Part 1 – Background and Context Introduction ItisimportanttonotethatthisguidanceisintendedtobealivingdocumenttobeupdatedasGovernmentadviceisupdated.Youthorganisationsandgroupsshoulddeveloptheirownprotocolsinlinewiththishigh-levelguidance.
Onthe19March,2020,genericyouthserviceswerestooddownbytheMinisterforEducationinlinewithschoolclosuresandinresponsetoPHAguidanceasaresultofCOVID-19.TheYouthServicedeterminedthatitwouldprioritiseandadaptexistingservicestosupportthosemostvulnerable;namelythosewhoareatriskofparamilitarythreat(START)andthoseyoungpeoplewhorequireadditionalsupportfortheirpositivementalhealth(FLARE).Furthertothis,theyouthserviceidentifiedadditionalneedanddevelopedessentialservicesbasedonfeedbackofchildrenandyoungpeopleandlocalcommunitiesincluding:
• YouthOnline• StayConnected• EatWellLiveWellProgramme.
TheEAYouthService‘normal’managementstructureceasedwiththeintroductionofC3(Command,Control,Communicate)structureswithinEA.Thisinitiatedthesteppingdownofnon-criticalservicesandthesteppingupofessentialservicestosupportvulnerablechildrenandyoungpeople.
Thepurposeofthisdocumentistoprovideguidancetoyouthorganisationsunder‘EducationRe-Start’inlinewiththeNorthernIrelandExecutive’s5StepPathwaytoRecovery.
TheEducationAuthorityYouthService(EAYS)hasworkedwitharangeofstakeholders,bothstatutoryandvoluntarysector,forthephasedre-introductionofyouthserviceprovisionincluding:

PublicHealthAuthorityGuidancefromtheNorthernIrelandExecutiveistheoverarchingguide.Basedonacurrentreviewprocess,theNorthernIrelandExecutive’sPathwaytoRecovery
strategyindicatesthatrestrictionswillbeunlockedinafivesteppedprocessasoutlinedbelow:
Education
Schoolsandyouthworksettingsareclosedexcepttoaccommodatevulnerablepupilsandthechildrenofkeyworkers.Measuresareinplacetosupportremotelearningandtoprovideoutreachservicestovulnerablechildrenandspecialneedspupils.
Inaddition,subjecttoriskassessmentandadheringtomaximumcapacities,provisionexpandedtocoverwiderdefinitionofkeyworkersasworkplaceactivitygraduallyincreases.
Inaddition,schoolsexpandprovisiontoaccommodateanumberofprioritycohortsonaparttimebasiswithablendedlearningapproachinvolvingacombinationofin-schoolandremotelearning.
Inaddition,schoolsexpandprovisiontoaccommodateallpupilsonaparttimebasiswithablendedlearningapproachinvolvingacombinationofinschoolandremotelearning.

Part 2 - Organisational Guidance & SupportGuidance on supporting staff to return to youth service in line with COVID-19 Regulations & Advice
AsCOVID-19restrictionsareeased,youthservicewillbereopeningforchildrenandyoungpeopleandstaffwillbereturningtoyouthservice.Tofacilitatethis,theyouthservicehasestablishedanEducationRestartProgramme–GuidanceforYouthOrganisationsonResumingFullServicesafterCOVID-19.
ThisguidanceistobereadalongsidethelatestPHA/Governmentguidance,tosupportEASeniorYouthOfficersandVoluntarySectorManagementCommittees,alongwiththeirstaffwhenplanningtheirreturntotheworkplace.Inparticular,wedrawyourattentiontotherecentlypublished,“Guidancetohelpemployers,employeesandtheself-employedunderstandhowtoworksafelyduringthecoronaviruspandemic”.https://www.gov.uk/guidance/working-safely-during-coronavirus-covid-19
Thisguidanceincludeskeyconsiderationsandresponsibilitiesandsetsexpectationsonhowtophasestaffbackintotheworkplace.Itshouldbeusedtosupplementanyspecificguidanceandsocialdistancingprotocolslinkedtoyouthprovision.Thisguidancewillbekeptunderreviewandupdatedaccordingly.FurtheradviceisalsoavailablethroughtheDepartmentofEducation’sguidanceofsafeworkingpracticesforeducationsettings-https://www.education-ni.gov.uk/news/guidance-support-safe-working-educational-settings-published.
Underpinning Principles
TheEmployingAuthoritiesrecognisetherewillbestaffwhoareworriedabouttheimplicationsofreturningtotheworkplace,andwhowillrequiresupporttoreadjust,thereforethisguidanceisunderpinnedbythefollowingprinciples:
• GuidancewilladheretoallPHA/N.I.Executivedirectivesandupdateswillcontinuetobesharedwithstaffthroughemail,FAQs,websiteandsocialmediaplatformsasappropriate.
• StaffwillberequiredtofollowanyrelevantguidanceandraiseanyconcernswiththeirYouthServiceManagerinthefirstinstance.
• EmployingAuthoritieswillworkinclosecollaborationwithotherssuchasHealthandSafetyandOccupationalHealthServicestosupportstaffasappropriate.StaffwillalsocontinuetohaveaccesstotheEmployeeAssistanceProgramme(InspireWellbeing),independentOccupationalHealthServicesandHealthandWellbeingservices.
• Allofthekeyprotectionandhygienemeasureswillcontinuetoapplytominimisethespreadofinfection.
Guidance for EA Senior Youth Officers and Voluntary Sector Management Committees
Thefollowingoutlinesthecurrentguidanceforyouthservicemanagersinrelationtokeygroupsofstaff;namely:
A. StaffwithcaringresponsibilitiesB. Staff,oramemberoftheirhousehold,whoaredisplayingsymptomsofCOVID-19andhave
beenadvisedtoself-isolateC. Staffwhoareconsideredclinicallyvulnerableduetoanunderlyinghealthcondition,age
(over70)orpregnantD. StaffwhoareconsideredclinicallyextremelyvulnerableE. Staffwholivewithsomeonewhoisconsidered • clinicallyvulnerableduetoanunderlyinghealthcondition,age(over70)orpregnantor • clinicallyextremelyvulnerable(shielding) F. Staffinnoneoftheabovecategories,whomaynotwanttoreturntotheworkplacedespite
beingable(withoutjustifiablemedicalgrounds)
Category A - Staff with caring responsibilitiesThisincludes:
(a)Thecareofchildreninthehousehold(b)Thecareofvulnerableadultsorchildreninthehousehold(c)Theneedtosupportvulnerablemembersofthefamilyoutsideofthehouseholdwith
essentialsforexample,foodandmedicinedeliveries
Itisunderstoodthattheremaybesomestaffwhowouldfinditdifficulttoreturntoyouthsettingsorworkfromhomeintheirusualcapacityduetocaringresponsibilities.Staffareexpectedtocommunicateeffectivelyandregularlywiththeirmanageraboutanyrestrictions.Whilstmanagersmayrequestthatstaffshouldreturntoworkwithchildrenandyoungpeople,managersshouldexcerciseflexibilityandsetrealisticexpectationstoallowfortherangeofcaringresponsibilitiesandtimerequiredinvolvedintheabove.Forexample,flexiblearrangements,wherepossible,shouldbeexploredasaninterimmeasuresuchastemporarypart-timehours,rotaarrangements,annualleave(ifapplicable),etc.Furtherguidanceisbeingdevelopedandwillbeavailableshortlytoassistmanagerswhensupportingtheirrelevantstaffwhomaynowrequireamoreflexibleworkingarrangement.
From8JuneallyouthworkstaffdeliveringessentialservicesforvulnerablechildrenandyoungpeoplearedesignatedbytheN.I.Executiveaskeyworkersforthepurposesofgainingaccesstochildcareprovisions.Thisschemeisexclusivelyforchildrenofkeyworkers(COVID-19ChildcareSupportScheme).Undertheschemestaffcanavailofchildcarefromnurseriesandchildminders.Thesestaffcanalsoavailofaccessto“supervisedlearning”inlocalschools(shouldtheybeunabletoprovideadequatesupervisionoftheirchildathome)forchildreninpre-schoolthroughtopupilsinYear10andvulnerablechildrenregardlessofage.TheN.I.Executiveiscontinuingtoreviewaccesstochildcareoverthecomingweeksandthisguidancewillbeupdatedaccordingly.

Category B – Staff, or a member of their household, who are displaying symptoms of COVID-19 and have been advised to self-isolateStaffinthesecircumstancesmustnotattendyouthservicesandshouldstayathomeasadvisedandfollowthelatestPHAstayathomeguidanceforhouseholdswithpossiblecoronavirus(COVID-19)infection.-www.gov.uk/government/publications/covid-19-stay-at-home-guidance.
StaffinthiscategoryandtheirfamiliesarenowentitledtohaveatestundertakentoestablishiftheyhaveCOVID-19.YouthServiceManagerswillexplaintostaffthearrangementsfortesting(seelinkbelow).Itisimportantthatmanagersarefullyawareofstaffwithintheiryouthprovisionwhoareself-isolatingatanytime.Testingisavailableforthemoramemberoftheirhousehold(whoeverisdisplayingthesymptoms).https://self-referral.test-for-coronavirus.service.gov.uk/test-type
Test and Trace and ProtectStaffwhoexhibitanysymptomsassociatedwithCOVID-19shouldnotattendyouthprovison.TheN.I.ExecutivehasrolledoutaTestandTraceandProtectstrategydesignedtocontrolthespreadofCOVID-19andsymptomaticstaffareexpectedtofollowtheadviceandobtainatestforCOVID-19.Allmembersoftheirhouseholdshouldfollowisolationguidance.
Whereanindividualhashadanegativeresult,itisimportanttostillapplycaution.Ifeveryonewithsymptomswhowastestedintheirhouseholdreceiveanegativeresult,thememberofstaffcanreturntoworkprovidingtheyarewellenoughandhavenothadafeverfor48hours.
Wheretheresultispositive,theyshouldfollowPHAisolationguidancewhichcurrentlyrequireseveryoneintheirhousetostayathome.Theguidanceisasfollows:
• ifyouhavesymptomsofcoronavirusorapositivetest,youwillneedtostayathomeforatleast7days;
• ifyoulivewithsomeonewhohassymptomsorapositivetest,youwillneedtostayathomefor14daysfromthedaythefirstpersoninthehomestartedhavingsymptoms;
• however,ifyoudevelopsymptomsduringthis14-dayperiod,youwillneedtostayathomefor7daysfromthedayyoursymptomsstarted(regardlessofwhatdayyouareonintheoriginal14-dayperiod);
• 7daysafteryoursymptomsstarted,ifyoudonothaveahightemperature,youdonotneedtocontinuetoself-isolate.Ifyoustillhaveahightemperature,keepself-isolatinguntilyourtemperaturereturnstonormal.Youdonotneedtoself-isolateifyoujusthaveacoughafter7days,asacoughcanlastforseveralweeksaftertheinfectionhasgone;
• ifyouhavesymptomsandlivewithsomeonewhois70orover,hasalong-termcondition,ispregnantorhasaweakenedimmunesystem,trytofindsomewhereelsetheycanstayforthe14-dayisolationperiod;
• itislikelythatpeoplelivingwithinahouseholdwillinfecteachotherorbeinfectedalready.Stayingathomefor14dayswillgreatlyreducetheoverallamountofinfectionthehouseholdcouldpassontoothersinthecommunity.
Itisessentialthatallstafffollowthisguidance,asbydoingsostaffwillnotonlyprotectthemselvesbutlimitthespreadofthevirustoeducationalsettingsandthewiderpopulation.

Category C – Those considered “clinically vulnerable” due to an underlying health condition, age (over 70) or pregnancy (this may be subject to review by the PHA)
Clinically vulnerable individualswhoareathigherriskofsevereillness(forexample,peoplewithsomepre-existingconditionsassetoutinthestayingathomeandawayfromothers(socialdistancing)guidance)havebeenadvisedtotakeextracareinobservingsocialdistancingandshouldworkfromhomewherepossible.Thisincludespregnantwomen.YouthServiceManagersshouldendeavourtosupportthis,wherepossible,forexamplebyaskingstafftosupportremoteeducation,carryoutlessonplanningorotherroleswhichcanbedonefromhome.
Ifclinicallyvulnerable(butnotclinicallyextremelyvulnerable)individualscannotworkfromhome,theyshouldbeofferedthesafestavailableon-siteroles,staying2metresawayfromotherswhereverpossible1,althoughtheindividualmaychoosetotakeonarolethatdoesnotallowforthisdistanceiftheyprefertodoso.Iftheyhavetospendtimewithin2metresofotherpeople,managersshouldundertakeariskassessmentandassessanddiscusswithstaffwhetherthisinvolvesanacceptablelevelofrisk.
Pregnancy and riskThereisnoevidencethatpregnantwomenaremorelikelytogetseriouslyillfromcoronavirusbutpregnantwomenhavebeenincludedinthelistofpeopleatmoderaterisk(clinicallyvulnerable)asaprecaution.
Thisisbecausepregnantwomencansometimesbemoreatriskfromviruseslikeflu.AtpresentitisnotclearifthishappenswithCOVID-19butbecauseitisanewvirus,itissafertoincludepregnantwomeninthemoderate-riskgroup.

Category D - The employee is considered “clinically extremely vulnerable” as per PHA guidance.
ThelatestadvicerecommendsthatclinicallyextremelyvulnerableindividualshavebeenstronglyadvisednottoworkoutsidethehomeandshouldfollowPHAadviceonshielding.
Shieldingisameasuretoprotectclinicallyextremelyvulnerablepeoplebyminimisinginteractionwithothers.Peoplewhoareshieldingremainvulnerableandshouldcontinuetotakeprecautionsbutasofthe5Junecannowleavetheirhomeiftheywish,aslongastheyareabletomaintainstrictsocialdistancing.

Manyrestrictionsremaininplacewiththeaimofreducingsocialcontactwiththoseoutsideofthehousehold.ThisistoprotectthosewhoareatveryhighriskofsevereillnessfromCOVID-19fromcomingintocontactwiththevirus.StaffwhofallintothiscategorywillhavereceivedaletterfromtheNHS/GPandshouldcontinuetofollowGovernmentadvice.TheGovernmentisregularlymonitoringitspositiononclinicallyextremelyvulnerableindividuals.
BasedonriskassessmenttheyouthservicemanagerandEmployingAuthorityreservetherighttorequestthatclinicallyextremelyvulnerablestaffdonotattendtheworkplace.

Category E – Staff members who have a member of their household that is considered vulnerable or extremely vulnerable.
Ifamemberofyourhouseholdisconsideredclinicallyvulnerable,currentPHAadvicedoesnotrequireyoutoself-isolate.Ifamemberofyourhouseholdfallsintothiscategory,youcancontinuetoattendwork.
Ifamemberofyourhouseholdisconsideredclinicallyextremelyvulnerableandinreceiptofashieldingletter,employeesshouldfollowtheguidanceassetoutbytheGovernmentandcancontinuetoworkwithsuitablecontrolsinplace.Governmentguidancepublishedonthe11May2020alsocalledforparticularattentiontobepaidtopeoplewholivewithclinicallyextremelyvulnerableindividuals.Suchstaffshouldhaveanindividualriskassessmentconductedbeforethemostappropriatecourseofactionisdetermined.https://www.gov.uk/guidance/working-safely-during-coronavirus-covid-19
Theremaybestaffinthissituationwhofeeltheycannotreturntoworkinanycapacityatpresentdespitetheaforementionedmeasuresandassurances.Inthissituation,thestaffmemberandYouthServiceManagershouldconsideroptions.Thesemayinclude;
• workingfromhome,assistingwithremotelearningwherepossibleorworkinginajobwhere2msocialdistancingcanbeguaranteedatalltimes
• decreasedinteractionwithothers,forexample“ProtectiveBubbles”wheresocialdistancingisreducedbyplacingchildrenwithinasmallgroup
• reducedhours/days• annualleave(ifthecontractofemploymentallowsforthis)or• unpaidleaveasappropriate IfdespitealloftheabovearrangementsandassurancesbeingputinplacethememberofstaffstilldoesnotcometoworkoravailoftheoptionsavailablethenHRadviceshouldbesought.
Category F - Staff in none of the above categories, who may refuse to return to the youth provision despite being able to do so (without medical grounds).
Theremaybestaffwhoarenotdefinedasvulnerable,norhavecaringresponsibilitieswithintheirhousehold,butfeeltheycannotreturntoworkinanycapacityatpresentdespitetheaforementionedmeasuresandassurances.
Inthissituation,thestaffmemberandmanagershouldconsidertheoptionsofreducinghours/days,annualleave(ifthecontractofemploymentallowsforthis)orunpaidleaveasappropriate.
IfdespitealloftheabovearrangementsandassurancesbeingputinplacethememberofstaffstilldoesnotcometoworkoravailoftheoptionsavailablethenHRadviceshouldbesought.
Employees who have a disability
ApersonhasadisabilityforthepurposesofDisabilityDiscriminationAct1995ifhe/shehasaphysicalormentalimpairmentwhichhasasubstantialandlong-termadverseeffectonhisabilitytocarryoutnormalday-to-dayactivities.TheActimposesadutyonemployerstomakereasonableadjustmentsfordisabledpeopletohelpthemtoremovebarriersingainingandremaininginemployment. TheDisabilityDiscriminationAct(DDA),coversaverywiderangeofpeopleandisnotconfinedtothosewhocomewithintheGovernment’sCOVID-19listofclinicallyextremelyvulnerablepeople.Manypeoplewithadisabilitymayhaveimpairmentsthatarenotonthelist,buttheirhealthisstillparticularlyvulnerable.Thereasonableadjustmentdutyappliestoallemployeesorjobseekerswhoaredisabled,regardlessofwhethertheyareontheGovernment’slistornot.
YouthServiceManagementCommitteesshouldensuretheymakereasonableadjustments,astheyareobligedtodo,inadditiontowhattheywillhavedonetoprotectthehealthandsafetyofalloftheiremployees.Wheresuitablehealthandsafetyriskassessmentshavebeenconductedandadequateprecautionstaken,allthatsomeemployeesmayneedisreassurancethattheirhealthwillbesafeatwork.Ifadisabledemployeepreviouslyhadtailoredadjustmentsatwork,thesemightstilladequatelymeettheirparticularneedswhentheyreturntowork.However,itisimportantthatyouthsettingsarenotcomplacentandarepreparedtodomore,wherereasonable,recognisingthatindividualneedschangeandmayhavechangedduringthepandemic.WhenconsideringreasonableadjustmentsHRadviceshouldbesought.
Black, Asian and Minority Ethnic Communities (BAME)
AsthereissomeevidencewhichsuggeststhatCOVID-19mayimpactdisproportionatelyonsomegroups,notablyBlack,AsianandMinorityEthniccommunities(BAME),theEducationAuthorityandyouthprovisionshouldensurethattheOccupationalHealthService(OHS)providespracticalsupportandadvicetoBAMEstaff,particularlyiftheyareanxiousaboutprotectingthemselvesandtheirfamilies.
AllBlack,AsianandMinorityEthnicstaffwithunderlyinghealthconditionsanddisabilities,whoareover70orwhoarepregnantshouldbeindividuallyriskassessedandappropriatereasonableworkplaceadjustmentsshouldbemadefollowingriskassessment.HRadviceonthismattercanbesoughtfromtheemployingauthority.
Support for Returning to Workplace
Re-orientationorre-inductionprocessforreturningstaff.Everyyouthservciemanagershouldhaveareturnmeetingorconversationwithstaff.Thekeyfocusshouldbeonhealth,safety andwellbeing.

YouthServiceManagersshouldhaveasensitiveandopendiscussionwiththeirstaffanddiscussanyadjustmentsand/orongoingsupporttheymayneedtofacilitateaneffectivereturntotheworkplace.Thisshouldcoveranychangestotheirworkdutiesortasks.Itcouldbethatsomestaffrequireaphasedreturntotheirfullrole,orwanttodiscussanewworkingarrangement,especiallyiftheirdomesticsituationhaschangedbecauseofthepandemic.
Social Distancing responsibilities
YouthServiceManagersshouldconsiderthebestwaystoensurekeyworkprogresseswhilstadheringtothePHAguidelinesonsocialdistancingatwork.https://www.education-ni.gov.uk/publications/implementing-social-distancingeducation-settings-ni-coronavirus-covid-19
YouthServiceManagersshouldremainabreastof,complythisandenforcetherequisitesocialdistancingguidelinesforyouthservicessetoutbytheN.I.Executive.
Membersofstaffwhoarevulnerableorextremelyvulnerable,orlivewithsomeonewhoisvulnerableorextremelyvulnerable,shouldbesupportedastheyfollowtherecommendationssetoutinguidanceonsocialdistancingandshieldingrespectively.
Processadjustments,rotamanagementandshift-workingshouldbeexploredwhenrequiredtoassisttheneedforsocialdistancingintheworkplace.
Allofthekeyprotectionandhygienemeasureswillcontinuetoapplytominimisethespreadofinfection,suchasremindingstaffaboutregularandeffectivehandwashingfacilities.Dependingontheworkingenvironment,itmaybenecessarytoconsiderprovidingPPE,includinggloves,masksoranti-viralhandgel.Formanysettingsguidancehasalreadybeendevelopedandshouldbefollowed. https://www.education-ni.gov.uk/news/guidance-support-safe-working-educational-settings-published
Supporting “Healthy Minds” at work
Itmustberecognisedthattheriskstopeople’shealthfromthispandemicarepsychologicalaswellasphysical.
Theseinclude:

Itwillthoughbeverychallenging.Socialdistancingrequirementsandthepartialreturnofyeargroupswillrequiretheassessmentofvehicles’revisedcapacityversustheconfirmedattendancepatternsofindividualpupilseachday.
TheDepartmentofEducation,TranslinkandtheEducationAuthorityareworkingcollaborativelytomaximisecapacityacrossthenetwork.Howeverifsocialdistancingisrequireditisunlikelythattherewillbecapacitytoprovideallyoungpeoplewithaseatonavehicle.
Parentsarethereforebeingaskedtoconsideralternativestousingpublictransportandtoconsideractivetravelsuchaswalkingorcyclingtotheyouthsetting.

OnFriday20thMarch,allEducationAuthority(EA)fundedyouthservicecentresandprogrammeswereaskedtoclosetoprotectthehealthandsafetyofyoungpeople.Whilstourbuildingswereclosedandwecouldn’tworkfacetofacewithourmembers,ouryouthworkersengagedwithmanyyoungpeoplethroughvariousonlineinitiativesandsomespecialistservicesandwecontinuetodoso.
WewritetoprovideyouwithanoutlineofourintendedreturntodeliveryofYouthServicesandwillcontactyouagain,whenitissafeforustore-openourbuildingsandstartourprogrammes.
Wearemakingpreparationstoreturntofullprogrammedelivery,butthismaytakesometime,asthesafetyandwellbeingofyoungpeopleisourgreatestconcern.Whenwedore-open,thiswillbedonegradually,followinggovernmentandPHAguidanceandwewillneedyourhelpwiththis.
