In January 2013 N926 transitioned the process for support of industry credentials awarded through the Council for Professional Recognition (i.e., Child Development Associate and Military School –Age) to a centralized contract. This process was released under the CDA and MSA Credentialing Policy Letter on 31 January 2013. Previously, the pursuit of these credentials was supported via a grant application process in 2008 and was later supported under the Tuition Assistance program as CYP Professionals continued to pursue either the initial or renewal credential. The credential continues to foster teacher competency and professional development in the early childcare setting, which prepare children to become successful learners.

Training Materials and Request for Application Packet The Regional CYP Manager or Designee is authorized to purchase packets a limited # of packets per region (per regional allocation). STEP 1: installation identifies which type of packet they need and the total count and

submits the request to the region. Completes the Purchase request and sends via email to the regional CYP Manager or Designee (whoever your Regional l CYP tells you to send all CDA or MSA request too – may be the same person who does Tuition Assistance) OR sends the credential type & number via email to the region – follow local policy. ONLY REGION CAN SIGN FORM.

STEP 2: Regional CYP Manager or Designee authorized the purchases against the contract based on the available number of supplies left in the regional allocation. The region is individually responsible for tracking allocations.

Each region is allocated a specified number of packets for purchase against the central contract. These packets may be purchased is whichever category determined appropriate for the make-up of the region or installation program. This allocation does not correspond to the number of credential or renewals that are available via the contract. This is strictly for the application packet itself. Individual CYP Employees and Providers who were unable to leverage the resources of the centralized contract for the application packet are not disqualified from credential/renewal process. They may purchase out-of-pocket the application packet and then pursue the credential/renewal through this contract. When funding is no longer available for the purchase of application supplies. Regions may utilize other resources as available as well.

Both documents are initiated at the installation level and roll-up to the Region. Neither the Regional CYP nor the Designee should be initiating documents on the installations behalf.

Regional SOPs may vary. However, both the purchase of the application packet and the credentialing fee authorization should initiate at the local installation and roll-up to the region. All the information should be validated and authenticated where appropriated with all required information included and ready for review should questions arise. Regions will be monitoring allocations against purchase request for Application packets and may have other internal controls for tracking the number of categorical applications processed under the contract to ensure equal opportunity for all lines of service. Others may opt for first come first serve. This is a local operating decision. Credentialing Fee Authorizations are ONLY issued at the time All materials, testing, and validations are complete and the final packets and materials are to be submitted to the Council for Credential Award. The Applicant MUST mark on their application packet that their fee is “agency paid” and attach the Credential Fee Authorization sighed by all parties. If the document is missing even one signature – the fee will not be honored.

For those of who support CYP Professionals in pursuing a CDA will need to understand the New CDA 2.0 process being launched on June 1, 2013. CDA 2.0 includes a new application process, new observation, and new CDA Exam. As part of CDA 2.0, the Council is also recruiting CDA Professional Development Specialists nationwide to help evaluate CDA Candidates in the classroom. We will discuss this opportunity later on in the presentation.

Any training or education taken by the candidate, at any time in their career that occurs within the required Eight Subject Areas are eligible. Experience working with children is calculated as 480 hours experience within three years- this means that a CYP Professional that has previous work experience working with children and/or 90 days working at a CDC meets this requirement. All supporting documentation that demonstrates the knowledge, skill, and ability of the candidate will be reviewed by the CDA Professional Development Specialist. The CDA Professional Development Specialist replaces the role of the Advisor and Council Representative. These individuals are selected by the candidate by logging onto the CDA website and reviewing a directory list. Any PD Specialist that represents the Military CY Services (Navy, Air Force, Army, and/or Marines) will be identified. In the event that the candidate on installation prefers to have an individual from their location be the PD Specialist, it cannot be a direct supervisor and they will still have to make selections on line to inform the Council of their decision. T&C’s, Assistant Directors, and/or Program Leads meeting the PD Specialist qualification are eligible for candidates to select. This is a great opportunity for upward mobility for Program Leads to gain experience as formal mentors.

ROR Model Review-Candidates evidence of the Professional Portfolio (formerly the Professional Resource File) training transcripts/certificates and Family Questionnaires. Observe-Candidate in natural environment working with children (preschool, IT2, or Family Child Care)- The Infant/Toddler Credential Candidate will be observed in one of the age groups, but will be required to create a more extensive Professional Portfolio that addresses the needs of each age groups. Reflect-Discuss with Candidate about areas of strength or growth found in the portfolio or seen in the observation. Note: The ROR conducted by the PD Specialist will take place during the Verification Visit. CDA Exam- 65 questions, given at a local PearsonVUE (CONUS) or DANTES (OCONUS) testing center in the candidate’s area. Both the Exam scores and results from the Verification Visit will be received online by the Council within 24 hours of submission. The Council will determine Final Cumulative Score for the credentialing decision.

Candidate sends to the Council: Application and Fee (funded by CNIC N26). Candidate will receive approval that application was completed and fee processed. Any application received posted marked by May 31, 2013, candidates will be assessed using the current CDA credentialing process. This includes candidates at installations who have been waiting for a representative over six months or more. Also the candidate will use the current application packet. Applications received posted marked on or after June 1, 2013 will be assessed using the CDA2.0 Credentialing process. Candidates will need to request the new revised application packet and Competency Standards books. Remind the candidate they will need to choose a PD Specialist to conduct the verification visit and will need to take the CDA Exam at a local PearsonVue or DANTES testing center. Professional Portfolio- If a candidate has already developed a Professional Resource File using the current CDA credentialing process, but applies after June 1, the Council will accept it until December 1, 2013, provided it was prepared within six months of the application. NOTE: Those candidates that completed the PRF for the current CDA process and are waiting for a Council Representative to conduct the Verification Visit will not have to redo the portfolio even if it is passed the six months of application. Family Questionnaires- designed to facilitate feedback from parents that enhances the candidate’s professional growth when working with families. CDA Exam- The exam is paid for as part of the credentialing packet of the purchase request submitted to CNIC. The exam consists of 65 multiple-choice questions related to the Credential type (Preschool or Family Child Care- children 0-5 or Infant/Toddler-children 0-3). The candidate will have one hour and 45 minutes to complete. The exam is offered in both English and Spanish. The only computer skill needed is the ability to click the mouse. As stated on a previous slide the exam is given at a local PearsonVUE (CONUS) or DANTES (OCONUS) testing center nearby. Log onto www.pearsonvue.com/cdaexam to find a location nearby.   Verification Visit – conducted in 45-50 minutes by a PD Specialist. • The Exam is taken at a Pearson Vue center (Conus Sites) and Dantes Center (Oconus Sites).

As mentioned on a previous slide; candidate at installations who have submitted an application prior to May 31, 2013 and are waiting for a Council Representative will be assessed using the current CDA process. Candidates whose application is received on or before May 31, 2013 will be assigned a Council Representative who will conduct the verification visit, even if that visit takes place after June 1, 2013. These verification visits will be conducted by August 31, 2013. As of June 1, 2013 all CDA Credentials and Renewals are valid for 3 years. Two year “Grace Period” ends June 1, 2013. The Renewal Amnesty ends May 31, 2013.

PD Specialist Role

• Replaces the CDA Advisor and Council Representative position.

• Conducts verification visit using the ROR model.

• Completes and sends verification scores to Council online.

All currently active Council Representatives are eligible as a PD Specialist. If you do not possess an Early Childhood Education Degree you must include all of your ECE training and educational experience within your application (including DoD and non-DoD). Otherwise, you are at risk for a “No” on your application. CDA Advisors are encouraged to complete the application process online at www.cdacouncil.org/cda2013. Using the ROR model, the PD Specialist will rely on skills in mentoring/coaching and expertise in the field of ECE (early childhood education) to support the teachers’ professional growth and practice applied to the classroom.

Just as the DOD Standardized Modules are based on 13 Functional Areas that measure competency in working with young children birth to age five, the CDA Competency Goals are aligned to these same core areas (Safe, Healthy, Learning Environment, etc.,) Direct Care staff that are working in CDC programs and completing DOD modules should be encouraged to begin establishing their Professional Portfolio in collaboration if they are not pursuing a higher level degree and/or have not yet obtained one. Direct care staff hired in as a GSE3/4 level that have already received an AA degree or higher need not complete the process for pursuing a CDA, unless they have completed course work that is not ECE related or equivalent to. See NAEYC definition of equivalent ECE degree programs or coursework. Example” B.S. in Nursing and or Computer Engineering, these courses would not be related to gaining a working knowledge of child development. An exemption for nursing might be a concentration related to pediatric care, which probably would have some human development and/or child development training associated. Remember the CDA credential is considered a step above the DOD Standardized Modules. It is a professional industry certification that lays the foundation towards obtaining higher level formal education in ECE. That is why someone with an AA degree or higher would not need to obtain this certification. The same rational would apply to those individuals working in SAC/YP pursuing the MSA; however, if an individual is hired in a CDC and has no formal education in ECE or Youth Development then they should be encouraged to pursue the CDA. For example: Business Administration would not be an equivalent degree to prepare an individual for working with children of any age.

All CDC programs are required to maintain and pursue accreditation mandated by the Military Child Care Act. Teacher Qualifications are a requirement for programs to meet candidacy. The CDA certification is the beginning step for direct care staff to pursue higher level education if not obtained already. Direct Care staff working with children birth to age five and without formal higher education should be encouraged to pursue and maintain the CDA certification as a fist step.

Currently there are two positions related to CDC that can be hired in with a CDA above the GSE-4 level-Program Leads, Assistant Directors, and/or Assistant Trainers. If individuals are hired or were hired with a current CDA because they met the qualification requirement they must renew and maintain this credential unless a higher level degree is obtained. Having a CDA for upward mobility is a condition of employment for those specified positions and must be maintained the same as direct care staff. A copy of the updated Position Descriptions for these specified jobs are posted to the E-library.
