Background• IICBTA MoU signing between Thailand and Myanmar is
tentatively set for end of November, 2018.
• IICBTA will go live after 1 months of signing date.
• Implementation of IIBCTA will allow 100 Thai trucks to enter Mawlamyaing (150 KM from MWD) and eventually up to Thilawa SEZ in Yangon.
• It will also allow 100 Myanmar trucks to enter Mudahan (750 KM from MWD) and eventually to BKK.

Initial Impressions• Overland transport is becoming more than just a niche market:
○ Maritime transport continues to dominate, but increased seaport congestion, time-sensitive high-technology products, and demand for perishables in PRC is forcing more traffic overland
○ Overland transport is becoming increasingly competitive with air freight

Social issue● The fact finding mission observed the followings:○ Imbalance of the number of trucks from Thailand and
Myanmar side. ○ Implementation of IICBTA would cost jobs (Belief of local
transport association)○ Myanmar trucks wish to enter Thailand with empty trucks
(without having to find goods to be exported to Thailand) ○ Local associations asking for Myanmar government to provide
subsidies in order to minimize the potential negative consequences of IICBTA.

The need to improve road infrastructure
• Road conditions in Myanmar side not in line with international standards (observation by Thai truckers)
• Roads in Myanmar side very close to residential area and thus very difficult for freight transport
• Amend road laws to ensure that the rules/regulations are standardized
