CHIEF ELECTORAL OFFICER UTTAR PRADESH

E-SUGAM

An Online web application for acquisition and

allotment of Vehicles to Officers and staff to be

deployed in Election Duty. It provides online platform

for registration of all acquired vehicles with their

registration numbers, name and address of owners.

E-SUGAM is a web application for acquisition and allotment of Vehicles. It provides us

online platform for registration of all acquired vehicle with their registration no., Owners

name and address. We can also enter the detail of drivers of all acquired vehicles. Allotment

of Vehicles to all Officers, Zonal/ Sector Magistrate, Video team, Police etc will be done

through this software only. Also provides us the feature to keep track of fuel consumptions

throughout the Election Process as the whole fuel rates, fuel receipts and fuel allotment for

Vehicle or generator will be done from this web application.

Objectives

1. Registration of all acquired vehicles through online form.

2. Online Allotment of Vehicles to all the officers deployed on election duty.

3. Release of vehicles

4. Transfer of vehicles from one district to another district.

5. To keep track of fuel consumption throughout election process as the fuel rates, fuel

receipts and fuel allotment for Vehicles will be done from this web application.




Facilities

1. It uses web service of VAHAN application of Govt. India. The web service automatically

fetches the vehicle owner name and full address from centralized database.

2. Dashboards for ECI, CEO & DEOs to monitor implementation of application in all the districts

of U.P.

3. The DEO may transfer surplus vehicles from his district to the districts where shortage of

vehicles is reported.

4. Powerful search is provided on several parameters. One can find out the status of any

vehicle through this application.

5. SMS utility is provided.

There are six types of user –

1. Chief Electoral Officer –U.P

2. District Election Officers of all the districts of U.P.

3. District Supply Officers

4. Operators of DSOs

5. Regional Transport Officers

6. Operators of RTOs

1. Login Page :- Go to URL - http://ceoup.gov.in and Click on SUGAM link. All the

users can login through their credentials by entering their username and password.




CEO LOGIN

1. DASHBOARD – The CEO can monitor the implementation of SUGAM Application.

The Dashboard gives a brief description about total no. of vehicles acquired, total no. of

vehicles registered, total no. of vehicles allotted to different officers/ departments or for

various purposes and total no. of vehicles released temporarily for specific reasons.

2. REPORTS (ररपोर्ट्ा) – There are eight types of reports.




2. PASSWORD RESET (पव्र्र्ा रर्ेट) – The CEO is authorized to reset passwords of

DEO Logins.

DEO LOGIN

1. DASHBORAD - The DEO can monitor the implementation of SUGAM Application in

his district. The Dashboard gives a brief description about total no. of vehicles acquired,

total no. of vehicles registered, total no. of vehicles allotted to different officers/ departments

or for various purposes and total no. of vehicles released temporarily for specific reasons.




2. OFFICERS’ MANAGEMENT (अनिकवरी प्रबंिि)

2.1 ZOANAL MAGISTRATE (जोनऱ मजजस‍्टे्रट) – Enter Assembly Constituency wise

detail of all Zone with their Zone no., Zone name and their Zonal Magistrate along

with their details like Zonal Magistrate Name, designation, mobile no. and their

department.




2.2 SECTOR MAGISTRATE (सेक्टर मजजस्ट्टे्रट) - Enter details of Sectors & Sector

Magistrates. Map these sectors with zones.

2.3 OFFICERS ENTRY (अधधकारी प्रविष्टी) – Enter details of all the Officers who will

be allotted vehicles for election duty.




3. PAYMENT OF FUEL (फ्यूऱ का भुगतान) – Enter details related to the payment of

fuel based on fuel receipt for a particular petrol pump.

4. REPORTS (ररऩोर्ट्स) - There are eight types of reports given in this section for

proper monitoring and smooth functioning.




5. SIGNATURE ENTRY (हस्ट्ताऺर अऩऱोड) – Enter name of the DEO and upload his signature.

6. VEHICLE LOG DETAILS (िाहन ऱाग वििरण) –




6-A) STATUS OF VEHICLE (िाहन की जस्ट्थतत) –

8. RESET PASSWORD (ऩासिड ्ररसेट) – The DEO will reset passwords of all the Officers i.e.

RTO, DSO , RTO Operator or DSO Operator to default password using this option.

RTO LOGIN

1. DASHBORAD - The Dashboard gives a brief description about total no. of vehicles

acquired, total no. of vehicles registered, total no. of vehicles allotted to different officers/

departments or for various purposes and total no. of vehicles released temporarily for specific

reasons.




2. ENTRY OF VEHICLES ACQUIRED (अधधग्रहहत िाहन की एंट्री) – Enter details of vehicles

acquired. Here a web service is used to fetch data of vehicles from National Portal of registered

vehicles.

8. EDIT ENTRIES OF FUEL SLIPS (फ्यऱू जस्ट्ऱऩ का सशंोधन ) :- Modification in fuel slip can be

done through DSO login only. User have to enter the Fuel slip serial no. and Vehicle

registration number, then Press Search button to open the fuel slip for further changes.

9. TRANSFER OF VEHICLES FROM ONE DISTRICT TO ANOTHER DISTRICT (िाहन का एक जनऩद से दसूरे जनऩद में स्ट्थानान्तरण) :-




10. LOG DETAILS OF VEHICLES (िाहन का ऱोग वििरण) :- Logbook of allotted vehicles

created automatically based on fuel given to them and User can easily see the log book of

any allotted Vehicle of any Zonal Magistrate/ Sector Magistrate/ any Officers using this

option.

10-A) STATUS OF VEHICLE (िाहन की जस्ट्थतत ) :-




11. SEARCH A VEHICLE (िाहन खोज ) :- This option is used to search any Vehicle of

different types and categories using any or multiple field combinations.

DSO OPERATOR LOGIN

This login will be used by DSO Operator and includes 8 menus that are already explained in DSO

login.
