Cathays : CO19034 : Crwys Road - Traffic Calming & Pedestrian Improvements
Description of Scheme Proposal
The Council is informing residents about plans to make changes to the highway along the length of Crwys Road. Concerns have been raised about the current highway layout and the difficulties experienced by pedestrians and cyclists using Crwys Road. In response, officers from the Council have investigated different options to make improvements which will help to create a safer highway environment.
The main road safety issues identified were vehicle speeds and the lack of pedestrian crossing facilities.
This scheme has therefore been developed to:
• Reduce vehicle speeds by installing traffic calming features• Construct a new controlled pedestrian crossing• Improve the footways where the side roads join Crwys Road
The measures will deliver a safer pedestrian and cyclist environment, particularly for vulnerable road users and will improve accessibility to the community area, local shops and bus services.
Funding for these highway improvements has been awarded as part of the Welsh Government Road Safety fund grant.
We would appreciate any comments you may have regarding the proposals. We understand you may have suggestions for other improvements on Crwys Road. Due to funding constraints, we may be unable to accommodate any significant changes to these plans at this time, however we will keep a record of any suggestions we receive to incorporate into future schemes.

Additional Information about traffic management measures
Traffic Calming Features. This term refers to specific physical traffic management measures which force drivers to reduce vehicle speeds. These include road humps, speed cushions, speed tables, priority narrowings, chicanes, gateways, roundabouts and other similar features.
Tabled Junction. The provision of a tabled junction is similar to a road hump. The whole junction is raised to produce a platform, which reduces vehicle speeds. The provision of the tabled junction provides a safer junction by slowing down all vehicles approaching the junction thus providing a safer exit from the junction arms.
Traffic Regulation Order. These are the restrictions placed on the Highway that direct, control and prohibit road user movements. For example 20mph speed limits. No Entry. No Right Turn. One Way. No Waiting. These regulations must pass through a lengthy legal process. If approved, the signs or lines are placed on site and can be enforced by the Police or by Civil Enforcement Officers.
Dropped Kerbs. This is the simplest form of pedestrian crossing where the level between the footway and the road is reduced to the minimum to assist wheelchair, pushchair and other mobility impaired users. They are fitted with tactile paving to warn visually impaired users that there is no kerb separating the footway and road.
Parallel Zebra Crossing. This is a new type of crossing, similar to a zebra crossing, that will allow for parallel pedestrian and cycle crossings. This crossing is similar in appearance to a zebra crossing but with a parallel route for cyclists within the controlled area of the crossing. Drivers must give way to both cyclists and pedestrians at the crossing.
Toucan Crossing. This is a like a puffin crossing but is for cyclists as well as pedestrians. The main difference for pedestrians and cyclists is the inclusion of cycle symbols beside the red and green man lights on the push-button. The crossing time is varied depending upon the speed the pedestrians cross the road and the demand for crossing can be cancelled if the pedestrian or cyclists moves away or crosses before they get a green signal. All new signal controlled crossings incorporate a ‘rotating tactile cone’ on the underside of the pushbutton unit which is used by the visually impaired to indicate when the traffic has a red signal.
Junction Build-outs. This is where build-outs are used at a junction. In these locations they prevent vehicles from being parked too close to the junction, improve visibility and can also provide protected parking.
Side Road Entry Treatment. Side road entry treatment involves raising and narrowing the mouth of the junction to make it easier and safer for pedestrians to cross the side road by reducing the speeds of turning vehicles, shortening the length of the crossing and providing a level route. The side road entry treatment also encourages drivers to give way to pedestrian who have started to cross.
Blended Side Road Entry Treatment. This is a variation on the side road entry treatment, where the footway is continued across the mouth of the junction and there is no change in the footway material, no kerbs and no tactile paving, and where vehicles are effectively crossing a widened footway. The continuous footway strongly indicates to drivers that they should give way to pedestrians using the footway, and will make it easier and safer for pedestrians to cross the side road by reducing the speeds of turning vehicles, shortening the length of the crossing and providing a level route.
Cycle Access modal filter. This involves making changes at closed roads to create a short connection which enable cyclists to have access through the road closure but still restricts motorised through traffic.
