Client’s procedure for Mobilization NOC
1.0 Purpose: The purpose allow client to prepare site prior construction. This procedure is required to ensure that the proposed fencing is within the plot limit, signboard details are as per Trakhees‐CED Guidelines and Building Regulations.
2.0 Scope: All Clients/Business Units operating within the Trakhees jurisdiction area.
3.0 Responsibility:
Trakhees/CED engineers’reviews submitted document and drawings with no legal responsibility and / or liability is imposed on the authority. The consultant/ The Main Contractor shall remain entirely responsible for any legal obligations which may occur due to invalid / tampered documents being submitted along with Consultant Registration Process.

6.0 Procedure:
There are two types Mobilization Procedures: New application and resubmission of application to comply with Trakhees‐CED concern.
Trakhees‐CED is committed to complete the review process within ten working days, but does strive to try to complete it within 5 working days. Delays can occur due to the following:
• Missing some technical information, so engineer will inform consultant by e‐mail. • Arrange meeting with project’s consultant or client for clarification about some details.

7.0 Front Desk Registration & Acknowledgement Process:
7.1 The Trakhees‐CED Front Desk receives the application indicating the submission type (i.e. new or resubmission)
7.2 The CED Front Desk has the right to accept/reject the submission if the CD is not complete as per checklist requirement.
7.3 If the submission is complete the CED Front Desk shall accept the submission and forward a mail notification with the submission serial number to the consultant within maximum one working day
7.4 Incomplete submissions are rejected and are to be resubmitted.
8.0 Distribution of Documentation to Structural Engineer.
8.1 Submissions are assigned to individual Structural Engineers by the Engineer In‐charge with define period. The Structural Engineer undertakes review submission according to BRDG, Trakhees Circular 58146/2009/MAS and standards.
9.0 Feedback & Compile Summary
9.1 Upon completion the submission review, the Structural Engineer prepares Feedback Summary Report to be sent to the consultant.
9.2 In the event where any major problems have been identified, the Structural Engineer prepares accumulative report and send it to permit admin to send an official reply via e‐mail to the Client’s Consultant and request them to collect CD with the returned documents/drawings to be corrected prior of resubmission of Mobilization NOC.
10.0 Sign Drawings and Prepare Mobilization NOC 10.1 If the submission is complete and complies with all the Regulations and
Guidelines set by CED, the Structural Engineer sent the accumulated reply to permit admin to prepare the NOC with the payment advice as per finance code. Conditions are to be attached to the NOC if any
10.2 The Structural Engineer also includes Stamped Mobilization drawings / Commented (minor) with Mobilization NOC Approval
11.0 Notify Consultant
Once the NOC has been signed by the Structural Manager, the permit admin shall send signed NOC to the CED document controller who is in charge to notify the consultant by email to settle the fee payments and collect the CD containing the NOC.

12.0 Issuance of the amended BP/NOC Once the fees amount have been settled to Trakhees Cashier at Dragon Mart (1st floor), CD containing Cover Letter and Mobilization NOC will be handed over to the Client/Consultant/Contactor Representative only.

Our approval for mobilization is subject to the compliance of the following: 1. The consultant shall submit "Demarcation Certificate" approved by Nakheel 2. Only temporary works, like hoarding, site offices, amenities for labor etc. shall
commence. (NO EXCAVATION WORK IS PERMITTED). 3. Upon completion of site facilities, the nominated contractor shall pay a refundable
deposit of Dhs. xxxxx/‐ (Dirhams xxxxx Thousand only) to our cash counter. The copy of the deposit receipt along with the contractor’s EHS Form 1 to be submitted to EHS department.
4. The EHS department will visit the site and then issue the Certificate of Conformity. 5. Also the contractor shall obtain Certificate of Conformity from EHS Department prior
to commencement of any higher elevation work four meters and above by submission of duly filled contractor’s EHS‐form‐2 (copy attached).
6. We strongly recommend that all site offices and contractor’s site temporary facilities shall be located within the plot limits.
7. BU reserves the right to instruct the contractor to clear the service corridor at a short notice for any development as service installation and will not be responsible for any abortive costs.

8. The deposit will be refunded upon completion of project, obtaining Building Completion Certificate and complete clearance of site including contractor’s signboard. The deposited amount will be forfeited if it is not claimed within 3 months from the date of Building Completion Certificate.
Finally, you are requested to hand over a copy of this document to the appointed contractor, explain the revised procedures and advise them to cooperate with us in improving the safety standards at construction sites. We also enclose a copy of a circular reference‐ 5294/2005 outlining the revised procedure for obtaining a Building Permit. 1. All project signboards shall be located within the Developer’s Plot boundaries. 2. The appointed contractor shall maintain and keep clean all signboards for the
duration of the project. 3. The appointed consultant may be requested to relocate signboards during the
project time with prior notice. 4. The appointed contractor shall remove the signboards along with all foundations
on completion of works. 5. The appointed contractor shall ensure a continuous power supply to the
illuminated signboard. 6. Each floor and on each elevation of buildings greater than 3 stories shall be
numbered with characters no less than 800 mm high.
