THE KWAJALEIN HOURGLASS

The Kwajalein Hourglass is named for the insignia of the U.S. Army 7th Infantry Division, which liberated the island from the forces of Imperial Japan on Feb. 4, 1944.

The commander of the U.S. Army Kwajalein Atoll/Reagan

Test Site and his director of host nation activities were recognized with awards during a June 12 cer-emony at Majuro hosted by the Re-public of the Marshall Islands U.S. Ambassador.

Colonel Joseph N. Gaines, Com-mander of USAKA/RTS, and Lt. Col. Christopher D. Mills, director of host nation activities, were vis-iting Majuro, the Republic of Mar-shall Islands capital, to brief the RMI president and his cabinet on recent U.S./RMI partnership ef-forts. While on their visit, Ambassa-dor Martha L. Campbell surprised the two Soldiers with a Meritorious Honor award for Gaines and the Foreign Affairs for Public Service award to Mills. This was Gaines and Mills last visit to Majuro before they both leave USAKA/RTS.

“We are honored to be recognized by Ambassador Campbell for our work here in the Republic of the Marshall Islands,” said Gaines. “It’s

been a thrill to serve as a member of her country team during the last two years and I am proud of all we have accomplished together. Am-bassador Campbell and the em-bassy staff are like family to us at USAKA/RTS and we will miss them very much,” he said. Mills added, “It is quite an honor to receive this award. Ambassador Campbell and the embassy staff in Majuro were a pleasure to work with and really made us feel like part of the coun-try team. I will display this proudly at my next assignment.”

During the meeting with RMI government offi cials, President Christopher Loeak praised Mills and Gaines for their efforts to keep the RMI government informed of changes at the U.S. Army instal-lation and thanked them for their service.

Mills is a career foreign area of-fi cer who has served at USAKA for the last three and a half years. He is being reassigned to the 162nd Infantry Brigade at Fort Polk, La. Gaines is scheduled to retire from the Army at a ceremony on Kwaja-lein scheduled for June 27.

On-going construction projects improve environment, facilitiesHourglass Reports

Various construction and deconstruction projects are

underway in the atoll, and each individual project will improve the islands in different ways.

One recently completed project is the plumbing and carpenter shop on Roi-Namur. The new facility replaces the Korean war shop that was demolished in November 2011. San Juan Construction completed the project in May.

Another Roi project is the fuel/cargo pier repair. Much of the demolition has been completed, and then the rehabilitation will begin.

Kwajalein’s ongoing construction projects include the removal of fi ve fuel tanks, four of which are located just behind the concrete wall closest to Lagoon Road. “The tanks are old, constructed in 1954,” said Daniel Esqueda, acting director for USAKA public works. Some hurdles will need to be addressed prior to complete removal of the tanks, to include cleanup and remediation of previous fuel spills.

According to Esqueda, it should take about 18 months for completion of the project. The project is supervised by the Army Corps of Engineers, and work is done by San Juan Construction.

Housing is getting some rehab as well, with roofi ng refurbishment being done on 400-series housing. Kwajalein Range Service’s facility maintenance department is handling the roofi ng repairs.

Statesman Award scholarship is Rickonson Patrick, a sophomore at Kwajalein High School on Guggeegu. Patrick will attend a three week summer program at Stanford University in California. Patrick was presented with a certifi cate of achievement by USAKA/RTS Commander Col. Joseph Gaines, in recognition of his selection to this highly competitive summer program. In presenting the certifi cate, Colonel Gaines was joined by the U.S. Ambassador to the RMI, the Honorable Martha Campbell, through video teleconference from Majuro. The JSA is administered by the U.S. Department of the Interior and coordinated out of

the U.S. Embassy in Majuro for the RMI. Ambassador Campbell and Col. Gaines both extended congratulatory remarks to Patrick, along with words of encouragement. In her comments, A m b a s s a d o r Campbell told Patrick that he would be joined by many young men and women from the Pacifi c and around the world, and the experience will be challenging, rewarding and exciting. Col. Gaines added that he and all of those at Kwajalein are very proud to be a part of Patrick’s success.

Patrick was joined by his mother Tarlane; his father Peter works on USAKA as lead at the Supply Fuels Services Department.

Chief Warrant Offi cer Shawn D. Carpenter comes to Kwajalein from Joint Base Pearl Harbor-Hickam in Honolulu, Hawaii. He will be serving as the USAKA marine engineer, responsible for the evaluation of the marine department, in the performance of maintenance, operation and technical planning for the 15 watercraft.

He heard of Kwajalein from a former co-worker, and found there was an opening. Carpenter is looking forward to enjoying the smaller island life, especially fi shing in the waters in and around Kwajalein atoll. He’s happy to provide his services to help accomplish USAKA’s mission as well.
