The real estate sector in India is the second largest contributor to the GDP of the country only after agriculture and also employs the largest percentage of people after farming. Aside from this, the sector supports major industries such as cement and steel, in addition to several other ancillaries.

However, as the dependence of people living on farming and farm-related activities is dwindling rapidly due to the expansion of families and shrinking land size, large-scale migration of people to big cities, tier II cities and towns across the country to seek employment and pursue other activities, there is a likelihood in the coming years of the realty sector witnessing growth, so as to enable it to cater to all types of housing needs -- from mass to class, so to say. But the impediments the sector today faces to enter the fast lane of growth are manifold.

In the context of Telangana, there is an urgent need for a single window system of project clearances, the absence of which is being felt acutely in the new State.

With the real estate sector in Hyderabad currently witnessing a slowdown with dipping registrations and stagnant land prices, the delays have become common, leading to a cascading effect on a range of activities. Building approvals should be cleared expeditiously and tough decisions taken to check unauthorised constructions in the state capital and various district headquarters. In fact, in this digital age the need for an online system for building approvals needs to be explored.

In Hyderabad, those who want to build independent houses have to wait for three months for approval, five-storied structures need six months, and multi-storied structures nine months. Additionally, fire safety and structural stability clearances take more time, delaying construction activity and adding to cost overruns. Malls have to get clearance from the traffic police too.

All these issues appear as mundane aspects but they are not so. Therefore, a broad-based package to drive growth and give a boost to construction activity and give a fillip to jobs should be mulled.

In the maze of GOs, master plans and several urban departments in Telangana, there is need for clarity and a single authority for faster clearances as in some other States.

Some realtors have come up with innovative suggestions with regard to harnessing IT for driving growth in the real estate sector and a single window system, which will not only be ideal for this but will help in streamlining urban administration.

However, not everything is lost and there seems to be some response from the government of Telangana in identifying the hurdles and removing them. The positive aspect is that the government is at least giving a thought to removing the anomalies. Some realtors have also hinted that the government is keen to bring in the single window system, but when is the overriding question.

When there is hope of a positive sentiment in housing for Hyderabad and a stable market it is time the government steps in now and takes some bold decisions.

The World Economic Forum (WEF) is an international institution for public-private cooperation to shape the global, regional, national and industry agendas. The WEF was established in 1971 as a not-for-profit foundation and is headquartered in Geneva, Switzerland. It is independent, impartial and not tied to any special interests,

and engages political, business, academic and other leaders of society in collaborative efforts to improve the state of the world. It serves and builds sustained communities through an integrated concept of high-level meetings, research networks, task forces and digital collaboration.

The annual meeting of the Forum involves 90 countries for sharing strategies, solutions and discussing global issues and risks. Telangana Chief Minister K Chandrasekhar Rao was invited from India for the WEF’s Annual Meeting 2015, held in Dalian, People’s Republic of China, on September 9-11 in collaboration with the Chinese Government. The CM was also requested to bring a business delegation of non-forum member companies to participate in the deliberations.

Accordingly, the Chief Minister and his 16-member delegation left on September 7, 2015 for China and Hong Kong on a 10-day tour. A tight schedule was drawn up for the CM to participate in besides the WEF meet, many other programmes ranging from industrial interactions to industrial promotion visits to places like industrial parks, bilateral meetings and visits to places of tourist attraction as well as participation in business seminars. These meetings were held in Dalian, Shanghai,

Beijing, Shenzhen and Hong Kong. In addition, the CM also visited Shenzhen on 14th September 2015 for exchanging ideas with China Council of Promotion of International Trade on the request of its President Jiande YE.

In Dalian, Chairman of Leo group of companies Leo Wang met the CM and expressed his company’s willingness to invest in Telangana in the manufacture of heavy duty pumps with an investment of around Rs. 1,000 crore. The CEOs of 30 leading companies located in Liaoning State had a detailed meeting with the CM and exchanged views on possibility of making investments in Telangana. The Indian Ambassador to China, Mr. Ashok K Kantha, briefed the CM on the prospects and potential of Chinese companies to make investments in India, especially in Telangana.

During his stay in Dalian, the

Chief Minister had a meeting with Professor Klaus Schwab, the founder and Executive Chairman of the World Economic Forum (WEF). The CM requested Klaus Schwab to host

the WEF’s annual conference in Hyderabad. Mr Rao briefed him on various economic and social aspects of Telangana state and explained the Single Window Industrial Policy of Telangana, the best of its kind in the world and how the new policy had brought in approximately Rs. 12,000 crore investments from 56 industrial companies in less than 3 months. The Chief Minister also met Ms.

Hilde Schwab, Chairperson of the Schwab Foundation for Social Entrepreneurship to promote entrepreneurial solutions and social commitment. During the WEF morning session on urban development challenges, the Chief Minister lucidly explained his vision of Hyderabad’s development.

He shared his ideas and experiences with Mayors and vice mayors of important Chinese cities such as Guangzhou, Yuwi, etc. Mr Rao sought help for Telangana in sharing their

experience and expertise on city developments. In the evening session the Chief Minister participated in a discussion on “Emerging Markets at Cross Roads” at the WEF Meeting. The CM in his brief observation on the subject said that in India states had a major role to play and that is why in place of Planning Commission the NITI Ayog had been formed. It has all CMs as members with the Prime

Minister as its Chairman. He said that Telangana, though the newest and youngest 29th state of India, had formulated an excellent industrial policy and made it a law in the state legislature. It has been made as a right of the investor to get the clearances within the stipulated time of two weeks. Officers who delay in

delivering the required permissions and allocations would be penalised. He said that already the government has given clearances to 56 companies to the tune of close to US $ 2 billion

The CM said that 30 years ago it was a different China and today the world sees a highly advanced and developed China. He said that though many economies of other countries were at the crossroads definitely India was not at crossroads. As India is saving lot of money on oil imports the CM said that with that there is a lot of scope to create more infrastructure for the poor and India is marching towards inclusive growth.

Mr Rao highlighted the two bedroom house scheme, drinking water scheme, and creation of infrastructure in the city of Hyderabad as well as the innovative industrial policy. The manner in which Mr Rao defended Indian economy and its policies, the way he certified China’s development and confirmed its potential in coming out of its financial setbacks and the way he projected Telangana reiterated that KCR was truly a forward looking global person with vision and foresight.

The CM and his team then reached Shanghai. The CM travelled by Maglev High Speed Train which zips at breathtaking speed of 300 km an hour. In Shanghai, the Chief Minister had a 40-minute meeting with New Development Bank Shanghai President KV Kamath and Vice President Xian Zhu of the Bank of Shanghai. He sought their help in funding urban development projects, including waste to energy, irrigation, etc.

Later in the evening the Chief

Minister addressed a meeting organized by CII and Government of Telangana to explain the investment opportunities in Telangana. More than 65 Chinese entrepreneurs and companies participated. An MoU was signed between Celkon and Makeno for investment of US $ 20 million in Hyderabad to set up LED TV unit. Shanghai Electric

Corporation Vice President Shao expressed their interest in setting up manufacturing and supply units of high powered pumps and electrical equipment in Hyderabad. The CM also interacted with the Director of Anju Infrastructure Yogesh Wagh, a China based leading company.

In the capital city of Beijing, the Chief Minister had a series of bilateral meetings with leading Chinese industrial companies and prospective investors. They included Chongqing International

Construction Corporation, Inspur Group of Companies, China Fortune Land Development Company, China Railway Corporation and SANY Group.

with representatives of (CFLDC) China Fortune Land Development Company. CFLDC is interested in developing a new industrial city in India. The CM also had meetings with representatives of China Railway Corporation and with SANY group. The Chief Minister then visited the Forbidden City in Beijing. The Forbidden City was the seat of the Chinese imperial palace from the Ming dynasty to the end of the Qing dynasty. It was declared a World

Heritage Site in 1987 and was listed by UNESCO as the repository of the largest collection of preserved ancient wooden structures in the world.

Next day the Chief Minister reached Shenzhen. The CM visited the Tiananmen which is a large city square named after the Tiananmen gate which contains the monuments to the heroes of the Revolution, the

Great Hall of People, the National Museum of China, and the Chairman Mao Zedong Memorial Hall.

CM at the Great Wall of China The next visit was to the Great Wall of China. It is a series of fortifications made of stone, brick, tamped earth, wood, and other materials, generally built along an east-to-west line across the historical northern borders of China to protect the Chinese states and empires against the raids and invasions.

Shenzhen High-Tech Industrial Park

The Chief Minister had an exposure visit to Shenzhen High-Tech Industrial Park (SHIP) in Shenzhen. SHIP founded in September 1996 covers a total area of 11.5 square kilometres in Nanshan District. Earlier CM visited China Council for Promotion of International Trade (CCPIT) and had a meeting with their representatives.

In the SHIP, the CM first visited the

premises of ZTE Corporation (Mobile Device Future Concepts) which is a prominent electronic hardware manufacturing company in the park. ZTE Corporation is a Chinese multinational telecommunications equipment and systems company headquartered in Shenzhen.

After staying for a day in Shenzhen, the CM left for Hong Kong. There Chief Minister participated in a seminar on “Business Opportunities for Hong Kong companies in the State of Telangana.” The Consul General of India in Hong Kong Prashant Agrawal welcomed the participants. A five minute documentary on Telangana State was shown to the participants. Later, the CM visited the place of Big Buddha generally known as Tian Tan Buddha which is a major centre of Buddhism in Hong Kong.

After meeting couple of business delegates as a follow-up of previous day’s seminar on “Business Opportunities”, the CM and his delegation left Hong Kong on September 16, 2015 and reached Hyderabad the same evening.

HYDERABAD EYES ROBUST GROWTH

After the formation of the 29th state of India, Telangana, in June 2014, its first Chief

Minister, K Chandrashekar Rao, a man of ideas and a visionary declared that his government would be people centric and welfare of the people and development would be the top priorities through which he would transform Hyderabad into a truly international city, a real SMART CITY in every sense of the term, in which the legendary hospitality and sense of camaraderie of this great land would thrive.

The vision of the Chief Minister and his government encapsulates what can be termed as an enabler or a vehicle which would transform this historic city from a sleepy and moribund entity into a swashbuckling new avatar which would emerge as a role model for urban renewal across India. However, problems remain in every area - funding for

infrastructure, water supply, roads, transport, healthcare, law and order - but the will to fulfil the lofty agenda is resolute and unbendable.

Having said this, the government has realized that it is not only the cities and towns that have to be developed but a comprehensive plan drawn up for the fledgling state in which the myriad problems faced by it can be addressed through effective regulation, sustainable agriculture, efficient water management, a scarce commodity in the arid state which mostly depends on rainfed agriculture, developing skills, encouraging small industries, and large-scale housing. It is with this vision for Telangana, and the State capital of Hyderabad and other nerve centres of the state such as Warangal, Karimnagar, Nizamabad, Nalgonda and Khammam that the government is moving forward through the welfare measures as its

With the aim of creating equal opportunities for all categories of people a total budget of Rs 1 lakh crore was estimated on welfare schemes alone for the period of five years. In the same manner as promised ahead of the 2014 general elections, Rs 1,000 pension for the aged and widows, and Rs 1,500 for disabled, is being implemented.

The government has also drawn up a very ambitious housing project for people living below the poverty line to provide them two-bedroom houses and is going ahead with it.

Industrial policy earns praiseTelangana’s industrial development policy is being widely discussed and according to reports, there is a buzz abroad too in countries such as the USA, Europe, China, Japan, etc., about this and there has been a lot of appreciation for it.

Speaking to Subodh Agarwal, Chairman Eirene Systems Private Ltd., Mumbai and Executive Director Ashutosh Agarwal who called on him recently, the Chief Minister said that Telangana wants to develop at a rapid pace and its slogan was to get as many investments as possible.

The government had from the initial stages stated the importance of investment and industrialisation for financial stability and economic progress of the new State. For industrialists and businessmen eager to invest in the state and facing problems in clearance, a single window system was introduced in the state to attract more and more investors to set up their units in Hyderabad and some districts.

Highlights of TS Industrial Policy 2015• Industrialists are accorded with right to timely

clearances from the state government in order to set up industries.

GHMC and HMDA Meanwhile, the Greater Hyderabad Municipal Corporation (GHMC) has announced grand plans for a number of developmental works in the city.

In the days to come, the GHMC proposed to distribute Rs 1,000 crore as matching grants to Self Help Groups (SHGs), set up 1,500 RO water plants in slums and other weaker section colonies, provide bank loans to 5,000 persons under driver cum owner scheme and establishing of 1,000 e-libraries in different localities of Greater Hyderabad.

About 200 markets were upgraded and modernised as model markets, dhobighats constructed, and nearly 100 km of green curtains raised along the main footpaths of main roads and measures initiated to construct one housing colony in each Assembly constituency falling under GHMC limits.

The GHMC will construct two bedroom flat with a hall, kitchen and toilets, lay the foundation for about 1,000 gyms, 100 volleyball and basketball courts and set up Rs 5 food centres in different parts of the city.

The state government brought Greater Hyderabad Municipal Corporation Act to regularize illegal constructions across the state by announcing a scheme. Through the implementation of this scheme, about one lakh unauthorised structures were legalized in Hyderabad alone. These schemes are being mooted eyeing the huge revenue potential they offer for the government.

In united AP, the GHMC’s Driver Cum Owner Scheme was conceived for unemployed youth as target in Hyderabad city by providing them new Maruti Dzire Cars and the scheme named “Driver Cum Owner Scheme“. It was only after the formation of Telangana State that KCR launched this scheme.

Water grid projectAnother very ambitious project of the Telangana government is the water

grid project plan in the state, which aims to supply safe drinking water to all the towns and villages in the state. The proposed pipeline would have 5,227 km of main trunk line, 45,809 km of secondary network and 75,000 km of distributary network.

The grid would use 80 TMC ft each from Godavari and Krishna rivers. All ongoing drinking water projects will be integrated into the proposed project. The state government believes that 10 per cent of water from all existing and new irrigation projects will be allocated for the grid and another 10 per cent for industry. The grid is modelled on the lines of a similar project undertaken in Gujarat.

The Water Grid works were taken up in a transparent manner, in this aspect the officials have finalised estimates for the works and they were ratified by the Central government’s WAPCOS.

Mission Kakatiya Being an arid place every drop of water counts in Telangana. Under the Kakatiya kings, from which the scheme gets its name, an efficient system used to exist wherein each lake in a village, whether small or big, would be desilted, and cleaned up for perfect storage of water for irrigation as well for use by humans and cattle. The system was already rolled

out and has paid good dividends. Restoration works were begun in December itself.

Under Mission Kakatiya there are a total of 45,000 ponds in Telangana, and of these 1,500 ponds were repaired and the government aims to improve about 9,000 ponds every year.

The Telangana Government in its first budget announced Rs 2000 crore for Irrigation Department to clean up the rivers for 2015 by Finance Minister Etela Rajender.

Haritha HaramThe Chief Minister after taking over spelled out his government’s policy, vis-à-vis checking the degradation of forests and increasing the green cover across the state. The National Forest Policy of India envisages a minimum of 33% of the total geographical area under forest/tree cover to maintain environmental stability and ecological balance; that are vital for sustenance of all life – forms, human, animal and plants.

Telangana Ku Haritha Haaram, a flagship programme of the Telangana Government envisages increasing the present 24% tree cover in the State to 33% of the total geographical area of the State.

The thrust areas to achieve the above are two-fold; one, initiatives in notified forest areas, and the other, initiatives in areas outside the notified forest areas.

The first objective is sought to be achieved by a multiprocessing approach of rejuvenating degraded forests, ensuring more effective protection of forests against smuggling, encroachment, fire, grazing and intensive soil and moisture conservation measures following the watershed approach. A major boost is sought to be given to Social Forestry for achieving the second objective. In the areas outside the notified forest, massive planting activities will be taken up in areas such as road-side avenues, river and canal bank, barren hill, tank bunds and foreshore areas, institutional premises, religious places, housing colonies, community lands, municipalities, industrial parks, etc.

A total of 230 crore seedlings are proposed to be planted in the State during the next three years. Out of this, 130 crore seedlings are proposed to be planted outside the notified forest areas (10 crore within HMDA limits, and the remaining 120 crore in rest of the State). It is also proposed to plant, and rejuvenate the viable rootstock to achieve 100 crore plants inside the forest areas by way of

intensive protection of the forests.

In 2015 July, planting drive was taken up in the State and people from all walks of life, government agencies, officers, prominent citizens, and public representatives participated in the programme.

The field functionaries of various line departments undertook identification of sites for planting and prepared village action plans. The Village Action Plans were consolidated at Mandal level and finally at the District level to form District Action Plan.

Effective vigilanceThe state government has brought world class vigilance system with CCTV cameras to monitor every nook and cranny of the city to check crime against women like acid attacks and to act tough against anti-social elements.

The government made efforts to establish different police departments like civil, AR, special etc under a single umbrella.

For women employees in the IT sector, the government has launched SHE cabs and also provided apps to people for security and safety.

After Formation of new Telangana Government even focused on State

Government employees and launched New EHS Telangana Web site. Telangana EHS Webportal provides info on employees health services, EHS Telangana Network Hospitals Details and EHS Health cards Details.

Telangana Employees Health Scheme mainly aims to provide cashless treatment to all the State Government employees including the pensioners, along with their dependent family members through a EHS Network Empanelled Hospitals of Aarogyasri Health Care Trust.

The scheme will provide treatment in EHS Network Hospitals for all the listed therapies. Across Telangana.

Employees Health Scheme is formulated to provide cashless treatment to the employees, pensioners of the State Government and their dependent family members, which will ipso facto replace the existing medical reimbursement system, with additional benefits such as post-operative care and treatment of chronic diseases, which do not require hospitalization and treatment in empanelled Hospitals.

With the motto “To create an efficient, safe, reliable, economical & world class public transportation system in Hyderabad which

will facilitate the city’s transformation as a competitive global city with high quality of life” the Metro project was conceived with a total outlay of Rs 16,375 crore and is well on its way of fulfilling its aim.

According to the Telangana Chief Minister K Chandrashekar Rao,“transportation will be redefined once Hyderabad Metro Rail becomes operational as it will be the world’s largest elevated metro rail.”

A PPP project based on DBFOT (Design, Build, Finance, Operate and Transfer) basis, it is estimated that HMR will cater to about 15 lakh passengers by 2016-17. Covering a distance of 72 kilometres, the HMR is poised to redefine the city’s transportation.

HMR is not just a metro. It is an urban rejuvenation and redesign endeavour that will transform Hyderabad into a commuter-friendly, modern and green city.

The Hyderabad Metro Rail has taken up the challenge to complete the metro rail project in Hyderabad as per schedule and accordingly the works are being carried out in a fast manner despite the challenges during its execution.

Even the government on its commitment to complete the Hyderabad Metro Rail project, is going all out to make the

necessary arrangements to provide support and is keen to complete it on schedule.

The government is trying not to disturb the heritage hubs such as the Legislative Assembly and Sultan Bazar. L&TMRH of Hyderabad with coordination of metro rail authorities has made some small changes in alignment at a few places. With this project the people’s government is trying to develop the city as an investment destination in various sectors such as science, pharma, films, sports, etc.

On their commitment both the government and the L&T Metro Rail Hyderabad (L&TMRH) gave joyous moments to the people of the city with the first and second test run of the Hyderabad Metro Rail which was successfully completed on the Uppal-Habsiguda stretch in Hyderabad on August 7, 2014 and for a 2-km stretch from the Nagole depot till the Survey of India as excited onlookers tried to capture the moment.

Taking up all the issues under consideration the KCR government has moved forward on the Metro Rail project in a progressive manner as per schedule and is going ahead to commission it on time. Among the 200 metro rail projects going on across the world, the Hyderabad Metro Rail reportedly is progressing the fastest.

Not only leading the project towards the finishing line the HMR has also created a construction record by completing 27 kilometres of metro viaduct in just 20 months. While

Going by the progress report presented to the project monitoring group (PMG) of the Prime Minister’s Office by the Telangana government recently, the project is reaching its target.

As India’s biggest engineering company Larsen and Toubro Ltd (L&T) has committed to complete the project in a phased manner of five years, now it is in the fourth year without any disruption in the process and the company may well complete the project on schedule, relieving people from the hectic traffic of Hyderabad.

The first proposed action targeting the improvement of road transit system in Hyderabad comes after Chief Minister K Chandrasekhar Rao stated earlier

this year that a host of steps, including the construction of multi-level flyovers, would be taken up to enable the smooth flow of traffic on all roads connecting the city.

The Telangana government with a view to transforming Hyderabad into a world-class city, has taken various steps to develop the city and its connecting roads. The SRDP will spend Rs. 20,000 crore on the development of roads and creation of skyways in a phased manner.

Additionally, the Telangana government plans to put in place a plan under which about Rs 10,000 crore will be spent on roads’ renovation in all the 10 districts for the next few years allocated from 100 per cent budgeted provision.

For the development of roads the state government has even formed the Telangana State Road Development Corporation, which will raise the money for the purpose.

Along with roads, the first major initiative on the urban infrastructure front, the Telangana government has approved the construction of flyovers and junctions translating into 20 projects in the Greater Hyderabad Municipal Corporation (GHMC) area under the Strategic Road Development Programme in the first phase. For this the government has given an administrative sanction for Rs 2,631 crore towards these projects.

The government for the transformation of city roads

and flyovers included the public private partnership (PPP) model wherein the projects will be awarded for construction on a semi-annuity basis with a concession period of 10 years, while payment will be made in 20 equal semi-annual installment, according to orders.

The government has stipulated a 2.5-year time line for the completion of these projects. It would allow joint venture with a maximum of three partners duly insisting for a minimum 26 per cent equity for each of the partners all the time till completion.

The one with maximum equity in the project will be considered the lead partner, the government said. The authorities will adopt State Bank of India (SBI)’s current base rate of 9.7 per cent as the discount factor to determine the net present value of the project.

Along with the roads, nalas will be modernised at a cost of Rs 10,000 crore so that they would have adequate and uniform width to ensure smooth flow of water. “There are 10 major nalas and an equal number of secondary ones. If these are tackled, there will not be any water logging in the city even after a heavy rain.

According to officials, revenue generation was a big task in front of them but they want to take hard steps. The GHMC is ready to even increase revenues by which there is a possibility of the doubling of the revenues from the current level of Rs 2,500 crore to Rs 5,000 crore in coming years. So there is possibility of generating a surplus revenue of Rs 1,000 crore per year.

TOURISM AND ITS POTENTIAL AS A GROWTH ENGINE

Tourism in Telangana is set to get a major boost with an assistance of Rs 600 crore coming from the Central Government through the NITI Ayog and a

proactive state government. Aside from the flow of funds there has been a substantial increase in projects and jump in tourist arrivals with Telangana currently standing at the sixth place in the country. Mentioning the projects that had come to the state, Telangana Tourism Corporation Chairman Pervaram Ramulu said that the Tourism Ministry had sanctioned Rs 99.86 crore for the Integrated Eco-Tourism Circuit in Mahbubnagar district alone. Additionally, the state would get another Rs 100 crore for the development of the Nallagutta and Pandavulagutta caves near Bhoopalapalli in Warangal district as an integrated tourism circuit.

Meanwhile, Telangana Tourism Corporation has proposed a tourism circuit highlighting the scenic beauty of Mahbubnagar region, covering forests, tiger reserve and wildlife, waterfalls, caves, rivers and reservoirs and ancient temples, taking care to incorporate tourist-

friendly amenities and infrastructure, including a water-sports hub at Singottam reservoir.

In Warangal, the city is surrounded by newly appended 43 gram panchayats in the Greater Warangal Municipal Corporation limits which would be given priority in the new development works. About 46 satellite townships spread across the triple towns’ limits would be given attention in the development activity implementation.

The Central government is keen on initiating works much before the announcement of election schedule for the Warangal Municipal Corporation.The Government of India has also announced 500 Atal Mission for Rejuvenation and Urban Transformation scheme (AMRUT) cities to be developed by Union Urban Development Ministry. The AMRUT cities seek to ensure basic infrastructure for 500

cities with a population of above one lakh.

Ensuring water supply to each household, sewer connections, sanitation and solid waste management, provision for roads and public transportation beside implementation of reforms in urban governance would be the focus under the scheme.Telangana gets 15 AMRUT cities under this scheme. The Union Ministry of Urban Development finalised the maximum number of smart cities in each state based on the urban population and other criteria.The AMRUT cities are Nizamabad, Karimnagar, Warangal, Khammam , Ramagundam, Hyderabad, Manchiryal, Nalgonda, Adilabad, Kothagudem, Siddipet, Suryapet, Miryalguda and Jagityal. The Smart Cities and AMRUT projects will draw Rs 48,000 crore and Rs 50,000 crore, respectively, in Central grants over five years.

The Smart City concept, one of Prime Minister Narendra Modi’s most ambitious projects is aimed at recasting the urban landscape across the country and making

cities more livable and inclusive, besides driving economic growth. The Central government wants to develop 100 cities as smart cities in the country with an outlay of Rs 48,000 crore over the next five years or Rs 100 crore per city per year. With the states also required to contribute an equal amount, about Rs 1 lakh crore will be available for smart cities. Meanwhile, Telangana Chief Minister K. Chandrasekhar Rao has taken up the responsibility of developing five major cities in the State, including Hyderabad, Warangal (already under the Central plan), Karimnagar, Nizamabad and Khammam as Smart Cities.

Both the Centre and State are concentrating on development of infrastructure and providing cities drinking water under the Water Grid project. KCR visited the cities of Khammam, Nalgonda and Kothagudem which are growing fast but need proper infrastructure.

Under the Smart City plan focus would be on giving 135 litres of water per day to every citizen, proper road and drainage system, education and health facilities and this would require an investment of over Rs. 10,000 crore. A 4,000 MW thermal plant to come up at Kothagudem would provide employment opportunities to 10,000 persons.In addition to the state government’s initiative the Centre has chosen Hyderabad and Warangal in Telangana to figure in the list of 100 Smart Cities countrywide. The historic capital of Kakatiya dynasty, Warangal, has been chosen along with Hyderabad, by the Centre for expediting several developmental activities.

TREDA App launched

TREDA application (app), which gives complete information about the homes and properties developed by TREDA members, was launched in Hyderabad ahead of the sixth edition of TREDA’s property show, on September 24.

TREDA App will provide all the details relating to homes and properties developed by members of TREDA. All the details like location of the properties, space, features, contact numbers of builders, among others, will be available on the TREDA App, which can be downloaded from Google Playstore. The details regarding the property show can be seen on the app.

“This is the sixth edition of TREDA property show and with Hyderabad realty sector showing signs of improvement we are expecting an increased response for the show

from home buyers and general public. While 60,000 people visited last property show, this time we are expecting more than 70,000 visitors as home buyers and investors are showing interest to buy properties now,” said Mr P Dasharath Reddy, TREDA president.

Hyderabad comes up trumps in hiring activity Hyderabad topped the chart with 24 per cent increase in hiring activity on a year-on-year basis, followed by Mumbai (19 per cent) and Pune (15 per cent).

Hiring activity witnessed a rise of 13 per cent in 2015 over the

corresponding period last year, with banking and financial services industry leading in the race, a Naukri.Com survey says. Sector-wise, banking and financial services (BFSI) recorded the maximum increase in hiring activity, followed by healthcare, pharmaceuticals, software, telecom and media and entertainment industries.

Naukri Job Speak Index for August 2015 recorded a 13 per cent increase in hiring activity over August 2014 and stood at 1,665. “Job market seems to be moving north, sustaining the momentum gained over the first four months of this financial year with an impressive 13 per cent year-on-year growth in August,” said V Suresh, Executive Vice-President and Chief Sales Officer, Naukri.com.

Meanwhile, hiring activity in auto and ancillary stabilized, while the insurance sector saw a decline.

“This growth is led by sectors like IT, banking and pharma and we can expect other sectors to pick up in the next few quarters. Looks like exciting times are ahead for job seekers,” Suresh added.

The report further noted all metro cities registered an increase in hiring activity in August 2015.

Among the metros, Hyderabad topped the chart with 24 per cent increase in hiring activity on a year-on-year basis, followed by Mumbai

(19 per cent) and Pune (15 per cent).

Bangalore recorded a growth of 13 per cent and Chennai and Delhi recorded an increase of 10 per cent each for the same period.

On the other hand, hiring activity in Kolkata remained stagnant in August 2015 from last year, the report said.

Kumar Mangalam Birla buys Jatia House for Rs 425 crore The Jatia House in Malabar Hill, which was on the block for quite some time, was bought by Birla scion Kumar Mangalam Birla of the Aditya Birla Group for Rs 425 crore in August.

The property has a 25,000 sq ft built-up area, making it one of the most expensive bungalow deals in the country.

The last one was for Maheshwari House in the same area, which went for Rs. 400 crore in 2011. Mehrangir, the house of Homi Bhabha, which is barely a few feet from Jatia House, was sold for Rs. 372 crore in 2014.

A senior officer from Jones Lang LaSalle, an international consultancy firm which was carrying out the deal, confirmed that the sale has been done and an amount of 10 per cent will be paid by the owner now and the remaining in the coming days.

KCR calls for State level housing policyTelangana Chief Minister K. Chandrasekhar Rao has asked senior officials to come up with a State level housing policy to vigorously implement the two-bed room house programme for the poor.

This year, 400 houses should be constructed in every Assembly constituency and the figure should be increased from next year, Mr. Rao said, reviewing the programme at an official meeting in Hyderabad on Friday.

He had a look at the miniature models of the houses to be constructed in Warangal town and Erravelli village near Gajwel. As many as 592 houses will be constructed at Ambedkar Nagar in Warangal in ground plus three storey blocks. The houses should be constructed with a plinth area of 560 sq ft at a cost of Rs. 5.04 lakh. The houses in rural areas should have open space in the surroundings for cattle and agricultural implements, he said.

KTR upbeat on Water Grid projectIn the next three years the government of Telangana will provide safe drinking water to each and every household in the state, said Panchayat Raj Minister KT Rama

Rao who launched a workshop on water grid in Hyderabad on September 26.

“Water grid project is one of the best projects in the country. The Housing & Urban Development Corporation (HUDCO) had appreciated this project and also had come forward to provide financial assistance. In the next three years, all the 85 lakh households in the state would get safe drinking water,” said KTR.

Being a capital-intensive project, KTR said the government is taking all measures to prevent corruption in this project. “We have cancelled mobilization advance to contractors for this project.”

TS mulls linking layout approval to registrationsThe Telangana government is considering making building permission and layout approval mandatory for registering properties with a view to curbing illegal constructions and layouts in the city. Now, builders who want to sell

any property will have to provide a copy of the sanctioned plan or layout approval if it is an open plot for property registration.

But for making any changes in the existing system in the state, necessary amendments need to be made to the Registration Act that is a central Act. Sources said a team of officials will visit some states like Tamil Nadu and Karnataka to study their system. The state government is also planning to either waive or reduce the building fee on constructions up to 150 sq yards.

The Municipal Administration and Urban Development (MA&UD) department, which has been tasked to suggest amendments and measures to existing rules, has finalised recommendations which would be submitted to the cabinet sub-committee headed by Commercial Tax Minister T Srinivas Yadav. “Chief Minister K Chandrasekhar Rao wants to take stringent action against developers allowing illegal structures,“ said Mr Yadav.

Think Art Deco and the mind conjures up photographs of some great specimens from Havana

in Cuba, from Miami, Los Angeles and New York in the United States, and Mumbai’s Marine Drive. But one would be pleasantly surprised to learn that our very own city still hosts some examples of this style of architecture though many have been demolished and others are under threat. A few survivors are sited on busy thoroughfares but the need to keep moving or run the risk of being knocked down prevents one from noticing them, while others are located in quieter sidestreets and bylanes where their presence is manifest to anyone with even a passing interest.

All one needs to have a good dekko is to go about on foot and view them from vantage points. Sunday evenings are best as the traffic is manageable and sidewalks – where they do exist – are not crowded.

It is thought that the presence of Art Deco in Hyderabad has much to do with the extended stay of some architects from Europe who first came over on account of the paucity of work there on account of the Great Depression and particularly Germans who were to be later interned during the Second World War (1939-1945) as “enemy aliens”. They took on commissions from the nawabs, high officials and wealthy business people, mainly in the Banjara Hills, Somajiguda, Hyderguda, Himayatnagar, and Chapel Road areas. Incidentally, heritage activist Sajjad Shahid remarks with a chuckle that in those days it was not known to Hyderabadis as Art Deco but as `German Style’! An example of this in Secunderabad is Paigah House on what is now Sarojini Devi Road. Commissioned sometime in the late 1920s by Moin-ud-Dowlah, it went on to host the cricket teams he invited to participate in the all-India Gold Cup tournament named after him, explains Faiz Khan, scion of Paigah Viqar-ul-Umra. Later, it was to be home to Zaheer Yar Jung and his family when his wife, Hashmatunissa Begum, expressed

a wish to move from Bashir Bagh Palace to this modern dwelling. It has now been bought by a large corporate house, and one ardently wishes that it will remain intact, and without any distortions to its character, far into the future.

Art Deco, which derives its name from an international expo held in Paris in 1925 – International Exposition of Modern Decorative and Industrial Arts, was the product of a movement that had turned its back on a European past it considered irredeemably implicated in the butchery of World War I. It looked forward to a future of industrial progress, and if it looked back into the past it was well beyond classical Greece and Rome to Mesopotamia and Egypt. What was common to these respective perspectives on future and past was the accent on geometry – straight lines, circles, semi-circles, ovals, triangles, and mural decorations such as sunbursts or whorls or even what looked like the radiator grilles of automobiles, while factories and railway carriages were represented by windows and vents in the shape of portholes or rectangles with straight bars (those quoting the past had wavy,

snake-like ones).

The “Hyderabadi Europeans” apparently paid attention to climatic differences and took care to see to it that the staircase leading to the roof was ventilated in a manner that let in natural light all through while keeping out the glare, admitted fresh air, and expelled heat through the upper vents. And there were shaded balconies aplenty, often with masonry railings in geometric patterns – patterns that were replicated on doors and ventilators too.

As for walls, the starkness of plane surfaces and sharp angles was relieved by gently rounded corners and even by hemispherical or half-oval projections for stairwells, rooms or sit-outs. Many homes also had Art Deco furniture with all its attendant features.

Hyderabadi Art Deco buildings were generally painted white (the architects taking cognisance of the need to reflect rather than absorb the heat in a hot country), but some were, as with other buildings in this genre the world over, done in pastel shades like beige, pistachio green or peach which too were easy on the eye in a sub-tropical climate. horizontal bands generally sported dark green or navy blue, while the sunbursts were coloured lemon yellow.

The most splendid example was a house named Kohinoor that stood atop an incline on Road No 1, Banjara Hills, and commanded a sweeping view of the city from Yousufguda in the northwest to Kothi in the southeast, taking into its frame Maula Ali, the Hussain Sagar, Erram Manzil, Naubat Pahad (where the Birla Planetarium is now cited), St Joseph’s Cathedral and what were to become the Assembly buildings. Leased in and then bought from the original owners, it served for many years as the headquarters of a leading corporate group, lending the latter a touch of class and distinction like no high-rise can and also earned it the prestigious INTACH award. Sadly, exactly a year after the conferment of the honour, the structure was demolished. In its place has come up – what else but that clichéd symbol of good times – a mall. For this, half the hill was gouged out and with it went all the trees, mostly over 60 years old. Thus perished both a cultural entity and a lung space – sacrificed to the logic of corporate profit. But even this imperative could have been well served by turning the property into a heritage hotel. Perhaps this could still be done in respect of an

Art Deco survivor, uninhabited though, on Road No 7, set amidst a large and leafy compound.

Proudly standing, and very much lived-in, is another specimen on Road No 3 (across from Testa Rossa cafe), also canopied by tall trees. There are some relicts, as we have already noted, in Somajiguda, Hyderguda, and Himayatnagar. And let us not forget Sheesh Mahal cinema (not only does it bear all the typical features, its signage too still conforms to a typical Art Deco font style) at Ameerpet and,

incredibly, a house adjacent to the mall at Punjagutta crossroads. At Red Hills too, in a lane across the road from the

FICCI building, there is a house in the Art Deco idiom.

As for the smaller, but equally striking, properties of the kind around the city it would be unfair to impose on middle class persons of modest means the burden of upholding heritage – the expense of repairs is often exorbitant – when those who could easily have afforded to do so have sold out. Some solution needs to be urgently found. As things stand, most owners are filled with trepidation rather than pride when they hear the “h” word. For them,

“heritage” amounts to financial doom rather than distinction and prestige ...

99acres Insite is another report that is released quarterly. The report captures the capital and rental market of top seven metros across India and also analyses the supply trends. As part of this report, the latest numbers reveal that Hyderabad market has shown signs of revival in the first two quarters of 2015. The April-June 2015 report states that property prices in the city grew by an average growth of one per cent, which was preceded by a two per cent growth in the first quarter of 2015. Though the growth was not exponential in terms of price appreciation, it was certainly an indication of an improving market scenario. Insights from brokers and underwriters also indicated a slight improvement in buyer enquiries in the first six months of 2015, mostly because of the positive buyer sentiments.

On the supply front, most of the available residential inventory in the city was in the budget range of Rs 25-40 lakh, followed by Rs 40-60 lakh in April-June 2015. Over 60 per cent of these were ready to move, which justified the lack of new launches in the city. Most of the under-construction properties (almost one-third) were available in the Rs 25-40 lakh budget category, followed by the Rs 40-60 lakh segment with over one quarter of the supply share.

Who doesn’t want to be fit as a fiddle these days? Maintaining a healthy and active lifestyle should be the ultimate priority. Being fit , and having

strong immunity isn’t so easy for working people as work poses a great hurdle before workout.

We are all entangled with work all the time, and are forever on our toes, but forget that fitness is the most essential of all needs if one wants a sickness-free life. Confining to couches, desks and TV screens cannot work for long. Fitness not only helps one remain in his/her favourite old denims, but also frees one of the emotional and physical baggage of stress one carries. Most importantly, a quick workout helps energy cells, and flushes off toxins from the body.

One doesn’t need a lavish gym or an expensive trainer to stay healthy and hearty. Often, we deskbound people think that we cannot make time from the ticking clock for a sweaty one hour workout, but hold on, that’s not what it takes to stay fit. All you need is to be a little smart and fit fitness into your busy schedule.

Here are a few ways to work out better:

◘ The base: Mark your exercise plans just like you do for meetings and events. Don’t take extra jobs when you actually can’t manage the single one of balancing your health. Extra work for others sake can invite health issues. Work less for others; work more for your pursuit of happiness.

◘ Bribe yourself: Duh! Not the corruption ones. Bribe yourself with treats, spas or whatever you desire when you accomplish your goal. After all, everyone deserves a treat.

◘ Draw realistic goals: Working out daily with zero efficiency will land you nowhere and working out for 5 days with high intensity, putting a full stop due to exhaustion and turning a couch potato will also land you nowhere. That would just push you in a happy state of confusion with mental stress, physical exhaustion, and pile of jobs on your desk.

One needs to plan things as per their needs, time and set desired goals. Some have old jeans as their goal or some have healthy living or some target the arrow of the weighing scale.

◘ Stretches: This is important for the ones who sit for hours, looking at the glaring screen all day, as their bodies will be prone to aches. Whether one does workout or not, stretches are essential for the neck, and back ache

◘ Morning rush: If you don’t have time to gear up in your track suit and shoes, and in rush as the working hours are about to begin or you fear traffic jams of the tinsel town, then you can do stationary jogging for 15 minutes daily as you move out of bed.

◘ Juggle between your likes: One person’s yoga can serve as other person’s dance or running. If you can spare some time for your fitness goals, find the same workout routine boring then do the activities which you liked as a kid. Be it skipping, hopping, cycling, running, jumping jacks, dance, or whatever. Just that for a few minutes will work as cardio; burn down calories, and flush off toxins through sweat.

◘ Less time, high intensity workout: When time is very limited, constraining you from the hourly workout, you can do 15 burpees or few pushups or crunches, or any one of them. Many athletes, military and army personnel perform burpees as their routine fitness. Burpees, which uses the technique of shifting body weight on different parts of body, is intense cardio workout.

Royal H Burpee invented this activity, in 1939, as an easy way to manage fitness and scorch down fat.

It fastens the heart rate very quickly, so proper intervals are very much to be taken care of.

◘ No time at all? Well, then there’s something in the box for those people too. They just need to take the stairs instead of the lift and simple trick is when anyone offers them something oily, sugary and irresistibly tempting then they need to nod the head to right-left-right. And bingo, you are done!
