The health and fitness status of the PSPG personnel is one of the important variables to assess and describe to come up with the proposed programs and interventions towards maintenance and promotion of healthy living among policemen in the country. According to the Philippine Nurses Association, health is the vital element to a person to perform his/her activities of daily living as indicator of good health and wellness.

The Physical Health

Table 1 presents the status of Physical Health of the respondents utilizing the twenty indicators that described the health status of the police security and protection personnel. The indicators were categorized into four such as: Stamina and Muscular Strength, Physiological Condition, Food Supplement Intake and the

Body Structure. These four categories are meant significant in determining the Physical Health of the respondents because it represents the totality of human capacity to do the activities of daily living as suggested by the World Health Organization (2011).

As gleaned from the table, the indicators under the Stamina and Muscular Strength had the highest ratings obtained compare to the other categories. Most of the computed weighted mean were within the borderline of above midline scores. It means that the frequency of doing the activities within this category is nearly often. Such frequency indicates that the health is average to above average. Meanwhile, Average Health means the Physical Condition of the body is within normal level. All activities that test the Stamina and Muscular Strength were within the regular standard of Physical Fitness Test. On the other hand, Above Average means that the condition arise from normal level. A person can do activities above the normal function that the body can do. It indicates higher Stamina and Muscle Strength. This can be observed to the people who constantly do a lifting work-out as their regular body building activities. Consequently, Physiological Condition was next to the Stamina and Muscular Strength. It had obtained a score within the Average Level of Health and the frequency of the activities done within this category is descriptively interpreted as Sometimes. It means further, that the respondents physiological conditions were within the normal and regular range. It indicates that the functions of the body are within the usual work or operation. Food Supplement intake was the occasionally done by the PSPG personnel as it received a score that range in between the frequency of sometimes. It also indicates an Average Health as interpreted based on the given scale. This means further that the respondents took only food supplement and maintenance medicines when necessary and required by their health condition. Currently, their body condition is healthy it is because taking medicines is occasionally do by most of the respondents. Significantly, the Body Structure of the PSPG personnel are normal and no indicators of defects and abnormalities as evidenced by the computed weighted mean score of Average. Generally, the Physical Health of the respondents is Average. There were no evidences that the respondents are pursuing higher level of Physical Health other than normal activities initiated by the Philippine National Police. Pursuing higher level of activities to boost Physical Health are: gym work-out, body building, weight lifting, modified diet program and other related activities.

In addition, the result signifies that most of the policemen of the protection and security personnel have no respiratory related diseases since they claimed that most of them can breathe normally, likewise they passed the physical fitness test annually conducted by the Philippine National Police as stated in RA 6765. However, their regular jogging had missed due to wok load which received least rating among 20 indicators of health. This only means that their regular duty schedule can never accommodate other work-out activities such as normal jogging and exercise.

However, the PNP initiated varied activities that maintain the desirable weight of its staff. The Physical Fitness Test Standard is conducted according to age group every semester of the year which is scheduled in the first quarter and last quarter of the year. PNP personnel are expected to obtain a passing raw score equivalent to a grade of 70% in each event required in their age category, while the lowest grade that could be given is 50%. The PFT is conducted from PNP NHQ down to the police provincial offices nationwide.

The Directorate for the Personnel and Records Management (DPRM) requires yearly update of the medical examination of all uniformed personnel to be incorporated in their personal data records. Scientific evidence/data shows that the aging process starts at the age 40 wherein both underlying disease and/or disorders, whether genetically inherent in addition to external factors brought by lifestyle and environmental stressors will start to manifest and needs regular monitoring of their condition in attempt to either prevent, maintain and/or delay the degenerative process of any disease. This will entail certain monitoring tools like irregular monthly, quarterly, semi-annual or yearly check-up involving physical, dental and mental laboratory examination and ancillary procedures. Thus, the Integrated Health and Physical Fitness Program is designed to complement the sports activities in the PNP and in developing, as well as maintaining the physical fitness and wellbeing of every PNP personnel.

Some of them are Hataw Exercise and Pulistenics as mentioned by the respondents. But due to vices and lifestyle, some of the policemen exceed the normal weight required by the Philippine National Police. In some related studies, drinking alcoholic beverages commonly caused the increase of sugar in the bloodstream causing the accumulation of glucose resulting to weight gain. Significantly, others were due to the decreased metabolism of the body which caused the formation of fatty tissues along the subcutaneous area of skin particularly in the abdomen. When a person increased in weight, the movement of the body is affected due to the enlargement of the extremities and weight. It somehow cause visible illness such as hypertension and easily get fatigue which later cause chest pain and other cardiovascular diseases.

In the nature of work of our policemen, they should maintain normal body weight and structure to easily intervene the criminals and other people who attempt to disobey the law.

The Psycho-Social Health

Table 2 represents the status of psycho-social health of the respondents. This revealed on how our selected policemen behave psychologically in the community and how they normally socialize with the people within their jurisdiction of work.

As gleaned from the table, the indicators were categorized according to emotion, personal and social. Emotion pertains to the feelings of the respondents based from the stimulus while personal signifies self-behavior and social is the way how the respondents behave and interact with the people in the community or fellow workers. Accordingly, the respondents response in terms of Emotion ranges in between the scale that descriptively analyze as Average Health where all indicators were done sometimes by the respondents. Similarly, the Average Health indicates that the PSPG personnel were not actually confused about their feelings, they tend to ignore negative feelings and trying to block out any

unpleasant feelings about self. These indicators were occasionally done and the frequency of doing the action was at the midline level. It means further that performing such actions indicates normal response to the stimulus that encourage to do such emotional behavior. Personal or self-behavior had the higher computed mean score compare to emotion indicators. It ranges in between the level of Average Health, however the computed score were higher and within the borderline of above average level of wellness.

In personal behavior, the indicators were received a score that actually within the description of Average Health. Most of the actions were done occasionally or sometimes causing to describe the health status as Average. Occasionally, the respondents never pretend to enjoy when actually they really dont. Most of them were also aware of their feelings and emotions. Respondents were comfortable objectively considering their limitations and short comings. Assessing themselves is such easy thing for them as PSPG personnel. They were also willing to endure negative consequences by expressing true beliefs about things. Their behavior typically express their values, they were in-touch with their motives and desires. The respondents also understand themselves as best as possible and they aware when they becoming true or not about themselves. Generally, the indicators in Personal Category interpreted as Average Health meant the indicators were done sometimes and within the normal level. It never exceed with the normal range likewise never decrease below the average level.

Similarly, social indicators received the computed mean score within the limit of normal range. All indicators were at the midline level score and interpreted as Average Health. This means further that the respondents occasionally wanted that the people they were close to should understand their strength, they wanted to understand them who really they are than their public image, they have done things not to disappoint other people, likewise they wanted to show how they really care for others and they never use head nodding or silence just to convey agreement with someone else. These actions indicate Average Health because it done occasionally or sometimes as claimed by the respondents.

Commonly, people wanted to know by their close acquaintances who really they are. Particularly their strength, what they can do and what their abilities to be able to recognize by others. While, weaknesses are hidden to never allow other people to attack them. Specifically, this is the common behavior of policemen to hide their personal flaws despite of the power they carry from shoulders as protector of the people. Most but not all were pretending to be stronger but deep inside personal challenges make them weak particularly in their families. While others are using their power over the people to be arrogant and boastful particularly when carrying their firearm. The reason why there are still victims of stray bullets during yuletide season because they wanted to show that they powerful enough over the people. Most importantly, this cases is getting low at this moment since most of the policemen are disciplined by the authorities and they were already guided by RA 8551 which regulate the appointment of policemen in the country. Most of them are now responsible enough to carry their firearms and know their limitations. Policemen should know how to mingle with the community people for them to be able to get acquainted and they will not be feared by the people particularly the young children.

Police Attitude is the seed that produces high achievement in any Police Organization. Attitude are not so easily transformed through formal training. Regular training, just like the basic and/or initial training courses for police, is effective only in a certain context: (that of making the trainees aware of the laws and certain rules and procedures). The trainees learned what will be expected of them and which behavior will be rewarded which punished. However, these alone is insufficient to equip them with their professional requirements. The training has also to convince them that their existing attitude cannot be stitched on to the job they are required to perform. Better crafted training modules, with greater emphasis in applied behavioral and attitude change, need to be design and administer at frequent intervals instead of just once or twice in a police officers career. Additionally, police women should also undergo such training as it cannot be assumed that they are immune to the stain of the prevailing social attitude in gender issues. At the recruit level, the trainee must recognize what his or her attitudes are and learn where these attitudes are coming from. It is mandatory that every trainee also understand what unacceptable attitude are. On a similar view, a recruit will face some problems of acting under conditions of stress and overworked, facing sudden and emergent situations for which no training can adequately equip her or him. Looking to colleagues and seniors for solutions, the recruit will act as they act, and, not before long, will adopt their unsaid prescription that indicate: do what I do, not what I say. Training is always been of a law enforcement career. Refresher training has the bonus benefit of removing the officers from the stresses of formulating immediate responses to unforeseen situations, providing a breathing space to reflect and evaluate his or her performance.

The Lifestyle

The succeeding table presents the Lifestyle of the respondents. This revealed the way how the policemen live and their style of living. The lifestyle is an indicator of health because the way of living reflects the personal values and attitude toward our health. The people should know that health lies on the personal behavior to achieve high level of wellness.

As shown from the table, lifestyle was categorized into two: personal and social lifestyle. Personal lifestyle pertains to own beliefs and behaviors the way the people live while Social Lifestyle was the way how the people interact with the other people and satisfy himself with comfort and leisure. The indicators of personal lifestyle showed that six indicators were reached the Above Average level, it means that health of the respondents in these parameters of personal lifestyle is better than average and the indicators were done oftentimes. Specifically, the respondents were not smoker and obviously never smoke most of the time based from their response. They have also normal sleep pattern and dont have sleep disorders. They eat normal amount of foods particularly fresh and leafy foods. Generally, they do a healthy way of living. In this indicators, the respondents reached Above Average Health. It means that the frequency of doing the indicators

inhibit good and healthy lifestyle. Other indicators of Personal Lifestyle as shown from the table fell within the limit of Average Health and the frequency of indicators were sometimes and health status is descriptively interpreted as Better than Average Health

On the other hand, Social Indicators had only one that reached the Above Average level of health where the respondents claimed that they were go to places where they can breathe fresh air to satisfy and comfort themselves. This is done oftentimes by the PSPG personnel and the health status within this indicators is descriptively interpreted as Better than Average Health. The remaining indicators of Social Lifestyle lingered in Average Health which means that indicators were done occasionally or sometimes as claimed by the respondents themselves.

Considering the lifestyle of the policemen, they usually intend to utilize their time wisely both in their work and family. Oftentimes, they consumed their extra time to mingle with their families and friends to minimize the stress in their work particularly when the PSPG personnel is at Red Alert. In this situation, policemen worked beyond the normal time of work and the every policemen on-duty should be vigilant and prepared in any situation that may happened when there is a threat to peace and order. During this instance, most of the policemen were sleepless and the normal routine is restricted unless it is permitted. Going out for leisure is sometimes compromised and eating, sleeping were actually limited.

There were reported cases recently that policemen were involved in drug using because of limited sleep and rest when called by their profession. Prohibited but its the only of human response to the call of duty. At present, random drug testing was conducted regularly to trace the personnel who are doing this prohibited action. Fortunately, the number of cases suddenly decreased as reported by the Philippine National Police.

Summary of Health and Fitness Status of PSPG Personnel

Table 4 showed the general status of health and fitness of the respondents based from the statistical computations taken from their responses in the survey questionnaire. The three indicators were Physical and Psycho-social Health including their Lifestyle. According to the summary table shown at the succeeding page, Lifestyle got the highest mean score rating among the three health and fitness status. This is followed by Psycho-social Health and Physical Health as the least among the three indicators.

Consequently, the three indicators were all received Average Health Status as confirmed by their mean score that fell within the range of scale. This means that Physical and Psycho-social Health including the Lifestyle were all normal among the respondents. It indicates that their health status never exceed beyond the required health level and neither decrease as indicates health threat among personnel.

The PNP shall require all uniformed personnel with the age of 39 years and below to undergo the Physical Fitness Test at least once a year preferably on the first week of their birth month. Physical Fitness Test Performers who will be marked NO GO (pregnant, with temporary disability and other health conditions are determined by the PNP Medical Officer) shall be recommended to undergo the annual physical examination. Forty years (40) old and above shall be required to undergo the Annual Physical Examination to be conducted/supervised by the PNP Health Service or by the Regional Health Service. All laboratory procedures are not available at any PNP Health Facilities shall referred by PNP Medical Officer to any Department of Health (DOH) accredited laboratories. It should be composed of the following examinations: physical examination, psychiatric examination, electrocardiogram (ECG), (Stress Test/2D Echo), chest x-ray, laboratory examinations and dental examinations. PNP personnel with abnormal result will be advised to report back to the Philippine National Police General Hospital for further evaluation work-up and treatment.

PHYSICAL HEALTH AND PSYCHO-SOCIAL PROBLEMS

The data presented in this portion are the Physical and Psycho-Social Problems commonly encountered by the respondents. Specifically, it answered the second question in the statement of the problem, what are the health and lifestyle problems of the PSPG personnel along physical and psycho-social health.

The Physical Health Problems

Physical Health problems were identified as the irregularities in the normal function of the human body that leads to illnesses or diseases acquired from various sources. The Table 6 on the next page, revealed the common Physical Problems of the respondents. Physical Problems were categorized as Physiological because most of the indicators were relative to the functions of the body which is altered during the occurrence of Physiologic changes in the human body system. As seen from the table, most of the indicators were occur rarely or seldom leading to the health status as Better than Average. It means that the condition arise infrequently and the health status tend to be normal and at the desirable level. Meanwhile, elevated blood pressure and urinary incontinence were sometimes experienced by the respondents. This is more likely when the situation is stressful and the red alert status is raised causing limited toilet privileges causing urinary incontinence. This was previously experienced by the policemen during the visit of Pope Francis where they cannot leave their post and the stressful environment caused elevation of their blood pressure.

The nature of work of policemen is very stressful particularly when responding to a crime scene or encounter with the criminals or violators of the law. In the part of PSPG, the stress in their work is when a security threat to their clients is very high causing them to be on red alert and waiting to encounter with the battle.

High level of stress can cause elevation of blood pressure resulting to chest pain due to lack of supply of oxygenated blood. Truly, that urinary incontinence would probably due to their toilet restriction during their extreme duty upon declaration of red alert.

Henceforth, the physical health threat mentioned above are indeed normal to highly dedicated policemen otherwise the presence of existing diseases attacked to them are due to their negligence to take care of their physical health.

As a Police Officers carrier is marked by frequent encounters with violence and recklessness. The very ills of society that distress civilian so much also have negative effects on a police officers psyche. As the stress of police duty builds up, the police officer may soon experience bouts of anger, depression, or delusions. Over time, these psychological indisposition may cause strained relationships with co-workers, friends, and family, and ultimately lead to resignation, early retirement or thus worst of al-killing a co-police officer. Yes, comma it has happened before. Yet, in keeping their pillar-of-strength perceptions, police officers tend to keep to themselves when it comes to their own personal trials and tribulations. They regularly deal with the worst of what society has to offer, and they make special sacrifices to maintain the peace. In the process, doing their duty slowly its away of their own health and satisfaction. Police stress does not just affect one individual officer, but their fellow officers, their superiors, their families and even the public. If officers are over-stressed, they may not be able to perform their duties at optimal levels, and many people can suffer as a result. The causes of police stress are becoming more well-known, however, and there is more hope for helping to mitigate the causes of police stress before they become problems or for coping with them after they are beginning to show stress signs.

Table 6 presented the Psycho-Social problems experienced by the respondents in accordance with their own perception revealed to this study. This was categorized into two: Emotion and Social Conditions of Psycho-social problems.

As gleaned from the table above, most of the indicators in the Category of Emotion were seldom to happen and indicates Better than Average Health. Meanwhile, two of the indicators were done by the respondents oftentimes and interpreted as Average Health. This means that PSPG personnel were not easily get annoyed, neither become authoritative to others, feeling of proud, uneasy get along with people, threatened for suicidal attempt and easily get pressured from negative stimulus. This condition indicates Better than Average Health or Above Normal Psycho-social Condition. Meanwhile, frustration and mood swings were rated as Oftentimes and fell under the interpretation of Average Health, which means that the indicators were normal response of the people under pressurized work environment.

In terms of Social Conditions, three out of five indicators were done seldom caused to be interpreted as Better than Average Health. This means that PSPG personnel were not annoyed to people with different attitude and behavior, fearless and unable to establish trust with fellow workers. On the other hand, feeling of inferiority and unhappy to get along with other people were received a mean score rating within the range of Average Health because the indicators were done seldom.

Frustration is a normal feelings of most people who never achieved the desired outcome of their work. Policemen when neither resolve the crime nor task assigned to them were also experience the way that other people felt when they fail to accomplished certainly the desired job output. Likewise, it will lead to inferiority complex or feelings of ashamed and confidence particularly when failed to accomplish the responsibility as security personnel. This will caused changes in mood then later would result in isolation and loneliness. But this conditions are neither experience by other people. There were individuals who are strong enough to carry on the feelings of frustration, loneliness and isolation when their desires are not met. Yet most of the normal people experience this conditions that would greatly affect their Psycho-social Health.

Summary of Physical and Psycho-Social Problems

Table 7 showed the summary of Physical and Psycho-Social problems of the respondents. Among the two, Physical Health has the lowest mean score that signifies lesser number of physical health disturbances among the group of respondents.

While, the Psycho-Social health had the highest mean that means greater number of Psycho-social conditions that caused problems and challenges. Fortunately, these two indicators still in the range of scale Better than Average. It means that only minimal amount of problems caused by the Physical and Psycho-social Conditions among the group of respondents.

Generally, the impact of these problems to the respondents is minimal because the range of mean score still in the scale of Better than Average Health

THE JOB PERFORMANCE OF THE PSPG PERSONNEL

The job performance of the respondents were taken to identify whether it affects the health and fitness status to the entire population of respondents. The performance indicators utilized in this study is the actual performance rating form used by the PSPG personnel during their work evaluation. This portion answered the third question in the statement of the problem: what is the job performance of the PSPG personnel per category. The presentation of data is made by category to clearly describe the performance output of the respondents

Job Performance in Terms of Work Output

Table 8 presents the job performance of the respondents in terms of work output. The indicators utilized in this category were quality of work, timeliness, acceptability of output based on the standards and the accomplishment of targets.

The table revealed that Quality of Work received the highest rating with a mean score interpreted as Very Satisfactory. This means that respondents shown good quality of work output. It was followed by Accomplishment of Target and interpreted also as Very Satisfactory. The third among the performance indicators was Acceptability of output based on standards and also interpreted as Very Satisfactory. The least among the indicators is the timeliness of work also interpreted as Very Satisfactory. Generally, the mean score rating were Very Satisfactory, this means that PSPG personnel were doing well in terms of Work Output.

Among four indicators timeliness of work had a lowest mean score. Relatively, the mean score still in the range within the scale of Very Satisfactory. This means that the work output of the respondents with general weighted mean of 4.16 is Very Satisfactory.

The possibility of delayed submission of reports may happen due to work load of protection and security group which may affect their primary responsibilities to their clients. Despite of it, the quality of work is significantly obvious based from their outstanding accomplishments.

Job Performance in Terms of Knowledge

The succeeding table presents the Job Knowledge of the respondents. It measures the cognitive ability of the protection and security group in the nature of their works and responsibilities among their clients.

Obviously, it revealed in table 9 the highest rating among the 8 indicators of Job Knowledge. Creativity and Resourcefulness had the highest mean score rating and the least among the indicators was Law enforcement and maintenance of law and order.

Both of the highest and lowest indicators of Job Knowledge were interpreted as Very Satisfactory likewise with the other indicators shown at the table. Generally, the performance of the respondents in terms of Job Knowledge is Very Satisfactory. This means further that the respondents are creative and resourceful in terms of Job Knowledge. Policemen despite of greater work load still able to perform best possible work output through satisfactory level of job knowledge.

Job Knowledge in Terms of Work Management

In terms of work management, the respondents were able to prioritize their job despite of greater work load and responsibilities. Obviously, the highest among the indicators was sense of priority while the least was compliance and implementation of policies.

All indicators were at the range of Very Satisfactory, which means that policemen manage their work in accordance with the standard set by the PNP authorities. Particularly, they submit the required reports on time, comply and implement policies, prioritize their work, do client satisfaction, consider cost effectiveness and participated actively in their set activities.

In general, the work management of the respondents had a mean score l within the range of Very Satisfactory based from the scale below the table. This means further that policemen were able to organize and manage their work accurately justified by the high mean score of Very Satisfactory.

Job Performance in Terms of Interpersonal Relationship

As gleaned from Table 11, among five performance indicators of Interpersonal Relationship, Receptive to ideas/suggestions and Motivation had received the highest mean score rating while Build linkages and networks was least among the indicators and both interpreted as Very satisfactory. Generally, the mean score obtained from the indicators related to Interpersonal Relationship is 4.13 and interpreted as Very Satisfactory

This means further that the respondents are able to motivate easily and the acceptance for the suggestions and ideas is likewise receptive. They were able to work in team and practice the culture of a leader as a good follower. A harmonious work relationship is obviously seen in the protection and security personnel of the Philippine National Police.

Job Performance in Terms of Concern for the Organization

Relative to the concern for the organization, Table 12 revealed the performance of the respondents and was found out that Coordination among the members of the organization is practiced by the members which is the highest among three indicators and interpreted as Very Satisfactory. The least among the three indicators was Stewardship of Units Properties and likewise interpreted as Very Satisfactory.

This indicates that the Police Security and Protection personnel showed utmost concern to the organization by showing Very Satisfactory performance in terms of proper coordination with the group members, preserving the interest of the unit and importantly had shown stewardship in the properties of the unit.

Job Performance in Terms of Personal Qualities

Table 13 highlighted the Personal Qualities of the Police Security and Protection personnel. As gleaned from the table, it showed that most of the respondents are Courteous/Tactful which received the highest rating and interpreted as Very Satisfactory. The least among the indicators was Well-groomed and likewise interpreted as Very Satisfactory.

Generally, the mean score for personal qualities was 4.27 and also interpreted as Very Satisfactory. This indicates that the policemen assigned as PSPG were morally upright and ethically equipped.

The table above summarized the job performance of personnel, it revealed that all categories were received high ratings within the scale of Very Satisfactory. However, the general mean score for Job Performance was Very Satisfactory. It means that the respondents showed exemplary performance in carrying-out their job and responsibilities.

This justifies by their high performance based bonus received recently. It was an indicator that PSPG personnel were doing rightful work performance and they satisfied their heads in terms of job performance.

Correlation of Health, Fitness Status and Job Performance

Table 15 represents the correlation between the job performance and the fitness status of the respondents. This tested the possible effect of the fitness status in the performance of their roles and functions as policemen as similarly taken from their actual Performance Rating sheet. The 0.5 level of significance is used to testing the relationship of variables.

As gleaned from the table, the correlation in between physical health and work output has a higher r-value of 0.688 which means that the relationship is significant thus rejecting the null hypothesis. This entailed that the significance of the two variables had something to do with the notion that a sick or physically incapacitated person cannot produce a well-organized work output. Similarly, the poorer work-output was due to altered physical condition of person. Consequently, other indicators of job performance remains insignificant resulting to the acceptance of null hypothesis. Likely, this means that job knowledge, work management, interpersonal relationship, concern for the organization and personal qualities had never affected in terms of job performance even the person has an altered physical condition. This is proven by the fact that a person even physically incapacitated can still have a knowledge to do the job, can manage work effectively, do an interpersonal relationship, still have concern for the organization and the personal qualities neither be affected.

In Psycho-Social Health, the r-value obtained is 0.745, similarly with work management and interpersonal relationship with 0.509 and 0.833 respectively. This indicate that the correlation is significant causing rejection of null hypothesis. It means further, that these indicators are probably affecting the Psycho-social Health of the respondents. Similarly, the Psycho-social health affects the way a person manage his work and have an interpersonal relationship with others. Proved, that a person with altered psycho-social conditions cannot establish a harmonious relationship with fellow workers. In the other hand, Job Knowledge, Concern for the Organization and Personal Qualities remains insignificant to the Psycho-social Health resulting to the acceptance of the hypothesis. Similarly, a person with altered psycho-social condition can still organized a job knowledge, had a concern for organization and remains to have personal qualities.

In terms of Lifestyle, all indicators are insignificant at 0.5 level causing the acceptance of null hypothesis stating that Fitness Status related to Lifestyle has no significant relationship with the Job Performance of the respondents. This means that a persons lifestyle neither affect the performance indicators stipulated in the table.

Subsequently, the Physical Condition of the respondents may affect the Work Output with a high correlation of 0.987 thus the null hypothesis is rejected. This means that a person with symptoms of disease or physiologic disturbances cannot provide a good work output due to the altered physical conditions. And that the hypothesis stating that these two variables has no relationship with each other was rejected because the two can affect with each other. Reversibly, all other indicators of Job Performance have a low correlation value causing the acceptance of null hypothesis. This meant further that the relationship of the two variables is insignificant which further means that even a person with altered physiologic condition can carry other indicators of job performance.

Finally, in terms of Psycho-social problems, Work Management, Interpersonal Relationship and Personal Qualities have a high correlational value resulting to the rejection of null hypothesis. This likely means that a person with Psycho-social problems cannot manage the work well, unable establish interpersonal relationship and other indicators of personal qualities would not met. However, other indicators of job performance such as Work Output, Job Knowledge and Concern for the Organization remains insignificant that is why the hypothesis is accepted which means further they were not affected with each other.

Generally, Psycho-social Health and Psycho-social Problems had a higher impact in terms of Job Performance which greatly affect the roles and functions of most policemen as seen from the result of the study. This might true because behavior is one of the foremost consideration to perform the job very well. Though, Physical Health maybe considered but the desire to perform well has a greater weight compare to the Physical Health and Conditions. Some can do their job even they have physical deformities and feeling sick as long as there is an extreme desire. Unfortunately, the behavior may sometimes cause the job to be compromised particularly if it is habitual and indeed in the character of one person.

HEALTH AND WELLNESS POLICIES, STANDARDS AND PROGRAMS

A portion of this chapter discusses the existing policies in terms of health and wellness including the standards and programs related to health implemented by the National Police Commission particularly the Police Security and Protection Unit. Significantly, this would be the guide of the researcher to come with the best possible suggestion and amendments to the policies and programs implemented by the Philippine National Police. Specifically, it answered the fourth question in the statement of the problem: what are the existing health and wellness policies, standards and programs.

Health and Wellness Policies

Republic Act No. 6975 of December 13, 1990 known as An Act Establishing the Philippine National Police Under A Reorganized Department of the Interior and Local Government, and For Other Purposes stated in section no. 30 as shown below;

(h) Must be at least one meter and sixty-two centimeters (1.62 m.) in height for male and one meter and fifty-seven centimeters (1.57 m.) for female;

(i) Must weight not more or less than five kilograms (5 kg.) of the standard weight corresponding to his or her height, age, and sex

An amendment of this policy was made in Republic Act No. 8551 dated February 25, 1998 An Act Providing For The Reform And Reorganization Of The Philippine National Police And For Other Purposes, Amending Certain Provisions Of Republic Act Numbered Sixty-Nine Hundred And Seventy-Five Entitled, "An Act Establishing The Philippine National Police Under A Re-Organized Department Of The Interior And Local Government, And For Other Purposes, section 14 as stipulated below:

c) Must have passed the psychiatric/psychological, drug and physical tests to be administered by the PNP or by any NAPOLCOM accredited government hospital for the purpose of determining physical and mental health;

h) Must be at least one meter and sixty-two centimeters (1.62 m.) in height for male and one meter and fifty-seven centimeters (1.57 m.) for female;

i) Must weigh not more or less than five kilograms (5 kgs.) from the standard weight corresponding to his or her height, age, and sex.

For the purpose of determining compliance with the requirements on physical and mental health, as well as the non-use of prohibited drugs, the PNP by itself or through a NAPOLCOM accredited government hospital shall conduct regular psychiatric, psychological drug and physical tests randomly and without notice.

Section 15.Waivers for Initial Appointments to the PNP. The age, height, weight, and educational requirements for initial appointment to the PNP may be waived only when the number of qualified applicants fall below the minimum annual quota: Provided, That an applicant shall not be below twenty (20) nor over thirty-five (35) years of age: Provided, further, That any applicant not meeting the weight requirement shall be given reasonable time but not exceeding six (6) months within which to comply with the said requirement: Provided, furthermore, That only applicants who have finished second year college or have earned at least seventy-two (72) collegiate units leading to a bachelor's decree shall be eligible for appointment: Provided, furthermore, That anybody who will enter the service without a baccalaureate degree shall be given a maximum of four (4) years to obtain the required educational qualification: Provided, finally, That a waiver for height requirement shall be automatically granted to applicants belonging to the cultural communities.

Standards and Programs

There were varied standards and programs set by the Philippine National Police in the RA 8551.The standards for appointment of the PNP Officers are shown below.

Section 14.Section 30 of Republic Act No. 6975is hereby amended to read as follows:

SEC. 30. General Qualifications for Appointment. No person shall be appointed as officer or member of the PNP unless he or she possesses the following minimum qualifications:

a) A citizen of the Philippines;

b) A person of good moral conduct;

c) Must have passed the psychiatric/psychological, drug and physical tests to be administered by the PNP or by any NAPOLCOM accredited government hospital for the purpose of determining physical and mental health;

d) Must possess a formal baccalaureate degree from a recognized institution of learning;

e) Must be eligible in accordance with the standards set by the Commission;

f) Must not have been dishonorably discharged from military employment or dismissed for cause from any civilian position in the Government;

g) Must not have been convicted by final judgment of an offense or crime involving moral turpitude;

h) Must be at least one meter and sixty-two centimeters (1.62 m.) in height for male and one meter and fifty-seven centimeters (1.57 m.) for female;

i) Must weigh not more or less than five kilograms (5 kgs.) from the standard weight corresponding to his or her height, age, and sex; and

j) For a new applicant, must not be less than twenty-one (21) nor more than thirty (30) years of age: except for the last qualification, the above-enumerated qualifications shall be continuing in character and an absence of any one of them at any given time shall be a ground for separation or retirement from the service: Provided, That PNP members who are already in the service upon the effectivity of this Act shall be given at least two (2) more years to obtain the minimum educational qualification and one (1) year to satisfy the weight requirement.

After the lapse of the time period for the satisfaction of a specific requirement, current members of the PNP who will fail to satisfy any of the requirements enumerated under this Section shall be separated from the service if they are below fifty (50) years of age and have served in Government for less than twenty (20) years or retired if they are from the age of fifty (50) and above and have served the Government for at least twenty (20) years without prejudice in either case to the payment of benefits they may be entitled to under existing laws."

Section 15.Waivers for Initial Appointments to the PNP. The age, height, weight, and educational requirements for initial appointment to the PNP may be waived only when the number of qualified applicants fall below the minimum annual quota: Provided, That an applicant shall not be below twenty (20) nor over thirty-five (35) years of age: Provided, further, That any applicant not meeting the weight requirement shall be given reasonable time but not exceeding six (6) months within which to comply with the said requirement: Provided, furthermore, That only applicants who have finished second year college or have earned at least seventy-two (72) collegiate units leading to a bachelor's degree shall be eligible for appointment: Provided, furthermore, That anybody who will enter the service without a baccalaureate degree shall be given a maximum of four (4) years to obtain the required educational qualification: Provided, finally, That a waiver for height requirement shall be automatically granted to applicants belonging to the cultural communities.

Section 16.Selection Criteria Under the Waiver Program. The selection of applicants under the Waiver Program shall be subject to the following minimum criteria:

a) Applicants who possess the least disqualification shall take precedence over those who possess more disqualifications.

b) The requirements shall be waived in the following order: (a) age, (b) height, (c) weight, and (d) education.

Section 17.Nature of Appointment Under a Waiver Program. Any PNP uniformed personnel who is admitted due to the waiver of the educational or weight requirements shall be issued a temporary appointment pending the satisfaction of the requirement waived. Any member who will fail to satisfy any of the waived requirements within the specified time periods under Section 13 of this Act shall be dismissed from the service.

Section 18.Re-application of Dismissed PNP Members Under a Waiver Program. Any PNP member who shall be dismissed under a waiver program shall be eligible to re-apply for appointment to the PNP: Provided, That he or she possesses the minimum qualifications under Section 14 of this Act and his or her reappointment is not by virtue of another waiver program.

Section 19.The Field Training Program. All uniformed members of the PNP shall undergo a Field Training Program for twelve (12) months involving actual experience and assignment in patrol, traffic, and investigation as a requirement for permanency of their appointment

Health and Fitness Program

Upon interview with the respondents, they revealed that PULISTENICS and HATAW DANCE were the major program relative to physical fitness which is conducted twice a week. This program enable the policemen to maintain desirable weight as mentioned in RA 6975 and 8551 section 30 and 15 respectively. Pulistenics includes varied exercises and body movements to keep physically strong. This is participated by most male policemen while Hataw Dance is performed by female.

According to the respondents, these programs were strictly implemented in their unit and this is mandatory to all PSPG personnel.

POLICY IMPLICATION AND FITNESS AND WELLNESS PROGRAM

The part of this study is the output based on the needs of the respondents. However, the results of the study seemed that PSPG personnel were healthy and their job performances were Very Satisfactory. This answered the final question in the statement of the problem, what measures may be derived from the study to address the health and wellness of the PSPG personnel in terms of policy implication and fitness and wellness program.

Policy Implication

In any organization, a policy is observed to regulate the activities of the employees as well as the process of performance output. Formal organization had structured a well-defined policies as guide of the employees to carry their job and the way they behave in the organization. Likely, informal organizations are normally had their own policy just to influence their people to do the job instructed by the leader.

In the Philippine National Police, there were varied laws implemented to regulate the entire management of police stations and headquarters. In addition, to the policies initiated by the PNP the researcher conceptualize a policies that would benefit the entire system as well as the people whom they serve.

No Smoking and Drinking Liquor Policy. A total stoppage of smoking and drinking liquor should be imposed to the policemen to maintain their good health. As a law enforcer, they serve as a model to the people of good lifestyle and health promotion. In hiring of new policemen, this must be considered.

Strict Adherence to RA 8551 Section 14. A strict adherence to the requirement of appointment of new policemen should strictly followed. Particularly, the height and weight requirements should be at the level of normal range. The BMI would be the basis of determining the nutritional status of the new appointee.

Fitness and Wellness Program

Most of the people aims to have desirable body figure and appearance. This will help them to have desirable look to other people and also as maintenance of their healthy lifestyle and way of living.

In our policemen, health is very essential and their body figure is a capital for their job as member of the Philippine National Police. A height and weight requirement including good health and physical fitness are required to carry the job.

Subsequently, the researcher pinpointed some of the programs that would help the PSPG personnel in particular to attain the highest level of wellness while in the service to the PNP.

Wellness Dance. This program helps to maintain physical fitness through series of body movement. The music itself promotes the healthy diet and lifestyle to achieve the high level of wellness. This program was initiated by the Nestle Inc. and best to adopt by the policemen to promote their good health. This can be downloaded to the internet.

Diet Counselling. A diet counselling should be given to the policemen to maintain desirable body weight. A licensed Nutritionist-Dietitian should be employed in addition to company physician and nurse to help the personnel in maintaining their desirable body figure.

Lifestyle Modification. The Lifestyle Modification Program shall be initiated by the health personnel of the Philippine National Police. They should conduct regular teachings on how to modify their lifestyle that could sustain good health. Some of the modifications are: smoking and drinking stoppage, regular exercise, normal sleeping hours, eating regular and balanced diet, single intimate partners and participation in religious organization.

Smoking and Drinking Stoppage Program. A correct and systematic way of stoppage should be consulted to the physician to achieve the best way of acquiring the purpose of stoppage.

As a law enforcer, the policemen should serve as a model of the community people of desirable lifestyle and advocacy of good health. It is important that they should establish confidence and trust to the people by showing a healthy lifestyle.

Annual Check-Up and Treatment. The best possible way to acquire this annual check-up and treatment is providing the policemen with a free HMO Medical Card in addition to their Health Benefits to ensure that they receive proper check-up and treatment from the licensed medical practitioner.

Health is vital to human. A public servant like policemen who are at risk every time they are on-duty should have maintained a good health status. Likewise, an annual check-up to monitor the conditions is best to serve to them.

Mental Health. A routine neurological test should be conducted to the PSPG personnel to ensure the sound psychiatric condition of the policemen.

Policemen carry firearms at all times to protect our people, likewise they should protect themselves from any disturbances that compromise their behavior. It is important that they have normal mental condition to protect the people. A professional physician specialized in Mental Health would help them to increase their mental condition at all times.

Rehabilitative. Provide services to policemen in grief due to the loss of immediate family member to restore the psychological wellness.

Policemen in grief would not carry their job excellently. So it is better if they have to undergo rehabilitative therapy to restore their well-being. Through this rehabilitative program, will surely help our agent of law and protector of the nation.
