Perhaps everybody is aware that Italian Government decided to create in 2008 the National Energy Efficiency Agency (UTEE) within the already existing Italian Agency for Energy and Sustainable Development (ENEA).
The rationale was to profit of competences and resources existing in ENEA to complement and integrate the mission of the new organization to promote and support energy efficiency policy and measures.

While innovative technologies remain the core business for the IRM, different non-technological issues have been discussed within the working groups in order to overcome non-technological barriers, including through capacity building, innovative financial solutions, information and awareness helping consumers to manage their energy demand and become actively part of the energy supply.

Based on the IRM, the MS and the Commission should develop an Action Plan that lies down coordinated and/or joined investments by individual MS, between MS and with EU.
