    PREPARATION OF MANUAL - RIGHT TO INFORMATION BILL. 2005

    Q!!jectives & Functions of CFQC & TIIRFCLs

    The Central Fertiliser Quality Control & Training Institute (CFQC&TI),Faridabad was established in 1971-72 as a subordinate office in the end of 4thPlan and continuing since then. It has set up 3 Regional Fertiliser ControlLaboratories (RFCLs) located at Navi Mumbai, Chennai and Kalyani during 1988-89. The Institute presently has a total staff strength of 95. The main objectivesare drawal, inspection and analysis of both Indigenous and Imported fertilisers,training of State Enforcement Officers & Analysts including Officers ofDeveloping countries, development of methods of analysis and acting as a RefereeLaboratory besides an Advisory body on the issues relating to Fertiliser QualityControl.

    The Institute and RFCLs have techno-legal functions and it is. notified asRecognized laboratory under Clause 29 of FCO for analysis of samples for entirecountry and an exclusive training institute for the training of State Inspectors andAnalysts under Clause 27A/29A of FCO. The Fertiliser Inspectors of the Instituteare authorized Inspectors under Clause 27 of FCO having jurisdiction throughoutthe country. The Institute is also a Member of Central Fertiliser Committeeconstituted under clause 38 of FCO to advise the Central Government on allaspects ofFCO.

    Main activities :-

    Inspection and analysis of imported fertilisers at discharged ports forensuring its quality.Analysis of Fertiliser samples received from State Governments/otherGovernment Agencies.Mandatory training of State Enforcement Officers and State FertiliserAnalysts.Random inspection of manufacturing units/dealers from the field and itsanalysis.

    . The CFQC&TI, Faridabad is a sub-ordinate office of INM Division,Department of Agriculture & Cooperation, Ministry of Agriculture. It isheaded by the Director (Rs.14300-18300/-) and supported by One each ofJoint Director (Rs.12000-16500/-), Dy. Director (Rs.I0000-15200/-) & 5Asstt. Directors (Rs.8000-13500/-). These officers undertake variousactivities like analysi~of samples, imparting training and other technical

    activities, etc. In addition there are 5 Sr. Fertiliser Inspectors who havethe responsibility of inspection of imported fertilisers and periodicalinspection of indigenous fertilisers from the field.

    . The RFCLs are headed by a Dy. Director (Rs.I0000-15200/-) andsupported by 1/2 Asstt. Directors (Rs.8000-13500/-). Their duties aresame as of technical officers of CFQC&TI. They are also supported bySenior Fertiliser Inspectors/Fertiliser Inspectors, whose duties are similarto those at CFQC&TI. Bo~h Institute & RFCLs are independent intechnical functioning as a separate notified laboratory under FCOprovisions. The different ministrial staff are responsible for variousadministration, store and accounts matters.

    . The activities of Institutef!U'CLs being mostly techno-legal nature, theactivities are performed strictly as per prescribed procedure. Thefertilizer sampling and inspection procedure has been notified underSchedule IIA of FCO, 1985 (issued under ECA, 1965). The specificationof all fertilizers have been notified under Schedule - IA of FCO, 1985and the methods of analysis are in Schedule -II B of FCO, 1985. Thisbeing statutory in nature and is required to be followed scrupulously.

    The norms set by it for discharee of its function:-

    Administrative Matters:- As per rules prescribed by Govt. of India andguidelines issued by DAC.

    Technical Matters:- As per provisions prescribed under FCO (1985)and periodical guidelines issued by DAC.

    v) The rules. reeulations. instructions. manuals and records used by itsemployees for dischareine its functions:- The rules, regulations,instructions, manuals and records etc which are issued by the Ministries andDepartments of Government of India, which are directly concerned to theInstitute, are strictly followed. -

    In addition, the instructions issued by Ministries/Departments ofGovernment of India on various matters, are also used in the Institute/RFCLs. Thesampling and analysis is carried out as per procedure prescribed in FCO, 1985.

    vi) A statement of cateeories of the documents held by it or under itscontrol :- Analysis Reports of indigenous and Imported fertilizer and relevantdocument besides the routine administration, store and accounts papers aremaintained at Institute/RFCLs respectively. The periodical review/weeding ofpapers/files are carried out as per established Government procedure.

    vii) The particulars of any arran2ement that exists for consultation with. orrepresentation by the members of the public. in relation to the formulation ofpolicy or implementation thereof :- Since Institute/RFCLs do not deal directlywith any public partly, it is not applicable.

    . The salient achievements of Institute/RFCLs in respect of review/testingmethods etc are utilized for official work by Ministry of Agriculture for developingPolicy matters/monitoring of programmes etc and need based amendments in FCO,1985.

    viii) A statement of the boards. councils. committees and other bodiesconsistin2 of two or more persons constituted by it. Additionally. informationas to whether the meetin2s of these are open to the public. or the minutes' ofsuch meetin2s are accessible to the public :- Since Institute/RFCLs are notconcerned directly in such activities, it is not applicable.
