It turne$ out that these two particular sections o# un$ergroun$ ca+lethat were not replace$ were the pri!ary paths #or the neutral current return #or the entire la"e areasu+$i)ision +ac" to the electric utility su+station source. (he result was that the electrical loa$ within thesu+$i)ision was essentially on an Rislan$S in ter!s o# an a$e%uate return current path. Because o# this

    Rislan$S e##ect the currents too" the least resistant path into the la"e water hea$ing to the $oc" which was!ore than a$e%uately groun$e$ to the electric utility syste! o)erhea$ neutral which was then tie$$irectly to the utility su+station source.

    (o )eri#y the a+o)e scenario nu!erous tests were co!plete$ +y !e $uring se)eral site )isits. &uring one)isit a lu"e 3o$el 68 recor$ing !ulti!eter was installe$ at the $oc" where the acci$ent occurre$ an$le#t to recor$ #or eight to ten consecuti)e $ays 9(he wiring to the $oc" was totally $isconnecte$ an$

    re!o)e$ at this ti!e.:. (he )oltages were recor$e$ +y placing a groun$ ro$ o## the en$ o# the $oc" intothe la"e water where one !eter pro+e was attache$. (he other !eter pro+e was attache$ to the housegroun$ which was in turn attache$ to the electric utility groun$. A >554oh! shunt resistor was inclu$e$ inthe )oltage !easuring circuit.
