Requirements The Retired Educator certificate may be issued to an educator who meets the following requirements:

Has previously held a GaPSC renewable, professional educator certificate Is a retired Georgia educator, as verified by the Teachers Retirement System of

Georgia (TRS) Does not hold any other valid Georgia educator certificate

Computer Science

Georgia IHEs are not producing enough computer science graduates resulting in a negative economic impact on statewide business and industry. As the GaDOE strives to continue with a concentration on career readiness, it is imperative that computer science is a focus in that effort by preparing students to enter college with a desire to major in computer science. Beginning with the 2015-2016 school year, computer programming courses will be offered to satisfy core requirements in math, science and foreign language. A computer science pathway will be developed in the 2016-2017 school year. In order to accomplish this work, there must be educators qualified and certified to teach computer science courses. Currently, there are a limited number of educators certified in computer science. There is a computer science endorsement program offered by two institutions; however, these programs cannot prepare the number of educators needed in this field. Therefore, development of the computer science test is essential to meeting this critical need.

Dual Immersion Early Childhood Education Endorsement

Issued to foreign language teachers with an Induction or Professional certificate who are teaching ECE in a foreign language in a Dual Immersion elementary school. The renewable endorsement will require completion of an endorsement program as well as a passing score on the ECE GACE. While the programs are being developed, educators may be issued a Non-Renewable endorsement based on passing the ECE GACE for up to 4 total years.

All candidates admitted to any GaPSC-approved Educational Leadership program (current program or the new tiered model) on or after July 1, 2016, must complete (do not have to pass) Georgia Ethics for Educational Leadership – Program Entry (370) prior to becoming enrolled. A candidate who completes this program entry requirement for Tier I, does not have to complete it again for Tier II. All candidates completing any GaPSC-approved Educational Leadership program (current program or the new tiered model) on or after July 1, 2016, must attempt Georgia Ethics for Educational Leadership – Program Exit (380) prior to completion and must pass the assessment to earn certification in the field of Educational Leadership. A candidate who passes Georgia Ethics for Educational Leadership – Program Exit for Tier I certification, does not have to pass it again for Tier II certification.

• Continue to encourage educators to use the Upgrade Advisor!

• The Upgrade Degree Approval form is for requesting review of an advanced degree program that is not already listed in the upgrade advisor. Educators should be encouraged to submit the form prior to enrollment into an advanced degree program.

• New programs (both acceptable and unacceptable) are entered into the advisor regularly.

• Educators who completed an advanced degree in Curriculum & Instruction, Instructional Technology or Teacher Leadership, but are outside of the extended grandfathering period, are placed on hold for completion of the conversion mechanism rather than denied. Educators continue to be confused as to why they need the conversion mechanism and believe passing the test should be sufficient.

Effective 1/15/16: An educator who earned initial Georgia certification through interstate reciprocity and was enrolled in an advanced degree program at the time the initial Georgia certificate was issued may upgrade his/her certificate with the following conditions: The educator must complete the same advanced degree program with the same degree objective

and major and at the same institution in which he/she was enrolled at the time the initial Georgia certificate was issued.

The degree must be completed within the following timeframes: A master’s or educational specialist degree must be completed within three (3) years of the

date on which the initial Georgia certificate was issued A doctoral degree must be completed within five (5) years of the date on which the initial

Georgia certificate was issued The degree must be completed at an institution that held a GaPSC-accepted accreditation at

the time the educator was admitted to the program

The provisions apply only to certificate level upgrades, not to the addition of a new field based on completion of a program. In order to add a field to an existing certificate, all Georgia educators must meet the requirements to add the field.

Renewal Reminders

In May of 2015, the Governor signed legislation to waive the renewal credit (coursework) requirements for renewal of Professional certificates expiring in 2016 and 2017.

Beginning July 1, 2015, employment by a Georgia LUA is required for renewal of any professional Georgia certificate. Those who are not employed at the time of renewal may receive a Certificate of Eligibility that may be converted to a professional certificate upon employment. • However, the employment requirement does not apply to renewal of

professional certificates held by educators who have worked for at least one year on a renewable professional Georgia certificate at any time in their career.

2015 is the last year that Georgia educators may take PLUs that will count toward certificate renewal unless such courses are included in the Professional Learning Plan (PLP) or Professional Learning Goals (PLGs) that an employed educator develops with his/her employer.

• For certificates expiring on 6/30/18 and thereafter

• Written Professional Learning Plans (PLPs) or Professional Learning Goals (PLGs) shall be required for all certificate holders employed by a Georgia LUA.

• Workshops beginning in October 2015 will prepare professional learning directors, principals, education agency staff, and universities for implementation of new certificate renewal requirements.

• Six (6) semester hours of college course work

• Ten (10) PLUs awarded prior to 1/1/16 • Ten (10) Continuing Education Units • One hundred (100) clock hours of

Bright from the Start (BFTS)-approved training

• Re-take GACE for all fields and pass at the Professional level

Pre-Service Certificates

The Program Admission Assessment must be met or exempted before admittance to an approved in-state program.

Once admitted, EPP enters educator in TPMS.

Candidate must satisfy the Ethics-Program Entry assessment before the certificate may be requested.

Once requested, GaPSC will review application and run GCIC. Certificate is issued if application is approved.

NBPTS certification and a Teacher Leader, Coaching or Teacher Support and Coaching Endorsement;

3. A passing score on the GACE Teacher Leadership assessment;

UNSAT Reporting
