INSTITUTIONAL CAPACITY-BUILDING CERTIFICATE PROGRAMS& SHORT COURSES
PROFESSIONAL ADVANCEMENT GRANTS
The Commission awards grants to qualified HEI faculty andstaff who wish to build expertise in their fields ofspecialization by undertaking non-degree courses.
*Programs to be taken must be related to the grantee’s teachingspecialization, research, creative or extension practice, that help buildlocal, regional or national competence, consciousness, and conscience.

Funding for certificateprograms and shorttraining courses initiatedby HEIs that haveCenters of Excellenceand Centers ofDevelopment. May bedone in partnership withprivate and governmentagencies.
For faculty and staff who wish to take local non-degree professional advancement courses (e.g.
graduate certificate/diploma programs, leadership development programs, MOOCs)

CONCEPT● Higher education personnel
may obtain funding for non-degree professional advancement courses and certification programs that are aligned with their discipline
● Said programs may be those offered by local or foreign HEIs, private sector agencies, interntaional development organizations, language study institutions, and government agencies, among others.
2 Levels of Approval:
Clarifications:• Application to CHED and Course
Provider may be done simultaneously
• CHED Approval requires 1-2 months before release and grant disbursal
• It is recommended that applications are done before the start of the course

CONTINUING PROFESSIONAL EDUCATION (CPE) PROGRAMS
CPE PROGRAMS MAY BE INITIATED BY:
● Centers of Excellence● Centers of Development
Note: The CPE programs maybe offered in collaboration withreputable partners from theprivate and government sector.
Courses must focus on impartingspecialized knowledge and skillsin fields or professions with newexpansions in knowledge andresearch endeavors that are notyet or are hardly done in thePhilippines.

MAXIMUM VALUE OF AWARD
Php 60,000.00/participant50 participants/CPE
Funds shall covertuition costs for eachparticipant.
The grant shall beawarded based on themerit of each proposaland the soundness ofthe Work and FinancialPlan.
The following evaluation criteria shallbe followed:

CPE PROGRAM PROPOSALThere is no prescribed format for the proposal of CPE Programs.However, the following areas are expected to be discussed in detail:

● Curriculum● Learning Resources● Profile of Delivering Faculty
(including external faculty, if any)
WHAT ARE THE SECTORAL ENGAGEMENT (SE) GRANTS?Definition:● CHED-funded HEI faculty and staff immersion
Objectives:● Align classroom instruction with existing industry practice ● Contribute technical expertise of higher education personal to the
pursuit of regional and national development through commissioned research and extension
Target Audience:● Preferably faculty and staff who are Master’s and Doctoral degree
holders● Those who will benefit from industry immersion (IT, HRM, Tourism, etc.)● Those interested in providing technical support to NGOs, and

INDUSTRY CIVIL SOCIETY GOVERNMENTIndustry associations, local
private companies, multinational companies.
Government agencies, offices, local government units, government-owned and controlled corporations
(GOCCs).
National networks, coalitions, or individual non-government organizations (NGOs) and/or
civil society organizations (CSOs); international
organizations.

Under the Sectoral Engagement Grant, faculty and staff may immerse in CHED-recognized partners in the following sectors:

The Sectoral Engagements Program is designed not only to strategically address existing challenges but also to benefit all engaged parties.
FULL-TIME 40 hours of output/week
PART-TIME 20 hours of output/week

HOW IT WORKSWhile on immersion, IRSE Grantees will receive a monthly, non-taxable grant from CHED disbursed directly to grantee through a DBP Prepaid Card.
On SUC/LUC CompensationAs per DBM Consultation, SUC/LUC Plantilla Personnel are not entitled to receive the monetary grants as they remain entitled to receive their full compensation and benefits from their SUC/LUCs. (Memorandum from the Chairperson dated April 26, 2016)

The grantee shall be obliged to render return service according to agreement with the SHEI,
provided that it follows a 1:1 ratio, i.e., one year of service for every year (full or part time) or a
fraction thereof of availment of the grant.

ABOUT FLEXIBILITY
● WORK LOAD IS ALLOWED
The faculty and staff may have work load (maximum of 12 units)
from their SHEI provided that:
o as grantees, they can accomplish all deliverables required by the
sectoral partner; and
o the work arrangements are mutually agreed upon by the grantee,
sending higher education institution (SHEI) and the sectoral partner.
● NO LIMIT in the # of nominees per Higher Education Institution
● NO LIMIT in the # of allotted per region
● NO LIMIT in the # of slots requested per agency

NOMINATE YOUR PERSONNELINTERIM NOMINATION PROCESS FOR SY 2016
Institutional Requirements (E-mail to [email protected]): ● SHEI Nomination Form
Individual Requirements (Send Hard Copies to CHED Central Office):● Individual Justification Form for each nominated personnel
● Curriculum vitae (CV) of each nominee using the template provided
● Original or Certified True Copy of Transcript of Records
● Re-entry action plan mutually agreed upon by SHEI and nominees
● Proof of citizenship of each nominee (NSO authenticated birth certificate, information page of valid passport, or voter’s ID)
● Medical Certificate of each nominee issued within the last six months, supported by medical examinations/laboratory results
● DBP Account / Prepaid Card Requirements:
■ With Existing: Account Number■ Without Existing: Application Form, 1 x 1 ID, Photocopy of any valid ID w/
picture

Partnerships initiated by HEIs may be accredited provided:
Duration of partnership is AT LEAST 3 MONTHSfrom November 2016
Nature of partnerships entails activities such as IMMERSION, RESEARCH, OR EXTENSION
Partner is SEC-REGISTERED WITH AN AUDITED FINANCIAL REPORT stamped by BIR
Have an OFFICIAL DOCUMENT governing the partnershipMOA for Existing PartnershipExchange of Letters for Prospective Partnerships

REMINDERS / CLARIFICATIONS
ELIGIBILITY REQUIREMENTS NOMINATION
● ALL HEIs ARE ELIGIBLE
to nominate their personnel
● FACULTY & NON-TEACHING STAFF
MAY BE NOMINATED
provided that the SHEI justifies how each
nomination would contribute to achieving their
HEI’s strategic plan
● REGARDLESS OF TENURE
any HEI personnel (faculty and/or staff) may be
nominated
● NO DUPLICATION OF BENEFITS
Current recipient of grants from government
institutions may be nominated as long as there
is no double compensation. All details of said
grants must be disclosed
● NOMINATE FOR ONLY ONE PROGRAM
HEI personnel cannot be nominated at the
same time for Scholarships and IRSE Grants
● NOMINATION UNDER ONE HEI
Part-time personnel may be nominated by only
of the HEIs that he/she is working for. He/she
must inform their HEI if he/she has already
been nominated

REMINDERS / CLARIFICATIONS
RETURN SERVICE TERMINATION
● 1:1 RATIO OF RETURN SERVICE
The grantee shall be obliged to render return
service according to agreement with the
SHEI, provided that it follows a 1:1 ratio, i.e.,
one year of service for every year (full or part
time) or a fraction thereof of availment of the
grant.
● DEFERMENT OF RETURN SERVICE
Deferment of return service shall only be
allowed if the grantee availed of other grants
in the K to 12 Transition Program. The
grantee and the sending HEI shall notify the
Commission in writing and provide a
justification for said deferment. Requests
shall be subject to the approval of the
Commission.
● REQUEST FOR TERMINATION
A grantee may request termination of grant,
provided that there are just causes
● TERMINATION MUST BE PUT IN
WRITING
This must be submitted with documentation.
CHED will deliberate and inform all concerned
parties of the decision
● SUBJECT TO APPROVAL WITH
POSSIBLE IMPLICATIONS
If CHED approves the request, the grant will be
terminated for the semester/s concerned.
Terminated grantees can be prohibited from
availing of other grants from CHED in the future,
unless the justifications are deemed valid
