Cedar Village Times is a monthly publication of the Cedar Village at Brick Homeowners Association. Articles of interest should reflect timely and relevant information. The summer season is fast approaching! Beginning on May 18, the Brick Farmers’ Market at Windward Beach will be open on weekends from 9-2…a good place to get fresh fruits and vegetables!

Both Monmouth and Ocean Counties have numerous activities for your pleasure during May.

• 5/9 – OCC sponsors its annual Mental Health and Wellness Fair from 10-3.

• 5/11 – Historic Longstreet Farm in Holmdel will have a 19th century woodworking demonstration from 12-3.

• Weather permitting, weekend boat tours of the Manasquan Reservoir will take place. Call 732-751-9453 for information and tickets.

• 5/18 – Pet Adoption Day from 12-3 will be held at St. Raphael’s Episcopal Church in Brick.

If a holiday falls on the week of your regular pick up day, it will be picked up the day after

your scheduled pick up day.

TRASH - Regular garbage pick-up day is Thursday (early am)

RECYCLING - Recycling is collected every other Friday (early am) and subject to change by the TOWNSHIP. You may combine metal, glass, plastic, cardboard and paper in one container. Containers MUST have a lid on them.BULK ITEMS - If you have any bulk items (furniture) call the Township and request for the item to be picked up. Ask about small appliances: Brick Township Public Works# is 732-451-4060

STYROFOAM is NOT recyclable–Please put it into a plastic bag with your garbage so when it is emptied it does not blow everywhere.

It is a good idea to put your address in or on your garbage pail & recycle containers – If they blow away, they can be returned to you (if someone finds it)!

“Garbage & Recycling cans must be regularly kept/stored in the garage” and shall not be placed on any street, sidewalk, parking area or common property except when necessary for collection.

CARDS! CARDS! CARDS!The Cedar Village poker club would like to add players to our group so we can start another players’ table. If you are interested in joining our group, the game is currently 7-card stud and the stakes are affordable. If there is a second table, other options could be discussed and adopted by the second table players. The group meets on Tuesday evenings at 6:00 PM in the clubhouse card room. A Resident Alert call is a message from the community manager to alert the residents of situation concerning the community.

Some residents have asked if the caller ID could show the Resident Alert call coming in from the property name or management company name. A third party service provider provides this service with a standard number that is used for all community resident alert calls. Unfortunately we can’t get a separate or individual site-specific number for Caller ID purposes.

However, the number making the Resident Alert call will always be the same.

Please take note of this phone number: 877-801-0596. This is the phone number that you will receive our Resident Alerts from.

Please add it to your contact list in your phone or address books. You can name the contact as: Resident Alert or Cedar Village Alert or FirstService Resident Alert. This will help you identify a Resident Alert call coming in from a telemarketer call, preventing you from missing the Resident Alert Call.

In addition if you miss the resident alert call, you can call back the number that the resident alert came in on (has to be the phone that got the message) and the most recent resident alert will play back for you. If you answer the call and after listening you want to hear it again, it will automatically repeat or when finished you can press 1 and hear it again.

If you wish to extend your time in the pool area after the pool closes, you must move to the upper pool veranda at 7 pm. • Call Customer Service at 800-870-0010 and they will submit a written work order for you.• Please describe the location of the repair needed; for example: facing the house on the left, right, front or rear. No diagrams, or drawings please.

MaILBOXES: Please, take the time to make sure your mailbox is in GOOD solid condition, make sure it is sturdy and the post is secured in the ground. If your post is rotted, you will need to replace it. There are handymen that are listed in the phone book that I’m sure can perform this service. While we cannot recommend anyone, you may want to take a look on the bulletin Board or check out some of the advertisers in this newsletter for someone who performs these services. WHaT TO DO WHEn yOu aRE SELLInG yOuR HOME

aDVISE yOuR BuyER: The buyer should instruct their attorney to go online to the FirstService Resale Department at www.fsresidential.com, and order a Re-Sale Certificate. Click on Order Documents & Certificates, put in the zip code (08724), and complete the form.

The FirstService Resale Division provides the buyer’s attorney with either a CD or downloaded documents containing information regarding the Association fees owed at closing by both buyer and seller. The document also contains the Association’s financial statement, budget, temporary coupons to pay the monthly association fee, instructions to set up automatic monthly payments and the ARC Rules and Association By-Laws. If a Re-Sale certificate is not obtained, the account remains in the sellers name and is charged the monthly association fee.

Seller: Remember to terminate your ClickPay automatic payments BEFORE you close on the sale of your home. Failure to do so may result in the association fee debited from your account after you sell your home. Go to: www.clickpay.com/firstservice. For help with your account or setting up payments online, please contact ClickPay at 1-888-354-0135.

TRanSFER OF a DEED: Any time the name on a Deed is changed; including a transfer of a Deed into someone else’s name, even if it is within your family, is considered a “sale” and requires the new owner fees to be paid to the Association. The Association fees are: $300.00 Working Capital Fund contribution, $350. Reserve Fund contribution and $100 Deferred Maintenance contribution. These fees are non refundable. In addition, a new owner must pay 2 months of Association fees upfront, which is credited to your account is also non refundable.

Checks should be made out to Cedar Village at Brick and attach a copy of the new recorded Deed. Unless ALL this documentation is received, the name on your account cannot be changed and billing will remain the responsibility of the owner we have on record. For transfers and name changes ONLY: mail the new Deed and the checks to: Cedar Village at Brick, Management Office, 85 Cedar Village Boulevard, Brick, NJ 08724.

A few years ago, Maryann (age 51) developed severe low back pain that traveled down her buttocks and legs due to sacroiliitis. The sacroiliac (SI) joints are the foundation of the spine, located near the belt line. Her pain was aggravated by walking, standing, sitting, laying down and getting out of her bed. Previously, Maryann had a busy lifestyle. She worked and enjoyed hobbies like going to the gym, Atlantic City and Great Adventure.

Maryann’s once enjoyable activities came to a halt due to pain. She rated her pain 9/10. She could not lift more than 10 pounds, which stopped her from being able to work. All of her daily living activities were greatly affected. After unsuccessful attempts of relief with physical therapy and over the counter medications , she decided she had to do something for relief.

That was when Maryann made an appointment to see Dr. Dharam Mann at Garden State Medical Center. Non-invasive options such as bracing, medications and steroid (anti-inflammatory) injections were tried first. Injections provided Maryann only temporary relief. So, Dr. Mann suggested a CornerLoc Sacroiliac Joint Fusion. Dr. Mann explained in detail, this minimally invasive procedure which is performed in our very own Manchester Surgery Center in Whiting.

The procedure is performed through the lower back, through two small incisions. This provides the shortest and safest access to the SI Joint. Through a straw like instrument, bone chips are placed into the joint effectively “locking” it into place. This results in lower surgical trauma and shorter surgical time. For the patient, that means a lot less discomfort and much faster recovery.

Maryann decided to move forward with the CornerLoc SI Joint Fusion. “The procedure I had was wonderful. I woke up in recovery as soon as the sedation wore off and I stopped my pain medication. I started walking, getting back to my normal activities and I was able to go to Atlantic City.”

aSSOCIaTIOn InFORMaTIOn FOR HOMEOWnERSOF CEDaR VILLaGE HOa

Since there are many new owners at Cedar Village, here is some helpful information and reminders about the responsibilities of being a Homeowner in the Association:

STREETS: - The streets are owned by the Township and the Township is responsible to maintain them.

SIDEWaLKS: Homeowners are required to maintain their sidewalks, such as power washing, repairing cracks and replacing lifted or deteriorating slabs.

MaILBOXES: Mailboxes are the property of the homeowner and are maintained by the homeowner.

TOWnSHIP GaRBaGE & RECyCLInG CanS may be obtained from the Township Department of Public Works and must be stored in the garage. Outside storage is not permitted. Call the DPW at 732-451-4060.

uTILITIES: All utilities, cables, and wiring that services your home; such as electricity, phone service, gas, cable, water, and sewer lines that services your home is your responsibility. You should contact the service provider when it comes to installation, or repairs. Your service provider’s phone number is located on the bill they send you. It is helpful to have your account number available when calling. The Association does not maintain these services for you; you must contact your provider in order to have your services repaired or to find out why you may be experiencing problems.

The utility boxes that may be located on your front or side lawns belong to Verizon and/or Comcast. If the box cover is tilted, or the wires are sticking out, call Verizon and Comcast, it is their responsibility to repair and maintain their equipment. Check your utility bills for the phone number to contact these companies. These boxes are not common property and are not and it is not the responsibility of the Association to make these service calls, maintain or repair the Verizon and Comcast boxes. Thank you for your cooperation.

aLTERaTIOnS anD MODIFICaTIOnS TO THE OuTSIDE OF yOuR HOME REQuIRES APPROVAL - ARC Requests:any alterations you wish to make to the outside

of your home must first be approved by the ARC committee and the board of trustees. There are no exceptions. an aRC form can be picked up in the clubhouse lobby. Once it is filled out by the homeowner, it needs to be returned to the management office for approval by the ARC Committee. Please allow up to 4 weeks for approval. Once approval is made the homeowner will be notified in writing. Thank you in advance for your anticipated cooperation

Maintaining your Property:

IRRIGaTIOn: The Irrigation system is tested before it is turned on at the end of April each year and heads are adjusted and repaired at this time.

The Irrigation system runs throughout the development. Well water is used and the watering is controlled by the Association Wells. The amount of well water that we are allowed to use for irrigations is allocated to the Association by the DEP. We cannot use more water than we are allocated.

If you feel your lawn needs more water than what we have been allocated by the DEP for irrigation purposes, you may water your lawns by hose and are encouraged to do so. The DEP monitors and regulates the amount of well water we are allocated for irrigation and cannot be increased.

If you need to have a sprinkler head moved, the cost for this item is paid for by the Homeowner. Fill out the work order form, drop it off at the Management office and the Irrigation contractor will contact you for an evaluation and an estimate.

you may not engage an outside contractor to make any alterations to the irrigation system on your property or any common property. you may not make alterations yourself. no exceptions.

If a sprinkler head that is on your property is not working properly or not working at all. Please fill out a work order form and put it in the bin on the table in the Clubhouse. We will arrange for a repair with the Irrigation company. If the homeowner has caused the sprinkler head to work improperly, such as planting a

shrub or tree that blocks the head, the cost to relocate the head will be that of the homeowner.

Irrigation Work Orders – are accepted when the system has been turned on for the season. If a sprinkler head is not working properly, please place a work order by calling Customer Service at 800-870-0010 . They will submit a written work order for you. For a sprinkler head to be moved your work order should include a request for an appointment with the contractor for an evaluation and an cost estimate. The cost to move a sprinkler head is at the homeowner’s expense. Doing construction on the exterior lawn area such as power seeding or tree removal – you must request the sprinkler heads to be flagged before you can do any work. As always, thank you for your cooperation

LaWnS: All lawns are mowed by a Commercial Landscaping Contractor. Lawns are mowed on a 7-10 day basis, depending on weather conditions. Edging of the sidewalks and walkways are done periodically. DAMAGES must be REPORTED immediately in the same week as the damage occurred or the landscaper cannot be held responsible. To place a work order for damages please call Customer Service at 800-870-001.

Weed control is done on an as needed basis as depending on the prevailing conditions of the season. A commercial application of fertilizer on common areas and homeowner lots are on a proscribed schedule according to the contract. Lawn services are performed April through November. If you wish to add your own weed control or fertilizer applications in addition to the commercial applications provided by the Association, you are encouraged to do so.

COMMERCIaL LaWn aPPLICaTIOnS: A friendly reminder, The Association provides commercial lawn applications as a courtesy and is not responsible to provide custom work on individual homeowner lots. The Association does not provide additional weed control or fertilizer applications other than the commercial applications applied per season. The homeowner is responsible to maintain your property to keep it in good condition.

The Association provides only one seeding application and aeration service in the fall of each year to private homeowner lots. Re-seeding is not provided by the Association and any addition seeding or aeration is

the responsibility of the homeowner.

All objects on your lawn should be removed that you don’t want damaged, including wires to your air conditioner that may be lying along your house or items placed alongside the driveways or walkways. This includes all decorative items, flower pots and landscape lighting such as solar lights and low voltage lights. The best way to prevent damage is to put a border around your home. Restrictions on width apply. Consult the Association’s ARC Guidelines and file a ARC application before making any changes. Board approval is required before you can proceed with changes to the exterior of your home. Guidelines and Applications are located in the Clubhouse lobby Literature Rack.

as a homeowner, you are responsible for what is on your property and you are responsible to move items that could be damaged where the lawn mowers, weed whackers or snow clearing equipment will or can take place. It is your responsibility to prevent the damage of your personal items on your property.

TREES: Any tree on your homeowner lot is yours to maintain as required by the Association.

MuLCH aROunD TREES: Although you own all trees on your property lot, the Association will apply mulch up to 3 tree rings maximum, that are located in the front of your house as a courtesy, so the community has a consistent well kept look, not because they are the Association’s trees. The association does not provide mulch on any other location on your property lot. You are responsible for all your flower beds including weeding, planting and pruning and watering.

COMMOn aREaS, WETLanDS anD TREES: All common area wetlands are maintained by the association and governed by the DEP. No one is allowed to remove or plant any trees, shrubs or brush within any common areas/ protected wetlands. Trees that are alive cannot be removed as per the DEP.

Your personal property/belongings are not allowed to be placed in the Common Areas. Nothing should be nailed or screwed into or hung on or from any common area trees including bird feeders. Affixing items to the tree damages the tree and may cause them to die or become diseased, which will result in an added expense to you or the Association.

CDBG Housing Rehabilitation ProgramBrick Township has established a Housing Program

which is designed to assist in improving Township housing. Program funds are used to provide up to $25,000 of rehabilitation assistance to income-eligible, owner-occupants of single-family homes and town homes. Regarding townhouses the Township will only make repairs to interior elements that are not covered by the Homeowners Association. The Program does not serve multi-family dwellings. Assistance is governed by federal regulations and

Township policy. Income guidelines are provided in this article.In general, financial assistance is available for the

renovation or replacement of substandard heating, electrical, and plumbing systems; some structural repairs and modifications; insulation and other improvements designed to reduce operating expenses; alterations to correct code violations; and other repair work necessary for upgrading existing homes to standard condition. The CDBG Housing Rehabilitation program provides assistance to eligible homeowners who:• Meet household income criteria;• Comply with application procedures and provide requested personal and financial information;• Agree to adhere to program rules; AND• Have a need to make home improvements tocorrect serious housing deficiencies.How the Program WorksProspective applicants should call Brick Township

Community Development at (732)262-1030. 1. Identify yourself as a Brick Township resident who would like to be placed on the Housing Rehabilitation Waiting List.2. You will be contacted when your name reaches the top of the waiting list. You must respond within 14 days.3. In order to proceed, you must complete an application, as well as submit personal information that includes, but is not limited to, income and asset verification for each person that currently resides in the home.4. Once eligibility is determined, a home inspector will make arrangements to visit your home and prepare a Scope of Work identifying the necessary repairs.5. Contractors will then come to your home to prepare a written estimate for the repairs.

6. The lowest responsible bidder will be selected to make repairs to your home.7. The homeowner must sign a deferred ten year loan.8. Once a lien and contract are signed by the homeowner, the work will commence.Eligibility ScreeningIn order to determine whether this program is appropriate

for you, ask yourself the following questions:• Do I own my home?• Have I lived there 200 days?• Would I certify that I have not been previously served by the Township or by any other municipal Housing Rehabilitation Program? (It is the policy of the Township to serve homeowners one time except of emergency work.)• Do I meet the income eligibility criteria that are given in this article?• Am I willing to sign a lien equal to the amount of assistance that is provided to improve my home?• Would I be willing to accept the lowest bidding contractor to perform work on my home?• Do I understand that the Housing Rehabilitation Program will only repair structural damage or replace equipment that is necessary for occupancy of my home; i.e.- no cosmetic repairs, no additions, no garages?• If it is determined that there is lead-based paint in my home, would I be willing to relocate while the associated hazards are removed?• Do I understand that there is a waiting list?If you answered yes to all of these questions, then you

MayOR’S SEnIOR aDVISORy COMMITTEE aPRIL MEETInG

Mayor Ducey update:

• Council passed ban on recreational marijuana sales, cultivation, manufacturing and testing. next date for voting on this is november 19, 2019.

• Our police are visiting churches, temples, synagogues, etc. setting up security plans for safety purposes.

• Safety Exchange Zone located in the rear of town hall in the parking lot by the police department.

• New initiative by our police department is to gather information from heroin overdoses, i.e. visiting family, friends, etc., in an effort to help combat this crisis.

• CDBG – Community Development Block Grants are available. There are income requirements. They will do up to $25,000 in home improvements. For further information, check out the flyer reprinted in this copy of the newsletter on page 13. If you have more questions, contact Tara Paxton at 732-262-1039.

• Delicious Gourmet Market – Opening in Top Tomato’s location. Same owner as the Sweet Green Market on Old Hooper avenue behind Harbor Freight Tools.

• Corrado’s Market – Expressing interest in PathMark site.

• Trader Joe’s – Application submitted for renovations at prior Ethan Allan site in Brick Plaza.

• Sports Dome – Received approval March 12, 2019.

• Senior Prom – May 10, 2019 at Lake Riviera Middle School.

• GED Program – No longer offered at the schools, but is offered at St. Francis Community Center.

• Loss of State Funding – Traveled to Trenton many

times, rallies with the mayor, meeting with the governor’s office, meeting with Senator Sweeney’s office, meetings with our local legislators who have been very supportive; and also engaging in litigation with the state to try and restore our funding.

• Other districts won last year to get more money back into their districts, and the feeling is that communities like Brick, Toms River and others have been receiving too much state aid and need to give it up. People outside Brick consider ours a wealthy community due to the waterfront properties. They don’t realize that in the last ten years kids on free and reduced lunch have increased from 16 ½ % to over 30 %, and the majority of that number is on free lunch, well below the poverty level. We ended last year with 166 homeless children. How that makes us a wealthy district is hard to understand.

• Preschool Program – Mostly state funded, opening in the Warren Wolf School on Chambers Bridge Road.

• We are doing major professional development of our teachers to move instruction along; we are looking into the size of our classes.

FITnESS:Brick Township Senior Outreach Services offers a variety of fitness classes at the Brick Senior Center on Adamston Road in Brick. There is no charge for each class, however a donation of $2 per fitness class is appreciated. Bus pickup is available by calling one day in advance. The complete schedule for this month is published in the newsletter.Another option for exercise classes is offered by the Beehive at St. Martha’s Church on Herbertsville Road. The classes held on Tuesdays, Wednesdays and Thursdays are for all fitness levels and can be taken seated or standing. There is no charge. A monthly column devoted to a topic or topics of interest for all homeowners. In reviewing this column over past years, May is traditionally “humor-time” with some interesting items that are not associated with our community, but will put a smile on your face. I’ve gathered my e-mail folder containing many interesting items that have been sent to me and found a few that I know everyone will enjoy.

Military Humor

A general visits an army hospital to check on conditions and inspire troops. It’s WWI, trench warfare is living hell, and the men could really use some inspiration. The general starts talking to the wounded soldiers.

He goes up to the first soldier and says: “What brings you in here son?” The soldier replies: “Sir, I got dysentery in the trenches, something awful.” The general asks him: “How are they caring for you in here?” The soldier replies: “Well Sir, every day the nurses put a cool cloth on my head and they clean my behind with a soft brush.” The general asks: “Is there anything else we can do for you?” and the soldier says: “No Sir, the nurses are doing the best they can.” The general seems satisfied and moves on to the next man.

The general approaches the second man’s bed and asks: “What brings you in here son?” The soldier replies somewhat embarrassed: “Sir, I got gonorrhea from a woman while I was on leave.” The general laughs and says: “It happens to the best of us son, how are they caring for you in here?” The soldier replies, “Well sir, every day the nurses put a cool cloth on my head and clean my privates with a soft brush.” The general once again seems satisfied, thanks him for his service and moves on to the next man.

OLD aGE

As I was lying around, pondering the problems of the world, I realized that at my age, I don’t really give a damn anymore.

If walking is good for your health, the postman would be immortal.

A whale swims all day, only eats fish, drinks water, but is still fat. A rabbit runs and hops and only lives 15 years, while a tortoise doesn’t run and drinks mostly nothing, yet it lives for 150 years

And you tell me to exercise - I don’t think so!

Just grant me the serenity to forget the people I never liked, the good fortune to remember the ones I do, and the eyesight to tell the difference.

now that I’m older here’s what I’ve discovered:1. I started out with nothing and I still have most of it.

2. My wild oats are mostly enjoyed with prunes and All-Bran.

3. I finally got my head together, and now my body is falling apart.

4. If God wanted me to touch my toes, he’d have put them on my knees.

5. Funny, I don’t remember being absent-minded.

6. If all is not lost, where the heck is it?

7. It was a whole easier to get older, than to get wiser.

8. The only difference between a rut and a grave is depth.

9. I wish the buck really did stop here; I sure could us a few of them.

10. It’s not hard to meet expenses…they’re everywhere.

11. When I’m finally holding all the right cards, everyone wants to play chess.

12. The world only beats a path to your door when you’re in the bathroom.

13. These days, I spend a lot of time thinking about the hereafter….. I go somewhere to get something, and wonder what I’m “here after.”

There are many more ways to stay healthy and fit than simply just going to the gym. In fact, some options are right in our own backyard. While gardening may not be considered exercise by some, it can actually build or maintain strength, stamina, and flexibility. Some studies have shown that it can also reduce the prevalence of heart disease, obesity, anxiety, and depression and improve one’s perceived quality of life. Some research even indicates gardening reduces the chance of developing Alzheimer’s by 50 percent. Want to learn more?

Getting StrongThe carrying, planting, and digging involved in gardening work many different muscles. Bending, reaching, pushing, and pulling promotes flexibility throughout every moving joint, muscle and ligament. Have an injury? Careful planning with your healthcare provider can make gardening part of your rehabilitation program.

Whether you’re pulling weeds, pruning flowers, or merely sitting in the middle of the garden enjoying the fruits of your labor, time in the sunlight is essential in increasing vitamin D levels, and therefore, avoiding or reducing the possibility of depression. Even if your gardening entails taking care of indoor plants, doing so in the earlier morning hours near natural light will help feed you a little extra vitamin D. This vitamin D enhancement can improve energy levels and lessen fatigue.

Minimizing StressFeeling stressed? Gardening can serve as a creative outlet as you aim to strategically place plants in a patterned fashion or work to mix each area with complementary colors. Your work in the garden can bring a sense of accomplishment, joy, and happiness that sets you free from stress.

The garden can also serve as a place of Zen, meditating among the plants, benefiting the mind, body, and spirit. The rewards often experienced include better sleep and a more productive mind. Add a water feature to enjoy, such as a fountain, and the peaceful experience of the garden will magnify.

while adding in a social outlet.

Boosting your IntakeHomegrown foods can benefit your diet and your health. More antioxidants within the food reduce inflammation, limiting the effects of arthritis and other inflammatory conditions. Many people, especially kids, seem more interested in eating fruits and vegetables when they participate in the growing process. Imagine grabbing those fresh tomatoes, peppers, and herbs that you nurtured from small plants or seeds and creating a masterpiece meal full of color and healthy vitamins.

The time is right to do what it takes to get into the garden. The health benefits are clear. So what are you waiting for? Roll up your sleeves, put on those gloves, and get your hands dirty.
