We have increased the number of grants, now it is time to strengthen the responsibility. The main criterion for the HE institutions’ success assurance is the employment of graduates after graduation and their employment in high-paying jobs. Next year it is necessary to develop and adopt the Law “On the status of the teacher”. The issues of quality and accessibility of education, health care, housing, comfortable and safe living concern every Kazakh family. In this regard, the Government should review the priorities of budget spending with a focus on the social sector, security and infrastructure. Within 5 years, it is necessary to increase the spending on education, science and health from all sources to 10% of GDP. We have increased the number of grants, now it istime to strengthen the responsibility.The main criterion for the HE institutions’ successassurance is the employment of graduates aftergraduation and their employment in high-payingjobs.

• Next year it is necessary to develop andadopt the Law “On the status of the teacher”.

� More than 10 thousand of Technical Education Specialists ha ve been trained according tothe new content of education

� Taking into account the new economic realities, the state de mand for VET professions hasincreased in the following fields: tourism, trade, ICT and e ducation

� 24% of vocational schools are state institutions and mainta ined at the expense of the statebudget

� More than 500 foreign textbooks have been translated

� The share of employed graduates increased from51% in 2017 to 68% in 2018.

� The number of vocational schools providing dualeducation in 2018 (460 units) increased by 39compared to 2016 (421 units) with the participationof 3055 enterprises and with the coverage of 31thousand students.

MAIN STAGES:2010: the Torino process started in Kazakhstan in 2010 after the signing of the Declaration of Intent and Cooperation betweenthe Ministry of education and science of the Republic of Kazakhstan and the European Training Foundation (ETF) andProtocol of cooperation between the MES and ЕTF.Kazakhstan took part in four rounds (2010 - 2012 - 2014 - 2016)2016: the study at the national level was conducted independently by the Information-Analytic Center of the Ministry ofeducation and science2017: the study was first conducted by "Kasipkor" Holding at the regional level in four pilot regions (Karaganda, Kostanay,Aktobe and Zhambyl regions)2018: the study covers the remaining 12 regions of the country

For the purposes of social support of young students and student migration in the country since 2014 a

social project “Mangilik El zhastary – industriyaga” –“Serpin” is implementing

by the Ministry of Education and Science of Kazakhstan together with

the regional mayor administration and the

administration of Astana

The social project “Serpin-2050” is among the priorities set by the Head of state

Nursultan Nazarbayev in the “Kazakhstan-2050” Strategy

On behalf of the Head of state, Free VET for everyoneproject has been introduced in September 2017 whichprovides an opportunity for everyone to get a workingprofession for free.The project has, first of all, a social orientation, which meansthat priority will be given to graduates of 9-11 grades, thosewho did not enter universities, children from low-income andsocially vulnerable families, children from orphanages andboarding schools, disabled people and minors living inadaptation centers. In second place are the unemployed,self-employed and others. There are no age restrictions –this program is designed for everyone.In order to become a participant of the project, it is necessaryto apply to the employment centers with only an ID card, aschool-leaving certificate and, in some cases, a medicalcertificate. Residence permit is excluded from the list ofrequired documents.The project participants will be entitled to a scholarship, aswell as free one-time meals, accommodation and travel costscovered, if necessary.

The project covers unemployed and self-employed youth, as well as people of working age who do not have vocational education.

Until 2021, about 720 thousand citizens will receive a free VET qualification

Digitalisation and implementation of the “blended learning model”

� Develop a Work Plan to attract students with disabilities an d disabled persons to enter the HEI inorder to ensure access to general higher education;
