• Federalists denounce the violence of the French Revolution

• Republicans support French people fighting against oppression

• France & Britain go to war! (again)– Washington declares the U.S.

neutral in European war - not favoring either side in a

dispute

Impressments

• How did the U.S. trade with Britain and France?

• Britain begins the impressment of sailors on American ships– seizing sailors and forcing

them to serve in the British Navy

Jay’s Treaty (1795)• Washington sends John Jay to

London to negotiate peace• Jay’s Treaty terms:

– U.S. agrees to pay debts owed to British merchants

– Britain agrees: to pay for ships they seized…

– to withdraw troops from the Northwest Territory…

– and to stop aiding Native American tribes.

– BUT, Britain refuses to recognize U.S. right to trade with France. Impressments will continue.

• Very unpopular in the U.S., (treaty barely passes in the Senate)

• Jay’s Treaty secures 20 years of peace between U.S. & Britain

Washington Retires From Public Life

• Washington’s Farewell Address makes two major points:

1. Warns against political divisions at home

2. Warns against getting entangled in European affairs

• Washington’s major accomplishments:

– Functioning federal government

– Improving economy– Avoided war– Got England to leave NW

territory (finally)
