Strategic Plan

Concept PlanConcept Plan(CONPLAN)(CONPLAN)

Operations Plan

(OPLAN)

Describes the concept of operations for integrating and synchronizing existing Federal capabilities to accomplish the mission essential tasks, and describes how Federal capabilities will be integrated into and support regional, State, and local plans

Identifies detailed resource, personnel and asset allocations in order to execute the objectives of the strategic plan and turn strategic priorities into operational execution and contains a full description of the concept of operations, with supporting support function annexes as appropriate

Outlines strategic priorities, broad national strategic objectives, and basic assumptions; describes the envisioned end-state; and establishes the general means necessary to accomplish that end

Defines the mission, identifies authorities, delineates roles and responsibilities, establishes mission essential tasks, determines required and priority capabilities, and develops performance and effectiveness measures

Tactical PlanTactical Plan Identifies individual task, actions, and objectives tailored to specific situations and fact patterns at an operational level.

Nationally Recognized Testing Laboratories (NRTL) Program• NRTLs test and approve products to assure they

are safe to use in U.S. workplaces.• 2008 American Council of Independent

Laboratories (ACIL) Alliance• Three alliance products of interest.

– Registered Certification Marks of NRTLs – pocket card

– "Identifying Counterfeit Items – Quick Tips" – "The Threat of Counterfeit Product Approval

Marks Warrants Aggressive Detection and Enforcement Action"

Page 25: Cathy Goedert, Deputy Director

Registered Certification Marks of NRTLs

Page 26: Cathy Goedert, Deputy Director

• Applied Research Laboratories (ARL) - Terminated in January 2008

• Electrical Reliability Services, Inc. (ERS) (formerly, Electro-Test, Inc. (ETI)) - Terminated in June 2008

Two Former NRTLs

Page 27: Cathy Goedert, Deputy Director

• October 2008 --- RFI in response to a proposal from European Commission (EC) to adopt SDoC for electrical products

• The driver--- April 2007 trade-related agreement between the U.S. and European Union

• SDoC involves a manufacturer certifying its own products with post-market surveillance

• NRTL approvals are “pre-market” system

Supplier’s Declaration of Conformity (SDoC)

Variances from OSHA Standards

• Allows for flexibility from specific requirements of an OSHA standard where levels of employee protection are maintained

Alternative must provide employees safety and health protection equivalent to the standard

• On average OSHA processes approximately 12 variance applications a year

• Currently OSHA has 20 active or granted variances

Page 29: Cathy Goedert, Deputy Director

Variance Program:Four Variance Types

• Permanent Variance: alternative procedures that are as safe as those required by the standard.

• Temporary Variance: allows employer additional time to achieve compliance with new standards.

• National Defense Variance: reasonable variations and tolerances to and from the OSHA requirements “to avoid serious impairment of the National Defense.”

• Experimental variance: allows employer to try new techniques which they believe will improve health or safety of workers.
