Thisraceisopentomultihullyachtsthatareseaworthy,adequatelycrewedandcomplywithcurrentYASpecialRegulations(BlueBook2013-2016)Category3PlusincludingthevariationslistedbelowandtherulesoftheMYCQSailorsHandbook2017.



4 Rules

Theraceshallbeconductedpursuantto:- a) The2017-2020RacingRulesofSailing(RRSoftheInternationalSailingFederation)

b) TheYachtingAustraliaSpecialRegulations(BlueBook2013-2016)Category3(NotethatthevalidityoftheSpecialRegulationsisuntilJune30th2017).

c) TheprescriptionsofAustralianSailing d) TheMYCQSailorsHandbook2017 e) OMRRatingrulewhereapplicable f) ThisNoticeofRace(NOR)and g) TheSailingInstructions(SI) h) TheInternationalRulesforPreventionofCollisionsatSeashallreplacetheISAFrulesPart2,

betweentheofficialhoursofSunsetandSunrise.Abreachoftheseregulationswillresultintheoffendingvesselhavingapenaltyapplied.

5 ChangestoRRS

a)RRS50.2–Fixedandretractablespinnakerpoleswillbepermittedforthepurposeofsettingasymmetricalspinnakers.

b)RRS50.3-Bowspritsmaybeusedtosecurethetackofaspinnaker.6 SafetyRequirements

YachtsmustcomplywithcurrentYASpecialRegulations(BlueBook2013-2016)Category3plusincludingthefollowingvariationsandsections14&15fromtheMYCQ’sSailorsHandbook2017allofwhichformpartofthisNoticeofRace.

3.01.1 (a) add For Multihulls “The scantlings of the boat shall be strong enough to bear the stressesinducedbytheseaandwindinsevereconditionsthatcouldbemetforthedurationoftheracewhetheruprightorinverted.Hullsshallbewatertightandsufficientlybuoyantsuchthatthecraftwillremainafloatwithonehullflooded”.

3.20.2Multihullsshallhaveprovisiontopumpoutallwatertightcompartmentswithavolumeexceeding0.3cumexceptthosefilledwithimpermeablebuoyancy.

Addaclause3.25.4(e) Allboatsshallbefittedwithaspeakerfacingtowardsthecockpitcrewwhen innormalsailingposition.

Addaclause4.29Asatellitephoneshallbecarriedwhichmustbeon for thedurationof the race,andtherefore theremustbemeans toensure that thebattery remains sufficientlychargedatall timessuchthatthephonecanbeusedwheneverandhoweveritmayberequired.

Addaclause4.30Agrabbagshouldbeusedtocontainanyappropriateportablesafetyequipmentsuchthat it remainsreadilyaccessible fromanormalor invertedposition.Thegrabbagshouldhave inherentflotation,shouldbeat leastpartiallybrightlycolouredandshouldbemarkedwiththenameoftheyachtandbefittedwithalanyardandclip.

CompetitorsareremindedthatSafetyisthesoleresponsibilityoftheSkipperandCrewandallentrantsmustcompletetheSafetyInspectionChecklist.

ALLBOATSWILLBE INSPECTEDPRIORTOTHERACE.YACHTSWHICHHAVENOTBEENINSPECTEDWILLNOTBEREGISTEREDASSTARTERS.

TheSafetyInspectionsofallentrantswillbecarriedoutbetweenthe30thMarch2017andthe12thApril2017,entrantsshallcontacttheracedirectortobookatime.7 Divisions

Twodivisionswillbeincorporatedintherace-OMR&PerformanceRating(Note:itrequiresaminimumof3boatsineachdivisiontoconstitutearace).

YachtsenteringtheOMRDivisionmusthaveacurrentOMRratinglistedontheMYCQon-lineOMRregisteratwww.mycq.org.au>OMR>OMRratings>downloadOMRratings.

Ifyourvessel requiresanOMRratingcertificateoranamendmentbecauseofchangesto thevessel theskipper must arrange for weighing and measuring prior to Friday 7th April 2017, unless specialarrangementsaremadewiththeRaceDirector.Chargesmayapply.8 Documentation

9 TheVenue

TheVenueshallbethecoastalwatersbetweenMoretonBayandGladstone,commencingintheshelteredwaters ofMoretonBay. Freemoorings for competitors are expected to be available atGladstoneuntilTuesdaymorning18thApril2017.TheMarinaoperatorshaverequestedthateachentrantsigntheCreditCardAuthorizationincludedwiththeracedocumentation.10 SailingInstructions

ThesewillbeavailableontheMYCQwebsite–www.mycq.org.auandwillbeissuedtocompetitorsattheRaceBriefing.

ThehardcopyoftheSailingInstructionsissuedattheRaceBriefingwillsupersedeallelectroniccopies.11 RaceBriefingandPresentation

ThecompulsorySkippersbriefingwillbeheldatMYCQClubhouseinTrafalgarSt.ontheNorthernArmofManlyBoatHarbourat1900hrs.onWednesday12thApril2017.Foodanddrinkswillbeavailable,alsoaCalcuttaorvariationthereof–(betslaidonvesselsexpectedresults)-willberun.

TheTrophyPresentationwillbeheldatThePortCurtisSailingClub,Gladstoneat1300hrsonSunday16thApril2017.Anychangetothisvenueortimewillbecommunicatedtoallskippersatthebriefing.MYCQwillprovidefreedrinkstocompetitorstoalimitof$1,000foranhourbeforethepresentation.12 Handicaps

a)OMRDivision.YachtsenteringtheOMRDivisionmusthaveacurrentOMRratingratifiedbyMYCQandlistedontheMYCQon-lineOMRregisteratwww.mycq.org.au>OMR>OMRratings.

b)PerformanceRatingHandicapswillbedeterminedatthesolediscretionoftheRaceCommittee.13 Responsibility

Allthosetakingpartintheracesdosoentirelyattheirownriskandtheirownresponsibility.TheMYCQ,itsmembers& raceorganizers arenot responsible for the seaworthinessof any yachtwhoseentry isaccepted, or for the adequacy of its equipment or crew. By paying the required fee an entrantacknowledges that they release theMYCQ, associated Yacht Clubs, theirmembers& RaceOrganizersfromallliabilitywhatsoever.Theraceorganizersreservetherighttorejectorrescindanyyacht’sentryforanyreason.

CompetitorsareparticularlyreferredtothefundamentalrulesinPart1oftheSpecialRegulations.1.02Owner’sResponsibility

1.02.1The safety of a boat and her crew is the sole and inescapable responsibility of the person inchargewhoshalldotheirbesttoensurethattheboatisfullyfound,thoroughlyseaworthyandmanned



by an experienced crewwho have undergone appropriate training and are physically fit to face badweather. Hemust be satisfied as to the soundness of hull, spars, rigging, sails and all gear. He shallensurethatallsafetyequipmentisproperlymaintainedandstowedandthatthecrewknowwhereitiskeptandhowitistobeused.

1.02.2TheestablishmentoftheseSpecialRegulations,theirusebyraceorganisers,andtheinspectionofa boat under these regulations does not in any way limit or reduce the complete and unlimitedresponsibilityofthepersonincharge.

1.02.3Theresponsibility foraboat'sdecisiontoparticipate ina cruisingeventor race,or tocontinueracingishersalone-RRSFundamentalRule4.14 EntryFees
