Our Story
The Center of Digital Innovation “CODI” was established in 2013. It is
one of the UAE mGovernment initiatives. It consists of Mobile
Applications Testing Laboratory “mLab”, mGovernment Training
Center, provides technology consultancy and stimulates innovations in
the government sector.

Service Description: • Dedicated laboratory to research, test and develop new and
innovative methods to build and deliver smart government mobile services.
• Currently the lab tests mobile applications for privacy , compatibility , security and performance.

• Compatibility Test: Testing the application compatibility with different hardware, OS versions, and screen resolutions.
• Binary Analysis: Analysis of the properties and permissions of a running application.
• Static Code Analysis: Detecting errors and defects in the Source code of a software without executing it.
• Dynamic Analysis: Penetration
test performed at the level of running application.
• Anti Reverse Engineering Test: Reverse engineering allows a developer to see and modify source code from an application.
• Load Test: Realistically simulate user activity and monitor server behavior.

Challenges
Technical Challenges1. The complexity of setting up a mobile lab with tools
capable of supporting all mobile operating systems and platforms with high accuracy and automation.
2. Rapidly evolving technology makes it challenging to understand what is relevant and what will become relevant.
Non-Technical Challenges:3. Developing and Matching appropriate training to the target
audience across the nation.4. Very short period to deliver a nationwide training program
considering that the overall duration for the transformation is two years.
5. Adoption of services by target audience.
Overcoming Challenges
Overcoming Technical Challenges:1. Thorough research of proposed tools before
implementation.2. Establish open communication with technology experts,
vendors and other relevant parties.
Overcoming Non-Technical Challenges:3. Establishing a strong network with the eGov department of
each emirate4. Diversifying access channels to services.
Lessons Learned
• Clear vision and support from the leadership is key for
delivery of successful projects.
• Conducting a Situational Analysis will help identify insights,
implications and strategic challenges.
• Problem Identification and key priorities are critical to turn
services into solutions.
• Delivering value leads to a higher user satisfaction.
• Working in silos is counter-productive.
• Inter-departmental collaboration across the UAE is key for a
more effective transformation towards a Smart Government
resulting in citizens’ happiness.
