Introduction
All India Institute ofMedical Sciences (AIIMS)establishedin1965byanActofParliamentisanInstitution of National Importance and a CenterofExcellence.AIIMShasdischargeditsrolesasclinical provider, research Institute and teachingInstitution with considerable accolades over thepast6decades.Ithascontributedsignificantlytopolicyformulation.AIIMShasalwaysmaintainedthehigheststandardsofmeritocracyandlearning.It has attracted the best talents from across thecountrythatentersthisinstituteasyoungstudentsandpassoutwiththeintensityofcommitmenttoservethepoorestofthepoor.
AIIMShasdevelopedwithhighlevelsofautonomy.The Government has endeavored to ensure andstrengthen the Governance Structure of AIIMS.AthoroughreviewoftheAIIMS,Act,Rulesand

Regulationshasbeenundertaken.Government isconsideringincorporationoftherecommendationsof the Venkitachalam Committee, the ValiathanCommittee, the Sneh Bhargava Committee,the Sujatha Rao Committee and the PradhanCommittee into the proposed amendments.GovernmentenvisagestheInstitutetohavegreaterfinancialandadministrativeautonomyindecision-making.
15.1.1 Medical Education
The Department of Plastic, Burns andReconstructive Surgery, Rheumatology andOncoAnaesthesiahavebeencreatedtofulfillthedemand in these emerging areas.More than 200new faculty have joined the Institute after dueselectionprocess,whichhasfulfilledtheshortageoffacultyatAIIMSinvariousdepartments.
New courses in MD/DM/MCh have beenapproved and started for the first time in India,whichincludesMDinPalliativeMedicine,MCHinTraumaSurgery,DM inCriticalCare,DM inTherapeutic Nuclear Medicine and many otheremergingbranches.Thecapacityofmanyongoingcourseshavebeenincreasedby90%andmorethan250 new posts of SeniorResidentswere createdinvariousspecialtiesatAIIMS.ThiswillhelpincapacitybuildingandprovidingtrainedmanpowertothecountryandothernewAIIMSinemergingfieldsofmedicaleducation.
15.1.2 Medical Research
● AIIMS is India's most recognizedmedicalsciencesInstituteandhasbeengradedasoneof thebestmedicalcolleges for the last15yearsbyvariousindependentsurveys.
● AIIMS has signed MOU's for furtheringresearch and training with leadinginternational universities of the worldwhich include University of Michigan -USA, Shock Trauma Center, Baltimore -
USA,TheRoyalCollegeofPhysiciansandSurgeons,Glasgow,U.K.,AlfredHospital,Monash University - Melbourne, OsakaUniversity-Japan,OhioStateUniversity-USA,UmeaUniversity-Sweden-throughSwedishEmbassyandErasmusUniversity,Netherlands.
● The Institute is collaborating with theUniversity of Michigan, United States tostrengthen research capabilities in bio-medical sciences and possible scientificcollaborationintheareasofcancerresearch,trauma care and research in translationalaspects of immunology, genetics andstem cell biology. Jai Prakash NarayanApexTraumaCentre in collaborationwithNational Disaster Management AuthorityandMinistryofHealthandFamilyWelfareisworkingtowardscapacitybuildinginIndiain both basic life support and in advancetraumalifesupport.
● AIIMS signed anMOUwith the NationalCancer Institute, USA with focus oncapacity building and knowledge sharingand technology transfer. National CancerInstitute,USAwillprovidetechnicalinputsto set up the National Cancer Institute atJhajjarCampusofAIIMS.
● AIIMSsuccessfullyconductedtheEastAsiaSummit (EAS) Round Table on TraumaCareandNursingonOctober15-16,2015.122 delegates from 18 countries attendedthe Conference. The EAS participatingcountries adopted an outcome document,whichresolvedtopursueareasofcommonunderstanding and priority in the field oftraumacareandnursing.
● AIIMSalsoconvenedthe1stAIIMS-FrenchAcademy of Medicine (FAM) "PublicHealth Innovation Forum" with emphasis

on Cardiology and Cancer Care. The twodayconferenceattendedby1300delegates/participants discussed the emerging trendsin cardiology and cancer care in the 2countries.Amemorandumof collaborationbetweentheAIIMSandFrenchAcademyofMedicinewassigned.
● During the academic year (2014-15) theongoing research projects are 577 and theInstitute received extra mural grant worthRs.71crore.The scientistsof the Institutehavepublished2194researchpapersand308monographs in national and internationaljournals.NeurosurgeryDepartmentsetupaNeurosurgeryEducationandTrainingSchool(NETS)andNeuroSkillsTrainingFacility(NSTF)incollaborationwithIIT-Delhi.TheResearchSectionalso initiated theClinicalInvestigator Development Programme;howtobecomeaPrincipalInvestigatorandCoursesofResearchMethodologyforPostGraduates.
● Inpursuanceoftherecommendationsofthe87thReport of the Parliamentary StandingCommitteeonHealthandFamilyWelfareontheFunctioningofAIIMS,theInstitutehastakenup initiatives toestablish theCentralInstrumentationFacilityforprovidingStateoftheArtlaboratoryfacilitiesforresearchintheInstitute.
15.1.3 Patient Care
● In the year 2015-16, about 35.77 lakhs people visited OPDs and 1.47 lakhs surgical operations were performed and 3.5 lakhs people got admission at AIIMS.AIIMS E-Hospital Project (onlineRegistration System) was launched by thePrimeMinister of India as part of DigitalIndiaWeekonJuly4,2015.HealthMinisterlaunched "Kaya Kalp - Clean and Green
AIIMS"campaignonJuly15,2015.AIIMSOPDTransformation projectwas launchedon December 25, 2015 by the HealthMinister and MOS (IC) Power, Coal andNew and Renewable energy. The projecthasbenefitted12lakhspatientstillJanuary2016. The AIIMS Transformation Projectimplemented on CSR basis by the TataConsultancy Services has enabled a morepatientfriendlyenvironment.
● Tostrengthenpatientcareservices,AIIMS would be procuring machinery and equipment worth Rs. 261.90 crores in the financial year 2015-16.MajorequipmentsbeingprocuredareSMILE(Small IncisionLenticule Extaction) for Lasik Surgeryby the Dr. R. P. Centre for OphthalmicSciences, an RIS PACS system (radiologyinformation system) to store, manipulateanddistributepatient radiologicaldata andimagery by the Department of Radiologyand a High End CT scanner capable ofadvanced cardiovascular applicationsby Department of Cardiac Radiology,CN Centre. In addition, replacement ofanesthesia workstations with anesthesiamodular monitors by the Department of

Anesthesia, Robotic High through-putNanolitre Dispenser Crystalization Systemby theDepartment ofBio Physics and the1.5 Tesla MR Scanner by the Departmentof NMR. A major strengthening of theCentre for Rural Health Services Project,Ballabhgarhhasbeeninitiated.
● The rising patient loads and demands forsuper specialty disciplines has necessitatedhigher health sector investments in apextertiary care hospitals.AIIMS is currentlyin aphaseof sustainedexpansionwith theNational Cancer Institute (710 beds), aMotherandChildBlock(400beds),anewOPD Block, a new Surgical Block (200beds)andEmergencyandDiagnosticBlock(400beds)andNationalCentreforAgeing(200 beds). TheNationalCancer Instituterepresents the largest public investment inhealthsectorwith710bedsatacostofRs.2035crores.TheBhumiPujanceremonyfortheNationalCancerInstitutewasconductedonDecember12,2015.
● AIIMS has been allotted 14.95 acres ofland behindAIIMS Trauma Centre whichwillseemajorexpansioninitspatientcarecapacity. Themajor centers being planned
inthisareawilladd1860beds.TheTraumaCentreexpansioncomprisesofaBurnsandPlasticSurgeryunit (450beds),Centre forDigestiveDiseases(450beds)andaCentrefor Diabetology (240 beds), TransplantCenter for Bone Marrow (80 beds) andKidney&HeartTransplant (63beds).ThetotalcostoftheseworksisnearlyRs.2700crores.
● Housing for AIIMS faculty has been ademandforanumberofyears.InconsultationwiththeMinistryofFinanceandMinistryofUrbanDevelopment, the redevelopment ofwestern campus andAyurvigyan Nagar ofAIIMSproject hasbeen formulatedby theMinistryofHealthandFamilywelfareandAIIMS, which will provide approximately5000 residential flats for various staff ofAIIMS. The project is proposed to beimplemented through National BuildingConstruction Corporation in the comingmonthsonarevenueneutralmodel.
15.1.4 Budgetary Support
● AbudgetarysupportofRs.1727crores(Rs.700croresinplanbudgetandRs.1027croresin non-plan budget) was provided by theGovernmentduringthefinancialyear2015-16.Themajorheadsofexpenditureincludeinfrastructure, machinery and equipment,salarypaymentsandconsumables.
● AIIMS Endowment Fund set up to allow forcontributionsunderCSRaswellasfromAlumni, Charitable institutions and angelinvestors.
● Innovative methods of financing largecapitalworks by partmonetisation of landand leading financial institutional beingworked out. Proposal also worked out forWorldBankFunding.

Introduction
ThePost-graduateInstituteofMedicalEducationand Research, Chandigarh was declared as anInstituteof"NationalImportance"andbecameanAutonomousBodybyanActofParliament (Act51 of 1966), on 1stApril, 1967.The Institute isfully funded by the Government of India. ThemainobjectivesoftheInstituteare:-
● To develop patterns of teaching of under-graduate and post-graduate medicaleducation in all its branches so as todemonstrate a high standard of medicaleducation;
● Tobring together as far aspossible inoneplace educational facilities of the highestorderfortrainingofpersonnelinimportantbranchesofhealthactivityand
● To attain self-sufficiency in post-graduatemedical education to meet the country'sneedforspecialistsandmedicalteachers.

titlesunder thePGIMER,ChandigarhAct,1966.Duringtheyear2015-16,theInstitutehasawarded27Ph.Ddegrees,161MDdegrees,71MSdegrees,44DMdegrees,34M.Chdegrees,07M.Sc/M.ScMedical Lab. Technology degrees, 12Master ofPublicHealthdegree,04MasterofAudiology&SpeechLanguagePathology,05MasterinHospitalAdmn.degrees,09MDSdegree,48B.Sc(MedicalTechnology) degrees, 13 Bachelor of PhysicalTherapies, 07 Bachelor ofAudiology & SpeechLanguagePathology, 23 M.ScNursing degrees,46B.Sc.(NursingPostBasic), 78B.ScNursing(4 years). Further, 500 number of candidateshave joined various Post-graduate/Post DoctoralCoursesduring2015-16.
Shri Narendra Modi, Hon’ble Prime Ministerof Indiawas theChiefGuest on theoccasionofXXXIV Convocation of PGIMER. The ChiefGuest honoured nine gold medalists. Eighthundredandtwenty-fivecandidateswereawardeddegrees on the occasion by the President of theInstitute&Hon’bleUnionHealthMinisterSh J.P. Nadda. Forty-six silver medals and forty-onebronzemedalswerealsoawardedtostudentsfromvariousspecialities.
15.2.2 Medical Research
The Institute has excelled in all the three areasnamely-patient care, medical education andresearch.Thepatientcareloadovertheyearshasbeenincreasingexponentiallyandnowisbecomingunmanageable. From an annual attendance of1,25,163 out patients and 3,328 admissions in1963-64, the figure has gone up to 2347304outpatients and 86,131 admissions in the currentyear. The Institute is spearheading the medicaleducationoflargenumberofmedicalcollegesofthecountryandabroad.
TheInstitutecontinuestoexcelinqualityresearch,and the clinicians and basic scientists published731 papers during the year.Various departments

oftheInstitutehavebeensanctioned147researchprojects supported by DST,WHO, DBT, ICMRand other outside agencies and 63 projects havebeen completed over the last year. During theperiod fromApril, 2015 to December, 2015, 26VisitingProfessorsfromNationalandInternationalInstitutesvisitedthePGIMERandtheirrespectivedepartments.
PGIMERhasbeen judgedas thesecondbest forMedical Education, Research and also multi-specialtypatientcarehospitalamongstfifteenbestInstitutes in India. PGIMERwas also adjudgedas having second best research facilities by TheWeek-NIELSEN BEST HOSPITALS SURVEY2015publishedinTheWeek(November29,2015).Amongst the best hospital specialities PGIMERstands second in Obstetrics & Gynaecology,Gastroenterology, Diabetic Care, PulmonologyandPaediatricsandthirdinNeurology.Specialtiesof Orthopaedics and Cardiology are fourth,Ophthalmology fifth and Oncology sixth. TheHospitalisalsothesecondbestintheNorthZoneofthecountry.City-wise,amongstninebestmulti-speciality hospitals in Chandigarh, PGIMER isfirst.
Dr. Tulsidas Library:ThePGIMERlibraryplaysa significant role to serve the faculty members,residents, research fellows, staff and students. Itremains open for 20 hours every day includingSundaysandholidays.Thelibraryreadingroomisopen24hours.Duringthefinancialyear2014-15Rs.2,94,39,095werespentonthesubscriptionofjournals,onlineMedicalDatabaseandbooks.

● The Department of EndocrinologyestablishedastateofartDiabeticFootLabandDiabeticFootClinicwasstarted.
● The Department of Medical Microbiologycontinued to be the largest public sectorhospital accredited for all diagnostic testsfor microbial infection. Besides alreadyestablished six reference centers of thecountry, the department is upgraded thisyearasthe“RegionalSexuallyTransmittedInfectionReference,ResearchandTrainingCentre”. WHO designated the departmentas “Surveillance Centre for Vaccine andPreventable Diseases (VDP) – DiphtheriaandPertusis”.
● The High-precision Linear AcceleratorTrilogy was formally inaugurated by theHon’ble Union Minister for Health andFamilyWelfareand thedepartment isnowroutinely providing services like IGRTandSBRT inDepartment ofRadiotherapy.The department has been recognized byEuropean society ofMedical Oncology asdesignated centre for Integrated OncologyandPalliativeCare.
● Robotic Assisted Surgery Facility, wasformallyinauguratedbytheHon’bleHealthMinister in the Department of Urology, istheonlysuchfacilityinNorthIndia.
● In order to provide new and improvedfacilities to the patients, the Departmentof Nephrology got a functional day careunit with five beds for the purpose ofmanaging patients requiring only day-careaswellasdailytransplantclinicfortheeaseand convenience of post-renal transplantpatients.
● The Department of Paediatric Medicineestablished Mass Spectrometry andMetabolic Core Facility in the AdvancedPediatrics Centre, which is the first of itskindintheregionandthirdinthecountryinagovernmentsetup.Thishelpsindetectionofmetabolicdisorders,andcertaininheritedconditions.TheDepartmenthasalsoaddedChemiluminiscence system to test vitaminB12, folate, homocysteine, vitamin D andthyroidprofileinpediatricpatients.
● The Department of Nuclear Medicine hasstarted Peptide Receptor RadionuclideTherapy (PRRT) for metastaticneuroendocrine tumors as well as prostatecancer.Thistreatmentisnotavailableinanyotherhospitalinthisregion,andisexpectedto benefit patients in whom conventionalchemo-radiotherapyisineffective.
● The Department of Hepatologyin coordination with ChandigarhAdministration initiated the option for“Organ Donation on Driving License” inChandigarh from October 2015. ThusChandigarhhasbecomethesecondstate/UTtodosoinIndia.Nowapplicationformfordriving license has an option for pledgingorgans.

● The Department of Anatomy received 27body donations and 354 persons pledgedtheirbodiesforresearchandtraining.
Information Technology Initiatives:
● PGIMER has taken various initiativesto create digital resource for electronicdelivery of Healthcare Services. HospitalInformationSystem(HIS),WebPortal andMessaging Services Delivery Gateway(MSDG)of the institutearebeingusedforelectronicdeliveryoftheservices.
● Various patient centric services such asOnline Registration of patients, Onlinedelivery of Lab Reports have been madeavailableontheInstitutewebportalwww.pgimer.edu.inandhtttp://pgihis.inforquitesome time.These services are facilitatingpatients with latest Blood Stock position,online appointments in 15 departmentswhere patients are seen directly-AdvancedEyeCentre(Ophthalmology),Dermatology,Obstetrics, Gynaecology, General Surgery,Internal Medicine, Orthopaedics, PlasticSurgery, Drug De-addiction & TrainingCentre, Otolaryngology Head And NeckSurgery(ENT),OralHealthScienceCentre,Urology, Paediatric Medicine, Psychiatry,Paediatric Surgery and Paediatric(Orthopaedics) and thereby giving themrespitefromstandinginlongqueues.FromMarch 2015 till date 25,645 patients haveregisteredonlineand11,791havevisitedtheInstitute.
● PGIMERhasnowjoinedthe‘DigitalIndia”Programme of the Government of India,by making available OPD Appointments,Laboratory reports and Blood Bank stockposition on the ‘Online RegistrationSystem(ORS;http://ors.gov.in)webportal,a national platform framework to linkhospitalsacrossthecountry.
● PGIMERhasinitiatedtele-evidencefacilitywhichutilizesvideo-conferencetechnologyfor attending the court evidences underDigital IndiaProgramme. During theyear(till 30th November, 2015), a total of 769casesthroughvideo-conferencinghavebeensuccessfully conducted. Three exclusiveTele-evidenceLoungeshavebeensetupintheCentralRegistrationDepartmentof theInstitute for thispurpose.This facilitywasrecently inauguratedby theHon’bleUnionMinisterofHealthandFamilyWelfareandPresidentoftheInstitute.
Swachh Bharat Mission adopted:TheSanitationDepartmentofPGIMERhasstartedaweeklydriveof cleanliness under which a particular area ofthe Institute is selected inaddition to the routinesanitationcleanlinessservices.

the Institute, Padma Bhushan, Dr. M. K.Bhan presided over the function. Safdarjung Hospital was founded during theSecond World War in 1942 as a base hospitalfor the allied forces. TheNationalInstituteofMentalHealth&NeuroSciences (NIMHANS),Bangalorewas registeredas a society in 1974 on amalgamation of theGovernment of Karnataka Mental Hospital andAll India Institute of Mental Health, Bangalore.TheCentralGovernmentandStateGovernmentofKarnatakajointlyfinancetheInstitute.NIMHANSwasdeclaredasanInstituteofNationalImportancein September, 2012. NIMHANS is governed byanInstituteBodychairedbyHon'bleMinisterofHealthandFamilyWelfare,GovernmentofIndiaasPresidentandMinisterforMedicalEducation,GovernmentofKarnatakaasVicePresident.Thisbody is assisted by Governing Body, StandingFinance Committee, Academic Committee,Standing SelectionCommittee and Planning andMonitoringBoard.

astheyeconomizeadditionalinvestigations,directspecific therapy and also reduce hospital stay.However, most of these tests are unavailable orexpensiveandunaffordabletoourpatientclientelewho are from middle and lower socioeconomicstatus. Keeping this in mind, Self-SustainingDiagnosticFacility—anewinitiativeforprovidingadvanced diagnostic tests in neuromuscularand neuroimmunological disorders and CNStumors from the Neuromuscular and Neuro-oncologyLaboratories inNeurobiologyResearchCentre—has been startedwith support from theadministration in the form of a seed grant andis running successfully benefitting number ofpatients.
Sakalawara Community Mental Health Center: TheSakalawaraCommunityMentalHealthCenterhasbeen servingas thepublic laboratory for theNational Mental Health Programme and othercommunitymentalhealthactivitiesforoverthreedecades.Duringtheyearunderreview,thecampusandotherfacilitiesincludingcottagesandtherapycenterhavebeenrenovatedasaresidentialfacilitytohouseabout40patientsandtheirfamilymembersfor short-term rehabilitation programmes—whentheycomeoutofacuteproblemsandrequirelongerstayinthehospital.

‘YuvaSpandana’projectaimedatprovidinghealthpromotionservicesforyouthanchoredbyDistrictYouthEmpowermentCentreswastakenupin10districts of Karnataka.Around 142 sensitizationprogrammesreaching14,000youthsspreadacross10districtswereconducted.
15.8.3 Specialist Clinics Services
Centre for Addiction Medicine
The Centre for Addiction Medicine (CAM)continued to expand its services during the year2014-15. In response to the growing publicdemand for patient care, public awareness,community activity, research and policy, severalnewinitiativeswereinitiated.CentreforAddictionMedicine Complex encompassing Women’sTreatment Wing, Drug Toxicology Laboratoryand Virtual Knowledge Centre was inauguratedbythethenHon’bleMinisterofHealth&FamilyWelfare, Government of India on 16 August2014.Women’s TreatmentWing is an exclusive20-bed facility for women with substance usedisorders. This centre offers individualized carein the form of medications, counselling, familyinterventions,andotherclient-basedservices.TheDrugToxicologyLaboratory is fullyequipped tocarry out chemical tests to monitor drug abusein patients with addiction and/or psychiatric

disorders.Ithasstandardised20differentscreeningtestsandHPTLC(HighPerformanceThinLayerChromatography),GCMS(GasChromatography-Mass Spectroscopy), ELISA based analysis ofdifferentdrugsofabuse.
Virtual Knowledge Centre has been establishedfortheuseofmultipointvideo-conferencing,andtransmitting training sessions to various centresacrossIndiaandtheworld.
The Centre offers a comprehensive inpatientprogramme consisting of individual and familyassessment,individuallytailoredtreatmentswhichinvolvepharmacologicaltreatmentsforwithdrawaland long term prevention of relapse, individualand group counselling, family counselling andintensiveaftercare.
During theyear2014-15,CAM registered3215newpatientsandfollowedup12257patientsface-to-face and 8158 via telephone.A total of 1070patientswereadmittedtotheCAMin-patientwardduring the period for inpatient treatment. Fivemorebeds (in single rooms)havebeen added totheexisting57-beddedmaleward.
PM’s 'Mann ki baat' (radio programme) on addiction: The CAM prepared a video on the importance of training experts in drug abuse treatment cessation and sent it to the PMO in response to the announcement inviting responses prior to the Hon'ble Prime Minister’s address on addiction in the 'Mann ki baat' programme.
Academic Programmes:
“Virtual Knowledge Network”, an onlinecapacity building facility, has been initiated bythe Department of Psychiatry to develop andsupporttheskilledmentalhealthresourcesinthecountry.Thiswas developed initially in the areaof Addiction Medicine/Psychiatry and has nowbeen extended to seminars and other academic
programmes of the department. The academicprogrammes,beamedacrossthecountry,arealsoavailableonthewebportal.
15.8.4 Yoga – Mental Health & Neurosciences
TheAdvancedCentreforYoga-MentalHealthandNeuroscienceswasstartedin2007incollaborationwiththeMorarjiDesaiNationalInstituteofYoga,NewDelhi(fundedbytheDepartmentofAYUSH,Govt.ofIndia)forpromotingtrainingandresearchinYoga.Activitiesof the centrewere essentiallyinterdisciplinary involving all clinical and manybasicsciencedepartments.
The center completed its original term inMarch2012 and functioned in a limited capacity as aservicetillJune2014.InJuly2014,theNIMHANSIntegratedCentreforYoga(NICY)wasestablishedtocontinueservice,trainingandresearchactivitiesrelatedtoyogainmentalhealthandneurosciences.
Thefollowingclinicalservicesarecurrentlybeingoffered to patients and caregivers referred fromNIMHANSclinicalservices:
● Yoga therapy services for psychiatric andneurologicalpatientsreferredtoNIMHANSIntegratedCentreforYoga.
● Regular yoga classes for inpatients atpsychiatric wards of NIMHANS throughtrainednursingstaff.
● Regular yoga sessions for caregivers ofpatients with psychiatric and neurologicaldisorders.
Yoga sessions at Psychiatry Wards
TheCentre is also running daily yoga classes atdifferent psychiatric wards through nursing stafftrainedinYoga.Ayoga-basedsessionwithselectedyogic asanas, pranayama and nadanusandhanatechniques has been introduced in place ofunstructured physical activity at both open andclosedpsychiatricwards.Anaverageofabout15-20patientsparticipateintheseyogabasedsessions.

Duringtheyear2014(JanuarytoDecember)atotalnumber of 9313 patients were seen at theYogaCentreand1221wereregisteredasnewpatients.Intheyear2015(JanuarytoDecember)atotalof13382patientswereseenand1575wereregisteredasnewpatients.
Training activities
NICYconductedthreeYogaAppreciationCourseslasting onemonth each for staff and students ofNIMHANS fromDecember 2014 –March 2015in which more than 50 persons participatedand received training in yoga. This was highlyappreciatedbythestaffandstudentswhoattended,and NICY has planned to make this a quarterlyfeatureinthecomingyear.
TheCentre has also developed a videoCDwiththefullyogamoduleforSchizophreniaforpatientswho have already been trained by the yogatherapists,whichisbeingusedforvideosessionsattheCentreaswellashomesessions.Similarvideotools are being developed for other disorders.Apilottele-yogasessionwasrecentlytrialed,whichhaspotentialforcontinuedsupervisedtrainingforpatientswhocannotattendtheCentre.
AsapilotprojectformentalhospitalsinIndia,theCentrealsoconductedabrief trainingcourse fortwonursesfromtheDharwadInstituteofMentalHealth andNeurosciences (DIMHANS) to teachspecific Yoga modules to patients with mentaldisorders in March 2015. The Centre plans toexpandthisprogramtocoverallmentalhospitalsin India in collaborationwith theDepartment ofNursing,NIMHANS.
15.9 CENTRAL INSTITUTE OF PSYCHIATRY (CIP), RANCHI
Introduction
CentralInstituteofPsychiatry(CIP),Ranchiwasestablished in 1918, under the name of RanchiEuropean LunaticAsylum. In 1977 the hospital
was given the status of an Institute and wasconsequentlygiven its present name i.e.,CentralInstituteofPsychiatry.
15.9.1 Patient Care
The campus of the Institute is spread over 210acres.Ithasacurrentcapacityof643beds.Thereareatotalof15wards(9malewards&6female),an emergency ward and a family unit. Patientsarenotkept confinedandcanwalkaboutwithinthe hospital. Drug therapies form only a part oftreatment along with various psychotherapies,behavioral therapy, group therapy and familytherapy. A milieu therapy approach is practiced– patients participate in running the ward andhelp in looking after other patients.Along withmentalhealth,physicalfitness is emphasized too–patients takepart in regularphysicalexercises,yoga,outdooraswellasindoorgamestokeepthemphysicallyfit.Patientcare,researchandmanpowerdevelopment remain the major objectives of theInstitute.
The Institute provides services for acutely illpsychiatricpatients,includingthoserequiringcarefor concurrent medical disorders. 3,920 patients(3214malesand706females)wereadmitted.3909patients were discharged (3203 males and 706females).The averagebedoccupancyduring thespecifiedperiodwas83.3%.
The institute also runs a child guidance clinicand an independent 50-bedded child psychiatryunit since 1975. It caters the needs of psychoticchildren, children with developmental disordersandmentalretardation.Parentsarerequiredtostaywiththeirchildrenforthedurationofthetreatment.7170patients(2011newcasesand5159follow-upcases) attended the outpatient department (OPD)fortreatment.Therewereatotalof197admissionsand196dischargesduringtheperiodunderreport.

Thetotalnumberofcasesseenonanoutpatientbasiswas70,786 (23,045newcases&47,741 follow-upcases)[includingallpsychiatrycases(Adult&Child),StaffOPD,ExtensionClinics,SkinClinic&Psycho-socialOPD].Thetotalnumberofnewpsychiatrycasesseenwere14127(9546males&4581 females)while 45258psychiatry follow-upcaseswereseenduringthisperiod(31715males&13543females).
The Institute runs Extension Clinics whichinclude the General Psychiatry Clinic at WestBokaro, Hazaribagh, Chandan Kiari, Bokaro,School Mental Health Programme, Deepshikha,Ranchi. Regular camps, awareness programmes,workshops with teachers and parents are alsoconductedattheseextensionclinics.Schoolmentalhealth programmes are being run in two schoolsthroughtheoutreachprogramme.Thecase-loadintheextensionclinicswas2845.
TheInstitutehasbeenrunningatoll-freetelephonecounseling service – the CIP Helpline – since2001.TheInstitutealsoprovidesane-counselingservice.Duringtheperiodunderreport,614generalhelpline calls, and 64 e-mailswere received andattended.
15.9.2 Medical Education
TheClinicalPsychologydepartmentattheInstituteis the oldest independent department of ClinicalPsychology in India. In 1962 a teaching courseinClinicalPsychology–DiplomainMedicalandSocialPsychologywasstarted(thiscourseisnowknown as M.Phil. in Clinical Psychology). ThecourseofPh.D.inClinicalPsychologywasstartedin1972.Atpresent, thereare12seatsinM.Phil(ClinicalPsychology)and4seatsinPh.D.(Clinical
Psychology).Thedepartmentalfacultyincludes6Assistant Professors, 1 Clinical Psychologist, 2AssistantPsychologistsand1LaboratoryAssistant.The Child Psychiatry Unit imparts training toresidentdoctors andpostgraduate students in thefield of child and adolescent mental health. Inaddition theCentreforAddictionPsychiatryactsasthenodalcenterineasternIndiaformanpowertraining and research in the field of alcohol anddrugabuse.
TheDepartmentofPsychiatricSocialWorkrunsanM.Phil.programmeinPsychiatricSocialWork.Atpresent,12seatsareavailableforM.Philtrainees.
The Nursing Education section of the Instituteis responsible for training nurses to obtain theDiplomainPsychiatricNursing(DPN)andgivingclinicalnursingexperiencetovisitingnurses.TheNumberofvisitingnurseswhoreceivedtrainingisasfollows:

They are allocated work inthevarioussectionsaccordingtotheirabilitiesandaptitude.About 50 male patients and 35 femalepatientsattendOTdaily.Thedepartmentalsohasawell-equipped andmodern physiotherapy unit.The OT department is also involved in trainingmedicalaswellasnon-medicalprofessionalssuchas psychiatry residents, clinical psychologists,psychiatric socialworkersandpsychiatricnursesin various aspects of occupational therapy andrehabilitation.

The Centre for Cognitive Neurosciences wasoriginallyestablishedin1948,whenitwasknownastheElectroencephalography(EEG)Department.The EEG Department initially had a 6 channeland then an 8 channel electro encephalographmachine.ItisnowcalledtheCentreforCognitiveNeurosciences.
Atpresent,theCentrehastwosections–aclinicalsection and a research section. The clinicalsection possesses a 21 channel paper electroencephalogram,a32channelquantitativeelectroencephalogram and a 40 channel video electroencephalogramaswellasequipmentforrecordingan electromyogram (EMG), nerve conductionvelocity (NCV), brainstem auditory evokedresponse(BAER)and thegalvanicskinresponse(GSR). The research section possesses DenseArrayEEGacquisitionsystems(64,128and192channels), Evoked Response Potential (ERP)acquisition units (40 channels), a 40 channelpolysomnography (PSG) unit and a repetitiveTranscranial Magnetic Stimulation (rTMS)unit. The Centre has acquired advanced signalprocessing software such as Advanced SourceAnalysis(ASA),BrainElectricalSourceAnalysis(BESA)etc.Totalno.oftestsdonewere6259.

The Pradhan Mantri Swasthya Suraksha Yojana(PMSSY)hasbeenlaunchedwiththeobjectivesofcorrecting regional imbalances in theavailabilityof affordable/reliable tertiary healthcare servicesandtoalsoaugmentfacilitiesforqualitymedicaleducation in the country. PMSSY has twocomponents–settingupofAIIMSlikeinstitutions
and upgradation of existing State GovernmentMedical Colleges/Institutions and is being takenup in phased manner. Upgradation programmebroadlyenvisagesimprovinghealthinfrastructurethrough constructionofSuperSpecialityBlocks/Trauma centres etc. and procurement ofmedicalequipmentsforexistingaswellasnewfacilitiesonCentralandStatesharebasis.
In first phase of PMSSY, six AIIMS one eachat Bhopal, Bhubaneswar, Jodhpur, Patna,Raipur and Rishikesh and upgradation of 13existing State Government Medical Colleges/Institutions(GMCIs)weretakenup.UnderPhase-IIofPMSSY,AIIMSatRaeBareliandupgradationof6arebeingtakenup.Simultaneously,underPhase-III, 39 existing Government Medical College/Institutionsarebeingtakenupforupgradation.Inaddition, setting up 3AIIMS has been approvedunderPhase-IV.Upgradationof12existingGMCIsisunderconsiderationunderPhase-IV.

Legislation: AIIMS Amendment Act, 2012 hasbeenenacted,amendingtheAllIndiaInstituteofMedicalSciencesAct,1956toprovideautonomousstatus to the six AIIMS. The societies formedearlier have been incorporated as correspondinginstitutes.InstitutebodyforeachnewAIIMSwasconstituted in July, 2013. Besides, GoverningBody, Standing Finance Committee, StandingSelectionCommitteeforsixnewAIIMShavealsobeenconstituted.
Creation of posts: 4089 posts of variouscategoriesincludingfacultyandnursinghavebeencreated for each of the sixAIIMS. Recruitmentto faculty has beenmade. Strength of faculty atAIIMS,Bhopal-59;Bhubaneswar-69;Jodhpur-59;Patna-57; Raipur-65 and Rishikesh-50. LimitednonfacultypositionshavebeenfilledbyindividualAIIMS.
Procurement of medical equipments in all the six AIIMS
● HLL Lifecare Ltd. has been appointed asProcurement Support Agent (PSA) forprocurementofmedicalequipmentsforthesixAIIMS.
● Tender for medical equipment worth Rs.400crore(approx.)forprocurementthroughHLLLifecareLtd.hassofarbeenfinalized.
● Separately,theInstituteshavebeenadvisedtoprocureequipmenttomeettheirminimumoperation requirement for the currentacademic session and starting hospital thisyear.
● Furniture forMedical College has alreadybeenprocured.
15.10.3 New AIIMS under PMSSY Phase-II
The Central Government has approvedestablishmentofoneAIIMSeachintheStatesofUttarPradeshandWestBengal.TheGovernmentof Uttar Pradesh has transferred the land to theCentralGovernment for establishment ofAIIMSat Rae Bareli. The Ministry has appointed M/s.
HSCC(I)Ltd.asProjectManagementConsultantfortheproject.WorkforconstructionofhousingcomplexfortheAIIMS,RaeBarelihasstartedandis in full swing. In addition, the Institute shallalsohaveastart-upOPDincludingothernecessaryfacilities to provide healthcare for the benefit oflocal populace. The work of start-up OPD is inprogress.
FortheproposedAIIMSinWestBengal,theStateGovernment has requested for setting up of thesameatKalyani.
15.10.4 Upgradation of Government Medical Colleges (Phase I, II & III)

The Cabinet has approved on 07.10.2015 forestablishmentofthreenewAIIMSatMangalagirinear Guntur in Andhra Pradesh at the cost ofRs.1618crore,NagpurinMaharashtraatthecostofRs1577crore andKalyani inWestBengal atthecostofRs1754croreunderthePradhanMantriSwasthyaSurakshaYojana(PMSSY),involvingatotalfinancialimplicationofRs.4949crore.Timeframeforimplementationis5yearsfromthedateofapprovalbyCabinet.
