    Should you be elected, what are three specific areas you like to change, address, improve orfurther research, and specifically how would you go about it.?My platform consists of five (5) initiatives:

    Strengthening our safety services, city services and maintaining our city assets Enhancing neighborhoods by protecting your investment Supporting existing businesses while promoting new economic growth Ensuring financial accountability, while establishing a transparent municipal government Real collaboration with our City's school Board

    I will speak to three of the five initiatives: (all initiatives can be seen on the initiatives tab of mywebsite: www.mancusoformayor.org)Enhance our neighborhoods by protecting your investmentWe will implement proven housing initiatives that will include active and informed participation byproperty owners, tenants, Euclid police and fire departments, Euclid courts, and neighborhoodassociations. This well coordinated initiative will increase the value of all residential property andensure safe neighborhoods. We will:

    Develop and implement a nationally proven housing plan that will provide consistent andpractical processes that will benefit the property owner, educate the tenant, and support theneighborhood through a city wide collaboration that benefits the community.

    Develop a systematic approach to stop overcrowding in rental units and provide CityInspectors the technology and data they need to track and eliminate overcrowding in rentals.

    Streamline the process in City Hall for issuing, monitoring and fairly, but aggressivelyenforcing violation notices while working closely with the Court to ensure quick results.

    Develop an internal Administrative code for the Housing Department that is consistent, up todate and, transparent.

    Explore more aggressive criminal enforcement of our public nuisance laws, charging chronicoffenders and/or property owners for repeated police calls.

    Offer residency incentives to police, fire and school employees to fill vacant homes andestablish consistent funding for a land bank program to purchase vacant properties.

    Establish an aggressive demolition plan to rid neighborhoods of 'eyesore' properties

    Economic DevelopmentAs leaders, we have to re-examine the City's economic development strategy. Clearly, the old waysdon't work. In order to compete in these economic times, we must become more efficient, and morecustomer service focused, while pursuing collaborative partnerships that build on our community'sassets and provide Job opportunities for our community. Here I will summarize my plan into specificareas of focus.

    We need to use the enormous pool of business expertise, experience, and talent to moveour City into a 'real' business-friendly environment. Action and support, not rhetoric, willcreate a mutually constructive environment for current Euclid businesses to thrive and forthe city to grow.

    At the same time, I will aggressively go after state and federal funding opportunities forour larger development projects. As Mayor, I will use all available resources to fully fundeconomic development loans for small businesses, with a dual focus on finally getting ourlarger projects done, and filling up vacant storefronts with new commercial office space.

    We must perform real short and long term strategic planning with management structuresput in place to measure the process to completion instead of continually behaving in areactive mode. Such projects as the implementation of trash fees, the third try atrecycling, Euclid Ave. development (which has been on the books since 2002 withoutmuch progress), lakefront development which is still on paper after 8 years of thisadministration, the current poorly coordinated storefront project, the failure of the mostrecent sewer levy, the poor management and maintenance of city owned assets that have

    created fiscal dilemmas in the budget, all speak to the lack of proactive forward thinkingplanning and implementation.

    Create a pro-active entrepreneurial development department devoted exclusively toexpanding small businesses and nurturing new enterprises. This could include:

    -Business incubators to provide mentoring-Marketing coordination-Consortium of small business owners for collaborative bidding, joint ventures, andbusiness-to-business buying

    Within the Economic Development department, create an Office of Innovation that willcoordinate with major universities, corporations and government agencies throughcongressmen and business contacts, to make available technology, Jicensing transfer,development, subcontracts and partnerships.

    We will develop a retail business Development Plan to attract and retain quality shopping inEuclid.

    Implement the Lakefront development plan with 'rocks in the water' by end of fouryears.

    Partner with energized, experienced staffs that doggedly pursue grants, earn-in contracts,and other funding resources for the community.

    Euclid leadership in collaboration with current business owners and our educationalprograms will provide aggressive workplace development and training. For example, incollaboration with the culinary school, students will find local employment. A computer skillstraining program could assist veterans, resident with disabilities, and others to prepare for,find, and keep suitable jobs. We need to leverage and invest our tax dollars, not just spendthem.

    Transparency in Government and Fiscal AccountabilityMy plan for fiscal responsibility and government transparency in the first 100 days in office includes:

    Conducting an immediate integrity and fiscal audit of the entire City's spending practices.Instead of continually making 'across the board' cuts to meet expected revenue

    Hiring qualified employees, implementing a nepotism policy, a duplicate of the policycurrently enforced by County Executive, Ed Fitzgerald

    Ensuring leadership is part of the solution, not part of the problem. End the old reactivetraditional political patterns and methods. Then we can then begin to identify, prioritize, andmeasure what is best regarding what the residents' value, so we budget our resourcesproactively to meet those values and priorities.

    Empowering residents to participate in government processes Developing a consistent method of communicating with the community Implementing short and long term strategic planning with management structures put in

    place to measure the process to completion, instead of continually behaving in a reactivemode.

    Utilizing and effectively sharing government services with surrounding communities. Being fiscally responsible for the use of taxpayer dollars in this austere environment

    Whether for past accomplishments or future goals, why should voters elect you?I believe in the potential of Euclid and the need to achieve that potential for the residents of the City.Today, the City is drifting and there are too many of our residents that are frustrated by how the Cityoperates. Many of the residents I have spoken to are discouraged at the lack of progress they see,their inability to really impact the decision-making process, and the overall lack of accountability. Iknow that my business and organizational skills give me the insights and experience to finally putEuclid on track to realize its' full potential. I am not a career politician and I can and will l isten toideas and plans from all within the community who want to participate, (A skill this administration hasproven over and over it cannot do successfully). Our residents deserve the very best from their CityLeaders and should expect a proactive, responsive, innovative government that listens to them andvalues their input.
