Executive summary

Introduction

This Case for Endorsement outlines the rationale, evidence and industry support for modifications to proposed training package components related to:

● Project RII 1A Mobile Plant Operations and Materials Handling

It builds on the consultations undertaken by SkillsDMC in the Case for Change for these projects, which was submitted to the Australian Industry and Skills Committee (AISC) in December 2016.

In particular, this Case for Endorsement demonstrates how the proposed training package components align with the COAG Industry Skills Council reforms to Training Packages, and other principles for quality that inform our training product development work.

We are satisfied that there is strong industry support for these changes and that the proposed modifications will ensure that the Resources and Infrastructure Industry (RII) Training Package meets the needs of learners and workers within the mining, drilling and civil infrastructure industry.

All of the above draft endorsed components have been deemed equivalent by stakeholders. They are listed in the RII Version 4 Modification History table and are being submitted for AISC endorsement. The draft endorsed components have been independently verified as meeting the requirements of the Standards for Training Packages, and reviewed and approved by the Mining, Drilling and Civil Infrastructure (MDCI) IRCs.

Case for Change details

A Case for Change – then referred to as a Business Case – was endorsed by the AISC on behalf of the previous MDCI IRCs in December 2016. As outlined in that document, these

projects were established based on the initial research and consultations carried out for the Industry Skills Forecast and Proposed Schedule of Work (known previously as the RII Four Year Work Plan).

2 Description of work and request for approval

2.1 Description of work being undertaken and why SkillsDMC prepared the Case for Change on behalf of the MDCI IRCs and submitted it to the AISC. The AISC endorsed these projects in December 2016. Since the Case for Change was approved, on behalf of its IRCs, PwC’s Skills for Australia has undertaken significant stakeholder consultations for project RII 1A. The information below outlines the key industry drivers for change for the project.

Project 1A Mobile Plant Operations and Materials Handling

Roles in Mobile Plant Operation (MPO) and Materials Handling (HAN) are required in all sectors within the MDCI industry, employing approximately 130,000 people. In 2016 there were 905,603 enrolments in the RII Units of Competency (UoCs). 144,666 of those enrolments relate to the MPO and HAN units, rendering them some of the most highly used in the RII training package. These are skill based occupations and the development of the competencies required is primarily through the National Training System. Further industry feedback received highlighted that the UoCs do not currently align to the role of the operator and there is duplication and inconsistency within the content of the units.

It was brought to our attention that six RII HAN units included within this Case for Endorsement duplicate to a significant extent high risk work licensing Units of Competency contained in the Transport and Logistics (TLI) and the Construction, Plumbing and Services (CPC) Training PackagesP0F

1P. While duplication across training packages should be

reduced wherever possible, in this instance consultations with industry clearly supported the need for the RII HAN Units of Competency at this point in time, particularly in Queensland’s coal mining industry due to a legislative requirement under the Coal Mining Safety and Health Act 1999 to use the national RII Training Package. In addition, the MDCI IRCs determined that it was important that the RII Training Package was amended in order to develop a skilled workforce that meets the requirements of the industry in this particular area, whilst improving the efficiency and effectiveness of the training system by creating units that can be owned and used by multiple industry sectors. As a result, we note that these Units of Competency will be reviewed again at a later date in collaboration with other Skills Service Organisations to ensure that any non-essential duplication is removed from the training system. This secondary review is planned to take place as part of future RII projects with coal qualifications in scope.

2.2 Request for approval This submission puts forward the Case for Endorsement for the proposed components of the RII Resources and Infrastructure Training Package Release 4.0.

The draft components submitted to the Australian Industry and Skills Committee (AISC) for endorsement are:

50 currently endorsed units of competency that were reviewed and amended

4 currently endorsed units of competency to be deleted

1 new unit of competency developed during this project

All components submitted for endorsement have been developed and reviewed in accordance with the Standards for Training Packages 2012, the Training Package

Products Policy 2012 and the Training Package Development and Endorsement Policy 2016.

Evidence of consultation with States and Territories, and evidence that the views of key stakeholders have been considered is provided in Section 3 of this document.

This Case for Endorsement is approved by the Mining Drilling and Civil Infrastructure IRCs, as per Section 3 of this document. It is therefore submitted, through the Department of Education and Training, for AISC consideration.

A summary of the changes made are listed below:

50 existing units of competency were amended to ensure their content aligned with current, applicable job tasks. This was particularly in relation to the role of the operator in regards to assisting with movement and relocation of plant, repairs and maintenance, and lifting and use of lifting gear.

One unit of competency was created due to a training gap identified by industry in the skills required to safely operate side tippers.

Four units of competency are to be deleted to remove duplication within the training package

3.1 Conduct of enquiry and evidence of consultation Throughout consultation, we have sought to place industry at the heart of our work. Our approach has been guided by our principles for training product development, which determine that our work should:

1. Be industry-led;

2. Encourage broad and transparent stakeholder consultation;

3. Respond quickly to industry skills needs and priorities;

4. Be efficient and cost-effective; and

5. Produce high quality and independently validated training products.

We have consulted with MDCI IRC members, industry and other relevant stakeholders

through the methods outlined below. A list of stakeholders consulted over the course of

project work is found in Appendix A.

IRC meetings

MDCI IRCs have been engaged through the initial consultation phase of RII Project 1A, ongoing consultations and review of the draft training products. This was done through IRC meetings held over the last year, in addition to conversations held with IRC members, involvement of IRC members in the Project Working Groups for each project, review of the high level summary of consultations report, and an invitation to submit feedback on our draft training products published on the PwC’s Skills for Australia webpage.

Project working groups

Following approval of the Case for Change, a Project Working Group (PWG) was established consisting of industry and RTO subject matter experts. The purpose of the PWG was to provide expert industry and RTO input into our training product development work and to guide our engagement with the sector.

An MDCI IRC member was appointed as a dedicated project sponsor to guide the project and ensure training product development work proceeded under the direction of the MDCI IRCs. Refer to Appendix A for a list of PWG members for this project.

For Project RII 1A the PWG met nine times over the period from July 2017 – March 2018. The purpose of these meetings was for PWG members to offer specialised input, to discuss key consultation feedback and to consider recommendations in response to that feedback.

In addition to these scheduled meetings, we have consulted with PWG members on an ongoing basis to validate key issues and review key documents.

To capture additional feedback, a Training Product Improvement survey was published on PwC’s Skills for Australia’s website. The survey was open to the public and complemented subject matter discussed during consultations. All responses have been considered in our recommendations.

Targeted consultations

Throughout the projects we have held targeted consultations with key stakeholders, identified through MDCI IRC members and Project Working Group members, as well as through PwC’s Skills for Australia networks. The consultative approach was national, inclusive and invited responses from a range of stakeholders including industry employers and organisations, peak bodies, government, and registered training organisations (RTOs). Consultations were generally held in the form of one-on-one phone or face-to-face interviews, as well as through written emails.

The table below shows a summary of types of stakeholders involved in the targeted consultations. Note that the below includes PWG and IRC members who were also targeted for one-on-one consultations.

A list of stakeholders who were consulted through targeted and comprehensive consultations are provided in Tables 4 and 5 in Appendix A.

Engagement with State and Territory Training Authorities

State and Territory Training Authorities (STAs) have been engaged on two occasions throughout training product development work. These are listed below along with a short description of the feedback received.

● The draft training products were published on PwC’s Skills for Australia website in February 2018 and STAs were given the opportunity to provide feedback. Feedback was received from the Western Australia STA and the Victorian STA during this time. Feedback consisted of suggested improvements to be made to the assessment requirements and foundation skills, in addition to suggestions to include range of conditions, and to ensure the application sections of units of competency incorporated applications beyond typical RII Training Package contexts where these units may also be used. The Western Australian STA also submitted a query over the equivalence of the units of competency. The suggestions and comments were presented to the PWG and considered. Appropriate suggestions were implemented and incorporated within the units of competency.

● The draft training package components, including this Case for Endorsement and accompanying materials, were also provided to all STAs in April 2018 for formal review.

Draft training product review

Draft training products were published on the Skills for Australia website from January 23 – February 6 so that a broad cross-section of stakeholders could review and comment on the ways in which the feedback received during consultation had been reflected in proposed changes to training products. Emails alerts were also sent to all MDCI subscribers (including STA networks), IRC members, and PWG members advising that the draft training products were available for review on the project webpage. These emails were also distributed by IRC and PWG members to their extended networks. These emails successfully led to a minimum of 418 website views of MDCI material, and to a minimum of 78 unique downloads of the training products for RII Project 1A Mobile Plant Operations and Material Handling.

Dissenting views expressed during consultation

Through consultations on the draft training products, representatives from Registered Training Organisations (RTOs) raised concerns that the number of times prescribed in the performance evidence for a task to be performed, and the number of materials or attachments required to perform the tasks was too high. RTOs expressed that prescribing a minimum of two repetitions or attachments/materials would mean increased costs to RTOs, potentially inhibiting their delivery of the training products. Upon reviewing this concern, PWG and IRC members confirmed that in order to show full competency, the tasks outlined in these units of competency (including use of attachments and materials) would need to be performed more than once. As a result, no changes were made to the training products in response to this feedback. In addition, RTOs also expressed that a list of attachments should be included within the performance evidence of all units of competency. This was discussed with industry stakeholders, the project working group, and IRC members. The result of further consultations was that whilst it is useful in some units of competency to have a prescribed list of attachments, this can sometimes be limiting. On occasion a certain type of attachment has been relevant but has not been catered for within the unit. It also prevents some frequently used attachments from being selected and new attachments are not accounted for. The decision reached by the project working group and IRC members was that the units of competency with lists already included would be amended to state “attachments may include, but are not limited to”, to ensure the lists of attachments would not be limiting those used by other industries. As part of this project, it was identified that there are different units of competency which exist for the same mobile plant for civil infrastructure and mining sub sectors. Some stakeholders noted that they could be combined into a single unit of competency in order to create efficiencies and reduce duplication across the RII training package. Through further consultations held, it was identified that whilst there are numerous similarities between the civil infrastructure and mining units, there were also key differences in activities performed, including levelling techniques, use of attachments and knowledge on terminology and calculations performed. In addition, a civil infrastructure operator is required to perform activities to a high level of accuracy, or risk detriment to the quality of the finished product. In mining, the same level of accuracy is not required, however if the same level of assessment requirements were implemented there would be a risk that they would not have enough qualified personnel to meet their workforce needs. Hence, it was decided by project working group and IRC members that there is a need for both civil infrastructure and mining mobile plant units of competency.

Some stakeholders noted that there was a need to create a concrete agitator vehicle unit of competency as it did not currently exist in the RII training package. Further research and consultations noted that CPCCCO3054A Operate concrete agitator trucks is an existing unit of competency within the Construction, Plumbing and Services Training Package. Review of the content of the existing unit resulted in the determination that there is no requirement for a separate RII unit. Similarly, some stakeholders noted there was a need for a unit of competency to be created for cable tractors. Further consultations held indicated that the use of this equipment is already covered by the existing RIIMPO315D Conduct Tractor Operations unit. This unit of competency includes demonstration of fixing attachments, whilst installation, maintenance and inspection of cables is extensively covered through the UET12 Transmission, Distribution and Rail Sector Training Package. Hence there is no requirement for an additional unit. Throughout consultation it was suggested that Global Positioning System (GPS) technology is being used more commonly throughout industry, and operators require competency development in its use. Graders and dozers were suggested as the most common forms of equipment where GPS is utilised. However, project working group and IRC members noted that GPS equipment is not used uniformly throughout industry as some sites do not have or make use of GPS equipment, and incorporating its use into the performance evidence of units of competency would restrict the delivery of training to those sites with GPS equipment available. Therefore, in order for the technology to be incorporated into existing training without limiting how and where that training is delivered, the use of GPS equipment has been incorporated within the knowledge evidence of relevant units of competency.

4 Industry expectations about training delivery

4.1 Industry advice on training delivery Industry members advised that training delivery and assessments should be permitted to be performed in a simulated environment to ensure learner accessibility. This is provided that the simulated environment is realistic and sufficiently rigorous to cover all aspects of this sector’s workplace performance. This has been reflected in the assessment requirements of each unit reviewed.

In addition, within each unit, the performance evidence states the number of times a task is required to be performed in order to show competence in using the particular plant. It was advised by industry stakeholders that tasks should all be performed more than once in order for a learner to be deemed competent.

Additional advice is included in the RII Companion Volume Implementation Guide about industry’s expectations of training delivery, delivery modes and pathways, work-based learning strategies and learner characteristics, and assessments (refer to pages 114-132 of the RII Implementation Guide).

4.2 Industry advice on traineeships and apprenticeships

Industry informs us that the amendments to training products presented in this Case for Endorsement are not expected to have an impact on the use of traineeships and apprenticeships.

5 Implementation of the new Training Package

Impact on implementation

The proposed changes will affect key stakeholders such as employers, RTOs, STAs, regulators, and students in different ways. For RTOs the content of their training material will need to be reviewed when the amended Units of Competency are released on training.gov.au. The impact and disruption for STAs will be minimal given that they have been closely consulted throughout the project, and the training products in scope remain equivalent to their superseded versions. For employers and learners, the changes will mean more alignment to the job roles within the industry, as training will be more current and meaningful to them. Given the amended Units of Competency have been deemed equivalent by the MDCI IRCs, it will not adversely affect the training outcomes of those learners who have previously undertaken this training.

Implementation management strategy

The communication of these changes to the RII Training Package will require RTOs to potentially respond with modifications to qualification offerings and scope. We have developed a strategy for the communication of these changes in the event of AISC approval. This includes:

● Communications to all RTOs with a qualification or skill set on scope that is affected by changes made within this project.

● Updates on the PwC’s Skills for Australia website; including a news post on our MDCI industry page and pop-up notification for all users viewing the website.

● Email sent directly to all PwC’s Skills for Australia’s MDCI subscribers to inform them of the changes.

● Email communications with all organisations and individuals previously engaged throughout this consultation process, including State and Territory Training Authorities, employers, RTOs and peak bodies.

● Development of a summary document providing an explanation of the changes. This document will be shared with all networks and broader distribution will be encouraged.

● PwC’s Skills for Australia team to be present at relevant industry conferences and events to communicate the changes and encourage industry-wide awareness.

Licensing requirements

Industry informs us that changes made in relation to mobile plant operations units and materials handling units reviewed do not affect any licensing requirements across Australia. Licensing requirements which affect the RII training package are listed in the RII Implementation Guide in the ‘Implementation information’ section.

The reports attest to there being a quality-assured Companion Volume Implementation Guide prepared. PwC’s Skills for Australia confirms that this Guide will be available on VETNET following publication of Release 4.0 of the RII Training Package on the National Register.

● The content of units of competency has been developed in consultation with industry and trainers and assessors, ensuring that language used is relevant to workplaces and is easily understood in a training context.

7.1 Alignment with the COAG ISC reforms to Training Packages

3. Ensure that the training system better supports individuals to move easily from one related occupation to another

● Entry requirements have not been applied nor have prerequisite units been added.

4. Improve the efficiency of the training system by creating units that can be owned and used by multiple industry sectors

● Training package components have been developed so they are applicable across job roles and across industries wherever possible. For example, units were amended to ensure wording could be applied across the extractive, drilling, metalliferous mining, coal mining and/or civil infrastructure industries where applicable, to avoid creating duplicate units for each sub-sector.

● Duplicate units of competency were also identified and removed from the RII training package as part of the work performed for this project.

7.2 Alignment of training package development work with work assigned by AISC in Case for Change

The Activity Order for this Case for Change was for a review of 67 mobile plant operations and materials handling units of competency.

The final result of our training package development work was an update of 50 mobile plant operations and materials handling units of competency, deletion of 3 mobile plant operations units of competency and 1 materials handling unit of competency, and creation of 1 mobile plant operations unit of competency, in order to fulfil a skills gap outlined by industry. This is a total of 55 units of competency.

The remaining 12 units of competency included within the activity order were not considered to be in scope for this review. This is because the feedback received from stakeholders around changes to be made (i.e. around loading, unloading and transportation, lifting and use of lifting gear, maintenance activities, soil types, attachments and duplicate units) did not impact these RIIMPO and RIIHAN units of competency.

Our work also included non-endorsable changes to the training package. A list of these changes is available in Appendix B.

7.3 Evidence that training package components are prepared for publication

All draft training package components are included in this Case for Endorsement. Subject to the AISC’s endorsement of the training package components, they are ready for publication on the National Register.

We expect Release 4.0 of the RII Training Package to be published on the National Register by July 2018.

As discussed, this project builds on the consultations undertaken by SkillsDMC in the Case for Change for these projects.

In particular, this CfE demonstrates how the proposed Training Package components align with the COAG Industry Skills Council reforms to Training Packages, and other principles for quality that inform our training product development work. It shows that there is strong industry support for the changes and that the proposed modifications will ensure that the Resources and Infrastructure Industry (RII) Training Package meets the needs of learners and workers within the mining, drilling and civil infrastructure industry.

Consultation PwC SFA have held targeted consultations with key stakeholders, identified through MDCI IRC members and Project Working Group (PWG) members, as well as through PwCSFA networks. The consultative approach was national, inclusive and invited responses from a range of stakeholders including industry employers and organisations, peak bodies, government, and registered training organisations (RTOs). Consultations were generally held in the form of one-on-one phone or face-to-face interviews, as well as through written emails.

Dissenting views: Through consultations on the draft training products, representatives from RTOs raised concerns that the number of times prescribed in the performance evidence for a task to be performed, and the number of materials or attachments required to perform the tasks was too high. RTOs expressed that prescribing a minimum of two repetitions or attachments/materials would mean increased costs to RTOs, potentially inhibiting their delivery of the training products. Upon reviewing this concern, PWG and IRC members confirmed that in order to show full competency, the tasks outlined in these units of competency (including use of attachments and materials) would need to be performed more than once. As a result, no changes were made to the training products in response to this feedback.

The development of the units of competency and assessment requirements presented followed the COAG Principles outlined in the policy for development and included a comprehensive industry and stakeholder engagement

The Case for Endorsement stated how this project built on the Case for Change presented and approved by AISC in December, 2016. The Case for Change indicated the need to review units of competency related to roles in mobile plant operations (MPO) and materials handling (HAN). These units have high levels of enrolments.

The Industry Skills Forecast and Proposed Schedule of Work Mining, Drilling and Civil Infrastructure, April 2017 also scheduled this work and highlighted the importance of reviewing these units because “These units, focused around safety and operations, are some of the most common courses in the industry. They are also checked frequently for regulatory compliance.” (p42)

The consultation processes were based on initial feedback that highlighted that:

Consultations The Case for Endorsement detailed the focus of the consultations, the response from various stakeholders and the mechanisms for reaching a consensus view. Consultations were well structured and used a variety of contact modes including one-on-one phone or face-to-face interviews, as well as through written emails. A supplementary detailed report on the consultation outcomes titled Summary of Consultation Outcomes Resources and Infrastructure Industries Project 1A - Mobile Plant Operations and Materials Handling Review October 2017 was provided for this review. Consultations were commensurate with the scope of the project. Dissenting views were addressed and reported on in the Case for Endorsement and the Editorial Report. RTOs were concerned about the frequency of evidence stipulated in Performance Evidence, but industry support was strong for the necessity to retain this feature to produce valid evidence. There were also discussions about how to best describe the variety of attachments and usage of GPS in the units. Consultation involved the following activities:

Ongoing involvement from Mining, Drilling and Civil Infrastructure (MDCI) IRCs ( 56 total members) with discussions held at meetings throughout 2017 (N=20). These committees have representatives from enterprises, employer groups, unions and government

Oversighting by a Project Working Group (PWG) (15 total members) which met 9 times.

A Training Product Improvement survey was published on PwC’s Skills for Australia’s website and gained 72 responses.

Targeted stakeholders included industry, peak bodies RTOs and regulators (N=34).

Regulatory and registration bodies consulted included the National Heavy Vehicle Regulator, QLD Department of Natural Resources, Mines and Energy, NSW Mining and Petroleum Competence Board, QLD Mines Inspectorate, the Industry Skills Advisory Council, the Australian Workers Union, and the WA Department of Mines, Industry Regulation and Safety

State and Territory Training Authorities (STAs) were engaged on two occasions throughout training product development work.

There were reviews of the Summary of Consultation Outcomes Report by the PWG

Training products were drafted, and responses invited on the PwC’s Skills for Australia webpage. Emails alerts were sent to all MDCI subscribers (including STA networks), IRC members, and PWG members advising that the draft training products were available for review on the project webpage.
