CEC, with its mandate to address the needs of higher education through use of ICT
(Information Communication Technology), started its YouTube channel on 16th of April
2012. Within a relatively short span of 3 years and few months, the channel has garnered
a subscriber base of over 33, 000 thousand users (32,137 at the last count) and total views
of over twenty-five lakhs.
CEC, with its huge repository of knowledge videos on varied subjects, is fast uploading
the educational resources for free. The warm reception by the YouTube community has
encouraged us to keep expanding our offerings.

community as is suggested by number of likes, shares and comments. Another very
interesting finding is that India is the top geographic location with 83% of the total views
with 88% of Indian viewers in the age-group of 18-34 years. This reverberates with our
aim to reach the young population of India.

was held on 01 October 2015 at the
University of Kashmir. The
meeting was chaired by Prof.
Khurshid Iqbal Andrabi, Vice-
C h a n c e l l o r, U n i v e r s i t y o f
Kashmir.

visited the Centre on 01 October
2015 inspected the facilities and
interacted with the staff. He
expressed satisfaction about the
infrastructure developed at
EMMRC Srinagar appreciated the
work done at the Centre and
impressed upon the staff to double
their efforts to complete the NME-
ICT project in time.
Dear friends,
MOOCs (Massive Online Open Courses), first launched in 2008, have quickly caught the
fancy of educational institutions around the world, which foresee an immense
opportunity in disseminating world class education to students who don't have an easy
access to such learning. This is especially true for the developing world, where Gross
Enrollment Ratio in Higher education (Total Enrolment in higher education, regardless of age, expressed as a
percentage to the eligible official population of 18-23 years in a given school year) is still hovering around the first
quarter watermark while that of the developed world is in the fourth quarter. MOOCs, with their scalability and
massive nature, can help developing countries that are trying to catch up with developed nations in educating and
providing skill-based training to their youth. However, the irony is that most of the courses have been developed in
MOOC platforms by Institutions in the developed world. These courses have so far found small audience with
students from developing countries because the courses are tied to the education systems of the west and also it is
hard for foreign students to relate to some of the subject material because of language and cultural differences.
We, at CEC, since are already involved with e-learning, are now actively looking to develop Indian MOOCs and to
develop ecosystem of digital learning and keenly involving our universities and institutions to adopt best practices
based on our joint learning to develop MOOCs in Indian context. We are very
excited to work on MOOCs which can push the boundaries of learning through
ICT. In the coming months, I will keep you abreast with the developments at our
end. Till then, happy learning!

Online learning is an effective way to support and lead learners to the desired level of skills and knowledge. While
there are a large number of options for learners, there are two basic modes of learning one can choose from
asynchronous and synchronous. Before opting for one, it would be work understanding both its modes and assess
the benefits and drawbacks of both.
Asynchronous online learning offers students the luxury of taking online course as per one's schedule. Instructors
provide reading materials, lectures, tests and assignments, which can be accessed by the learner at their leisure. In
asynchronous online learning, students are expected to connect with the instructor at least once or twice a week,
which is decided mutually by student and instructor. But mostly, students are free to decide when they would like to
view a lecture or submit an assignment, of course before the deadline. Synchronous online learning carries a
different approach in opposition to anachronous online learning. Synchronous mode necessitates that students and
instructors are online at the same time. Hence, the lectures, discussions, and presentations take place at a designated
time and day. Active participation is possible in such a mode.
As mentioned earlier, both types of learning have their advantages and disadvantages. For example, asynchronous
online learning is extremely adaptable and helps learners to include it in their regular work schedule. The method is
also time saving because participants can skip the content they are already familiar with. Speaking of the
disadvantages, the mode does not allow immediate access to the course instructor, thereby getting an instant reply
to queries or problems is not possible.
Online synchronous learning has the advantage of being an old, tried and tested method of learning because it is
quite similar to classroom teaching. Since it has long been in use, it has also undergone many improvements.
Another advantage is that the instructor can engage students in a group activity like a discussion forum or chat
room. However, the synchronous chat room can also prove disadvantageous. Too many users might log in at the
same time with many people trying to chat at the same time and conversation can break into parts.
Before deciding on a type of learning, it is necessary to evaluate the pros and cons of both types. If the learners are
placed in different parts of the country or world, the asynchronous learning is rational. If the course content is
difficult and highly specific which requires learners to be in a central location, then synchronous training is better.

chaired by Vice-Chancellor, Central University of Haryana, Mahendergarh and Chairman, MHRD sub-committee on
Implementation and Monitoring of MOOCs content. Professor Rajbir Singh, Director, CEC welcomed the delegates
and presented the brief profile and activities of CEC in the field of digital education and its plans to foray into MOOCs
which were appreciated and lauded both by the Chief Guest and Chair of the session. The session started with the
MOOCs primer that was shown to the delegates by Mr. Sumeet Malik, anchor of the programme and Academic
Coordinator, CEC. Guest speakers Professor D.B. Phatak from IIT Bombay and Professor Mangal Sundara from IIT,
Madras while speaking eloquently shared their valuable and insightful experience and vision of MOOCs development
and delivery. Dr. K. Srinivas, from National University of Education Planning and Administration, New Delhi and Mr.
Nageswar Nath, M.E CEC put forth their vision of MOOCs and E-content. The first session of Brainstorming,
conducted by Dr Shatruddha, Research Scientist, CEC provided the delegates a discussion template through
powerpoint presentation on Nature and Scope of MOOCs followed by a detailed discussion among them. In post-lunch
session, there was another 90- minute intense brainstorming session on Development and Delivery of MOOCs
moderated by Ms. Chandrika, Content Writer, CEC in which delegates came out with fantastic ideas about MOOCs
development and operations. The brainstorming ended with the closing remarks by the Director, CEC Prof Rajbir Singh
who thanked MHRD, the chair and other delegates for their sincere ideas and collective efforts to shape and vision
MOOCs. The ideas and suggestions emerged during the brainstorming will guide the essence and direction of draft
guidelines on MOOCs to be prepared by CEC.

November 2015 Synopsis
In this episode which is a continuation of the episode
on procedure of Enquiry, the letter part is discussed.
The elements of discussion include summoning of
witnesses production of documents recording of
evidence alongwith the distinction wrt a criminal case,
with an element of right to representation & the
eventualities of grant of adjournment. There are two
dramatized clippings to support the above.
1st November 2015 : Symphony in Green
The new year celebrations of the Chinese mark the
beginning of their traditional Lunar Calendar. For the
small community of Chinese people settled in Calcutta
this is a major annual event. The celebrations unite
members of the community by the bond of a shared
culture. "Dragon of the North" is a journey into various
ceremonies and rituals that form the new year
celebration of the community.
3rd November 2015 : Dragon of The North
Science and rational thinking have come a long way in
unraveling the mystery of nature. Even a few years
ago, a total solar eclipse was as catastrophe as
something inauspicious. But, the 24th October, 1995
was a different story altogether. This year's TSE,
passing over thickly populated regions of India, was a
rare opportunity for scientists as well as common
people to witness and understand the phenomenon.

The programme explains the key role in house hold as
well as Industrial process and plant diseases.
4th November 2015 : Small Wonders
There are some statistical phenomena that have baffled
even brilliant minds. Cold Logic alone cannot
convince one of the truthfulness of these statistical
issues. In this programme we have looked at some of
these examples of statistics.
8th November 2015 : Puzzles andParadoxes in Statistics
The issue of global warming is examined from the
perspectives of Forest policy, Ozone chemistry
management and space technology by three eminent
scientists.

15th November 2015 : Unusual OxidationStates
The program focuses on Company Law, cases
regarding co. law and intricacies of legislation of
company law. Six students have participated in the
quiz. These students are pursuing Intermediate course
of Company Secretary- ship. Questions were asked to
test in-depth knowledge regarding various provisions
and sections of company law. Aim is to make people
acquainted with jargon and terminology of company
law.

Dr. Jain has discussed the emerging trends the training
and development, the diversity management that had
affected North America in the field of Human
Resources Management which are relevant to Indian
context.

This programme deals with aspects like - how to
connect two computers, communications environment
Networking products and how to connect your
personal computer to a network.
30th November 2015 : Computer Networks
Water is the prime constituent of our environment.
Water is primarily used for drinking purposes. At home
water is made drinkable by various devices like boiling
and filtering. Home water treatment devices are based
on different techniques. These techniques are to
remove physical pollutions, chemical pollutions &
micro biological pollutions or aothogenes. Today ultra-
violet rays are used to purify water.
27th November 2015 : Water Treatment atPoint of Use
states by suitable ligands under controlled conditions. Fast kinetic measurements of the short lived species, usefulness of these states in battery industries etc.
It is about SAARC - South Asian Association For
Regional Co-operation. This programme gives the
history and work done by SAARC. Gives information
about conventions like "preferential trade practices
(SAPTA) and terrorism prevention. The programme
deals with working and with the current position of
SAARC countries relations with each other and the
future of SAARC.
17th November 2015 : Introduction toCalculus
In normal case in a Nursery the seedling develops the
primary root that keep going inside the poly-bag. The
secondary roots develop very slowly. So the spread at
the spread at the roots is very less. The roots achieve
optimum spread in nursery itself. Almost all species at

This programme deals with aspects like - how to

19th November 2015 : Computer Networks– I
The use of fertilizers has revolutionized crop
production system but the possible contribution of
nutrients from fertilisers application to underground
and surface water concern among soil and environment
scientists. Use of biofertilisers is one of the many
measures suggested to fight pollution. In this
programme, the beneficial effects of bio-fertilizers
(Azospirillum, Azotobactoer, etc.) are discussed.
