Pursuant to Paragraph 24 of the May 18 Notice of Verified Petition and Verified Petition
for Order for Rehabilitation in the above-captioned action, the Commissioner of Insurance of the
State of Wisconsin (the “Commissioner”), by its attorneys, Godfrey & Kahn, S.C., hereby
certifies that the Commissioner has provided notice of the Verified Petition and the proposed
Order of Rehabilitation to creditors of Time Insurance Company (“Time”), current in-force
policyholders and insureds of Time, claimants of Time, reinsureds of Time, individuals and
entities against whom Time has or may have a claim, and all other known interested parties. In
particular, the Commissioner or Time’s reinsurers mailed a notice to the interested parties via
first class mail with instructions on how to access the Verified Petition and proposed Order for
Rehabilitation. Based on the sheer volume of paper, the Commissioner decided not to mail hard
copies of the Petition and proposed Order to those interested parties. The attachments to this
Certificate provide further explanation of this process.

On May 18, 2020 the Wisconsin Office of the Commissioner of Insurance (OCI) filed in the Dane County (WI) Circuit Court a Petition for Rehabilitation (Petition) with respect to Time Insurance Company (Time), a Wisconsin domiciled stock life, accident and health insurance company, with its main office at 250 Avenida Luis Munoz Rivera, Suite 420, San Juan, Puerto Rico 00918. Rehabilitation is a court-supervised process intended to remedy the company's financial condition to protect contract owners and creditors.
The OCI petitioned for rehabilitation only after all other alternatives were thoroughly explored. The Petition asks the court to appoint Wisconsin Commissioner of Insurance, Mark V. Afable, and his successors in office, as Rehabilitator of Time, and Mark Femal of Strohm Ballweg as the Special Deputy Commissioner, for the purposes of overseeing the rehabilitation process .
The Commissioner and SOC will, within 60 days after the Court enters the Rehabilitation Order (and potentially sooner), propose to the Court a Plan for the rehabilitation of Time (the Rehabilitation Plan). Dane County Circuit Court has scheduled a hearing, if necessary, on the Petition at 10 am on August 3, 2020. Your policy/contract is currently administered by Talcott Resolution Life and Annuity Insurance Company. National General was recently notified that the Wisconsin Office of the Insurance Commissioner issued an Order placing Time Insurance Company into rehabilitation (see inclusion for details). The rehabilitation means efforts are being made to help Time Insurance Company regain its financial footing.
This change does not impact your coverage. You do not need to do anything; your coverage and premiums will remain as is. Your policies were already 100% reinsured by National General* and will continue to be fully administered, operated, and financially supported by National General.
In addition, National General and Time Insurance Company have reached an agreement in principle to allow the transfer of all individual supplemental insurance policies from Time Insurance Company (formerly marketed as Assurant Health) to National Health Insurance Company* (marketed as National General). Once the agreement is finalized, National Health Insurance Company will be substituted for Time Insurance Company in all matters relating to your supplemental policies. On May 18, the Wisconsin Office of the Commissioner of Insurance (OCI) filed in the Dane County (WI) Circuit Court a Petition for Rehabilitation (Petition) with respect to Time Insurance Company (Time), a Wisconsin domiciled stock life, accident, and health insurance company. Dane County Circuit Court has scheduled a hearing on the Petition at 10:00 a.m. on August 3, 2020.
A copy of the Petition and other filings, frequently asked questions, and current information on the rehabilitation of Time can be found on OCl's website at https://oci.wi.gov/Pages/Companies/RehabilitationTimelnsCo.aspx.
The OCI petitioned for rehabilitation only after all other alternatives were thoroughly explored. The Petition asks the court to appoint Wisconsin Commissioner of Insurance, Mark V. Afable, and his successors in office, as Rehabilitator of Time, and Mark Femal of Strohm Ballweg as the Special Deputy Commissioner, for the purposes of overseeing the rehabilitation process.
The rehabilitation of Time does not impact your insurance coverage under a policy issued by the company. The OCI is making every effort to successfully rehabilitate Time and to minimize any inconvenience you may experience due to the rehabilitation. One of the steps towards rehabilitation is negotiating an Assumption Agreement between Time and National General. Once the agreement is finalized , your policy would be moved from Time to National General, ensuring your coverage is not impacted by any further actions under Time. This change would be seamless as National General already reinsures and administers your policy.
While the OCI goes through the rehabilitation process you should continue to pay any policy premiums due to maintain coverage and avoid policy cancellation .
If you are currently on claim or need to file a claim you should continue to do so in the same manner you would normally. For National General claim forms go to www.NatGenHealth.com, select Existing Members, then select File a Claim. Choose the claim form specific to your coverage and submit as directed on the claim form.

You are the owner of a policy of insurance that was originally issued by Time Insurance Company (Time) . After issue, your Time policy was sold to Assurity Life Insurance Company (Assurity), and Assurity now administers your policy and serves as your primary insurer. This notice does not affect your coverage or rights with Assurity. It is provided for informational purposes only because Time remains liable on your policy as a backup to Assurity.
