U.S. BIOMETRIC ENTRY EXIT | BACKGROUND
CBP & TSA VISION | THE FUTURE OF INTERNATIONAL TRAVEL
Imagine an international travel
experience where… Travelers have no need for a
travel document….
International travel is no
longer stressful…
And security is
transparent…
We can TRANSFORM border security and the international traveler experience using facial recognition. 3

SIMPLIFIED INTERNATIONAL TRAVEL | HOW WILL IT WORK?
Using facial recognition, CBP will confirm identity of all travelers and create a streamlined travel experience
• In March 2017, CBP and TSA partnered to evaluate the use of facial recognition at the TSA checkpoint for identity verification. The overall goal of the partnership is to enhance security and utilization of resources, while moving towards a frictionless travel experience.
• This partnership is routinely identified by our shared stakeholders as the most critical aspects of improving the end to end traveler experience:
• Both agencies should be focused on the same biometric modalities
• Both agencies can leverage each others operations for some staffing efficiency

Phase Timeframe/Duration Scope Overview
1 October 2017
Completed 30 Day Pilot in JFK T7
• Terminal was selected due to mostly international travelers• Small scale matching face photos collected at TSA Checkpoint to TVS• No change to TDC SOP and infrastructure• No CBPOs stationed at TSA Checkpoint
2 August 2018
Scheduled 30 Day Pilot in LAX TBIT
• Terminal was selected due to mostly international travelers• Larger scale matching face photos collected at TSA Checkpoint to TVS• Moderate change to TDC SOP and infrastructure (i.e., mobile device displaying match results)• CBPOs will be stationed at TSA Checkpoint to process non matches
3 CY 2019Duration TBD
• Secure Flight Integration with TVS
CBP-TSA PILOT| PHASED APPROACH AND LESSONS LEARNED
6For Official Use Only
• Phase Two of the pilot is being planned for the Thomas Bradley International Terminal (TBIT) at LAX in August of 2018.• First step, traveler is photographed prior to engaging with the TSA Travel Document
Checker (TDC).• The matching response and limited biographic information will be displayed to the TDC on
a mobile device. • TDC will scan the boarding pass to verify authenticity and the traveler will proceed to the
appropriate screening lane.• In the case where facial recognition or biographic information does not match, the TDC
will process the traveler utilizing TSA’s current standard operating procedures and then refer the traveler to a CBP officer. • The CBP officer will perform an inspection of the traveler utilizing a mobile device (for
non USC’s) to confirm identity and citizenship before the traveler proceeds to the appropriate screening lane.

CBP-TSA PHASE III PILOT | Building a Solution Together
CBP and TSA will work to integrate biometric and passenger vetting systems to create a consolidated match result per passenger that meets both agency’s operational needs
Phase III of the CBP-TSA Pilot will focus on measuring the success of the joint solution in an operational environment
Moving forward, the results of this final pilot for the International traveler will allow TSA and CBP to make key decisions regarding the vision of a Biometric solution for those travelers in the domestic aviation space

BEYOND THE PILOTS | TSA’s View on the Biometric Travel
Experience
• TSA is developing a plan to address the entire aviation passenger population, which will be detailed in the TSA Biometric Roadmap. Along with TSA’s mission to secure the traveling public, the Roadmap considers the following Strategic Drivers for an eventual solution:
✓ Current Operations
✓ Technological Advancement
✓ Cultural Shift
✓ Rising Travel Volume
✓ Emerging Business Case
• TSA consulted over 25 key stakeholders to gain feedback on the future Biometric passenger journey.
A Biometrics capability, built with strategic partners, that enhances aviation security, streamlines operations, and simplifies the user experience
The TSA Biometrics Roadmap will lay out the steps to address the following vision:
11
TSA’s BIOMETRICS ROADMAP | Goals and Decisions
• TSA’s Biometrics Roadmap centers on four goal areas, primarily aligned to the aviation passenger profile:
1. Partner with CBP on Biometrics for International Travelers
2. Operationalize Biometrics for TSA Pre✓® Travelers
3. Expand Biometrics to Additional Domestic Travelers
4. Develop Supporting Infrastructure for Biometric Solutions
• Key Decisions
✓ Facial – the TSA Biometrics Roadmap will identify Facial as the primary modality for a TSA Biometrics solution
✓ Aviation Passengers – the TSA Biometrics Roadmap focuses initial efforts on travelers in the aviation sphere

NEXT STEPS | The Next 90 Days
• Roadmap Release – TSA leadership is currently reviewing the Roadmap for signature
• Phase II Pilot – TSA is working with CBP to finalize logistics for the Phase II Pilot
• Biometric Bag Drop – TSA is working on a process and standardized requirements for Airlines to create Biometric Bag Drop solutions
• Implementation – TSA is working to build the staff and governance structure to implement the TSA Biometrics Roadmap, after release
• Architecture – TSA is working to define the ideal-state architecture of a Biometrics solution at the checkpoint
