meeting passed a resolution on starting
the procedures of granting India and Pakistan

The SCO decided that the SCO Summit in
2016 will be held in Tashkent, capital of
Uzbekistan at the meeting.
The heads of state of the member states
signed the Ufa Declaration by the heads of state
of the SCO member states and the agreement on
border defense cooperation among the SCO
member states. They also approved the
development strategy until 2025 of the SCO, a
2016-2018 cooperation program on combating
terrorism, separatism and extremism among
the SCO member states, and the drafting of a
treaty on anti-extremism of the SCO, and a series
of other resolutions.

statement on coping with the drugs by the

Xi and other SCO leaders passed a resolution
Friday on starting the procedures of granting
India and Pakistan full membership of the
organization at the 15th SCO summit in the
southwestern Russian city of Ufa.
Currently, both India and Pakistan are
observers of the SCO. Pakistan applied for a full
membership in 2006 and India in 2014.
Also Friday, the SCO elevated Belarus to the
status of observer from dialogue partner, and
took in Azerbaijan, Armenia, Cambodia and
Nepal as new dialogue partners.
China believes that the admission of new
forces into the SCO will inject new impetus into
the organization’s all-ranging cooperation, Xi
said while delivering a speech at the summit.
He said that the SCO should continue to
expand external exchanges with other regional
and international organizations, and improve
the dialogue and cooperation mechanism with
its observers and dialogue partners.
Founded in 2001, the SCO now has China,
Kazakhstan, Kyrgyzstan, Russia, Tajikistan and
Uzbekistan as its full members, with
Afghanistan, Belarus, India, Iran, Mongolia and
Pakistan as observers, and Armenia, Azerbaijan,
Cambodia, Nepal, Sri Lanka and Turkey as
dialogue partners.
“SHANGHAI SPIRIT”In his speech, Xi called for upholding the
“Shanghai Spirit” of mutual trust, mutual
benefit, equality, consultation, respect for
cultural diversity and pursuit of common
development, in a bid to build a community of
shared destiny in the region.
Over the past 15 years, the “Shanghai Spirit”
has become the foundation of the SCO for its
existence and growth, and the spirit represents
the direction of contemporary international

multilateralism and the ideal of opening,
respect each other’s interests, oppose
interference in other countries’ internal affairs,
solve disputes through peaceful means, and
boost common development with the win-win
ideal.
The SCO should continue to stand as a
staunch force of safeguarding the outcomes of
the victory of WWII, and allow no one to distort
history and trample on peace.
On regional security, the president called on
SCO member states to forcefully boost
cooperation in terrorism fighting, drugs control
and border defense, and strengthen policy
coordination to maintain security and stability
of member states.
The SCO should enhance security
cooperation with Afghanistan, help its security
forces strengthen capability building, and play a
bigger role in the process of national
reconciliation and economic reconstruction in
Afghanistan, Xi said.
China welcomes the signing of an
agreement on border defense at the summit by
SCO member states, and is willing to work with
all sides to draw up a treaty on anti-extremism,
he said.
PRACTICAL COOPERATIONXi said China is willing to strengthen
investment cooperation with other SCO
members via the platform of the China-Eurasia
Economic Cooperation Fund and the Silk Road
Fund, focusing on large infrastructure projects,
resources exploitation, industry and finance.
The proposal to establish an SCO
development bank is a strategic move to
advance multilateral cooperation within the
SCO and bears great significance for its future
development, he said.
He said the SCO members should strive for
early establishment of their own financing
vehicles to serve multilateral projects of shared
benefits, as well as the economic development
of each member.
Noting that connectivity of transportation
facilities should be prioritized in regional
cooperation, Xi called on member states to
quicken the implementation of the Agreement
on Facilitation of International Road Transport.
China will provide funds to support the
feasibility study and plans of the projects of
transportation connectivity, he said.
In the next few years, China will push for the
completion of 4,000 kilometers of railway and
over 10,000 kilometers of highway within the
region, he said, adding that by then, a layout of
interconnected transportation will be basically
in place.
He also called on the member states to
deepen industrial capacity cooperation and
push forward the building of industrial parks in
every member state.
China is carrying out the three-year plan of
training 2,000 personnel for the SCO member
states, he said, adding that China will continue
to provide technical assistance for them and
help them enhance capacity building.
Xi urged SCO member states to expand
people-to-people exchanges, saying that China
will invite 200 young people from the SCO
member states every year to participate in a
youth exchange camp program, which will be
held in China from 2016 to 2021.
China will complete its summer camp
program for 2,000 primary and middle school
students from other member states by 2018, he
added.
CONSENSUS REACHEDAs the international political and economic
landscape is undergoing profound changes and

Ufa, Russia, July 11 (Xinhua) — Leaders of
the member states of the Shanghai Cooperation
Organization (SCO) approved a host of
documents that drew up the blueprint for the
development of the multilateral cooperation
mechanism in the next decade at the bloc’s 15th
summit here on Friday.
The comprehensive blueprint, which covers
a variety of issues including a 10-year
development strategy, organization expansion,
closer coordination in security, and the resolve
to uphold the results of World War II, is
expected to become a landmark of the SCO and
to lift the SCO cooperation to a new high.
PRAGMATIC PLANS FOR NEXT DECADELeaders of the SCO member states, namely
China, Kazakhstan, Kyrgyzstan, Russia,
Tajikistan and Uzbekistan, approved the SCO
Development Strategy until 2025 at the summit,
which sets detailed targets and tasks for the
bloc’s development in the upcoming 10 years,
based on a thorough analysis of global and
regional development trends.
The strategy maps out goals for the member
states to cooperate in politics, security, trade
and economy, and people-to-people and media
exchanges in the next decade.
According to the strategy, the member
states will make concerted efforts to bolster
trust and friendship with each other, deal with
security threats, deepen economic and trade
cooperation, boost interactions in technology,
health, education, as well as expand exchanges
with other regional and international
organizations, so as to enhance the bloc’s
influence in the international arena.
Economic cooperation is one of the most
important aspects to promote common
development of the member states.
During a meeting between Chinese
President Xi Jinping and his Russian
counterpart, Vladimir Putin, the two sides
agreed to take the SCO as an important platform
to align China’s Silk Road Economic Belt
initiative with Russia’s aspiration under the
Eurasian Economic Union framework, a historic
program that is expected to offer more
opportunities of facilitating in-depth economic
cooperation.
Xi brought up the Belt initiative in 2013 in a
bid to boost cooperation between and thus
advance the development of countries along the
ancient Silk Road trade route.
STEADY STEPS TOWARD EXPANSIONThe SCO member states ratified the
resolution on starting the procedures of
granting India and Pakistan full membership of
the organization, and elevated Belarus to the
status of observer from that of a dialogue
partner, and took in Azerbaijan, Armenia,

a significant decision that would help the bloc
serve as a platform for broader economic and

summit issued a statement to make a joint call
for resolute opposition to any distortion of the
results of WWII, and to remember history,
commemorate martyrs, cherish peace and work
together to create a better future.
In the statement, leaders of the SCO
countries said the friendship forged in the war is
a common asset of the SCO members, which also
serves as a moral guideline for the struggle for
justice and security in the world.
Recalling the catastrophic WWII, they
vowed to make all-out efforts to prevent the rise
of new, dangerous sentiment against humanity,
while reiterating their commitment to the
principles of the Charter of the United Nations
and other international law.

China Opens New Route for Indian Pilgrims to Tibet
Lhasa, June 22 (Xinhua) — China on Monday
opened a new route along the Himalayan Nathu
La Pass for pilgrims from India traveling to
Tibet, to further promote religious exchanges
between the two countries.
The first group of 43 Indian nationals
entered Tibet Autonomous Region, southwest
China, via this pass at 10 a.m., starting a 12-day
pilgrimage to the sacred religious sites of Mount
Kangrinboqe and Mapam Yumco Lake in Ngari
Prefecture, Tibet.
Free jackets, backpacks and blankets were
provided to the pilgrims by Chinese authorities
upon their arrival.
“This new route is safer, more convenient
and comfortable than the former one,” said
Dong Mingjun, vice chairman of Tibet regional
government, at the pass.
It will shorten the pilgrimage time from
more than 20 days to about eight or 10 days, he
added.
Le Yucheng, the Chinese Ambassador to
India, said the pass was the result of a
consensus reached by both Chinese and Indian
leaders when Chinese President Xi Jinping
visited India in September.

the peoples of the two countries, he said. Le has
traveled from New Delhi to Nathu La Pass for
this occasion.
“We hope to use this opportunity to
strengthen strategic mutual trust between
China and India, expand cooperation in all
fields, promote people-to-people and cultural
exchanges, properly handle our divergences,
boost common development, and take the
bilateral relations of our two countries to a new
historical level,” Le said.
The Nathu La Pass sits 4,545 meters above
sea level and is wedged between Tibet’s Yadong
County in Xigaze Prefecture, and India’s Sikkim
State.
Indian nationals have made the pilgrimage
to Tibet every year since 1981. China has
welcomed almost 80,000 Indian pilgrims in the
past decade alone.
The pilgrims traditionally climb over the
Qang La Pass, which sits 5,200 meters above sea
level on the China-India-Nepal border, to reach
their destination. The road is steep and usually
covered by snow.
A Ground Paving Mission for Yatris
H.E. Mr. Le Yucheng, Chinese Ambassador to India
I am happy to learn that the first
batch of Yatris will soon be back home
from Kailash Manasarover Yatra. At
this moment, I can’t help recalling my
extraordinary experience in the past
days as I attended the inauguration of
the new pilgrimage route via Nathula
Pass and went through the remarkable
“sky path”, paving the ground for the
first batch of the Yatris.
Based on the consensus reached
between Chinese President Xi Jinping
and Indian Prime Minister Narendra
Modi during their summit in India, the
Chinese side committed to opening a
new pilgrimage route of Kailash
Manasarover Yatra via Nathula Pass.
With the agreement between the
Ministry of Foreign Affairs of China
and Ministry of External Affairs of
India, the first batch of Yatris would
enter China via Nathua Pass and leave
for Kailash Manasarover on June 22nd.
It is not only a big event for the Yatris,
but also a milestone in China-India

I took the journey to
Kailash Manasarover
through Nathula Pass
both to be part of the
history and to pave the
way for the Yatris.
I flew to Baddogra of
West Bangaldesh from
New Delhi, and reached
Gantok of Sikkim after
three hours on road, along the same route as the
Yatris traveled. In the following day, Mr. Pawan
Chamlin, Honorable Chief Minister of Sikkim,
kindly met with me and my colleagues. Both of
us were glad of the opening of the new route,
and figured that it would provide a new
opportunity for Sikkim to expand cooperation
with China in such areas as border trade,
tourism and so on so forth.
It was reported by the local media that the
State Government of Sikkim had held a grand
flag-off ceremony for the first batch of Yatris
when they stopped over Sikkim, when a special
commemorative postal cover was issued and a
commemorative sapling planted. Posters about
the new pilgrimage route could be seen almost
everywhere in Sikkim, attesting to the great
importance the State Government of Sikkim
attaches to the Yatra.
Bidding farewell to the Chief Minister in
Gantok, I continued my journey to Nathula Pass.
The 54km road from Gantok to Nathula Pass is
hilly upwards in dense fog and frequently
visited by sudden storms, which made the
journey even more risky. Escorted by the local
police, we still spent nearly four hours in
reaching Nathula Pass with an altitude of 4500
meters. On the way, I stopped a short while in
Sherathang and met with the Yatris who had
already got there. I could touch the expectation
and excitement from their smiling faces.
At 10am on the following day, the Chinese
side held a grand welcoming ceremony for the
first batch of Yatris. On behalf of the Ministry of
Foreign Affairs of China and the Chinese
Embassy in India, I extended my warm welcome
and sincere wishes for them to have a pleasant
journey and happy life with the blessing of
Kailash Manasarover. Indian Ambassador to
China Ashok Kanth in his written message
expressed his heartfelt gratitude to the Chinese
side for making great efforts to open the new
route and his sincere wishes for the Yatris. The
Chinese Embassy in India tailored a pilgrimage
gift bag for each Yatri which includes dawn
coats, hats and blankets, among other items.
With the gifts and blessing, the Yatris went on
their journey to the pilgrimage sites of Kailash

Manasarover in delight and appreciation.
Nathula Pass is one of the important passes
in the border area between China and India,
through which the border trade marts were
reopened in 2006. The opening of this new
route via Nathula was well acclaimed by the
Indian side. Compared with previous Yatra
route via Qiangla Pass, this route is more
comfortable, more convenient and much safer.
The Yatris need not trek long over the rugged
terrains and risk their lives anymore. Instead,
they just embark on air conditioned buses and
reach Kailash Manasarover enjoying the
heavenly beauty. These modalities particularly
count for the elderly Yatris.
After the welcoming ceremony, I took the
road right away to Kailash Manasarover to
check the accommodation facilities catering to
the Yatris. It spans 2000km from Nathula Pass
to Kailash Manasarover, but it only takes
approximately 2 or 3 days to the holy land
thanks to the good road condition. The new
route is all along the two-way asphalt roads on
which vehicles can run at a speed up to 120km
per hour without any worry about traffic. The
Chinese side built four
stay points in case the
Ya t r i s n e e d t o b e
acclimated. I particularly
n o t i c e d t h a t m a n y
makeshift toilets were
b u i l t , s i m p l e b u t
available. Other newly-
built facilities are all
clean and comfortable.
The service persons are
zealous, considerate and
responsive. On June
24th, two days before the
arrival of the Yatris, I was
eventually exposed to
t h e l o n g - a s p i r a t e d
Kailash Manasarover.
Deeply impressed by the
breathtaking serenity of
Manasarover and the
loftiness of Kailash, we were intoxicated and
totally indulged. Right on that moment, I came
to a profound understanding about the
supremacy and uniqueness of Kailash
Manasarover in the mind of Hindus. To quote
the words from my good friend Mr. Tarun Vijay, a
member of Rajya Sabha of India, life would be
far from meaningful without one such Yatra.
Inside the Yatris reception center by
Manasarover, I saw a row of rooms with
fantastic lake view, through whose windows
one could have a panoramic picture of the
extraordinary charm of Kailash Manasarover.
There are 4 to 5 beds in each room, on which are
put brand new blankets, bedclothes, sheets and
souvenirs to mark the unprecedented journey.
Security is arranged around the clock within the
compound. Its newly-renovated kitchen and
washrooms are spacious and clean. At the foot
of Kailash, a new four-star hotel was built,
where staff members were awaiting the Yatris in
anticipation. There I encountered the advance
team from the Indian Embassy in China for the
Yatra. The diplomats were deeply impressed by
H.E. Mr. Le Yucheng, Chinese Ambassador to India and the Indian pilgrims.

the first class facilities and service of that hotel.
The journey I traveled covers 2000km and
11 administrative regions in Tibet from Nathula
Pass to Kailash Manasarover. With the altitude
arising from 2000 meters to 4800 meters, I was
seized with altitude sickness including hypoxia,
headache and insomnia. But it was all
worthwhile when I thought of the Yatris who
could indulge themselves in the majesty of
Kailash Manasarover and have their dream of
life accomplished. In the days and years to
come, as more Indian Yatris come to Kailash
Manasarover, they will not only get spiritually
enriched but also strongly committed to
strengthening the bonds between our two
peoples. This will surely consolidate the social
foundation and inject immense positive energy
into China-India relations. In this sense, I
believe that the opening of the new route
through Nathula Pass will go down in history as
another milestone in the people-to-people
exchanges and friendship between our two
countries.
China, India to Coordinate in Helping Nepal
Post-quake Reconstruction

here, Wang said China and India are the only
two countries which border Nepal and they
share the responsibility of leading the
international community in helping the country
in post-quake reconstruction.
Both countries have provided immediate
support to Nepal in the wake of the earthquake
on April 25, and both of them have just
announced their respective plans to help Nepal,
he noted.
Wang recalled that when Indian Prime
Minister Narendra Modi visited China last
month, the leaders of the two countries agreed

Marrow Donor Program (CMDP) and relevant
government institutions, including China
Customs and Beijing Entry-Exit Inspection and
Quarantine Bureau, jointly built a green express
for relay of life.
According to international practice and for
the sake of the patient’s privacy, we do not know
the name of the beneficiary at this moment.
However, we have witnessed a life revived by
the light of hope and love. I learned that the
Chinese donor is a newspaper editor, who was
born in 1978 in Anhui Province. Asked why he
donated his stem cells, he simply said, “As a
father of a 12-years-old, I understand how the
Indian boy’s parents must feel.” There are over a
million volunteers like him in China. Since
joining the World Marrow Donor Program in
2012, China Marrow Donor Program (CMDP)
has made 205 matching donations of HSCs to
over 20 countries and regions, while receiving
marrow donations from around the world.

WeChat App to summon nearly 100 Indian
businessmen there. Within 24 hours, 33,800 ml
blood was donated for the Chinese girl. When
the grateful Chinese family expressed their
heartfelt thanks to these Indian friends, they
just said that when an Indian businessman in
Zhejiang suddenly fell into serious illness in
2013, 76 ordinary Chinese volunteers donated
blood for him without any hesitation.
Amity between people holds the key to
sound relations between states. The stories of
ordinary Chinese and Indian people donating
blood to save lives are the best footnote of this
amity. It is such simple, sincere amity between
the people that constitutes the most solid
foundation of bilateral relations. The Chinese
HSC donor does not know exactly who he
helped and the only things he knew about the
recipient are: New Delhi, 16-year-old, male.
Maybe, he will never know this boy in his entire
life. What made him donate one part of his life to
save someone from another country whom he
has never met and may never meet? Isn’t that
testimony to the noble spirit in the amazing
genes of human beings. The Chinese character
for “people” is written with two strokes that
form a bracket structure and represents mutual
support. It is this valuable mutual support that
regenerates lives, inspires hope, builds a
community of common destiny and creates the
sagas of miracles of our species on this planet.

Keep Development in Focus and Create Prosperity for All
Speech by H.E. Li Keqiang Premier of the State Council of the People's Republic of China at the OECD Headquarters

Ladies and Gentlemen,
In his warm and inspiring remarks just now,
Secretary-General Gurria looked back at a
journey of 20 years since China and the OECD
started the policy dialogue. For China, the
world’s biggest developing country with 1.3
billion people, development has always been of
top priority throughout the 30-odd years of
reform and opening-up. At the global level,
problems like poverty and diseases have to be

addressed while we are promoting prosperity
and progress in civilization. And that, in the final
analysis, has to be done through development.
In a world of deeply integrated economies,
solutions to these problems lie in international
cooperation.
Over the years, in light of its own national
conditions and drawing on the successes of
other countries, China has made tremendous
efforts to explore a way to development. Thanks
to reform and opening-up, China has scored
remarkable achievements in economic and
social development. Today, some foreign
friends may ask, “China has come such a long
way. Isn’t it time to stop calling China a
developing country?” As a matter of fact, China
remains the biggest developing country. True,
China has become the world’s second largest
economy. But its per capita GDP is a mere 7,589
US dollars, ranking 80th in the world. To give it
some context, China’s per capita GDP is 65% of
the global average, 1/7 that of the United States
and 1/5 that of the European Union. When it
comes to overall development level, especially
in terms of innovation capacity, productivity
and social welfare, China lags far behind
developed countries. And in some areas, China
even has lower rankings than some fellow
developing countries. Take the United Nations’
human development index (HDI) for example,
China ranks 91st. Besides, development is
uneven between China’s urban and rural areas
and between its various regions. There are
modern metropolises like Beijing and Shanghai.
But when you go to the central and western part
of the country, especially those far-flung
villages, you will probably see poor conditions
for living, transportation, education and
medical service. People in some areas even have
difficulty accessing drinking water. Since the
start of reform and opening-up, China has
reduced its poverty population by 600 million.

This is indeed an impressive feat, making China
the first to attain the MDG of halving extreme
poverty. That said, China still has a challenge to
meet in poverty alleviation. In China, 74 million
people still rely on basic living allowances and
85 million are living with disabilities. By China’s
own standard, over 70 million people in rural
areas are living in poverty, and by World Bank
standard, China still has a poor population of
200 million, which is equivalent to the
population of France, Germany and the United
Kingdom combined. In March, the OECD issued
a report All on Board: Making Inclusive Growth
Happen in China. It includes some convincing
figures and conclusions, which are generally in
line with the estimates of Chinese scholars. To
achieve modernization in a country with more
than a billion people, there is no ready example
to follow and no option other than to work long
and hard. We are keenly aware of the challenges
we face. But this does not make us any less
determined to turn China into a medium
developed country by the middle of the century.
Ladies and Gentlemen,
It has been seven years since the global
financial crisis broke out. The economic
recovery process, which has been through many
twists and turns, still shows uncertainties.
Recent ly, the OECD and some other
international institutions have revised down
their growth outlook for the world economy.
How to stabilize the economy, create new jobs
and ensure sustainable development remains
the challenge for all countries. In this
connection, I want to share with you the
following thoughts.
First, it is important to uphold the
environment for peaceful development. Peace is
the number one guarantee for development,
without which nothing could be accomplished.
This year marks the 70th anniversary of the
founding of the United Nations and the victory
of the world’s anti-Fascist war. Overall peace in

the past 70 years has brought unprecedented
development and prosperity. The outcome of
the hard-won victory needs to be cherished.
The purposes and principles of the UN Charter
should be safeguarded, and the UN-centered
post-war international order should be
resolutely upheld. Deep economic globalization
has bound the interests and destinies of
countries closely together. But the world is by
no means peaceful, and hotspot issues and local
conflicts have kept cropping up. China believes
that relevant parties need to find a peaceful
solution through cooperation, dialogue and
negotiation. The international community
should respect the will of relevant countries and
peoples and endeavor to foster an atmosphere
for unity and reconciliation. The Chinese
culture has all along valued peace and virtue
and rejected the practice of bullying others or
imposing one’s own will on others. China was, is
and will continue to be a strong advocate and
facilitator of world peace and international
order. China will be resolute in upholding its
territorial sovereignty and core interests. China
calls for the establishment of a regional
cooperation mechanism to ensure that we
continue to enjoy an environment of world
peace and regional stability.
Second, it is important to step up structural
reform. History shows that crises, more often
than not, are accompanied with opportunities
for change. Countries concerned have learned
useful lessons from the international financial
crisis. They have realized that vigorous
structural reform is the surest way to getting out
of the global economic downturn. On top of that,

rapid spread of new technologies, like the
Internet, big data and 3D printing, also adds
new impetus to world economic recovery.
In my view, structural reform, first and
foremost, is about stimulating people’s
initiative and creativity and sustaining
economic growth. Indeed, everyone has a gift
for imagination and creation. The Chinese say
that when people are of the same mind, they
could move Mount Tai. And Westerners say that
two heads work better than one. Just imagine if
the talent of all seven billion people on earth
could be leveraged. The result would simply be
miracle. It is imperative that we follow the trend
of the times and have structural reforms to
remove institutional and structural barriers to
people’s ingenuity. This could accomplish more
than invigorating the market. It will also
facilitate fairer distribution and inclusive
growth.
In recent years, the Chinese government has
strongly encouraged mass entrepreneurship
and innovation. This is aimed at leveraging the
wisdom of the 1.3 billion Chinese people,
particularly the 900 million in the workforce,
and fully tapping the potential of the over 70
million market players, especially the over 19
million enterprises. We know that big things
can only be done by pooling the wisdom of
people together, and I myself have seen success
stories with my eyes. In May this year, I visited
the 3W Cafe in Beijing’s Zhongguancun area,
where aspiring young men and women have
been given the opportunity to turn their good
ideas into good business and realize their
dream of setting up their own businesses. In
fact, big companies in China are doing just the
same. The Haier Group, for instance, has shifted
their traditional hierarchical management
system and set up a new platform for
entrepreneurship and innovation. Their
employees have become makers who produce
all kinds of fancy ideas on the platform. These
ideas are later on developed by Haier itself, or in
collaboration with other companies. This way,
the platform for new ideas has incubated over
2,000 small and micro businesses and nurtured
over 1,000 innovative products and startup
projects. Over 1,300 venture investment funds
have been attracted, and more than one million
jobs created. The China National Nuclear
Corporation, for another example, has
developed the Hualong One nuclear technology
through Internet-based R&D in collaboration
with over 20 research institutes on 500
terminals. So we have seen what could be done
when huge potential is unleashed for
entrepreneurship and innovation.
To encourage mass entrepreneurship and
innovation, the Chinese government has taken
measures to streamline administration,
delegate power, strengthen regulation and
improve services. New market players are
increasing in exponential terms. Each day in the
past five months, some 10,000 new businesses
were registered. Most of them are small and
medium-sized enterprises (SMEs) or service
providers. Together, they employ lots of people.
As a result, more jobs have been created and
employment for the young has grown steadily
despite a moderated speed of economic growth.
All this is attributable to reform and innovation.
Entrepreneurship and innovation know no
boundaries. China wants to increase interaction
and cooperation with other countries to jointly
address technological challenges, remove
barriers to technology transfer and open up
new sources for economic growth.
Third, it is important to carry out global
cooperation on production capacity. Since the
outbreak of the international financial crisis,
some countries have taken a QE policy, which
was necessary to forestall an economic
recession. But to ensure strong growth of the
world economy, it is imperative to adopt
multiple measures to support the real economy.
One way to do that is to carry out global
cooperation on production capacity. Now nearly
six billion people live in developing countries.
Many of them are at the early stage of

industrialization. This means a huge need for
poverty reduction, infrastructure development
and equipment manufacturing, which all serve
to spur growth. Yet limited financial resources
may have barred many of these countries from
getting high-end equipment. China, for its part,
h a s e n t e r e d t h e m i d d l e s t a g e o f
industrialization. The sheer size of China makes
it the largest producer of more than 200
industrial products in the world. Chinese
equipment, being at the middle-end of the
global industrial chain, is competitive given
their high quality and low prices. And when it
comes to developed countries, they are in the
advanced stage of industrialization or even a
post-industrial period with a focus on re-
industrialization. So they have an advantage to
offer in terms of high-end equipment and
technology. China’s strength in equipment
manufacturing could well be tapped to meet the
need of developing countries for lower
procurement costs and industrial upgrading.
China may also work with developed countries
to set up joint ventures or cooperative
operations. China may buy core technologies,
key parts and components and energy saving
and environmentally friendly equipment from
developed countries, therefore offering
developing countries inexpensive, quality and
energy conserving products that are more
environmentally friendly. During my recent
visit to Latin America, I got on-board a China-
made ferry that is powered by a diesel electric
system purchased from a developed country,
instead of a conventional diesel engine, making
it largely pollution-free.
China calls for open global cooperation on
production capacity. The idea involves
advanced technology and equipment from
developed countries, localized production and
assembly in developing countries as well as
financing cooperation with international
financial institutions. Such a cooperation model
will provide the global market with cost
effective equipment, production capacity and
solid financial services. During my current visit,
China and France signed an agreement on
jointly exploring third-party markets. China’s
production capacity will be joined with
advanced technology of France and other
developed countries to promote infrastructure
development, industrialization and poverty
reduction in developing countries. This will
raise the level of industrialization in developing
countries, promote China’s industrial
upgrading and drive the export of core
technologies and creative products from
developed countries. The result could be win-
win for all three parties. I believe this could be a
new and important way for South-South and
North-South cooperation. It could boost the real
economy and help counter the downward
pressure in global economy. In fact, both
industrialization in developing countries and
re-industrialization in developed countries will
be advanced if we could properly combine
financing cooperation with development of the
real economy, and capital support with trade in
investment goods.
Later this year, the United Nations will
convene a development summit, a climate
change conference and the Third International
Conference on Financing for Development. We
call on developed countries to follow through on
their ODA commitment, scale up support to
developing countries, especially least
developed countries in Africa and elsewhere,
and further cut the debts of and open up
markets to developing countries. China stands
ready to work with all parties to deliver a fair,
inc lus ive and susta inable post-2015
development agenda. On climate change, China
has outlined its nationally determined actions
and policies before 2030, and will work with
other countries towards reaching the much-
anticipated new climate deal at the Paris
conference.
Ladies and Gentlemen,
I know many of you are interested in China’s

economic prospect. Let me assure you that on
the whole, the Chinese economy is steady and
moving in the right direction. GDP grew by 7%
in the first quarter. Major economic data of May
and June such as industrial output, investment,
consumption and export have stabilized and
ra l l i e d , a n d m a r ke t c o n f i d e n c e h a s
strengthened. Economic structural adjustment
has picked up speed - the services sector now
accounts for more than half of the economy, and
new products, sectors and business models
have emerged in great numbers. In the first five
months of this year, online retail sales rose by
38.5%. In May, output of new-energy cars and
industrial robots increased by 2.8 times and 1.3
times respectively. All these point to the fact that
China’s industrial development is upgrading
and the Chinese economy is being driven by
new growth drivers.
There is no denying however that China still
faces downward pressure and some deep-
seated problems. But these are “growing pains”.
We will strike a proper balance between steady
growth and structural adjustment, continue to
implement the proactive fiscal policy and
prudent monetary policy, and strengthen
targeted regulation on the basis of range-based
regulation so as to cushion the downward
pressure through deeper reform and opening-
up. Our aim is to keep the economic momentum
with moderated rate of growth and to raise both
the quantity and quality of the Chinese
economy. Given the size of the Chinese market,
there is a variety of regulation tools we may
resort to. We have both the confidence and the
capabilities to meet the target set for this year,
and we will strive to sustain medium-high rate
of growth and move the Chinese economy
toward medium-high level of development.
Ladies and Gentlemen,
China as a developing country has engaged
the OECD in various forms of exchanges and
cooperation since our policy dialogue started
20 years ago. While China has benefited a lot
from the OECD’s views and recommendations,
China’s development has offered the OECD a
broader perspective in its research endeavor.
Before coming here, Secretary-General Gurria
and I discussed ways to deepen the OECD’s
cooperation with China. The two sides also
signed a Medium-term Vision Statement and a
joint Program of Work for 2015-2016,
identifying priority areas and the roadmap for
future cooperation. Here I wish to announce the
formal accession of a Chinese institution to the
OECD Development Center. As China will play
host to the G20 summit next year, we look
forward to discussing with all parties ways to
advance development, and the OECD’s strong
support is more than welcome in this
connection.
The Chinese culture emphasizes the need to
match knowledge with action. Let us think and
act together to come up with better ideas and
more concrete actions to advance the common
development and wellbeing of the entire human
race.

group of developed countries and the biggest
economy, the EU is an important pole in the
international political arena. China is the largest
developing country in the world. The joint
efforts of China and the EU will bring enormous
welfare to the people of both sides and benefit
the world. Looking back at the history since the
establishment of the diplomatic relations
between China and the EU, we notice that much
valuable experience is worth being passed
down. Over the past 40 years, China and the EU
have respected each other and treated each
other equally all the time, and both are
dedicated to meeting each other halfway and
achieving mutual benefit and win-win results.
Europe has provided many advanced
technologies for China’s modernization
construction. China-EU economic and trade
cooperation has become an important
foundation of the economic growth of Europe
and the world at large. China and the EU jointly
promote dialogues among civilizations and
communicate with and learn from each other.
Both the Chinese civilization and European
civilization bear striking traits of openness and
inclusiveness. The people-to-people and
cultural exchange mechanisms have become
more mature and the personnel exchanges even
closer.
Li Keqiang pointed out that President Xi
Jinping paid a successful visit to Europe last year
and the two sides reached an important
consensus on jointly building four major
partnerships for “peace, growth, reform and
civilization”. Facing the new situation, the
leaders of China and the EU should take a long-
term perspective and down-to-earth attitude to
further consolidate the foundation of bilateral
political mutual trust and continue to regard
each other as a development opportunity.

the real economy, promote structural reform at
home and strengthen international production
capacity cooperation abroad to continue
expanding the convergence of interests and
create new modes of cooperation and
development. As two important economies in
the world, China and the EU have the
responsibility to join hands to promote
international production capacity cooperation
in the following regards.
First, China is willing to join the European
Strategic Investment Plan and make
breakthroughs in joint infrastructure
construction. China is willing to give play to
advantages in team, technology and
management in infrastructure construction to
participate in the 315 billion euro European
Strategic Investment Plan launched by the EU
recently.
Second, China and the EU can take
equipment manufacturing as the focus and
m a k e b r e a k t h r o u g h s i n t h i r d - p a r t y
cooperation. To develop production capacity
cooperation projects in the developing
countries and the Central and Eastern Europe,
the Chinese enterprises should give play to the
price–performance advantages of their middle-
end equipment manufacturing and purchase
related equipments from the European
countries as well. They should adopt modes
such as joint venture, public-private
partnership (PPP) and franchise, and raise the
level of energy conservation and environmental
protection in the cooperative projects.
Third, we should meet the needs of
industrial investment and make breakthroughs
in financial cooperation. China has abundant
foreign exchange reserves, and is willing to
participate in Europe’s development by
multiple means such as purchasing Europe’s
debt and direct investment. China will actively
consider establishing a China-EU joint
investment fund to boost the European Fund for
Strategic Investments. China will also expand
bond purchase from the European Investment
Bank, give full play to financial arrangements

such as the pan-European investment
cooperation platform and the China and Central
and Eastern Europe framework for investment
and financing, give play to the role of RMB
clearing bank, perfect RQFII system, and make
financial cooperation the strong bond of
interest convergence of both sides.
Fourth, we should make breakthroughs in
raising the level of trade and investment
liberalization. As long as China and the EU
follow the principles of reciprocity and mutual
benefit in properly addressing trade frictions
and other issues, we will surely achieve a trade
volume of 1 trillion USD by 2020.
Li Keqiang stressed that people-to-people
and cultural engagement is an important pillar
in China-EU cooperation. The two sides should
give full play to the guiding role of the China-EU
High-Level People-to-People Dialogue,
successfully hold the “China-EU Year of
Intercultural Dialogue”, and serve as actors and
creators to forge a more brilliant future for the
China-EU relations.
Jean-Claude Juncker said that China is one of
EU’s most important trading partners. With the
deepening of inter-dependence between the
two sides, they are strong and reliable
cooperative partners. To get rid of the present
international financial crisis and tackle global
challenges needs a stronger and mutually
beneficial partnership between the EU and
China. The EU pays close attention to the
measures in China’s economic strategy, is
willing to join hands with China to strengthen
cooperation in fields of connectivity and
infrastructure construction, and welcomes
Chinese enterprises to invest in Europe. The EU
admires China’s efforts in emission reduction.
The two sides can tap potential and deepen
cooperation in this field.
About 400 business people from China and
Europe present at the Summit gave warm
applause to speeches delivered by leaders of

Li Keqiang pointed out that
there are still many problems in China’s
urbanization. The solution is to take the way of
people-oriented new-style urbanization,
building more inclusive and harmonious cities.
At present, we need to resolve “three 100-
million-people tasks” in particular, that is, to
enable the 100 million migrant farmer workers
to settle down in cities and become real city
residents by 2020; to accelerate the
urbanization process of the central and western
regions, guiding 100 million farmers to enter
the nearby towns and cities voluntarily; to
concentrate on rebuilding the run-town areas
and unsafe buildings in cities to solve the
housing problem for 100 million people. The
solution of the “three 100-million-people tasks”
will vigorously increase social labor
productivity and promote the all-round
development of the people to drive all sorts of
consumption and investment demands. It will
not only provide an everlasting source of power
f o r C h i n a ’ s e c o n o m i c g r o w t h a n d
modernization construction, but also provide
new opportunities and expand new spaces for
China-EU mutually beneficial cooperation.
Li Keqiang stressed that China is pushing
forward the largest urbanization process in the
history of mankind. The European urbanization
has gone through several hundred years and
gathered rich experience which is worth
learning for China. 12 city partnerships and
over 130 joint projects have been forged under
the China-EU urbanization partnership.

need to ride on the momentum and take more
practical actions.
First, deepen cooperation of smart cities.
The application of new technologies such as the
Internet of Things, cloud computing and big
data has made modern cities “smart”. China and
the EU should strengthen exchanges and
mutual learning in aspects such as the planning
and design of smart cities, research and
development of core technologies and
promotion of standard applications to advance
informatization of c i ty management ,
intellectualization of infrastructure, facilitation
of public service and refinement of social
governance.
Second, strengthen cooperation in energy
saving and environmental protection. China has
proposed that it will peak its carbon dioxide
emissions around 2030 and try to reach the
peak as soon as possible, and the proportion of
non-fossi l energy in primary energy
consumption will be around 20%, which put
fo rwa rd h i gh e r re q u i re m e n t s o n i t s
development of urbanization. Europe leads the
world in fields such as the application of low-
carbon technology, nearly zero emissions of
buildings and sewage and garbage disposal.
China welcomes the EU to actively participate in

urbanization in China, the level of China’s
demands for medium and high grade consumer
goods and equality of basic public services is
improving. The EU countries boast a high level
of development in education, medical
treatment, leisure and fashion industries, and
China welcomes European enterprises to
expand the market. China has certain
comparative advantages in the infrastructure
field, and hopes Europe could provide more
convenience for Chinese enterprises to
participate in its city upgrading and renovation.
Li Keqiang said that remembering the past,
bearing today and creating the future, the city is
not only a huge stage of economic growth and
wealth creation, but also a pioneer of social
progress and cultural communication. China is
willing to work with the EU institutions,
European countries and relevant cities to
c o n t i n u o u s ly ex p a n d exc h a n g e s a n d
cooperation in various fields, write a new
chapter of future China-EU cooperation in
urbanization and jointly construct a poetic
dwelling place.
Jean-Claude Juncker said that Premier Li
Keqiang’s speech charts the course for EU-
China cooperation in urbanization. The EU and
China need to cope with common challenge but
also face huge cooperative opportunities in the
field of urbanization. The EU admires China’s
achievements in urbanization construction, and
is willing to exchange experience and
communicate with China and become China’s

Friends,
It is my great pleasure to come back to the
World Peace Forum.
Peace is an eternal theme of mankind, and is
also a goal that we all strive to attain. This year
marks the 70th anniversary of the end of the
World’s Anti-Fascist War and the victory of the
Chinese People’s War of Resistance against
Japanese Aggression. China will join countries
across the world in commemorating this
unforgettable episode of history and opposing
rhetorics and actions that glorify aggression, to
make sure that war will not recur and peace will
be everlasting.
In this context, it is all the more timely and
relevant for people of vision from all over the
world to meet in Beijing and discuss important
matters bearing on world peace. At the opening
session of the Forum this morning, Vice
President Li Yuanchao laid out China’s vision to
work with other countries in building a
community of common destiny for world peace
and security. I hope and I believe that this
initiative for peace has been well-received by
this distinguished audience.

safeguarding world peace. China is a participant
as well as facilitator and contributor in the
global and regional order. Let me share with you
China’s views and thinking on this subject.
Seventy years ago, in the smoky ruins of the
World’s Anti-Fascist War and after painful
reflection, the international community
established the international order and system
with the United Nations as the core and the
purposes and principles of the UN Charter as
the cornerstone, thus opening a new chapter in
the history of international relations. As one of
the main victorious countries, China took an
active part in and made important contribution
to this historical process. China was the first
country to sign on the UN Charter.
Seventy years on, even as China focuses on
developing itself, China has never allowed itself
to ignore its due international responsibilities.
Both internationally and regionally, it has
played a constructive role in maintaining peace,
promoting development, and safeguarding and
improving post-war international order and
system.
First, China’s foreign policy has been
imbued with the letter and spirit of the UN
Charter. The UN Charter embodies the
international aspiration for preventing war,
preserving peace and promoting cooperation. It
established vital principles of sovereign
equality, non-interference in other countries’
internal affairs, peaceful resolution of disputes
and prohibition against the use or threat of
force. And as such, it became the cornerstone for
guiding and regulating contemporary
international relations.
Embracing the principles of the UN Charter,
China has been committed to international
peace, security and cooperation. We jointly
proposed the Five Principles of Peaceful
Coexistence with India and Myanmar, which
reflect the spirit of the UN Charter. These

principles have since become widely
recognized norms governing international
relations. We consistently stand for peaceful
settlement of international disputes and
equality of countries irrespective of size. We
oppose willful use of force and reject power
politics and zero-sum game.
We are dedicated to fostering a new pattern
of state-to-state relations with win-win
cooperation as the core and based on
partnership instead of alliance and cooperation
rather than confrontation.
As a permanent member of the UN Security
Council, we are aware of our responsibilities for
world peace. China’s vote at the Security
Council can be counted on to always promote
international fairness and justice and uphold
the legitimate rights and interests of developing
countries and small countries. In a similar vein,
China has never exercised its veto but to check
the instinct of war and resist power politics.
Second, China has taken an extensive part in
the settlement of global hotspot issues. Decades
ago, we actively advanced the Indochina peace
process, called for and realized the peaceful
settlement of the Cambodian issue and initiated
the Six-Party Talks for denuclearization of the
Korean Peninsula. Now, we are actively
promoting political dialogue processes for
hotspot issues from the Iranian nuclear issue,
Ukraine, to the Middle East and South Sudan.
And we get deeply involved in international
cooperation in counter-terrorism, anti-drug
trafficking, cyber security and climate change.
China has contributed the biggest number of
peacekeeping personnel among the permanent
members of the UN Security Council. Even as we
speak, over 3,000 Chinese peacekeepers are
discharging their duties all over the world every
day. We deployed a total of 59 vessels to the Gulf

of Aden and the waters off the Somali coast in 20
missions to ensure safety of close to 6,000
Chinese and foreign ships.
Third, China has actively honored its
international obligations. Since the founding of
New China, we have concluded over 23,000
bilateral treaties and agreements, acceded to
over 400 multilateral treaties and almost all
inter-governmental organizations and honored
our due obligations. Since its accession to the
WTO, China has worked to push forward
multilateral trade talks and promote a range of
bi lateral and mult i lateral free trade
arrangements in a devoted effort to advance
international trade liberalization. This month,
China signed free trade agreements with the
ROK and Australia, raising the total number of
FTAs it has reached to 14. If we count in the
seven ongoing FTAs negotiations, the FTAs
China has been involved in would cover more
than 30 countries and regions.
Fourth, China has actively advocated
exchanges and mutual learning between
civilizations. We have established people-to-
people exchange mechanisms with the United
States, Russia, the UK, France, the EU and
Indonesia, among others, and initiated the
World Cultural Forum (Taihu, China) to
promote exchanges and mutual learning
between different ethnic groups, cultures and
religions to increase mutual understanding and
encourage respect for differences and
harmonious coexistence.
Development is the bedrock of peace. China
has contributed enormously to world peace and
s t a b i l i t y t h ro u g h i t s o w n e c o n o m i c
development. It is estimated that China has
consistently served as one of the main drivers of
the global economy in the past 30 years,
becoming the largest contributor to global
growth since the international financial crisis.
China, a strong and dynamic locomotive, is
fueling the development of many other
countries, thus creating a more favorable
environment and laying a more solid
foundation for the noble cause of peace.

China is an Asia-Pacific country. As a
member of the Asia-Pacific community, China is
committed to the peace and stability of this
region.
Over the decades, we have gradually put
together a full-fledged, mature and multi-
dimensional foreign policy towards our
neighboring countries. This neighborhood
policy is guided by important principles such as
amity, s inceri ty, mutual benef i t and
inclusiveness. It is geared towards building
amicable ties and partnerships with China’s
neighbors and advancing good-neighborliness,
security and prosperity in the region. It is
underpinned by the concept of common,
comprehensive, cooperative and sustainable
security. It is inspired by a long-term vision of
building an Asia-Pacific where countries live
together in peace, pursue win-win cooperation
and work together to forge a partnership and
eventually create a community of common
destiny. China’s neighborhood policy is an
important part of its overall diplomacy, which is
in line with the purposes of the UN Charter and
reflects China’s socialist characteristics. More
and more countries, especially those in the
region, have come to recognize and welcome
this policy.
Over the years, China has worked hard to
deepen mutual understanding and trust with its
neighbors. It has signed treaties of good-
neighborliness and friendly cooperation with
eight countries respectively and is ready to do
the same with other willing neighbors to codify
shared commitment to peace and friendly
cooperation. China has fully settled its land
boundary issues with 12 out of its 14 neighbors.
We have a special representative mechanism on
the boundary dispute with India and our border
negotiations with Bhutan are going smoothly.
China has steadily increased its military

transparency and issued nine defense white
papers, including the recent white paper on
China’s military strategy, in response to
domestic and foreign concerns regarding
China’s military development. China has taken
the initiative to discuss with ASEAN countries
on the setting up of bilateral defense hotlines as
a crisis management measure. We resumed
consultations with Japan on a maritime and air
liaison mechanism and are in the process of
fleshing out the rules of behavior for the safety
of air and maritime encounters with the United
States. All this has taken our confidence
building efforts with countries concerned to a
higher level.
China has worked actively to strengthen
regional security dialogue and cooperation. It
has conducted more than 100 joint military
exercises with over 50 countries, including
those in the Asia-Pacific, and established
defense and security dialogue mechanisms
with 27 countries. China is the first country to
hold 10+1 defense ministers’ meetings with
ASEAN countries and we are deeply involved in
multilateral defense exchanges through
regional frameworks such as the Shanghai
Cooperation Organization, ASEAN Regional
Forum and ADMM+. China successfully hosted
the CICA summit, calling on countries in the
region to accommodate each other’s security
concerns while safeguarding their own security
and explore a widely accepted, open and stable
security cooperation architecture that meets
the needs of this region.
China has worked actively to facilitate the
peaceful settlement of regional hotspot issues.
As an important force for peace and stability on
the Korean Peninsula, China has worked
tirelessly to create conditions for restarting the
Six-Party Talks. China successfully hosted the
foreign ministers’ meeting of the Istanbul
Process on Afghanistan. We support the
political, security and economic transitions in
Afghanistan and play a mediating role in its
domestic peace process in a way that is
acceptable to all sides. We are also engaged in
facilitating national reconciliation in Myanmar
by leveraging our own resources and
advantages to promote peace and stability both
inside Myanmar and along its borders with
China.

The past 70 years has seen a much changed
world and rapidly shifting international
landscape and balance of power. No doubt, a
fast-growing China committed to socialism with
Chinese characteristics is becoming an
important factor for world development. Not
surprisingly, China’s foreign policy has attracted
much international attention, and has given rise
to various interpretation, speculation, and
sometimes even misunderstanding. Here I wish
to say to you on record that China will always be
a participant in the international order, not
challenger; a facilitator, not trouble-maker; and
a contributor, not a “free-rider”. This was, is and
will be the case in the future.
We w i l l c o n t i n u e t o s a f e g u a r d
contemporary international order and system.
Seventy years ago, China was directly involved
in designing and building the international
order and system with the United Nations as the
centerpiece. Naturally we wouldn’t overturn
what we had helped to build, nor would we want
to start everything anew. We will join other
countries in safeguarding and further
developing the existing order and system. In
fact, it is the failure to effectively honor the
purposes and principles of the UN Charter that
is very much behind the confrontation and
injustice we see in our world today.
Meanwhile, the trend of multi-polarization
and globalization means that we need to work
together for the reform and improvement of the
international order and system to make it more
fair and equitable, and better serve the
aspirations of the international community,
especially the large group of developing

countries which have grown stronger since the
second World War. We should embrace three
basic principles in the evolution of international
relations, namely, more multilateralism and less
unilateralism; stronger rule of law, not the law
of the jungle; and greater democracy, not power
politics.
We will continue to promote peace and
stability in the Asia-Pacific. China is committed
to the path of peaceful development, a
commitment that is of immediate relevance for
the Asia-Pacific. We do not seek dominance or
sphere of influence in the region, nor do we
intend to form military alliances or drive any
country out of the Asia-Pacific. Instead, we are
committed to solidarity and cooperation with
other countries in pursuit of a new path of
security for the region, which is built by all,
shared by all, win-win for all and safeguarded
by all. China will seek to resolve disputes with
its neighbors over territory and maritime rights
and interests peacefully through dialogue and
negotiation and on the basis of respecting
historical facts and international law. Disputes
that cannot be solved for now are to be managed
properly. We will work with the international
community to uphold freedom of navigation
and commerce that countries enjoy at sea,
including the South China Sea, based on
international law, and fulfill all international
responsibilities and obligations as a main
littoral state.
We will continue to expand the good
momentum of economic development in the
Asia-Pacific. Most of us in this region are
developing countries. We all need development.
We cannot allow disruption of our hard-won
development opportunities. Nor can we allow
exaggerated or even fabricated tensions to
disturb our development. The implementation
of the land and maritime Silk Road initiatives
have provided fresh opportunity for
comprehensively deepening mutual ly
beneficial cooperation among Asia-Pacific
countries in business, investment, industrial,
infrastructure and other fields. Strengthening
international cooperation in production
capacity and making good use of financial
institutions like the Asian Infrastructure
Investment Bank (AIIB) and the Silk Road Fund
will be a big part of this process.
Let me say a few more words about the Silk
Road initiatives. The aim of these initiatives is to
promote common development and shared
prosperity along the routes, with a view to
building a community of common destiny. And
their implementation will follow a win-win
approach featuring wide consultation, joint
contribution and shared benefits. Countries in
the Asia-Pacific are both natural partners in
these initiatives and their direct beneficiaries.
The Eurasian landmass we are living in bears
witness to much bloodshed in history. Today, we
should work together to make the renewal of
the ancient Silk Roads a pathway towards
lasting peace and cooperation that had eluded
our forefathers.
We will continue to advance regional
cooperation and integration in the Asia-Pacific.
Regional cooperation is a trend of the times. And
our aim should be to achieve trade and
investment liberalization on a global scale. We
will promote coordinated progress in
cooperation mechanisms, such as the APEC,
Shanghai Cooperation Organization, ASEAN
Plus One, ASEAN Plus Three, China-Japan-ROK
Cooperation and East Asia Summit, in an effort
to build an architecture of Asia-Pacific
cooperation that is more open, inclusive,
mutually beneficial and complementary. In East
Asia, which is China’s immediate neighborhood,
we will continue to support ASEAN centrality in
regional cooperation, work actively with ASEAN
to push forward the negotiations for an
upgraded China-ASEAN FTA and the Regional
Comprehensive Economic Partnership (RCEP),
and endeavor to fulfill the vision for an East Asia
economic community by 2020.
Before I conclude, let me say one more thing.

and development, we hope the international
community will also make the effort to learn more
about China, and understand and support my
country. China’s peaceful development is a process
of modernization among 1.3 billion people.
Seldom can we see such an inspiring and splendid
endeavor in the history of human progress.
The growth of China has been accompanied
by the extension of its national interests beyond
its neighborhood. This is a trend of history that
is both natural and unstoppable. This process
brings to the region and the world, first and
foremost, opportunities for cooperation and
dividends of development. Even so, due to
conventional thinking, some friends tend to
worry that China might repeat the path of
previous major powers and put the
development space of others under constraint.
Let me reaffirm here that as a participant of and
contributor to the global and regional order, a
growing China would only mean greater
strength for peace and more positive energy in
the world. We are determined to break the so-
called law of history that draws a simplistic
equation between power and attempts to seek
hegemony. We will unswervingly go down a new
path of sharing peace and development with all
other countries. As President Xi Jinping has
emphasized, China is committed to working
with all countries to foster a new type of
international relations featuring win-win
cooperation. This is an objective and vision we
are dedicated to achieve. President Xi’s
important proposition builds on the purposes
of the UN Charter and is fully consistent with the
trend of progress of human society. We look
forward to joining hands with all countries to
embark on a new journey that will lead us to the
successful attainment of this vision.

On behalf of the Chinese government, Xi
Jinping first extended warm congratulations on
the signing of the AIIB agreement. He pointed
out that China proposed to establish the AIIB
with an aim to push infrastructure construction
and connectivity, deepen regional cooperation
and realize common development in Asia. The
initiative has received positive responses from
countries in the region and beyond. The signing
of the AIIB agreement marks a historic step
forward in establishing the AIIB, shows the
solemn commitment of all parties to
establishing the AIIB and embodies all parties’

The infrastructure financing demand in Asia is
obvious to all, therefore, China’s initiative to
establish the AIIB is very timely and important.
The AIIB, along with the Belt and Road initiative
also proposed by China, will greatly help
address regional infrastructure bottlenecks
and capital constraints and enhance regional
trade connections and connectivity. In
particular, the proposals would assist countries
w i t h we a k i n f ra s t r u c t u re a n d b o o s t
development in Asia. It is believed that the AIIB
will become an important member among
international financial institutions for
development. China has shown a strong and
positive will as well as an open spirit in
proposing and establishing the AIIB, which is

Beijing, June 29 (Xinhua) — The China-
i n i t i a te d m u l t i l a te ra l b a n k t h a t h a s
dominated media headlines for months took a
key step forward on Monday, with the signing
of an agreement that outlines the legal
framework and management structure for
the institution.
Representatives of the 57 prospective
founding countries gathered in Beijing for the
signing ceremony of the Asian Infrastructure
Investment Bank (AIIB) in the Great Hall of the
People. Australia was the first country to sign
the document.
The 60-article agreement specified each
member’s share as well as governance structure
and policy-making mechanism of the bank,
which is designed to finance infrastructure in
Asia.
The bank will have authorized capital of 100
billion U.S. dollars, and Asian countries will
contribute to up to 75 percent of the total
capital. Each member will be allocated a share
of the quota based on their economic size,
according to the agreement.
China, India and Russia are the three largest
shareholders, taking a 30.34 percent, 8.52
percent, 6.66 percent stake, respectively. Their
voting shares are calculated at 26.06 percent,
7.5 percent and 5.92 percent.
China’s Vice Finance Minister Shi Yaobin
said in an interview with Xinhua that the
country’s stake and voting share in the initial
stage are “natural outcome” of current rules,
and may be diluted as more members join.
“China is not deliberately seeking a veto
power,” Shi stressed.
Speaking at Monday’s ceremony, Finance
Minister Lou Jiwei said the new bank will
uphold high standards and follow international
rules in its operation, policy-making and
management to ensure efficiency and
transparency.
The AIIB was proposed by President Xi
Jinping in October 2013. A year later, 21 Asian
nations, including China, India, Malaysia,
Pakistan and Singapore, had signed an
agreement to establish the bank, which will be
headquartered in Beijing.
Since the new bank garnered support from
countries like Britain and Germany, much focus
has been trained on whether the U.S. and Japan,
the world’s largest and third largest economies,
will join the club.
While stating that the U.S. will not join the
AIIB at present, U.S. President Barack Obama
said in April that the U.S. looked forward to
collaborating with the new development bank,
“just like we do with the Asia Development Bank
and with the World Bank.”
Despite outside worries that a new
investment bank will challenge the established
order of multilateral lenders, the IMF, World
Bank and other leading global lenders have
welcomed collaboration with the new bank to
fill Asia’s infrastructure gap.
Statistics from the Asian Development Bank
(ADB) show that between 2010 and 2020,
around 8 trillion U.S. dollars in investment will
be needed in the Asia-Pacific region to improve
infrastructure.
Rather than being a competitor, the new
bank will complement the current international
economic order and enable China to take more
global responsibility, Chinese officials have
reiterated.
The bank will start operation at the end of
the year under two preconditions: At least 10
prospective members sign the agreement, and
the initial subscribed capital is no less than 50
percent of the authorized capital.

administration while simultaneously allowing
ethnic minorities to retain their customs and
way of life.
The combination of local ethnic and central
Chinese features at the sites exhibits an
interchange of values and testifies to imperial
Chinese administrative methods, it added.
Tong Mingkang, deputy director of China’s
State Administration of Cultural Heritage, told
the committee that the inscription represents a
recognition of China’s efforts in protecting its
cultural diversity.

Wei Shuwang, acting mayor of Zunyi city in
Guizhou Province, home to Hailongtun Fortress,
said it is a great honor for his city to have its first
world cultural heritage.
Zunyi will treat protection of the heritage
site as a top priority and roll out a set of
measures, including controlling the number of
tourists and prohibiting construction of tourism
facilities within the core protection zone, added
the municipal official.
The World Heritage Committee started its
Bonn meeting on June 28 and will examine 36
nominations of new heritage sites — five
natural sites, 30 cultural sites and one mixed
site.
The inscription of the Tusi sites increased
the number of world heritage sites in China to
48, only fewer than Italy.

competition for foreign college students,
“Chinese Bridge 2015”, was held in Strasbourg
on Saturday and set a high-water mark for

preliminary round for
students across France
and its territories, four
students were selected
to travel to China and
three will compete in the
Chinese Bridge final this
summer.

o c c a s i o n to re m a r k o n t h e n o t a b l e
achievements of Chinese language education in
France.
“There are one hundred thousand students
of Chinese in France, including primary and
secondary education, as well as in associations,”
he told Xinhua at the event. “Half of that one
hundred thousand is within the primary and
secondary divisions of the regular education
system - that’s an enormous proportion which is
unheard of in the Western world.”
In middle and high schools, the growth can
be measured at 400 percent in ten years. An
additional twenty thousand students study
Chinese in higher education, and not less than

students study that
language in associations.
In just a few years,
Chinese moved from the
ninth to the fifth places
among languages taught
in France in secondary
education, after English,
Spanish, German and
Italian.

teachers are tenured.

That’s the ransom of
success,” acknowledged
the Inspector General.
Bellassen was the
first inspector general of
Chinese for France, ever
since he was nominated
for the post in 2006 in
some urgency, when the
French government
realized the pressing
need as demand for
M a n d a r i n l a n g u a g e
classes grew throughout
the country.
Indeed, Council Minister of Education for
the Chinese Embassy in France, Ma Yansheng
recalled the first Chinese Bridge competition in
France received only 16 competitors, while this
year’s enrollment surpassing 100 - each
preselected after a regional competition.
As part of the growing importance of
Chinese education, Inspector General Bellassen
launched the European Association for Chinese
Language Teaching in 2014, whose seat is in
Paris. “There are currently 15 countries
participating, but we had a meeting in Hungary
just two weeks ago and we will soon launch in
15 different countries in Eastern Europe,”
Bellassen announced.
“The objective is to publish by 2016 a white
paper for Chinese language teaching in Europe,
a program that even China has not succeeded in
doing,” he added.
Strasbourg, home of several European
institutions such as the European Parliament
and the Council of Europe, appeared to the
Inspector General as a significant location for
the Chinese Bridge 2015 competition in France.
During closing ceremonies, he remarked on
coming 10 years ago to help launch the first
Chinese language school program in
Strasbourg, whose education district now
boasts 12 different establishments offering
Chinese instruction.
Council Minister Ma Yansheng was
optimistic about continued development for
Chinese language education in France. Citing
the anniversary in 2014 of fifty years of
diplomatic relations between France and the
People’s Republic of China, the Council Minister
told competitors, “this year’s competition opens
onto the future.”
Consul General He Yanjun saw the benefits
of the competition for Franco-Chinese relations,
joking: “If a French Bridge competition had
existed in my time, my level in French would be
much better than it is today!” before
congratulating the competitors for their
“extraordinary mastery of the language.”

student took a written exam yesterday, before
being given 6 minutes today to make a speech

and an artistic performance before a jury of 5
judges. The speeches shared the students’
experiences learning Mandarin, and evoked
their wishes for the future under this year’s
theme: “My Chinese Dream.” The artistic
performances were related to Chinese culture,
and the French competitors used dance,
musical performance, painting, poetry recitals,
and other talents to show their love for Chinese
culture.
Of the 27 competitors, 11 were recognized,
with 5 special prizes awarded for categories
such as interpretation and elocution, and six
overall prizes. The top three winners will
compete in the Chinese Bridge 2015 final in
China, and one runner-up will go with the group
to accompany them.
Mathilde De Bortoli took runner-up with her
speech “My Chinese Dream.” Mickael Decrock
was classed third, with his speech “The cultural
differences between France and China.” Sandra
Lamarre placed second for her speech “Chinese
Harp and Song.” First place was won by Jourdain
Thibault for his speech “I Want to Become Rich.”
According to Michel Cheray, President of the
Confucius Institute of Alsace, nearly 6,000
French students travel to China every year to
study in Chinese universities.
China International Robot Show 2015 Opens in Shanghai

attracted huge interest
from the industry and
public.
China’s rich supply of
cheap labor has backed
u p t h e c o u n t r y ’ s
economic growth for
decades. But as labor
costs increase while the
demand for skilled labor
rises, more and more
industries are turning to robots to replace
manual labor.
“On average, the annual growth rate of labor
costs is 15 percent in China, while the cost of
robots decreases 5 percent every year. Using
robots is more economical in the long term.
Also, the demands for quality control in
manufacturing keep growing, and robots can
give you very consistent quality to reduce the
rework and the scrap rate,” Wang Zhe with
Shanghai Step Robotics Co., Ltd., said.
Under the theme of “promote the
development of robotics, and lead the
deepening transformation of manufacturing”,

showcasing the latest
models of robots for
automobile, electronics,
food, pharmacy, logis-
tics and many other
fields.
This exhibition not
only shows how robots
t r a n s f o r m m a n u -
facturing for industries,
b u t a l s o c h a n g e s
brought to ordinary
people in real life.
This usher robot is designed for guiding
people in public places, such as airports and
banks. By touching the screen, users can
easily check the direction and service
information. Its face recognition system
also links with a police database to ensure
public security.
“We have signed partnerships with
airports and banks already. They receive a
large number of visitors every day, and the
robots will help their staffs deal with
visitors. Moreover, these places have a high
security requirement, and the face
recognition system will alert authorities if
any suspicious person turns up,” Zhang
Wenguang with Hit Robot Group said.
Apart from industry players, the public
is also showing great interest in how robots
can shape their lives in the future.
“I hope robots can cook and move heavy
stuff for my mom at home. And I’d love to be
served by robots in restaurants,” Visitor Wu
Kun said.
The robotics industry has been
surprising people since the first robot was
produced. And robot makers hope their
work will continue to take people further
and broaden their imaginations.

TIBET TODAY
July is the graduation season for students in Tibet University. Since 2011, the regional government of Tibet has carried out a series of employment reform to guarantee the full employment of Tibetan students.
With employment concepts changed, graduates from Tibet University have had multiple choices to get start on their social life.
Sita Dorje: inheritor of Tibet’s intangible cultural heritage
Sita Dorje, 25, was born in Banbar County of Chamdo Prefecture of Tibet. He was admitted to
Tibet University to study Tibetan language in 2010.
At 9 years old, Sita began to perform King Gesar Tibetan dramas and was then officially recognized as the inheritor of the epic King Gesar.
King Gesar is an epic from Tibet based on Tibetan folktales, legends, folk songs and proverbs. King Gesar is said to be the incarnation of Padmasamhbava in the 11th century who devoted his life to wiping out evils and spreading virtues and Buddhism. Kin Gesar is a “living” heroic epic and belongs to the Tibetan cultural heritage.

Moreover, King Gesar’s epic is the longest
heroic epic in the world with more than 1
million verses which would fill 120-plus
volumes if written down. It has been passed
down orally and musically from one generation
to the next. Even today the epic is still
widespread among the Tibetan people,
especially among farmers and herdsmen.
In 2013, Sita started to record the King
Gesar with audio and video devices under the
support of Tibet University. Until now, over
40,000 words of the epic have been recorded
and will be published in Chinese and English
later.
“As an inheritor, it is my mission to study and
protect this great epic created by Tibetan
people and make it known by the whole
world,”said Sita.
After graduation, Tibet University
employed Sita to work in its Tibetology
Research Center and proceed to the study and
recording of King Gesar.
Tenzin Robe: plan to start his own
business

Tenzin is a senior who studies costume
designing at Tibet University.
“One of my friends opened a clothes shop in
the Barkhor street, and all the clothes are
designed by himself. Since Tibet has become a
popular sightseeing place, clothes with Tibetan
elements attract more and more people. I plan
to open my own shop after graduation,” said
Tenzin.
In order to en-courage graduates to start
their own enterprises, a series of preferential
policies intended for Tibetan students were
issued in 2013 by local government of Tibet.
College graduates in Tibet can apply for a
small-sum guaranteed loan of less than 50,000
yuan (about $8,195) with full fiscal interest
discount within the length of maturity.
Those who start a company as a founding
team can apply for accumulative small loans of
less than one million yuan (about $163,935).
Graduates who engage in self-employed
businesses can be exempt from 3-year
administrative service fees in registration,
management and certification.
