1. PURPOSEThis document presents the Special Technical Conditions of the contract (CCTP) for the Corporate Callfor Tender Dossier (DCE) concerning the construction of the “Fluid”, “Safety Low Current” and“Communication” system installations of the future VEGA Launch Site in French Guyana (SLV).The future contract shall be named: FLUIDS � GENERAL MEANS

2. PRESENTATION OF S.L.VThe VEGA Launch Site installed in the Guyanese Space Center shall mainly comprised the followingstructures:� a launch zone including the bunker, the umbilical mast and the mobile gantry (former Ariane No.1

Launch Zone).

� a VEGA Launch Center VEGA installed in a room on the first floor of the armored part of the ArianeNo.3 Launch Center.

� offices and industrial rooms intended for VEGA teams working in the KEPLER and BESSELbuildings existing in the preparation zone of the Ariane No.2 Launch Complex.

� an integration cell of the ZEPHIRO stage installed in the preparation zone of the Ariane No.2 LaunchComplex.

� A launcher container storage zone installed in the assembly hall existing in the preparation zone ofthe Ariane No.2 Launch Complex.

The general presentation document of the VEGA Ground Segment reference VG-NT-2-C-0012-CNESmentioned in DR1 describes:� the main missions of the Ground Segment� the main definitions of the Ground Segment� the design constraints� the composition of the Ground Segment� the general architecture of the main structures

The layout drawings of the structures are listed in paragraph 6 of this document.

3. CORPORATE CALL FOR TENDER TECHNICAL DOSSIERThe Corporate Call for Tender Technical Dossier consists of:� Ground management specifications� Ground Quality specifications� CCTP� technical specifications of the “Fluids”, “Safety Low Currents” and “Communication” systems� a layout drawing dossier

8. DCE PARTICULARITIESThe attention of the tenderer is drawn to the fact that the proposal must take into account the mainparticularities related to the environment of the future project.The future contract holder cannot, in any case, make claims (financial or schedule) concerning theseparticularities.

8.1. Guyana Space CenterWorks shall be carried out within the confines of the Guyana Space Center (CSG).The tenderer shall abide by the rules and directives applicable at CSG.Consequently, the tenderer, prior to handing in any proposal, shall read these rules. In no casewhatsoever can the tenderer make claims with regard to these constraints.

8.2. System classificationStructure of the VEGA Ground Segment Project (and especially the launch zone) shall be subject toan authorization to operate according to ICPE regulations (Classified System for EnvironmentalProtection).The future holder of the contract shall comply with this regulation and provide all document required toprepare the operation authorization request (DDAE), following.

8.3. SITE RECONNAISSANCEAs most systems to produce are interfaced with existing systems and as installation of these systemsis on an operational site, the tenderer may carry out a reconnaissance visit at his expenseThis visit will make it possible to take into account in particular:

� the site access constraints� the back-up constraints� the technical constraints related to the Guyanese environment

8.4. RECOVERY OF EXISTING EQUIPMENT

All equipment as specified in the various technical specifications indicated in applicable documentsshall be provided to the holder of the future FLUIDS & GENERAL MEANS contract.However, the customer reserves the right to provide a certain amount of equipment recovered fromexisting systems of the Ariane No.2 Launch Complex.In this case, the future contract holder promises to use all recoverable equipment. He will considerthat the equipment shall be provided on the site in good operating condition.Transport of this equipment for future possible acceptance, platform type, shall none-the-less be athis expense.Currently, the list of recoverable equipment has not been completed.

This chapter details specific technical points to be taken into account when estimating the proposal forthe future “Fluids & General Means” contract in compliance with the different GROUND technicalinstructions referred to in paragraphs of documents applicable to this CCTP.

9.1. RACKSIn addition to the requirements in DS-IT-AP-53, the main characteristics of the racks to install arelisted below� Metal structure� standard 19"� maximum height 42 U� mechanical attachment to ground� front and rear door translucids, removable and key lockable� fitted with a device enabling mechanical sealing of side panels and doors� equipped with electric power supply cut-off devices� identification complying with CNES specifications� mechanical extraction of air according to heat dissipation of integrated equipment� equipotential link bond to the ground.For the gantry and the bunker, ELDON make racks (or equivalent) are recommended.

For the mast and Room 101 of the bunker, reinforced racks made by TSEIN (or equivalent) arerecommended.

Actually, those racks provide the facility to be sprang in order to absorb vibration and noise producedby the launcher take off.

The futur tenderer will not be in charge of the absorbing system.The tenderer will mention the weightof each completly integrated racks.An equipment layout drawing dossier, with wiring and connections, shall be provided for each rack.

9.2. CABLE TRAYSCable trays to install shall consist of marine slabs, hot galvanized, size enabling a 30% extension.Cabling trays shall be located at a distance of at least 50 cm from energy cable trays and shall beinter-connected to the ground network every meter, or at least at each connection.A fireproof product (isoflam type) shall be laid under and on cables over a distance of approximately50 cm on either side of any crossings through partitions.

The following separate cable trays shall be installed:� Low Currents for all communication and safety low currents system cables except for electric

power supply cables which will be routed on the high current cable trays.� High Currents for all electrical power supply cables of the fluid, safety low current and

communication systems.� Operational process interface or NSI housekeeping for all non-fail-safe cables transmitting

information� Operational process interface or SI housekeeping for all fail-safe cables transmitting information� NSI SAFETY process interface for non-fail-safe cables transmitting safety information� SI SAFETY process interface for all fail-safe cables transmitting safety informationThe different cable trays shall be identified with an engraved label secured to the cable tray at leastevery 3 m and in each new room.This cable shall be blue for SI cable trays.

9.3. EQUIPMENT PROTECTION INDEXES

The equipment to install in the various rooms or outside shall be adapted to the risks encountered(protection against risk of shock, sprayed water or penetration of solid bodies) and to the externalenvironment of Guyana (humidity, sunlight, air salinity)

All rooms in SLV buildings shall be classified in compliance with standard NF C 15100 except forgantry and ZEPHIRO cell rooms which will comply with the IP 55 protection index and the IK 07mechanical impact resistance index.

9.4. EXPLOSION RISK ZONESExplosion risk zones (ATEX) of the VEGA Launch Zone are limited to:1 – The gantry for the room and circulation areas of storable propellant “UDMH”The identified explosion risk volumes are:� circulation between the gantry entry and the lift� the gantry lift� circulation between the lift and the fluid room “UDMH”� fluid room “UDMH”� a 3 meter cylindrical volume around flexible pipes and fixed piping between the fluid room

“UDMH” and the hooking device on the AVUM stage� a 5 meter spherical volume around the UDMH hooking device on the AVUM stage during fuelling

operations� 3 meters around the skin of the AVUM stage and of the fairing after fuelling2 – To the toxic effluent treatment zone UDMH: For this zone, the explosion risk volumes shall bedefined later.

In these zones, the equipment and electrical systems shall be adapted to IIB T4for class risks.

To ensure system conformity, a check to be carried out by an approved organization during studiesand on site, shall be scheduled by the tenderer.

9.5. LIGHTNING PROTECTIONVery special care shall be made to lightning protection of all equipment and provisions associatedwith implementation of cable trays and links in compliance with the applicable documents mentionedin paragraph 4 of this CCTP.

9.6. ELECTRO-MAGNETIC COMPATIBILITY (C.E.M)The tenderer shall pay special care to the observance of the electro-magnetic susceptibility of thevarious existing systems.In particular, for systems where the function is to out-search and depending on the location ofequipment the contractor shall prove the compatibility of transmission levels with the susceptibility of:� launchers� payload� ground equipment (French and European standards in force)� pyrotechnical equipmentAlso, the tenderer shall take into account all precautions required to ensure that installed equipment isnot disturbed by the various existing systems that may be sources of radiation (radar, antennae, etc…).

9.7. EQUIPMENT IDENTIFICATIONTerminal equipment, cables and rack identification shall be in compliance with the applicabledocument indicated in paragraph 4, by default, as specified elsewhere in the different technicalspecifications.

10. INTERFACESThis chapter defines the main scopes of services with regards to other contracts and systems. Generallyspeaking, the contractor shall present in his proposal a summary per system of pre-requisites required toprovide the systems for which he is responsible.

10.1. Interfaces with the Civil Engineering Work PackageInterfaces with the Civil Engineering Lot concern buried routes and under-slab routes.

Generally speaking, trenches, channels and sleeves are not part of the supply of the Fluids � GeneralMeans contract.However, if the presented channel and sleeve network on guide layout drawings is found insufficient,the tenderer shall indicate this in his proposal.Provisions for routing of cables and piping between different rooms and with the outside shall bequantified by the tenderer in his proposal. If provisions presented on layout drawings are foundinsufficient, the tenderer shall indicate this in his response.

On the other hand, trenches required for installation of piping shall be supplied by the Fluids �General Means contract.

Furthermore, the tenderer shall verify whether rooms and surface areas allocated to install all hisequipment are sufficient. Otherwise, the tenderer shall report this in his answer.

10.2. Interfaces with the Energy Work PackageInterfaces with the Energy Work Package concern:� electrical power supplies for racks and equipment� re-transmission of system status and measurement alarms.

10.2.1. Power suppliesThe Energy Lot shall make available the various outgoings required by these electrical powersupplies in distribution boxes according to the energy category. Three categories shall beavailable on the SLV:

10.2.2. Information re-transmissionFor re-transmission of alarms and energy system statuses to CCS the scopes of supply aredescribed in the paragraph on the housekeeping ground process interfaces of the Safety LowCurrent Technical Specification, reference: VG-ST-2-C-0006-CNES.

10.3. Interfaces with the Air-conditioning Work PackageInterfaces with the Air-conditioning Work Package are limited to� re-transmission of system statuses and alarms to the CCS� reception of servo-control commands from the EXTI system� the supply of chilled water by the contract holder of the Infrastructure contract� making available of instrumentation air by the contract holder of the Fluids � General Means

contract

The scopes of supply are presented in:� the “Housekeeping ground process interface system” paragraph and “Fire extinguishing system”

of the Safety Low Current Technical Specification, reference: VG-ST-2-C-0006-CNES.� in the “Scope of supply and interface” paragraph of the Fluids System Technical Specification,

reference: VG-ST-2-C-0016-CNES.Furthermore, the tenderer shall verify that rooms and surface areas allocated for the installation of allequipment are sufficient. Otherwise, the tenderer shall give all relevant information in his response

10.4. Interfaces with the Mechanical Work Package

Interfaces with the Mechanical Work Package mainly concern:� the use of electrical coiled cables connecting the elevator platforms to the gantry� the use of the electrical coiled cable connecting the bunker to the gantry� the installation of equipment and cable trays in the gantry and in the mast� the partition crossings and cladding of the gantry.

10.4.1. Electrical coiled cablesThe tenderer shall specify in his proposal the surface area of the path required for “low current”coiled cables and “high current” coiled cables, including a growth potential of approximately30%.The type of cables to be used shall be class 6.The tenderer shall also specify the surface area required for routing the flexible air pipe betweenthe bunker and the gantry.

10.4.2. Installation of equipment and cable traysTo install and secure equipment and cable tray slabs it is strictly prohibited to drill holes in theframework and/or in the cladding.Four provisions are scheduled in the gantry over the full height for vertical routing (2 for pipesand 2 for Safety and Low Current cables).In the mast, two provisions are scheduled over the full height for vertical routing (1 for cablesand one for piping).The tenderer shall equip these main pins with cable ladders to support all cables required by the“Safety Low Current” and “Communication” systems and the BCV (ground checkout equipment)system. BCV cable sizing shall be provided later by the future holder of the BCV contract.If the provisions indicated in layout drawings are found insufficient, the tenderer must give fullinformation in his response.

10.4.3. Partition crossingsProvisions for routing all cables shall be incorporated by the tenderer. Generally speaking,crossings in partitions inside buildings and between rooms at different pressures shall be bymeans of sealed partition crossings, MCT type from AFIMES.For crossings in the cladding, the tenderer shall forward a technical solution ensuring thetightness of this crossing for this crossing.

10.5. Interfaces with the CCS systemThe interfaces and scope of supply with the CCS system are presented in the paragraph“Housekeeping ground process interface system” of the Low Current and Safety TechnicalSpecification: VG-ST-2-C-0006-CNES.Furthermore, the future holder of the Fluids � General Means contract shall define, supply and installcable trays corresponding to the extension of the CCS system.Sizing of cables for the CCS system shall be provided later by the future holder of the CCS extensioncontract.

10.6. Interfaces with the BCV systemThe interfaces and the scopes of supply with the BCV system are presented in the following technicalspecifications:Safety and Low Currents: VG-ST-2-C-0006-CNESTime synchronization: VG-ST-2-C-0024-CNESROMULUS Extension and Operational reports VG-ST-2-C-0025-CNES.

Furthermore, the future holder of the Fluids & General Means contract will define, supply and installcable trays related to the BCV system.Sizing of cables related to the BCV system for all buildings shall be provided later by the future holderof the BCV contract.

11. PROPERTY MANAGEMENTManagement of the property of all systems to install is described in document reference VG-SOW-2-C-004-IPT.

12. PRODUCT FLOWCHARTThe tree structure to observe as part of coding for the product flowchart is presented in the managementspecification reference VG-SM-2-C-0005-CNES.

13. REGULATORY CHECKSThe tenderer, in his proposal, shall detail the contents, the duration, the location as well as the name ofthe approved organization carrying out the various regulatory checks on these systems.The main checks concern:� electrical checks before powering of racks and equipment� compliance of equipment in relation to ATEX zone requirements� radio frequency transmissions.

14. TESTSThe tests to be run in compliance with the future contract on the various systems encompass:� The factory acceptance tests� The industrial tests on site (type0)� The site acceptance tests (type1)� The technical qualification tests� The integrated tests� The combined testsThe method to observe to run these tests is presented in the applicable quality specification VG-AP-20006-C-0008-CNES.The tenderer, in his proposal, shall present the test schedule per system and the related duration andcost.All consumable materials or products required to carry out the various tests shall be supplied by thefuture holder of the contract.In the special case regarding fluid systems, the consumption of fluids required for the various tests shallbe paid by the future holder of the contract.

14.1. FACTORY ACCEPTANCE TESTSThe factory acceptance tests make it possible to verify correct operation of components andequipment prior to packing and transport to the site.

For certain systems, a test on a platform representing the system shall be run in the factory. This testwill make it possible to validate the various functional features of the system in relation torequirements and performance levels required as well as the various interfaces. A technicalinstruction defining the platform and a test plan shall be prepared before hand by the future holder ofthe contract. This memorandum will make it possible to author the corresponding test procedure.This platform test requirement is specified by the system in the various technical specificationsinvolved.

14.2. INDUSTRIAL TESTS ON SITE (type 0)

Industrial tests will enable the future holder of the contract to verify, on the one hand, the complianceof system installation and, on the other hand, to verify the functional features and performance ofeach system in its final configuration.Results from industrial tests will authorize the acceptance test phase.

The tenderer, in his proposal, shall present the type of industrial tests scheduled per system on thesite and the test duration.

14.2.1. For fluid systemsTests shall mainly comprise:

� Phase 0 tests before integration:� Non-destructive testing of welds (dye penetrant and gammagraphy)� Hydraulic proofing.� Cleanliness checks according to the cleanliness specification in force.

� Phase 0 tests after integration� The compliance checks of circuits with regard to process plans, installation drawings and existing

nomenclatures.� Valve internal sealing checks.� Instrument rating checks.� Global tightness checks towards the outside.� Final cleanliness check.

A report listed in a PFCE will be prepared following each check.

14.2.2. For Low Current and Communication systemsChecks mainly concern:� the system compliance checks,� the general tests of all copper links for continuity and insulation� the reflectometric tests for all optical fiber links� the regulatory checks as requested in paragraph 12� the correct operation checks of all equipment

A report shall be prepared for each check.

14.3. SITE ACCEPTANCE TESTS (type 1)Site acceptance tests make it possible to pronounce the integral acceptance of each system betweenthe future holder of the contract and his customer.

These tests are carried out on the entire system, including interfaces, making it possible to validateeach system in relation to requirements and performance requested in the different technicalspecifications.

Non-regression tests on existing interfaced systems and installations will be associated with thesetests.

The special test requirements are specified for each system in the technical specifications.

A technical test definition memorandum for each system shall be prepared beforehand by the futureholder of the contract. This memorandum will make it possible to write the corresponding testacceptance procedure

These two documents shall be forwarded to the customer for approval.

The tenderer, in his proposal, shall present the site acceptance test type scheduled and the relatedduration per system.

For fluid systems, these tests will make it possible to:� Verify the performance (pressure/output/temperature/hygrometry) of the various distribution points.� Verify weighing system performances� Verify effluent treatment system performances� Prove the observance of fluid cleanliness requirements at the various distribution points of each

network and the purity (breathable air)

The means required to carry out these tests shall be provided by the tenderer.

These phase 1 tests shall be carried out with the following fluids� Water network: Water.� Air network: Air.� Nitrogen network: Nitrogen� Helium network: Nitrogen. The tenderer shall, based on the results obtained with nitrogen and by

applying a correction coefficient, calculate and justify the performance expected with Helium.� UDMH and N2O4 network: These tests shall not be carried out by the contract holder. However, the

contract holder shall participate in these tests as naturally he remains responsible for theperformance levels of the networks.

14.4. TECHNICAL QUALIFICATION TESTSTechnical qualification tests shall be run on systems operated by CSG if interfaces were not validatedduring the site acceptance phase. These tests shall be carried out by the operator on all systemsincluding interfaces.During this phase, the tenderer shall provide technicians for technical support. The supporttechnicians shall work in the test teams made available by the future holder of the Fluids � GeneralMeans contract. The size of this team is defined in the Integrated Test and Combined Test paragraph.

14.5. INTEGRATED AND COMBINED TESTS14.5.1. Integrated testsThe purpose of integrated tests is to validate the systems from a connection, manualimplementation, automatic implementation and count down repeat standpoint without a launchermodel. These tests concern, in general, all systems participating in preparation and launchoperations.

The purpose of combined tests is to validate implementation of nominal and downgradedoperations in manual and automatic mode using launcher electric models and launcherdeployment models.These tests cover:� for fluid systems, validation of operations related to on board HP tanks (sealing, drainage,

pressurization, depressurization), to propellant tanks (sealing, drainage, filling, emptying,pressurization, depressurization and drainage) and the different ventilation operations,

� for the Optical system, validation of all filming capacities and nominal and downgradedoperations.

14.5.3. Test teamIn this phase, the future holder of the Fluids � General Means contract shall provide technicalsupports by technicians made available to the customer on the site. This support will cover theintegrated and combined test phases as indicated in planning VG-PP-2-C-0006-CNESappended to this document.The tests support team shall comprise:� 1 test manager� 2 fluid technicians for adjustment and implementation� 1 low current technician for system implementationThese people will have participated in the industrial and site acceptance tests.The tenderer shall quantify in his proposal the services corresponding to this support and thecomposition of the team with details on personnel qualification.

15. AVAILABILITY BEFORE INTERVENTIONPrior to any work on an existing system, availability shall be verified between the existing systemmanager and the future holder of the Fluids � General Means contract. A contradictory inventory shallbe made prior to any work on the existing system.This inventory shall take place in the presence of:� the manager of the existing system� the SDS site follow up manager� the SDS site quality manager� the site industrial manager� the industrial quality manager

A written report will relate the various subjects discussed and the actions decided upon.If the customer wants to use a system, subject of a future contract, before final acceptance a MAD shallbe prepared with a prior inventory.After use of this system a new MAD will be made between the user and the contract holder.

17. INFORMATION SYSTEM SAFETYThe CNES policy on SSI is described in document DR2.The requirements applicable for information system safety are presented in the two following applicabledocuments:� System SSI technical requirements for the GENERAL MEANS contract of the VEGA ground segment

VG-ST-21005-C-0021-CNES� Information system safety specifications for any contract or order given by the CNES Reference:

CSG-CS-B7-149-SPSI Version 2.0.In addition to these two applicable documents, a study of the technical goals of the VEGA groundsegment is under progress. This study will result in the writing of specific SSI technical requirementdocuments applicable to each system. These applicable documents, as part of the future contracts, willbe available during June 2003.

18. DEPENDABILITYSystem allocations to take into account for studies and production of the different systems are given inreference document: VG-AP-20006-C-0008-CNES.The MBTF and MTTR of all installed equipment shall be provided by the holder of the future contract.

19. MAINTENANCEThe tenderer shall quantify, in his proposal, the supply of a maintenance plan per system. Thismaintenance plan will integrate the constraints related to the SLV shutdown periods lasting around 6months.Furthermore, the tenderer shall quantify the performance of system maintenance operations, subject ofthe future Fluids & General Means contract, as of their implementation and this up to the end of theintegrated and combined tests.Consequently, the tenderer shall supply a batch of maintenance parts to meet the requirements of thisperiod.The tenderer, in his proposal, shall quantify this maintenance service and the composition of themaintenance team and indicate the qualification of these personnel.

20. MAINTENANCE BATCHIn addition to the supply of a batch of maintenance parts required to cover the period of time betweensystem commissioning and the end of integrated and combined tests, described in the last paragraph,the tenderer shall quantify, in his proposal, the supply per system of spare parts required for preventativeand curative maintenance operations for one year as of the end of the combined tests.

21. INITIAL BATCHTo ensure satisfaction of the production and commissioning planning for each system the tenderer shallprovide a batch of “initial spare parts” making it possible to meet all requirements concerning a failure tothe system during the implementation and test phaseThis batch of spare parts shall be prepared by the contract holder and handed over t the customer duringfinal acceptance.

The tenderer, in his proposal, shall quantify this service and the composition of the initial batch of spareparts.

22. DOCUMENTATIONThe requirements concerning the contents and the supply of the documentation according to the variousproject steps are described in the management specification reference VG-SM-2-C-0005-CNES.

23. TRAININGThe tenderer, in his proposal, shall detail and quantify for each system, the content, duration andlocation for training sessions, with supply of training material included.The training requirements with regard to the number of trainees, the duration and location are specifiedper system in the technical specifications.Training courses shall be run in French.

24. WORKS STUDY SYNTHESISThe works study synthesis for all contracts shall be provided by:� the holder of the MECHANICAL contract for all works concerning the gantry, the mast and the launch

table� the holder of the INFRASTRUCTURE contract for all works concerning the bunker, the flame chutes,

the 1D20 sub-station, the ZEPHIRO cell, roadworks and miscellaneous works, VEGA offices and theVEGA operations room of CDL3.

These industrialist contractors shall implement and run a summary cell to which the holder of the futureFluids & General Means contract and the SDFS Prime Contractor will participate.In particular, these industrialist contractors shall ensure that the works summary is realized for:� all provisions in works (position, dimensions, quantity, etc …)� routing and laying of all networks in structures (crossing points, relative positions, etc …)� the terminal apparatus (positions, dimensions, etc …)Documents produced by these summary cells shall be forwarded to the SDS for approval.� All industrialist contractors of the VEGA Project shall provide drawings and working documents to the

industrialist contractor in charge of the summary cell.� The industrialist contractor in charge of systems shall specify the format to be used for documents to

be provided (computer medium and hardcopy) as well as the number of copies (at least 3 hardcopiesand 1 copy on a computer medium).

25. SCHEDULING, COORDINATION AND STEERING25.1. Scheduling and planningScheduling and planning of works under the responsibility of the holders of the contracts (Mechanical,Infrastructure, Fluids & General Means and Ground Checkout Equipment) shall be the responsibilityof the contract holder of the INFRASTRUCTURE contract.Work consists of analyzing the elementary task concerning works and work studies, determiningrelated sequencing and critical paths using charts and in proposing steps targeted at observing worksperformance turnaround times.

25.2. CoordinationCoordination between the works under the responsibility of the holder of contracts (Mechanical, CivilEngineering Infrastructure, Fluids & General Means and Ground Checkout Equipment) shall be theresponsibility of the contract holder of the INFRASTRUCTURE contract, whether these works areperformed by the holder of the INFRASTRUCTURE contract himself, by the holder of another contractor by a sub-contractor approved by ESA.Co-ordination consists of harmonizing over time and space the actions of the various partners duringworks and in steering inter-corporate Health and Safety boards.All industrialist contractors must formally inform, in advance, the holder of the INFRASTRUCTUREcontract and the CNES/SDS Prime Contractor of any work involving the other contract holders at thetime the envisaged works are to be carried out.Coordination between works under the responsibility of contract holders and existing systems on ELAshall be carried out by the CNES (SDS) Prime contractor. The company shall formally advise thePrime Contractor SDS in advance of any work to be carried out on structures or equipment existing atthe date the envisaged works are to be carried out.

25.3. SteeringWorks steering shall be carried out by the Prime Contractor SDS for all contracts concerning theVEGA Project Ground Segment.Steering consists of implementing, as of the beginning of works and until all outstanding works arecompleted within the turnaround times stipulated in the works contract, the various organizationalsteps decided upon as part of scheduling and coordination.

26. CLEANINGCleaning of the site and keeping it clean shall be the responsibility of the future holder of the Fluid &General means contract in compliance with the PGC indicated in DA

27. SPS COORDINATIONThe future holder of the contract shall comply with all requirements:� of the general coordination plan (PGC) prepared by the SPS co-ordinator, accredited by the sponsor� the CNES site regulations.These two documents are appended to the corporate tender dossier.

28. SITE INSTALLATIONSSite installations shall comply with the site requirements stipulated in the PGC and the site regulations.However, site system requirements corresponding to the completion of the Fluids & General Meanssystem works shall be defined with SDS and the SDS co-ordinator according to the recommendations inPGC.The proposal shall include a provisional site installation plan with the associated cost.

30. SCOPE OF SUPPLYThe scopes of supplies and interfaces are defined per system in the technical specification and in the“interface” paragraph of this document.The requested service concerns:� studies, supply, transport, installation, configuring and implementation of each system with the

internal and external interfaces to the VEGA Launch Site� the performance of factory tests� the performance of industrial tests (type 0) on the site� the performance of regulatory inspection operations� the performance of site acceptance tests (type1)� the production and supply of all documentation� the updating and the supply in TQC status of the existing documentation� the training of operators� the support to SDS equipment for the performance of combined and integrated tests� the maintenance, implementation operation of systems on SLV between commissioning and the end

of combined tests.

31. TIME SCHEDULE AND PLANNINGThe tenderer shall present in the proposal a detailed plan for performance making it possible to verifysatisfactory incorporation of the general goals of the project planning, reference VG-PP-2-C-0006-CNESappended to the Cal for Tender dossier.Any differences found by the tenderer shall be identified and analyzed in the proposal.
