The December 16, 2014, Roundtable meeting was called to order at 11:34 a.m., at the MPO Office.

2. Introduction

Participants introduced themselves.

3. Approval of Agenda

Participants approved the agenda for the December 16, 2014, Roundtable meeting. 4. Approval of the Roundtable’s November 18, 2014, Meeting Notes Participants approved the Roundtable’s November 18, 2014, meeting notes. 5. Mobilizing Tomorrow Update

Staff provided an update on the approval of Mobilizing Tomorrow. It was noted that the plan was approved at the November MPO Policy Committee meeting, with an amendment to change the funding strategy.

6. Federal Fiscal Year 2019 Surface Transportation Program Process

Staff provided information on the FFY 2019 Surface Transportation Program (STP) and Transportation Alternatives Program (TAP) funding opportunities. It was noted that the application process had begun, with a simplified online application. A schedule of the process was provided to the Roundtable.

7. Wellmark Foundation’s MATCH Program Grant Award

Staff reported on grant funds that were awarded to the MPO to carry out Complete Streets policy development and tactical starts. It was noted that $75,000 was awarded to the MPO through the Matching Assets to Community Health (MATCH) program. This money will be used to carry-out pilot projects, similar to the Ingersoll Ave project, across the region.

8. BikeLife Cities Program Staff provided information on the BikeLife Cities program. The Roundtable discussed the pros and cons of

starting this program in the Des Moines area. It was requested to have a BikeLife Cities representative speak at the January meeting to provide more information on the program.

9. 2015 Iowa Bicycle Summit Staff provided information on the 2015 Iowa Bicycle Summit, which is being held on January 23, 2015.

The summit workshops will focus on how to build better bicycle facilities in our communities. 8. Association of Pedestrian and Bicycle Professionals Webinars

Staff provided information on a series of webinars put on by the Association of Pedestrian and Bicycle Professionals (APBP). It was noted that these webinars are held on the third Wednesday of every month through December. Staff noted that the next webinar will be held at 2:00 p.m. on December 17, 2014, at the MPO’s office.

9. Bike and Ride Data

Committee members briefly reviewed the Bike and Ride Data for the month. 10. Project Updates

The Roundtable discussed projects occurring around the region.

ISSUE: BikeLife Cities

INFORMATION: Conference call with Becca Heaton to provide more information on the BikeLife Cities program.

BACKGROUND:

BikeLife Cities is a program that helps cities promote and grow bicycling in their regions. In 2014, BikeLife Cities launched in three cities: Boulder, CO; Tucson, AZ; and Kansas City, MO. Currently, they are looking to expand to Salt Lake City and Ogden, UT and Anchorage, AK, among others. A representative from BikeLife Cities has reached out to the MPO about starting a BikeLife Cities program in the Des Moines area (BikeLife Des Moines). The program could provide a way to educate the public about current and future investments being made on bicycle facilities and events in the region. It would market to cyclists and people who would ride more if they knew safe places and ways to ride. The program would consist of a printed magazine as well as an online component. Becca Heaton, with BikeLife Cities will be calling in to provide more information on the program. Additional information on the BikeLife Cities Program is included on the following pages. What is BikeLife Cities? It is a national program from Catalyst Communication supported by People for Bikes and the League of American Bicyclists to help cities promote cycling in their region. The program is focused on getting the word out to people that are “interested but concerned” and would ride more if they felt more comfortable and confident.

We partner with cities and other entities in the regions to provide engaging, informative content, combining local and national resources to inspire people to ride their bikes more. These resources include a pullout bike map, info on bicycle facilities, fun stories, product suggestions, “how to’s” and events. Our first three cities range from Boulder (Platinum level according to the League of American Bicyclists), to Tucson (Gold) and Kansas City (Bronze). All three are using BikeLife Cities as part of their strategy to attain the next level designation and create a cycling culture.

Studies have shown that people who know more and gain experience riding feel safer and are likely to ride more. BikeLife Cities, along with programs such as protected bike lanes, green lanes, and bike route and trail building initiatives, provides an interesting, content-rich, socially-engaging platform upon which your city’s messages will be heard and shared widely.

The BikeLife Cities program consists of print and digital content, designed to be used in a variety of ways, depending on your needs. Catalyst is prepared to invest and partner with you to launch your program at the right level to fit with your resource and budgetary constraints.

DistributionThe print magazine is set up to run quarterly, but can be printed less frequently. The distribution, timing and frequency can be varied to suit your city’s needs.

ISSUE: Bike Friendly Businesses

REPORT: Discussion about a Bike Friendly Business program in Greater Des Moines. BACKGROUND:

Bike Friendly Business programs are starting to pop-up across the nation. These programs are opening up opportunities for businesses to reach out to the biking community and are also encouraging people to make more trips on their bicycles. The Des Moines area does not currently have a program like this, but it is has been mentioned at various times. Staff requests that the Roundtable discuss the idea of starting a Bike Friendly Business program in the Greater Des Moines region.
