An exploratory wBll, convertible to a production well,
was drilled near the intersection of Kaahumanu Highway and
the road leading to the Keahole Airport to develop a source
of construction water that might later be used for irrigation
after construction activities were completo. The well was to
be the first of four allowed by a drilling permit issued by
the Commission on Water Resources Management on September 18,
1992. The location of the well is plotted on an accompanying
map.
Details of the well configuration and other pertinent
data are as follows.
Driller: Roscoe Moss Hawaii, Inc. Drill: Air hammer. Ground elevation: 133.5 ft. Measuring Point: 133.5 ft. Depth of well (original); 185· ft. (51.5 ft. BSL). Depth of well (final): 165 ft. (31.5 ft. BSL) Hole diameter: 18 in. Casing type and diameter: PVC 80; 8 in. Casing depth: 138 ft. (4.5 ft. BSL). Screen type and diameter: PVC 80; 8 in. Screen d~pth: 158 ft. (24.5 ft. BSL). Open hole: 7 ft. Grout: 0 to 15 ft. Gravel: 15 to 158 ft. Depth to water (initial): 132 ft. Head (initial): 1.5 ft. Summary of drill log: Hard and broken rock over entire depth. Interpretation of drill log: Fresh lava sequence from surface to bottom of hole. Basalt of Hualalai volcanic series.

o o Pump Test Results
A step drawdown test was conducted at rates (gpm) of 50,
lOO, 150, and 200, following which a sustained rate of 100
gpm was held for 72 hours. The test started on 12/18/92 and
ended 12/21/92. Results of the tests are tabulated and
plotted in attachments.
Although the well penetrates highly permeable lavas of
the Hualalai volcanic series, drawdown is unusually high at
modest pumping rates. Virtually all drawdown is caused by
turbulent flow as groundwater approaches and enters the well.
Little drawdown reflects laminar flow in the aquifer.
The well efficiency is poor, but several hundred gpm can
be pumped by placing the intake of the pump just above the
bottom of the screen (depth 24.5 ft. BSL). 1f a 6 feet column
of water above the intake is specified at steady state
pumping, the allowable drawdown would be 20 feet, which would
permit a continuous pump rate of 300 gpm. For a pump intake
set 10 feet higher, the allowable draft would be 225 gpm.
Quite clearly, pump rate depends on depth of the pump intake.
The results of the step drawdown test are plotted on an
accompanying graph. The equation of the curve, cast in the
form of combining laminar aquifer flow ( the term with linear
Q) with turbulent flow (the term with Q~2), is!

In the above, s is drawdown in feet, and Q is steady pump
rate in gpm. The laminar flow coefficient is negative,

o o implying that none of the drawdown is due to aquifer
permeability but that all drawdown is caused by turbulent
flow. Well efficiency is inversely proportional to the
turbulent flow fraction of total flow.
The pumped water is highly brackish. Samples taken
during the pump test exceeded 10,000 microsiemens, the upper
limit of the instrument employed. A sample of pumpage taken
after the test was completed contained 3950 mg/l chloride,
equal to about 20% sea water.
Conclusions
The well is too brackish to be used for irri9ation. Its
sole utility at this time is as a source of construction
water for activities in which the high salinity is not
Ii mi ting. Sal ini ty of the pumped water cannot be lowered
significantly, even if the pump rate was reduced to less than
100 gpm.
Evidently the region in which the well is drilled does
not enjoy as strong a flux of groundwater as occurs to the
north and south of Keahole Point.

TO: State Department of Transportation Honolulu International Airport Gate 29 Honolulu, HI 96819
In accordance with the Department of Land and Natural Resources Administrative Rules, Section 13-168, entitled 'Water Use, Wells, and Stream Diversion Works", your application to construct, test, and install 100 gpm pumps in Keahole-DOT Irrigation Wells (Well Nos. 4462-01 to 04), for construction activities and landscape irrigation use, is approved subject to the following conditions:
1. The Commission on Water Resource Management (Commission), P.O. Box 621, Honolulu, HI 96809, shall be notified, in writing, before any work covered by this permit commences.

2. The proposed uses shall not adversely affect existing or future legal uses of water in the area, including any surface water or established instream flow standards. This permit or the authorization to construct and pump water from the wells shall not constitute a determination of correlative water rights. The permittee is notified and by this provision understands that the quantity of water taken from the wells could be reduced by the Commission in the future. This permit is not a commitment that the pump capacities permited here or even some lesser amount is guaranteed in the future.
3. The permit shall be for construction, testing, and installation of 100 gpm capacity pumps in the wells, as determined by the pumping test results. The applicant shall submit to the Commission the test results and proposed permanent pump

information, based on the tests, for approval by the Chairperson. No permanent pumps may be installed and no water used from the wells without the Chairperson's approval.
4. The applicant shall provide and maintain an approved meter or other appropriate device or means for measuring and reporting total water usage on a monthly basis.
5. The following shall be submitted to the Commission within 30 days after completion of the work:

In accordance with the Department of Land and Natural Resources Administrative Rules, Section 13-168, entitled IWater Use, Wells, and Stream Diversion Works", your application to construct, test, and instali100 gpm pumps in Keahole-DOT Irrigation Wells (Well Nos. 4462-01 to 04), for construction activities and landscape irrigation use, is approved subject to the following conditions:
1. The Commission on Water Resource Management (Commission), P.o. Box 621, Honolulu, HI 96809, shall be notified, in writing, before any work covered by this permit commences.
2. The proposed uses shall not adversely affect existing or future legal uses of water in the area, including any surface water or established instream flow standards. This permit or the authorization to construct and pump water from the wells shall not constitute a determination of correlative water rights. The permittee is notified and by this provision understands that the quantity of water taken from the wells could be reduced by the Commission in the future. This permit is not a commitment that the pump capacities permited here or even some lesser amount is guaranteed in the future.
3. The permit shall be for construction, testing, and installation of 100 gpm capacity pumps in the wells, as determined by the pumping test results. The applicant shall submit to the Commission the test results and proposed permanent pump

1. The application indicates that the proposed wells will be used for construction purposes and landscape irrigation. Thus, Hawaii Administrative Rules, Title 11, Chapter 20, Rules Relating to Potable Water Sy~tems, will not be applicable. However, in the event that the proposed use of the wells were to change, the Safe Drinking Water Branch must be notified.
2. The proposed wells are situated below the Underground Injection Control (UIC) line. Injection of wastewater effluent is generally permitted in land areas below the UIC line. It should be pointed out that the proposed terminal well site is immediately adjacent to the Keahole Airport Wastewater Treatment Plant injection well system. UIC permit no. UH 1355 allows for 30,000 gallons per day of secondary treated wastewater effluent to be disposed into 4 injection wells and the emergency disposal of untreated wastewater into 8 standby injection wells.

3. If the construction/irrigation water system is supplemented with potable water, adequate measures must be taken to eliminate cross-connections and backflow conditions. The potable and nonpotable water systems should be clearly labeled and physically separated by an air gap or an approved backflow preventer to avoid contaminating the potable water supply. In addition, all nonpotable spigots and irrigated areas should be clearly labeled with warning signs to prevent the inadvertent consumption of nonpotable water.
