Q4/2011 OFFICE LIST Chris Currie Associate Director, Office Services 1 Welcome to the CB Richard Ellis, Ho Chi Minh City, Office List Q4 2011 2011 has been a mixed and interesting year for the HCMC office market. Starting off with a strong 1H, the market slowed in Q3 but is now coming back to life as office tenants position themselves for the 2012 new supply and the opportunities that arise with this. Whilst YTD enquiries are down around 17% on the same period last year, the quality of the remaining enquiries gives the CBRE HCMC office services team fresh enthusiasm going forward. Banks, Insurance, Education, Energy and Professional Services lead the charge across the sectors (along with anyone in an old or dated building). Occupiers of Grade B office space signed in 2008 / 2009, now find Grade A face rents at the similar levels, and with the right ‘Give and Take’ approach, attractive incen- tives can force the effective rents much lower. Rents in general have remained flat to slightly lower with the real value now coming in the incentives. Selective Landlords are now offering rent free, extended fit-out periods, free parking and signage and with high Interrest rates (and easing not expected until 2012) pain thresholds are being reached quicker. From a recent survey across 18 of the largest buildings in HCMC, CBRE finds around 105,000m2 of leasable space on the market or around 17% vacancy. 2012 will bring 4 new Grade A developments through Times Square, Presidents Place, Saigon One Tower and Le Meridien. These will contribute approximately a further 84,000m2 of leasable space. If we do the math and add the existing (105,000m2) with the new Grade A for 2012 (84,000m2) the market will have around 190,000m2 by the end of next year. If absorption remains at 40,000m2 per quarter, this space COULD be soaked up in around 5 quarters. Looking forward and as a result of the high interest rates, inflation and construction costs, the next wave of supply after 2012 is now delayed until 2015 (at the earliest). Accordingly, tenants need to start looking at lease expiries or market renewals falling in 2013-2014 to make sure they don’t get caught with their pants down at the wrong point in the rental cycle. Vietnam Dong denominations continue to be pursued by the tenants and inspite of the repeated newsflow on the matter, it is still not market practice with Landlords pushing back. 2011 has been a mixed and interesting year for the HCMC office market. Starting off with a strong 1H, the market slowed in Q3 but is now coming back to life as office tenants position themselves for the 2012 new supply and the opportunities that arise with this. Whilst YTD enquiries are down around 17% on the same period last year, the quality of the remaining enquiries gives the CBRE HCMC office services team fresh enthusiasm going forward. Banks, Insurance, Education, Energy and Professional Services lead the charge across the sectors (along with anyone in an old or dated building). Occupiers of Grade B office space signed in 2008 / 2009, now find Grade A face rents at the similar levels, and with the right ‘Give and Take’ approach, attractive incen-tives can force the effective rents much lower.

LEASE DENOMINATIONSBy law, all lease agreements must be denominated in Vietnamese Dong (VND) RENT - LOCAL CURRENCY/MEASURE:The rent quoted is usually the typical asking rent for a unit in Office Building in a prime location. Rents are expressed as headline rent, without accounting for any tenant incentives which may be necessary to achieve it.

Rents are quoted per square meter per month and generally excludes management charge and VATInclusive Rents - Include S/C+VATExclusive Rents - Exclude S/C+VAT We strongly recommend that all prospective tenants request confirmation of what is exactly included in the quoted rent. Some buildings quote on the Net and some on the Gross. The definition of the measurement can also vary from one building to another  GROSS FLOOR AREA: Gross Floor Area shall include all areas contained within the external walls at each floor level and the whole thickness of the external walls.

In general, mechanical and electrical services rooms refuse chambers and rooms, water tanks, car parking floors and all lifts and staircases passing through these floors shall be excluded from the Gross Floor Area calculation.  NET FLOOR AREA: Net Floor Area shall exclude all common areas such as common corridors, stairs, lift lobbies, toilets and plant room. It shall be measured from the centre of the enclosing external and/or party walls.

Generally, it is the floor space contained within a tenancy at each floor level measured from the internal finished surfaces of permanent external walls and permanent internal walls but excluding features such as balconies and verandahs, common use areas, service areas, and public spaces and thoroughfares. Columns are generally included but it does depend upon the building and the measuring code applied.

SECURITY DEPOSITSSecurity deposits generally tend to be 3 months rent + management charge in cash held for the duration of the lease, returned at the expiry of the lease without interest. PAYMENT TERMS Payment Terms are generally quarterly in advance for rent + management charge.
