Health Insurance Scheme: The announcement has been made by Hon'ble Chief Minister in the Budget speech for Health Insurance scheme to those families who come under the "Food Security Scheme" (Approximately 67 % of Population). Coverage of 3 lakh for serious ailments and Rs. 30,000 for general ailments will be given annuallly to a family on floater basis. The Medical facilities will be given through Government institutions along with private institutitns In this regard RFQ (Request Of Qualification) was issued on 02-02-2015. After this RFP (Request For Proposal) was issued to Selected companies in RFQ on dated 17-4-2015. Financial proposals of successful bidders were opened on 18-5-2015. After opening of financial bids Negotiation meeting with L1 Bidder was done on 18-5-2015. Letter of acceptence on negotiated rates was issued on 07-07-2015. Award of contract was issued on 28-7-2015. MOU with New India Assurance Co. was signed on 03-9-2015. Scheme is expeced to be launched on 13-12-2015.
For this procurement of required hardware, engagement of Swasthya Margdarshaks and trainings of all stakeholder etc. activities are under progress.

GPS monitoring of 108' Emergency Ambulances :-Under NHM, a control room for the efficient monitoring of 108' ambulance (741 in number) functional through GVK EMRI has been established in Room no 211 on second floor of Swasthya Bhawan.
The online software made available through GVK EMRI is being used for monitoring. GVK EMRI is informed for correcting the deficiencies encountered during monitoring. On the basis of daily monitoring and on the basis of penalty clause (Page no 36, point no 7) available in RFP, a committee has been constituted to propose deductions in payment and regular deductions on this are being done.

ASHA Soft (ASHA Software) :- Presently 46490 ASHAs are working in the State for the purpose of decrease in IMR & MMR and for ensuring better health services in the village.Objectives of initiating ASHA Soft:-Monitoring of all health services being provided by ASHA in the villageTimely payment of incentivesDirect transfer of payment into the bank account of ASHA through online payment transferCalculation of total incentive given will be in accordance with the actual health services provided which will help in strengthening of monitoring & management of physical & financial progress.Payment Process adopted by ASHA Soft:-At first level, after verification of monthly report/ claim form of ASHA by the respective ANM, the IA/ PHC ASHA Supervisor/ Data Entry Operator will do the work of data entry and verification.At second level, sanction will be issued by MOIC for verified data with the assistance of LHV/ Accountant.After issuance of sanctions by the MOIC, payment will be transferred directly to bank account of ASHAs through the Digital Signatures of the authorized officer at the District level.The information of online payment transfer will be conveyed to ASHAs through SMS on their mobile no.Directions have been issued for respective responsibilities and works to be performed by Officials at different level.Training for filling of claim form by ASHAs have been given in all districts upto PHC level.Under National Health Mission, Rajasthan, the responsibility for preparing ASHA Soft has been assigned to NIC unit of Rajasthan State for the cooperation of which ASHA Soft Core Group has been constituted under the directions of Mission Director which is working on the progress of this software with the coordination of NIC. Till now, the profiles of all the working ASHAs have been prepared along with the work plan. The districts have been oriented on this work plan by Mission Director time to time during VC, Meeting of CM&HOs and PMOs. Bank of Baroda has been selected for online payment which will perform this work without any extra fees. The progress of the scheme is being reviewed time to time by Mission Director, NHM for operationalization of the software on time. After a trial run with the Bank, ASHA Soft will be operationalizing in the month of December 2014.

For orientation of ASHAs on social audit of maternal death a brochure has been designed, printed & distrusted. District ASHA Corrdinator & Block ASHA facilitator had been trained at state level as ToT, who will train the PHC AsHA supervisor during sector meeting. Presently, 37232 ASHAs and 6739 others (ANM, LHV, IA, PHC Supervisor & CPM) have been oriented. Social audit of 350Maternal Deaths have been done from September 2014 to September 2015.

Badhai Sandesh :- To promote the birth of girl child it is necessary to be celebrated as a festival, therefore a signed Badhai Sandesh from Hon'ble Chief Minister is given to the family on birth of girl child in Government health institutions. E-Shubhlaxmi Yojana:-Shubhlaxmi Yojana was initiated in the State on 1st April, 2013 under which an amount of Rs 2100/- on the birth of girl child in Government health institutions, an amount of Rs 2100/- on complete immunization at the age of 1 year and an amount of Rs 3100/- on registration in school at age of 5 year is being given. E- Shubhlaxmi Yojana has been started from 15th October, 2014 to facilitate the timely payment of second & third installment amount. From 15th Oct 2014 onwards, the amount of second installment will be deposited directly into the bank account of the beneficiary. Under E-Shubhlaxmi yojana, the applicant can apply for second installment in any of the Government health institutions of the State. Database of 336165 Benifniciaries has been prepared upto Nov, 2015.

Beti Bachao' Campaign -: Badhai Sandesh:- To promote girl child birth, department of Medical Health has introduced a new initiative. On the birth of girls child at any public health facility, a Badhai Sandesh' duly signed by Hon'ble Chief Minister, Rajasthan is presented to the mother and family to make them realize importance of girl child. The programme was initiated at all divisional head quarter districts on 11th October, 2014 and in all districts on 14th November, 2014. Till October 2015, Badhai Sandesh have been given to approximately 331742 Families. 104' Toll Free Medical Advise service has been expended and now complaint of illegal sex determination may be registered on this number. For the strengthening of monitoring system of PCPNDT Act, a software IMPACT' is being implemented. Around 7000 form F are submitted on this software/website on daily basis..

E-Shubhlashmi Yojana: Mukhaya Mantri Shubhlashmi Yojna was launched on April 1, 2013 in entire State to promote Girl Child birth and to reduce Maternal Mortality Ratio. Under the scheme, an incentive of Rs. 2100/- is given to mother on delivery at government and private accredited health institutions other than JSY incentive. Rs. 2100/- is given after one year of age on complete immunization of the girl child and Rs. 3100/- is given after 5 years of age on admission in school. Thus a woman can get monitory benefit of Rs. 7300/- for her girl child. In order to provide 2nd and 3rd installment of Mukhaya Mantri Shubhlashmi Yojna on time and in hassle free manner, E-Shubhlashmi Yojana was started on 15th October, 2014. Under this, Database of 331742 Beneficiaries (Female Live birth) has been prepared till 30.11.2015. 2nd installment of the scheme would be transferred directly in the bank account of the beneficiaries Soon.

Child Health : Under Janani Shishu Suraksha Yojana, sick neonates up to the age of 1 month were covered till. But now, the scheme has been expended and infant upto 1 year of age are being covered.Rastriya Bal Swasthya Karyakram (RBSK): To protect and ensure overall child health, Rastriya Bal Swasthya Karyakram has been initiated in the state. Under this scheme all the children of Aanganwadi Centers (0-6 yr) and school going children upto 18 years will be screened for four Ds-Defects at birth, Diseases, Deficiencies, Developmental delays & disabilities (30 identified illnesses) through a dedicated Mobile Health Team. If the child is screened with any of the identified 30 diseases, he would be given free referral and follow-up, and surgical treatment if required. Presently, the scheme is initiated at divisional head quarter districts (Ajmer, Bharatpur, Bikaner, Kota, Jodhpur, Jaipur-I, Jaipur-II and Udaipur) and 9 High Priority Districts and 3 tribal districts (Banswara, Baran, Barmer, Bundi, Dholpur, Dungarpur, Jaisalmer, Jalore, Karoli, Rajsamand, Pratapgarh and Sirohi) from 14th November 2014.Under the programme, 250 Mobile Health Team (MHT) are working in these 20 Districts. were screened by MHT and127290 children were referred for the furthertreatment tohigher institutions. Total84191 children got treatment through RBSK programme in state.Various private hospitals are supporting the programme by providing free treatment to the screened children. Thus around 1.00 crore children will be covered in this progamme. 104 Toll Free Scheme is now also being used for providing information regarding treatment of malnutrition among children. Newborn Care Units: 51,396 infants treated in these units from 1st April, 2014 to 31st October, 2014. Newborn Stabilization Units: 16,549 infants treated in these units from1st April, 2014 to 31st October, 2014. Newborn Care Corners: 9810 infants resuscitated in these units from1st April, 2014 to 31st October, 2014. Malnutrition Treatment Corners: 4594 children treated at MTCs during 1st April, 2014 to 31st October, 2014. Home Based Newborn Care Programme: health check up of 606997 infants was done at home from1st April, 2014 to 31st October, 2014.

Immunization : Pentavalent Vaccine:In the FY 2014-15, Pentavalent Vaccine was to be started in 12 states of country in that Rajasthan is also included. This vaccine for the first time is incorporated in Routine Immuniztion schedule. This vaccine will prevent occurrence of 5 diseases-Diptheria, Whooping Cough, Tetnus, Hepatitis-B and Hib (causing phenomena and meningitis). This vaccine is very expensive costing Rs. 130/- per vaccine however minimum market price of this vaccine is Rs.500/-. This vaccine will be provided free of cost in the state. Till date 28.00 lakh vaccines are received and transported till Primary Health Centers. In districts, from Medical Officers till ASHA Sahyoginis are provided with training on Pentavalent. This vaccine will cover around 16.00 lakh children in the state. In all districts, two training programmes have been organized for district level officials to field workers for maintaining the quality of the vaccine. More than 39,000 ASHA Sahyoginis are trained for effective social mobilization. The vaccine was initiated in 4 hospitals from 2nd October, 2014 and in 5 district hospitals from 15th October, 2014 on trial run basis. In the month of October 1047 vaccines were given in these institutions. From 1st November 2014, Pentavalent Vaccine was initiated at all public health facilities including CHC, PHC and SC. From October 2014 to August, 2015, 2970660 Vaccines are given to beneficiaries. Tetnus Toxoid (Pregnant Women):17,26,415 pregnant women were given TT vaccines from April 2014 to March, 2015 and 728316 pregnant women were givin TT Vaccines during August 2015.Full Immunization:13,62,058 children fully immunized during April 2014 to March, 2015 and 578856 children are fully immunized upto August 2015.Mission Indradhanush: 179035 children are immunized during April 2015 (1st Round and 176731 children are immunized May 2015 (2nd Round) and 149493 children are immunized June 2015 (3rd Round) and 132156 children are immunized July 2015 (4th Round).

Under the program, 2.34 Lac children were screened by ASHA/ANM or other health worker in 10 High Priority Districts and 03 Tribal Districts and more than 9178 have been identified. These malnourished children will be provided with nutrient rich food for 2 months in the lines of DOTS Treatment. Daily weight monitoring of these children will be done till 2 months and follow up for 6 months Modalities and detailed guidelines for the same has been prepared. Trainings have been conducted. Enrolment process has been completed yesterday only. For implementation of this programme, an MOU has been signed with UNICEF and GAIN and also with ACF International. FD has approved Rs 2.91 crore for current FY and 2016-17. Rs 1.5 crore approved for current FY and advised to send proposal for Rs 48 lac for this year. Remaining amount Rs 93 lac is advised for use in FY 2016-17

Prevalence of malnutrition is high in tribal districts therefore the bed strength of MTCs functional at district-Baran, Dungarpur, Shahbaad, Dholpur and Udaipur will be increased from 10 beds to 20 beds. Baran, Shahbad and Udaipur have been made 20-bedded. File was submitted to FD and it was suggested to use NHM funds for civil works (22-09-2015) while file is resubmitted to FD for operational cost amounting Rs 56.15 lacs (Nov 2015). In pursuance, for infrastructure at Dholpur and Udaipur, proposal of Rs 53 lac has been submitted to GOI in reappropriation proposal.
