Dear Parents, Staff, and Students:

The 2012-2013 school year promises to be an exciting time for our district. At our high schools, administrators and teachers have spent the past year planning for the implementation of a new high school schedule. It will allow all students to have lunch during the day; to take eight classes, if they desire; and to receive extended periods of instructional time in all academic areas.

We have made some adjustments in our English Language Arts curriculum to align us with the Common Core Standards. For example, you may note an increased emphasis on non-fiction reading, including both short texts and books. We will also be completing the last phase of implementation of the Common Core Standards for mathematics at Grades 3-5. This will bring the district to full implementation of New Jersey’s Common Core in Mathematics Grades K-12.

You might be surprised to learn that the district has invested more than $23 million in facilities projects over the past three years; of course, there is always more to do. Our Board of Education Strategic Planning Committee has been assessing facility needs, analyzing student enrollment project-tions, and exploring opportunities for improvement – stay tuned for more information on this topic.

Changes at the state level will be impacting how NJ districts report student performance on state assessments. Rather than monitoring Adequate Yearly Progress (AYP), the NJDOE has developed categories of schools based on a three-year average of growth and proficiency. “Priority Schools” are among the lowest performing schools in the state, while “Focus Schools” have low graduation rates, the largest within-school proficiency gaps, and/or the lowest combined subgroup proficiency rates. A third category – Reward Schools - are the highest-performing in terms of school-wide proficiency, subgroup proficiency, and graduation rates, or have demonstrated the highest levels of student growth over time.

As we proudly announced in April, Cherry Hill East has been designated a Reward School; moreover, no Cherry Hill schools were designated as Priority or Focus Schools. In fact, most of New Jersey’s 2,500 schools are not categorized. For these schools, says the DOE, districts will have “autonomy over the necessary investments and supports to sustain strong performance or strengthen areas for improvement.”

In the coming year, I look forward to sharing more information about this new age of school accountability—and news about other education topics, district initiatives, and successes—through our website, video messages, PTA presentations, and community and Board of Education meetings.

The Cherry Hill Board of Education is a legislative body whose powers are defined by the state of New Jersey. The Board consists of nine residents of the school district who are elected by a nonpartisan vote in the November General Election. Terms are staggered and board members are elected to serve for three years (with the exception of unexpired terms of office). Board members serve on a volunteer basis without compensation.

Board member responsibilities include setting policy, establishing goals, and adopting yearly operating budgets for the school district. These and other matters are discussed during the monthly cycle of Board meetings.

The full Board holds regular monthly work sessions on the second Tuesday of every calendar month and regular monthly action meetings on the fourth Tuesday (except as indicated below). Board committee meetings are held during the first week of each month. All board and board committee meetings are held at the Malberg Administration Building, 45 Ranoldo Terrace, and (with the exception of the Human Resources Committee), all meetings are open to the public. Meeting notices are posted on the district website (www.chclc.org), CHPS TV (Channel 19 on Comcast; Channel 24 on Verizon), and on the central administration bulletin board at Malberg. Meeting agendas are posted on the website, usually the Friday before the scheduled meeting. Minutes of board meetings are available on the website following their approval. The Public Information Office also publishes Board Notes, which high-lights action taken by the board.

Board members are not responsible for the day-to-day operation of the schools. Con-cerns related to individual problems occurring at the school level (e.g., instruction, dis-cipline, building maintenance, school lunches) are best brought to the attention of the building principal or responsible administrator.

All students are given the opportunity to apply for free or reduced price meals. Eligibility is based on household income and the number of members in the household. Applications are distributed at the start of the school year, but you may request an application at any time (e.g., if your financial circumstances change) or access it from the district website (www.chclc.org). Did you know? In early 2012, the Cherry Hill Board of Education - like more than 85%

of New Jersey’s elected school boards - voted to move the annual school election date from April to

the General Election in November. The switch eliminates the public vote on proposed school

budgets that are under the state’s tax levy cap. The approved local levy for 2012-2013 represents an increase of just 1.83% and is $250,000 below

the state-mandated 2% levy cap.

The Cherry Hill Public School District’s School Age Child Care program is a tuition-supported program designed to provide a safe, affordable, nurturing environment for Cherry Hill children who need before-school and after-school care. SACC operates in each elementary school from 7:00 am-8:45 am and 3:30 pm- 6:00 pm on days when schools are in full session. Child care is available on all half-day sessions and most school holidays. SACC also operates a Summer SACC program.

All children in Grades K – 5 living in Cherry Hill are eligible. Enrollments are accepted year-round. Five school days are needed to process applications. Enroll at the SACC main office from 8:30 – 4:30 pm or call (856) 429-6564 for a registration packet.

The school district also operates a tuition-supported Extended Day Child Care program for kindergarten students. The program operates each day that the Cherry Hill Schools are in session. EDCC’s trained professional staff provides a safe and stimulating program of kindergarten enrichment activities (playtime, arts and crafts, games, nature and science activities, music and movement activities). Snacks and a rest period are provided. The Cherry Hill school lunch program is available to students at the usual rate. For more information, contact the School Age Child Care Office at (856) 429-6564. The Holiday SACC program provides child care when school is closed. You do not have to attend SACC to come to Holiday SACC. The program is held at the Rosa School from 7:00 am to 6:00 pm for elementary students. Tuition is $40 per day. Program activities this fall range from sports coaches, a trip to roller skate, live sea creatures, a science show, and a theater show. 429-6564 ext. 2 or go on the web site to Department Information - Child Care SACC – Holiday SACC.

Cultural Diversity in the Cherry Hill Public Schools The Cherry Hill School District celebrates its rich cultural diversity. Nearly 35% of our students are Asian, African American, Hispanic, or other racial/ethnic heritage. More than 50 native languages are spoken by students and their families of the Cherry Hill School district. More than 1,700 of our students are bilingual, and about 175 students receive ESL services. By creating learning experiences that help students understand and appreciate the value of diversity, our educators prepare our students to be sensitive members of a multicultural community.

After-school enrichment programs are offered at the elementary schools throughout the school year and summer. Students in the elementary schools may participate in these tuition-supported programs. Call 429-6564, ext 2.

STEP COURSES involve students in after-school classes throughout the school year at the twelve elementary schools. District school teachers, educational assistants, and experienced instructors from the community provide wonderful courses for the students. These courses give parents the opportunity for their children to take a range of fun, informative, and skill-building classes. Examples include theater, karate, health & fitness, watercolor painting, chess club, basketball league, painting ceramics, keyboarding, predicting weather, cartooning, flag football, basketball skills, science, sewing, cooking, field hockey, scrapbooking, beading, dance, yoga, soccer, cheerleading, board games, animation, drawing, knitting, crocheting, babysitting, and languages.

FAMILY FRIENDLY CENTERS are located at selected elementary schools to offer after school support and resources to students and their families. Homework assistance, time to read, study skills training, as well as periodic social, health, and enrichment activities are provided. District school teachers and educational assistants work with the students and meet with the parents. Students are safe at school after normal school hours.

SUMMER ENRICHMENT CAMP provides nine fun weeks of recreation and sports, socialization skills and learning to make friends, enrichment opportunities, plus informational and educational activities. The program blends youth development, character education, and cognitive problem solving through the daily projects, activities, and discussions. Open eleven hours a day from 7 am to 6 pm for students who will enter grades 1 through 6 in the following fall. Swimming and field trips are included. District school teachers plan and teach in this program.

The Cherry Hill School District is proud of its Character Education Initiative, a partnership of the Administration, Board of Education, Cherry Hill Education Association, and Cherry Hill Zone PTA. This award-winning initiative has been recognized as a model for other school districts. At its core is the belief that an effective character education prepares our students and children to be responsible, caring adults as they assume their roles in maintaining and improving our democratic society. We believe that such preparation doesn’t come from a “canned” program, but is integrated into everything we do. Our goal is the development of civic virtue in our students.

Notice of Rights under FERPA for Students in the Cherry Hill Public Schools

The Family Educational Rights and Privacy Act (FERPA) affords parents and students who are 18 years of age or older ("eligible students") certain rights with respect to the student's education records. These rights are:

1. The right to inspect and review the student's education records within 45 days after the day the School receives a request for access. Parents or eligible students should submit to the school principal or appropriate school official a written request that identifies the records they wish to inspect. The school official will make arrangements for access and notify the parent or eligible student of the time and place where the records may be inspected.

2. The right to request the amendment of the student’s education records that the parent or eligible student believes are inaccurate, misleading, or otherwise in violation of the student’s privacy rights under FERPA. Parents or eligible students who wish to ask the School to amend a record should write the school principal or appropriate school official, clearly identify the part of the record they want changed, and specify why it should be changed. If the school decides not to amend the record as requested by the parent or eligible student, the school will notify the parent or eligible student of the decision and of their right to a hearing regarding the request for amendment. Additional information regarding the hearing procedures will be provided to the parent or eligible student when notified of the right to a hearing.

3. The right to provide written consent before the school discloses personally identifiable information (PII) from the student's education records, except to the extent that FERPA authorizes disclosure without consent. (FERPA allows the disclosure of appropriately designated “directory information” - information that is not considered harmful or an invasion of privacy if released. However parents may direct the district not to disclose this information.) One exception, which permits disclosure without consent, is disclosure to school officials with legitimate educational interests. A school official is a person employed by the school as an administrator, supervisor, instructor, or support staff member (including health or medical staff and law enforcement unit personnel) or a person serving on the school board. A school official also may include a volunteer or contractor outside of the school who performs an institutional service of function for which the school would otherwise use its own employees and who is under the direct control of the school with respect to the use and maintenance of PII from education records, such as an attorney, auditor, medical consultant, or therapist; a parent or student volunteering to serve on an official committee, such as a disciplinary or grievance committee; or a parent, student, or other volunteer assisting another school official in performing his or her tasks. A school official has a legitimate educational interest if the official needs to review an education record in order to fulfill his or her professional responsibility. Upon request, the school discloses education records without consent to officials of another school district in which a student seeks or intends to enroll, or is already enrolled if the disclosure is for purposes of the student’s enrollment or transfer.

4. The right to file a complaint with the U.S. Department of Education concerning alleged failures by the Cherry Hill School District to comply with the requirements of FERPA. Anti-Bullying Information The Cherry Hill Board of Education believes that an effective instructional program requires an orderly school environment and that the effectiveness of the educational program is, in part, reflected in the behavior of the students. The emphasis on positive behaviors creates an atmosphere of mutual respect and the appreciation of individual differences among staff, students, and parents for individuals as well as district and community property. The Board of Education expects students to conduct themselves in keeping with their level of maturity and in such a way as to demonstrate proper regard for the rights and welfare of other students. Students are expected to conduct themselves in keeping with the educational purpose underlying all school activities, including the care of school facilities and equipment. The Cherry Hill Board of Education believes that the standards of student behavior must be set cooperatively by interaction among students, parents/guardians, staff and community producing an atmosphere that encourages students to grow in self-discipline and character development. The Board of Education approved revised Policy 5131 Harassment, Intimidation and Bullying in July 2011. The revised policy complies with legislation designed to bring uniform standards across New Jersey for handling HIB cases in public schools. However, most of the policy will be familiar to our students and parents because Cherry Hill has had a very detailed HIB policy and procedure in place since 1999. Policy 5131 delineates expectations for student conduct, the steps we will take in investigating claims of bullying, and the consequences of these acts. The policy is accessible from the home page of our district website, www.chclc.org. We encourage parents to review this policy with their students; we are all partners in making school life productive and positive.

School Security Drills Effective November 1, 2010, New Jersey schools are required to conduct one school security drill and one fire drill each month that school is open. This repre-sents a significant increase in the number of school security drills compared to previous years.

The statute (NJSA 18A: 41-1) defines a school securi-ty drill as “an exercise, other than a fire drill, to prac-tice procedures that respond to an emergency” includ-ing a non-fire evacuation, lockdown, bomb threat, or active shooter situation. The duration of a school se-curity drill is similar to that of a fire drill.

The goal of any drill is to familiarize students with procedures so they will feel comfortable, safe, and secure in a real emergency. We embrace this mandate as an ongoing opportunity for practicing our security procedures, but recognize that the increased frequen-cy of drills may heighten anxiety for some students. To lessen that, our staff will discuss the school securi-ty drills with students in an age-appropriate context.

The procedures that apply to various crisis situations are defined by each school’s Crisis Management Plan. The plan was developed in close collaboration with local and regional law enforcement and emergency manage-ment agencies and is reviewed and revised frequently to ensure our readiness to respond to any emergency or crisis situation.

Each school’s emergency response plan is consistent with its unique school environment. So, while evacua-tion routes and assembly areas may vary among schools depending upon the facility and its grounds, the meth-ods in which our schools respond to a crisis situation are procedurally consistent.

In a real emergency, the district will work closely with, and be directed by, local police and other emergency management officials. Parents can play an essential role in keeping students safe during an emergency. Please consider the following guidelines so that you can help our staff respond effectively:

Keep your emergency contact information up to date. In the event of a real emergency, we will activate our District Notification System and call all parent contact numbers (home, cell, office). If your contact information changes during the school year, please notify your child’s school of the change. If you have children in multiple schools, please notify all of the schools.

Calls notifying parents of an emergency situation will be made as soon as practical – that is, once the situ-ation has been assessed. When warranted, we will also provide updates via follow-up calls using the District Notification System.

In certain emergency situations (e.g., a school lock-down), all of the building’s outside doors will be locked. Please do not rush to school to pick up your child. This could put you at risk and compromise the secured environment. Police may bar parents from school grounds in some emergencies. The safety of our students is paramount and we will reunite stu-dents and parents as soon as possible.

Remind your students that the unauthorized use of cell phones is prohibited during school hours, includ-ing during school security drills and fire drills. Secu-rity professionals also advise that the use of cell phones during an actual emergency can lead to con-fusion and misinformation. Remind your students that you will receive calls from the district in an emergency situation.

A proactive approach to crisis management involves planning and practice. We look forward to working with our staff, students, parents, law enforcement, and emergency management officials as we strength-en our school security procedures through these state-mandated drills.

Integrated Pest Management The Cherry Hill School District has adopted an Inte-grated Pest Management (IPM) Policy and has imple-mented an IPM Plan to comply with this law. IPM—a

holistic, preventive approach to managing pests—is explained further in the district’s IPM Policy, which is distributed in opening day packets. This policy is also available on the district website, through the IPM co-ordinator, or through the Public Information Office. Additional information can be found in each school’s IPM plan, which is available for review in the main of-fice.

Annual AHERA Notification for 2012-2013 School Year

In accordance with Federal Asbestos Hazard Emer-gency Response Act (AHERA 40 CFR Subpart E Sec-tion 763.84 (c), this notice is to inform you of any pre-ventive measures, response actions, operations and maintenance activities taken during the calendar year of 2011 up to current date that have been completed for the Cherry Hill School District: High School West– Asbestos Floor Tile abatement in two classrooms January 2012 – Three-Year Inspection Surveillance Summer - Fall 2012 – Six-Month Periodic Surveillance (in progress) The detailed results of the six-month periodic surveil-lances are on file with the Asbestos Management Plan in each school’s Administrative Office. This plan is open for public review anytime during normal school hours (M-F, 8:00 a.m. – 4:00 p.m. while school is in ses-sion and 8:00 a.m. – 3:00 p.m. during the summer).
