Problems with HIProblems with HI

• Immergut (1998: 26-27) takes issues with historical institutionalism– there is the problem of falsifiability – almost any construction of interests

or contextual causal model will appear to be only explainable through history, until one has hit on a more general explanation

– historical institutionalists profit somewhat unfairly from the positive models that they criticize (e.g. Marxism)

– in eschewing systematization, the historical institutionalists undercut the cumulative impact of their work (Immergut, 2005)

• New institutionalism fails to provide an adequate explanation of institutional change or at severely question its explanatory powers. There is been a recent increase in literature around the question of whether historical institutionalism can stand alone as an approach to understanding change and continuity in politics and policy
