What is the Systemwide Livestock Programme (SLP)?

• One of the 15 CGIAR Systemwide and Ecoregional programmes (SWEPs) to favor collective action between CGIAR centers

• First SWEP created in 1992 (ASB)

• SLP created in 1995

Systemwide Livestock Programme‘raison d'être’

Building and strengthening links between the crop-, agroforestry-, natural resource-, policy- and livestock-oriented CGIAR centres and programmes, their partners and other stakeholders, to develop integrated and coherent strategic and applied research on livestock feed development and related natural resource management and policies.

Page 7: CGIAR Systemwide Livestock Programme: Achievements and prospects in a changing CGIAR

Systemwide Livestock Programme• Decrease the number of crop–livestock farmers living below the

poverty line• Improve fodder yield and nutritive quality of the world’s major

food–feed crops• Improve and sustain the production of food–feed crops through

better use of soil nutrients and water• Encourage research with benefits that can be transferred across

regions• Identify policy and institutional measures that enable uptake of

food–feed crops and related natural resource management innovations• Build partners’ capacity to scale out the results of research so as

to achieve widespread impact

SLP governanceILRI’s Board of Trustees has overall responsibility for the SLP

Livestock Programme Group (LPG)• Serve as an advisory body and clearing house for research proposals

• Determine the SLP’s priority research areas

• Evaluate, approve and allocate available resources to SLP projects

• Agree on which centres or other partners are best placed to lead in priority research thrusts, and allocate responsibility for convening consortia to support such lead institutions

• Ensure the global coherence of SLP research investments and their efficient use

• Promote awareness of the importance of crop–livestock systems research

First set of research projects funded through the Programme was initiated in 1998, and since more than 60 SLP projects and seed grants were completed

Funding mechanismsSeed grants:Support researchers and their partners during the crucial initial planning and consultation phases needed to develop larger project proposals (USD 40-60,000)

Fully funded projects: (USD 160,000 – 1,2000,000, average size circa USD 300,000)

Donors: SDC, World Bank, IDRC, DANIDA, DfID, BMZ, IFAD

• In difficult environments several SPs have to be addressed by an integrated systems approach where crop-livestock interface with particular emphasis on livestock feed and related resource management and policy issues continue to be important.

• SLP provides simple and flexible coordination where individual Centers lead and implement individual research projects with at least one other CGIAR Center partner. Thus, SLP serves as a platform for networking and coordination and as a platform for Centers to develop research projects that require expertise from a number of Centers.

• SC supports SLP as a coordinating program of importance for the implementation of the SPs.

Research Questions

What determines the decisions about crop residue use (current crop management, agro-ecology, markets/institutions, resource endowments, dynamics,…)?

What is the impact of those decisions on livelihoods and system sustainability?

What are the technological, institutional and policy options that would enhance livelihood and environmental benefits?

Page 17: CGIAR Systemwide Livestock Programme: Achievements and prospects in a changing CGIAR
Page 18: CGIAR Systemwide Livestock Programme: Achievements and prospects in a changing CGIAR

Research Approach

Combination of village and household surveys and ex-ante tradeoff modelling.

Households surveyed in the four regions using stratified sampling, based on intensification level and market access.

Village group survey to capture: i. Drivers and market access;ii. Communal feed resources;iii. Systems evolution in term of feeding strategies and

soil productivity.

Thematic household survey to capture:iv. Decision making for the allocation of crop residues;v. Identification of soil fertility management practices

and feeding strategies;vi. Retrospective questions to understand farm

evolution/trajectories. Collection (primary and secondary data) of key bio-physical parameters (minimum data set) to address sustainability issues.

Contrast and trend analysis at household, village, system scales and identification of potential solutions (tradeoff analysis) under a range of scenarios.

SLP in the new CGIAR Death or reincarnation?

• SWEPs will not exist in the new CG

• Focus on delivering for on-going projects over the next two years

• Knowledge, achievements, past - current collective actions and good partnerships can be instrumental in contributing to drafting the CGIAR research agenda especially for MP1 and MP5 (strong link with PLE)
