SUBMISSION INSTRUCTIONS

MEETING SCHEDULE

Applications are due 22 calendar days in advance of the HAHC meeting by 12 PM (noon) on the deadline date. Exception: revisions to items deferred or denied at the previous HAHC meeting are due 15 days in advance of the scheduled meeting.

Application deadlines are firm. All materials must be submitted by the deadline to be considered at the following HAHC meeting. Designs must be final at time of application; revisions will not be accepted after the deadline.

HAHC will not accept new material or redesigns presented at the HAHC meeting. Deferral until the following month’s meeting may be necessary in such cases to allow for adequate review by staff and commissioners.

HAHC monthly meetings are held at 3:00 PM at City Hall Annex, 900 Bagby Street, City Council Chambers, Public Level.

APPLICATION INSTRUCTIONS

DEFINITIONS

Addition: any expansion to an existing building, structure or object.

Alteration: any change to the exterior of a building or structure, including adding, moving, removing or replacing an exterior feature.

Demolition: an act or process that destroys in whole, or a majority of, any building, structure, object or site.

Excavation: to expose, uncover, or remove by digging, cutting or hollowing out.

Exterior Feature: an element of the architectural character and the general arrangement of the external portion of a building, structure or object, including building materials and parts of the exterior wall assembly such as walls studs, interior shiplap and the foundation

Mandatory Repair: a repair of a building or structure that is necessary to comply with Article IX, Ch. 10, Houston Code of Ordinances, as evidenced by an order of the hearing official or the building and standards commission or by a citation.

New Construction: the erection of a new building, structure, or object, on a lot, site, or other property.

Relocation: any change in the location of a building, structure, or object.

Restoration: accurately recovering the form and detail of a building, structure, object, or site and its setting as it appeared at a particular period of time by means of the removal of later work, or by the replacement of missing earlier work, or both.

The existing single family Craftsman Bungalow located at the above referenced address is a 1294 sq. ft. wood framed, two bedroom, one bath, pier and beam foundation (crawl space) with a two car detached garage, situated on a 50ft by 100ft lot. The house is at the North-East corner lot of the intersection of E. 16th St. and Studewood St. The home is thought to have been constructed in 1928. The home is located in the Norhill Historic District. Legal description: subdivision; North Norhill, LOT 11, BLOCK 107, vol. 6, pg. 28, H.C.M.R. We know of no prior alterations or additions to the house except on the east elevation where it appears as though a door was filled in (see photo 9). This is evident because of the cladding and the concrete step off the existing rear concrete patio (see photo 9). The garage was originally a one car garage with a street facing gable and hip in the back. The second car space was added with a shed roof. The existing house is wood framed construction with both metal siding and hardi-siding and what appear to be metal soffits and fascia’s at the eaves. The existing garage is also wood framed construction with wood siding. There are two standard size existing windows on the house: 2’-8” X 5’-2” or 2’-8” X 3’-2”. There are two standard size existing doors on the house: 2’-8” X 6’-8”, except closet doors, which are 2’-0” X 6’-8”. The existing roofing of the house is composition shingle and the garage roofing is metal. The proposed addition/renovation will be a net addition of 245 sq. ft. The addition to the house on the rear facade is inset from the Northwest corner of the house on Studewood by 2’-3” to preserve and emphasize the original back corner / wall of the house. The addition on the inside shared property line to the east aligns with the front massing of the house. The proposed garage will be reduced to the original single car footprint removing the shed roof addition. The client anticipates removing the hardi and metal siding and restore the original wood teardrop siding and trim (see photo 11). New windows will match the existing wood single hung windows. Existing doors and windows will be retained and reused. The existing composition shingle roof will be replaced with new composition shingles.

Every effort has been taken in this design to preserve the historic character of the property. The proposed roof will match existing slopes / pitches. The proposed windows and doors will be re-purposed from any demolition or match existing as much as possible. We used the guidelines for mandatory approval to guide our design and review multiple options with the staff on not less than 3 occasions (see attached at end of packet submittal). We feel strongly that our design is a modest attempt to create a contemporary lifestyle while maintaining the historic character of the Bungalow. We believe our design to be a better option than to propose a “camelback” for example, which would yield greater square footage and would meet the mandatory approval. This submitted design complies with the newly adopted guidelines to ensure that the addition could be easily reversible. Interior walls have been maintained for this purpose.
