4. Matters Arising from Minutes of the Previous Meeting LCHE142019 A1245/A132 Roundabout, Rettendon – Jon Simmons had met with Councillor Ride about the problems at the turnpike. Condition of signposts – Sonia Church had been liaising with the Asset Management Team about this and would report back at a future Panel meeting. LCHE162164 – B1008, Ford End – The information requested had been sent to Councillor Aldridge. KEGS School, Broomfield Road – The problem with flooding near the pedestrian crossing had been referred to the relevant teams to investigate LCHE102028 – Eastern Approach – The scheme had been removed from the list but was being progressed with funding from other sources. LCHE142004 – 140/147 and 174/193 Forest Drive – A paper on the scheme to provide laybys outside these properties which gave further details of its design and breakdown of costs was provided to the Panel. Referring to the discussion at the last meeting about the capacity of Essex Highways to utilise the funding for schemes in 2018/19, the Panel was informed that Essex Highways had allocated additional resources to its design team. Whilst it could not be guaranteed, it was expected that the allocation of £500,000 for schemes in 2018/19 would be spent. The match funding element had not been agreed until midway through the year and therefore schemes funded from that source may not be carried out until the second quarter of 2019/20. Councillor Ride was concerned that this information was not what was reported at the last meeting and that there appeared to be uncertainty over when the funds allocated for this and the next financial year would be spent. He asked what steps were being taken to ensure completion of the schemes in the years intended and what the position was likely to be on them at the end of 2018/19. Councillor Mackrory also requested that the Panel receive an update on progress with the schemes approved by it in September. The officers stated that the information requested by both councillors would be presented to the March meeting.

5. Casualty Reduction Schemes

Ian Henderson reported on five Casualty Reduction Schemes that had been investigated where remedial measures, mainly in the form of revised signs and lining, were proposed. The five sites were:

1. Westway junction with Robjohns Road 2. A414 junctions with Wyses Road 3. Brackenden Drive junction with Lawn Lane 4. Outside the car wash on the A1060 near Lordship Road 5. Pan Lane, off the old A130

Final costs for all the schemes were awaited.

6. Approved Works Programme Update 2018/19 The Panel received an update on the schemes in the Approved Works Programme for 2018/19. In addition to the progress detailed in the schedule, specific reference was made at the meeting to the following schemes: LCHE162055 – Hammonds Road/Church Road, Little Baddow to Boreham – The Direct Delivery Gang would carry out the work in 2018/19. LCHE152014 – Brick House Lane, Boreham – This scheme would be carried out before February 2019. LCHE172023 – High Street, Chelmsford – An implementation date for this scheme was awaited. LCHE148002 – PRoW Footpath 95, Chelmsford – It was intended to bring this scheme into the 2018/19 if there was underspend on other schemes. LCHE162060 – Springfield Green, Springfield – Councillor Mackrory questioned the validation process in the light of the fact that, five years after the scheme had been proposed, changes were still being made to it. The Panel was informed that although the design had been completed, the land acquisition process necessary for this scheme meant that it was unlikely to be carried out until 2019/20. The resultant underspend in 2018/19 would be put towards delivery of schemes LCHE148002 – PRoW Footpath 95, Chelmsford and LCHE172008 KEGS, Broomfield Road, Chelmsford. It would also top up LCHE162086 - Lordship Road/Ongar Road/The Green/Mayfield Road/Orchard Close, Writtle to allow resurfacing of carriageway as part of the junction improvement.

LCHE162158 – O/s Springfield Road, Springfield - Councillor Holoway was of the view that this was an unsuitable location for residents parking and questioned the cost of the scheme. Jon Simmonds explained that a large proportion of the cost was associated with the traffic management measures that would need to be implemented during the work to improve the signs and lining. LCHE162086 – Lordship Road/Ongar Road/The Green/Mayfield Road/Orchard Close, Writtle – currently awaiting programme date for delivery. LCHE162180 – Church Street/High Street/Vicarage Lane, Great Baddow – This scheme could be carried out by the Direct Delivery Gang. The Panel was informed that any other scheme underspends identified could be put towards the schemes scheme LCHE172001, Helston Road/Pump Lane, Chelmsford, for delivery before March 2019.

6. Potential Schemes List The Panel was recommended to reconvene the Sub-Group that had been established to prioritise scheme on the Potential Schemes List. AGREED that the Sub-Group comprising the Chairman and Councillors Shepherd and Mackrory meet on 10 January 2019 at 3pm to prioritise schemes on the list and its recommendations be brought to the Panel in March 2019.

8. Section 106 Update The Panel received an update on Section 106 highway schemes being delivered in 2018/19. It was reported that schemes for the Wood Street Zebra Crossing and the junction improvements at Beehive Lane/Firecrest would now begin in Quarter 1 of 2019/20 owing to delays in obtaining the necessary permits. The Panel was referred to scheme LCHE152156, Stump Lane, Chelmsford, which it was noted was one of the schemes due to be funded from Section 106 monies held by the County Council. Concern was expressed that such funding was time-dependent and would be lost if there were delays in implementing schemes to which it was allocated; indeed, a number of schemes with a total cost of £76,000 had already passed the date by which the monies had to be used. Members were informed that provided initial work such as investigative studies had begun, the Section 106 funding for such

schemes was secure. Jon Simmons said, however, that he would discuss this concern with the Section 106 team. On this issue, Councillor Mackrory said that £159,000 was outstanding for cycle schemes funded by Section 106 monies. David Green added that an assurance was needed that the funding available for cycle schemes from the Chelmsford Growth Package was being matched to that from Section 106 funds. Councillor Ride asked that the scheme for the Runwell Road passenger transport improvements be co-ordinated with other schemes proposed for that site. AGREED that the Section 106 Update report be noted.

9. Highways Rangers and 2018/19 Revenue Spend Updates The Panel considered a summary of the Chelmsford City Highways Rangers work programme for July to September 2018 and details of the Panel’s Revenue budget for 2018/19. AGREED that the Highways Rangers Update report be noted.

10. Other Business/Date of Next Meeting There was no other business. The date of the next meeting was agreed as 14 March 2019 at 1pm.

CHELMSFORD CITY LOCAL HIGHWAY PANEL Approved Works Programme – March 2019

The following report provides an update on the current position of all of the schemes which the Chelmsford City Local Highway Panel had recommended for inclusion in the 2018/19 Approved Works Programme. The 2018/19 Capital Budget for the twelve Local Highway Panels was agreed by ECC at their full Council meeting in February 2018. For the Chelmsford City LHP the 2018/19 Capital Budget was £500,000, the same amount as in 2017/18. Members are also reminded that the scheme costs supplied are estimates only and there is the possibility that a final scheme cost could change significantly dependant on issues which may arise especially during detailed design and construction. The estimated scheme costs on the Rolling Programme/Potential Scheme List have been reviewed and adjusted as necessary to reflect this. The 2018-19 Capital Budget summary is as follows:

CHELMSFORD CITY LOCAL HIGHWAY PANEL POTENTIAL SCHEMES LIST (Version 39)

This Potential Scheme List identifies all of the scheme requests which have been received for the consideration of the Chelmsford City Local Highways Panel. The Panel are asked to review the schemes on the attached Potential Scheme List, finalise their scheme funding recommendations for the schemes they wish to see delivered in 2019/20 and remove any schemes the Panel would not wish to consider for future funding. The 2019/20 Capital Budget for the twelve Local Highway Panels was agreed by ECC at their full Council meeting in February 2019. For the Chelmsford City LHP the Capital Budget will be £500,000, the same amount as 2018/19. The 2019/20 Capital Budget summary is as follows –
